Conflict and environmental degradation in the Democratic Republic of the Congo are interrelated and complex. The authors conducted a case study of a community-based environmental restoration project in Eastern Congo and provide early results which suggest a link between community environmental action and multidimensional outcomes such as peace and reconciliation. The project examined in this study is based on a framework (Theory of Change) which networks communities through autonomous savings groups, churches, mosques, schools, and a community leadership network with the goal of catalyzing sustainable farming, reforestation, and community forest management. The primary project input was training, and the resulting voluntary community action included tree planting and the management of common forest areas. A mixed-methods approach was used to evaluate project results comparing two watersheds, and included a difference in differences analysis, participatory workshops, remote sensing analysis, and community activity reports. Positive change was observed in the treatment watershed in terms of ecosystem health and household economic condition. Results suggest a possible influence on peace conditions which, while fragile, offers hope for continued restorative action by communities. This study provides evidence that a community-based approach to environmental restoration may have a positive influence on multidimensional issues such as forests, watershed health, economic well-being, and peace.
В статье рассматривается проблематика, связанная с повышением качества профессиональной подготовки (обучения) руководителей органов государственного управления, в частности руководителей органов внутренних дел, через широкое применение информационных технологий и инновационных подходов в образовании. Целью разработки рассматриваемого метода и создания соответствующего алгоритма является совершенствование процесса подготовки обучаемых (слушателей, курсантов) путем эффективного применения в учебном процессе возможностей автоматизированных систем. Предлагаемый метод анализа и оценки графических документов, содержащих управленческие решения, а также алгоритм, основанный на использовании данного метода, позволяет автоматизировать процесс оценивания результатов учебной работы будущих руководителей. Это, в свою очередь, ведет к усилению персонализации взаимоотношений педагог обучаемый, позволяет реализовать индивидуальный подход к каждому из слушателей, что в результате дает возможность повысить качество обучения в целом. Метод основан на универсальном (с точки зрения содержания документов) подходе к анализу и интерпретации графических документов (изображений), с целью последующей оценки качества управленческих решений в них содержащихся. Результаты исследования основаны на опыте применения автоматизированных систем в ходе проведения практических занятий со слушателями Академии управления МВД России. Отдельные методологические подходы, пути решения поставленных задач основаны на анализе ошибок и противоречий, возникших в ходе применения для оценки метода сравнения с эталоном, который по объективным причинам не может обладать свойствами универсальности. В методе применяются процедуры анализа изображений, соответствующие стратегии решения задач интерпретации, используемой в экспертных системах анализа изображений. Что касается оценки, то она производится исходя из соответствия принятых управленческих решений установленным нормам и правилам. Набор правил размещения условных знаков, соответствующий законам управления и учитывающий специфику конкретной сферы деятельности, в которой осуществляется управление, используется как универсальный образец, с которым сравнивают все подготавливаемые документы с содержащимися в них управленческими решениями. На основе рассмотренного метода разработан соответствующий алгоритм работы автоматизированной системы, предназначенной для обработки и интерпретации изображений. В общем виде в статье представлен также и математический аппарат, используемый при реализации данного алгоритма. ; Article considers the problem improving the quality of vocational training (training) heads of government, in particular the heads of the police, based on a broad application of information technologies and innovative approaches in education. The proposed method of analysis and evaluation of graphic documents containing administrative decisions, as well as the implementation of the algorithm of this method allows you to automate the process of evaluating the results of the training of future leaders. This leads to high personalization of the relationship between teacher and learners, allows for an individual approach to each, resulting in an opportunity to improve the quality of education in general. The method is based on the universal (in terms of the content of the documents) approach to the analysis and interpretation of image documents (images) for subsequent evaluation of the quality of management decisions contained therein. Results are based on many years of experience in the use of automated systems in the business of games, exercises and training staff with the students of the Management Academy of Ministry Internal Affairs of Russia. Some methodological approaches, ways of solving tasks based on the analysis of errors and inconsistencies encountered in the application of the method to assess the comparison with the standard. Assessment of the quality of decisions made after the analysis on the basis of the conformity of administrative decisions with established norms and regulations. A set of rules placing symbols on the scheme, which reflects the management decision-making, management, and relevant laws into account the specifics of a particular field of activity is used as a universal pattern, which is compared to all the prepared documents contained in their management decisions. The presented method is the basis for developing an appropriate algorithm of the automated system for analysis, interpretation and evaluation of images. As an explanation, the article briefly presents the mathematical tools used in the implementation of certain procedures of the method and algorithm.
The concept of "quality" is quite complex and challenging. In higher education, quality might be defined very differently by the various stakeholders: the students and graduates might see quality in terms of making sure they get well-paid jobs, the academics might define quality from the perspective of being able to enter in scientific debates, the ministries might define quality in terms of the efficient use of resources for reaching certain goals. But even when such issues of clarification of meanings are solved, what are the tools which work. And what does quality mean with respect to internationalisation? A number of papers in this book address quality management from various angles, and provide food for thought for those who seek for good answers. This book is the third in a series, and assembles contributions from authors who participated in the International Deans Course, a programme for leaders in higher education from East and West Africa and Southeast Asia respectively.

These features include lack of training of officers for personnel at the tactical level, the obligatory completion of advanced training courses during each career advancement, training of officers of the adjutant general service of the personnel management units at the military education institutions for the adjacent military-account specialty, typology of normative legal documents used in the process of organization of training courses and advanced training for all types of US armed forces, constant interest and full support of the US military leadership to independently enhance professional level by the specialists of personnel services of US armed forces. In this context, it is noted that many American civilian education institutions have programs that can be followed by training in the field of human resources management, labor relations, training and staff development. Special courses in human resources care can be completed at such departments (or other structural units) as business management, teaching methodology, organization development, services for people, communication, government, or in selected specialized institutes (structural subdivisions) for training specialists in the field of human resources management.The article presents peculiarities of organization of training and taking advanced training courses by military specialists of the US Army personnel services at the appropriate education institutions.
After a semantic analysis of the notion of Good Governance, to light the sense of this complex notion, notion the origins of which go back up to a rather distant time. This principle, which built itself through centuries, concerned at first the world of companies, before invading the field of the politics, in the quest of the best management of the public affairs, to satisfy at best the affairs of the State. As therapy, organized by the international institutions, to bring out the African states, often corrupted States, of the tunnel of the poverty and the underdevelopment, it showed itself ineffective. The good governance in its implementation, in Africa and in Ivory Coast, faces a world where the political game set, is influenced by clan, family, tribal links, which put the interest of the groups above the general interest, engendering a decay of the State, with an absence of ethics, responsibility of brightness in the decision-making, in the societies where the quest of the democracy is marked with the seal of the demagoguery, with a premium granted to the opacity in the management of the public affairs. This quest of efficiency is counterbalanced by the weight of the traditions and the practices inherent to the world of the Third World, the things which return the with difficulty effective management of the public affairs. The evolution of international environmental policies and national and local conservation contexts gives increasing importance to the anthropic dimension within the national parks (category IIUICN). Not only does this dimension takes into account the local population that lives permanently in these various natural areas, but also the economic actors who, legally or illegally, benefit from those protected areas (tourism, gold-washing, wood, etc.) or participate directly or indirectly in the process of the territorial elaboration of a national park. The integration of the anthropic aspect definitely help the emergence of new dynamics and strategies of collaborative management and policies. Building on political geography, socio-cultural geography and political ecology , this thesis aims to shed light how that anthropic dimension (sociocultural as well as economical) entails the transition of some protected areas from a classical type to a new category we identify as the "Nature and Anthropic National Park" (PNNa). We focus on three specific study cases in the American continent: the Amazonian park of the French Guiana, the Sea Park of Saguenay-Saint-Laurent of Québec, Canada, and the Amazonian Amacayacu National Park of Colombia. This study assumes the existence of a certain specific cultural determinism in the social regulation of sports organisation. It is based on a survey of 148 staff from the City of Nice Sports Service. The study highlights a causal relationship between the type of career path of municipal staff and their level of adherence to the organisation's managerial policy. Staff members, whose biographical pathway includes a passage within the federal sports world, are more closely aligned with the rules, procedures to be followed and verbal instructions issued by management. This commitment seems to be dictated by the institutional logic of the sports clubs from which these professionals are in part. This original and specific socialisation of sports federations, which focuses on the values of a sporting ideal, can be regarded as a sociological determinant in the management of sports organisations. ; Title : The socialization at work in the federal universe, the determining element of the social regulation of the sports organization. This comparative diagnosis of eleven Inrigation Management and Management Companies (SAGI), is the result of work carried out in the context of the Roles and place of the planning companies in the development of irrigation in West Africa, which is rooted in the governance of irrigated systems of COSTEA, the Scientific and Technical Committee for Agricultural Water, financed by the AFD and led by AFEID. This project comes at a time when the Sahelian states are experiencing a relaunch of investment in irrigation, but the existing models are being questioned. Many people living with cardiovascular disease (CVD) are affected by sexual problems associated with the condition. International guidelines recommend all patients with CVD should receive sexual counselling, yet this is rarely provided by health professionals. The current study piloted the Cardiac Health and Relationship Management and Sexuality (CHARMS) intervention, a complex multi-level intervention designed to increase the implementation of sexual counselling guidelines in hospital-based cardiac rehabilitation (CR) in Ireland.
