This article studies the effect of free pre-school education on child outcomes in primary school. We exploit the staggered implementation of free part-time pre-school for three year olds across Local Education Authorities in England in the early 2000s. The policy led to small improvements in attainment at age 5, with no apparent benefits by age 11. We argue that this is because the expansion of free places largely crowded out privately paid care, with small changes in total participation, and was achieved through an increase in private provision, where quality is lower on average than in the public sector.

The process of decommissioning happened between the end of the nineteenth and beginning of the twentieth centuries has caused the radical transformation of consolidated Mediterranean military landscapes. Thus, this process of worldwide relevance has become the occasion for rethinking military structures, actually in disuse, as material and technological witness of the modern age. In this context, the present contribute illustrates the results of an interdisciplinary research focused on the Sardinian military heritage and its recognition in terms of location, typology, chronology, state of conservation and uses. Forts built during the Savoy period, defence shelters appeared in the World War II as well as the numerous barracks define a complex heritage mainly obsolescent that, widely distributed all over the region, can certainly offer new opportunities of reuse. Experiences of rehabilitation have been examined in order to offer possible models or design hints towards the definition of future scenarios of reuse and enhancement of the Sardinian military heritage.

Tamil inscriptions offer details that enable us to reconstruct agrarian developments in the Tamil region from about the eighth to the thirteenth centuries. Land grants spawned Brahmana land holders, but elsewhere too a landlord class formed, with growing conflicts with peasants over rent and labour dues. The presence of the depressed Paraiyas provided the bulk of wage labourers. A certain advance in urbanisation produced not only active merchant guilds but also migratory artisan groups.

Contemporary Polish-Russian relations are examined, taking into consideration the broad internal conditions in Poland and in Russia. Negative mutual stereotypes prevail in both countries, shaped in the course of a complicated history of mutual relations, while the concepts of international policies in both states are underdeveloped and divergent. Polish-Russian relations are increasingly more influenced by external conditions, such as the profound change Europe is going through and the evolution of the entire international order. The most important modern issues in Polish-Russian relations concern the persistent differences in the perception of the history of mutual relations, dissimilar concepts of the European security system, and energy security. The conditions of relations between Poland and Russia affect Poland's ability to pursue its international interests in many areas: in relations with Russia and the CIS, in the forum of international organizations (NATO, EU, Council of Europe, OSCE and the UN), in relations with Poland's closest allies and partners (Germany, France, U.S. and Ukraine). Finally, Polish-Russian relations influence the position and international role of Poland, limiting it when these relations are bad or augmenting it when they are good. Since late 2007 Poland has been trying to conduct a pragmatic policy and normalize its relations with Russia. As part of the research project of the RSCF No. 22-18-00295 "Electronic library of Arabographic manuscripts from archival, library, museum and private collections of Russia", the authors conducted an archeographic expedition in the summer of 2022 to the Kayakent, Akhtynsky and Suleiman-Stalsky districts of the Republic of Dagestan with the aim to identify private and mosque collections of manuscripts and books for their subsequent description and digitization. Two private collections, belonging to K.M. Kamalov and Sh.Yu. Magomedov, were identified in the Kayakent district of Dagestan. They comprise around forty volumes of manuscripts and early printed books, as well as handwritten documents: assembly records, letters, registration of legal transactions, etc. Both collections have a common origin and are fragments of collections belonging to local religious figures: the last pre-revolutionary qadi of the village of Alhajikent, Qadi-Agay and his relatives Abuzar-qadi, local alim of the first half of the 19th century, Abdul Wahab Sheikh and Sheikh Mirza. The part of the collection of Sh.Yu. Magomedov was lost in the 1980s. The content of the collections is mainly represented by works in Arabic in the fields of grammar and stylistics of the Arabic language, Muslim law, dogmatics, occult sciences. Due to the loss of its part, the Sh.Yu. Magomedov's collection covers the period between 1747-1748 to the first third of the 19th century, while in the collection of Kamalov K.M. there are earlier copies of manuscripts, which, according to paleographic characteristics, can be attributed to the middle of the 17th century. Our paper focuses on the few manuscripts in the Turkic languages, identified in the collections.

Abstract: Two public memorials dedicated to Emma Goldman (1869–1940), a radical early feminist, are examined within a broader discussion about the preservation of feminist collective memory. Goldman was a prominent anarchist and advocate for women's rights, labour rights, and freedom of speech, who was in conversation with the American women's suffrage movement throughout her life—and was one of the rare critical voices pushing the movement toward ever more progressive positions from the left. Contrasting traditional forms of commemoration with the "counter-monuments" designed by artists and spontaneously erected by her admirers allows us to explore the effects of such memorials on the forms public memory can take and the stakes involved in those formal choices. Abstract: Deux lieux de commémoration publics dédiés à Emma Goldman (1869-1940), une féministe radicale et pionnière, sont examinés dans le cadre d'une discussion plus large sur la préservation de la mémoire collective féministe. Goldman était une anarchiste de renom qui défendait les droits des femmes, les droits des travailleurs et la liberté d'expression. Tout au long de sa vie, elle s'est entretenue avec le mouvement américain pour le droit de vote des femmes —et a été l'une des rares voix critiques à pousser le mouvement vers des positions toujours plus progressistes émanant de la gauche. La mise en contraste des formes traditionnelles de commémoration et des « contre-monuments » conçus par des artistes et érigés spontanément par ses admirateurs nous permet d'explorer les effets de ces lieux commémoratifs sur les formes que peut prendre la mémoire publique et sur les enjeux liés à ces choix formels.

The Mexican oil industry during the period of foreign ownership, 1900–1938, has inspired scholarship covering a myriad of actors, but not women. This article proposes to fill in that gap, documenting the experiences of foreign and Mexican women in the cradle of the industry, northern Veracruz and Tampico, Tamaulipas. This article argues that women were not only present in the oil fields, but that they were also indispensable for the economic success of the oil enterprise as a whole. Nevertheless, the experiences of women were quite diverse, depending on such factors as class and nationality. For Mexican women in particular, life in oil country meant revolutionary changes, even if capitalist structures and patriarchal culture remained intact.

AbstractTheories connecting meritocracy and democratic stability are heavily understudied, and there are few attempts to empirically disentangle the potential mechanisms. This article proposes a novel explanation, emphasizing that bureaucratic impartiality and effectiveness provide separate shields that stabilize democracies. Impartiality protects the opposition from unlawful discrimination, which raises support for democracy among the (potential) losers of elections and reduces the incentives to rebel or stage coups d'état, whereas effectiveness serves incumbent policies, which raises support among the (potential) winners and reduces the likelihood of incumbent takeovers. I find support for these propositions in comparative-historical analyses of a few paradigmatic cases—interwar Finland, Czechoslovakia, and Germany—with similar levels of economic development, imperial-autocratic legacies, and meritocratic types of administration but different regime outcomes. The results show that both impartial and effective bureaucratic behavior rather than meritocratic recruitment norms as such are important stabilizers of democracy. Yet they emphasize the importance of bureaucratic effectiveness in raising the perception that votes count to change outcomes on the ground and thus that democracy makes a difference. I argue that this should have a wider significance for the study of contemporary processes of democratic recession.

Background/Aim. Promotion of oral health in military population is not only a significant component of general health, but also of the military readiness and represents the strategic orientation of each country. The basic task of military dentistry is to provide oral health of military personnel and to enable their operational readiness at the optimal level. The aim of the study was to assess the periodontal condition in Serbian military population using the community periodontal index of treatment needs (CPITN), and the influence of general life habits and local risk factors on periodontal health. Methods. This prospective cross-sectional pilot study was conducted on 101 examinees at the mean age of 38.94 ± 11.63 years who had dental check-ups at the Dental Clinic of the Military Medical Academy in Belgrade. All the categories of military personnel aged 20-64 years were divided into five groups. The frequency distribution of general and local factors on periodontal health, oral hygiene index, and the assessment of the mean number of sextants by CPITN compared to age were examined. Results. The examinees at the age of 51-60 years had the best oral hygiene index (0.95 ± 0.65), whereas the oldest population had the worst (1.63 ± 0.42). Only one person (5.6%) at the age group of 51-60 years had a completely healthy periodontium. Observed in relation to the age groups, the mean values of sextants increased linearly, but in general population, the most frequent CPITN categories were in sextant with the periodontal pockets 4-5 mm (score 3). Conclusions. Compared to the results from other countries shown by the World Health Organization, the periodontal condition in our examinees is below the average. The appropriate preventive program preparation and its implementation are needed, including primarily the appropriate training on oral hygiene, as well as education based on periodontal disease prevention and treatment.

ITALIANO: Il saggio si propone di fornire una possibile soluzione a un antico enigma che è al tempo stesso storiografico e archivistico: perché i libri contabili basso medievali e rinascimentali sono presenti negli archivi fiorentini (e più in generale toscani) con una abbondanza quasi straripante, di fronte a un panorama italiano (per non dire europeo) assai magro? Per quale motivo tra Firenze e Prato si conservano, per i secoli XIII-XVI, più libri di conto che in tutta l'Europa messa insieme? E infine, come spiegare che gli archivi familiari dei nobili fiorentini conservassero, ancora in tarda età granducale, mastri, registri di cassa e giornali redatti alcuni secoli addietro, la cui utilità pratica era apparentemente pari a zero? Lavorando su molteplici fronti, quello della storia economica, quello della storia delle tecniche e della formazione culturale, quello della storia politico-sociale, l'autore mette a confronto il caso fiorentino con quello delle altre grandi città mercantili italiane, proponendo infine una immagine di Firenze leggermente diversa da quella stereotipata di culla dell'Umanesimo. / ENGLISH: The essay aims to provide a possible solution to an old historiographical and archival enigma: why are late medieval and Renaissance account books present in Florentine (and more generally Tuscan) archives with an almost overflowing abundance, as compares to the rather scant Italian (not to say European) panorama? Why have more account books dating from the 13th and 16th centuries been preserved between Florence and Prato than in the rest of Europe? And finally, how can we explain that even in the late grand-ducal age the family archives of the Florentine nobles still preserved ledgers, cashbooks and journals written a few centuries earlier, despite these writings seemingly had no practical usefulness whatsoever? By employing multiple perspectives – economic history, the history of techniques and cultural formation, socio-political history – the author compares the Florentine case with other great Italian mercantile cities, in the end yielding a picture of Florence slightly different from the stereotyped image of the cradle of Humanism.

Machado-Joseph Disease (MJD) is an autosomal dominant neurodegenerative disorder of adult onset, associated with the expansion of a (CAG)n tract in the coding region of the causative gene, localized on 14q32.1. Machado-Joseph Disease shows non-Mendelian features typical of other triplet repeat disorders, including clinical heterogeneity, variable age at onset and anticipation. Three phenotypes have been proposed (clinical types 1, 2 and 3). Type 1 is associated with early age at onset and a high repeat number of the CAG sequence, and Types 2 and 3 have later onset and lower numbers of CAG repeats. This paper investigates whether there is selection against the MJD gene, acting through differential survival, nuptiality and fertility associated with clinical type and age at onset. The study sample comprised 40 MJD patients from the Azores (Portugal) having fully documented reproductive histories and known dates of death. The proportion of married patients of each clinical type increased from 0·22 among Type 1 patients, to 0·40 in Type 2 and 0·95 in Type 3. Age at onset and length of survival were also associated with marital status, with the married cases having later mean age at onset and longer mean survival time. In the whole sample, clinical type was associated with fertility, with significantly fewer children born to Type 1 patients. Among married patients clinical type was not associated with age at marriage, reproductive span or number of children. No reduction of fertility was detected among married patients in whom the onset of MJD was below the age of 50. The authors' interpretation of these results is that the high-repeat CAG haplotypes associated with early age at onset and clinical Type 1 are selected against through reduced survival and fertility. The fertility component of selection is mediated by nuptiality rather than marital fertility.
