In this paper, I intend to unravel how the "revival" of Confucian values (as Singaporean leaders used to call it in the 1980s) is currently used par Chinese Mainland rulers to overcome Chinese economic ills, to foster a more socially balanced economic development and to promote political and social stability. ; Dans cette note, nous entreprenons d'éclairer la " renaissance " des valeurs confucéennes (pour reprendre une expression des dirigeants singapouriens dans les années 1980) pour montrer comment les dirigeants de Chine populaire les utilisent pour contrer les défauts de leur économie, favoriser un développement économique socialement plus équilibré et promouvoir une stabilité politique et sociale.

International audience ; The impact of the fragmentation of executive and legislative bodies on the level and composition of government expenditure is a political feature that attracted considerable attention from economists. However, previous authors have abstracted from two important concepts : ideology and intra-party politics. In this paper, we explicitly account for these two phenomenons, and make two main contributions. First, we show that both intra-party and interparty ideological dispersion matters in the level of public spending. Therefore, it is incorrect to consider parties as monolithic entities. We also show that ideological dispersion matters especially for current expenditures, and not so much for investment expenditures. In addition to standard trade gains, regional trade agreements (RTAs) can promote peaceful relations by increasing the opportunity cost of conflicts. Country pairs with large trade gains from RTAs and a high probability of conflict should be more likely to sign an RTA. Using data from 1950 to 2000, we show that this complementarity between economic and politics determines the geography of RTAs. We disentangle trade gains from political factors by a theory-driven empirical estimation and find that country pairs with higher frequency of past wars are more likely to sign RTAs, the more so the larger the trade gains.

International audience ; This paper develops a regulatory competition model to study whether and how refugee law should be centralized, and what are the consequences for refugees and for host countries. Varying refugee flows across countries lead some destinations to adopt strict measures. The resulting externality leads to a generalized "race to the bottom" of asylum law. Neither fixed nor minimum standard harmonization are found to be in the interest of both host countries. Especially the most popular destinations like EU border countries would suffer from losing discretion. However, minimum standards would benefit refugees and less popular destinations.

This paper studies selection rules i.e. the procedures committees use to choose whether to place an issue on their agenda. The main ingredient of the model is that committee members are uncertain about their final preferences at the selection stage: they only know the probability that they will eventually prefer the proposal to the status quo at the decision stage. This probability is private information. We find that a more stringent selection rule makes the voters more conservative. Hence individual behavior reinforces the effect of the rule instead of balancing it. For a voter, conditional on being pivotal, the probability that the proposal is adopted depends on which option she eventually favors. The probability that the proposal is adopted if she eventually prefers the proposal increases at a higher rate with the selection rule than if she eventually prefers the status quo. In order to compensate for that, the voters become more selective. The decision rule has the opposite effect. International audience ; Acceptability of pricing changes in the transport sector : how to reconcile efficiency and equity ? – This paper elaborates an analytical framework of the acceptability of pricing changes in the transport sector. This framework is built on the confrontation of the economic efficiency, territorial equity, horizontal equity, and vertical equity dimensions. This analytical framework is then applied to some ongoing urban and suburban road toll schemes in various countries. The analysis shows that these efficiency and equity dimensions combine themselves, by most often reinforcing the ones the others in their negative or positive aspects. This analysis also shows that these various dimensions of equity cannot be ignored on pain of failure. It enables us to identify the ways according to which the acceptability of urban road pricing could be improved. ; Un cadre d'analyse de l'acceptabilité des changements tarifaires dans le secteur des transports est élaboré. Ce cadre analytique est bâti sur la confrontation des dimensions de l'efficacité économique, de l'équité territoriale, de l'équité horizontale et de l'équité verticale. Ce cadre analytique est appliqué à quelques expériences de péages routiers urbains ou suburbains dans divers pays. Leur analyse montre que les dimensions de l'efficacité et de l'équité se conjuguent, en se renforçant le plus souvent les unes les autres dans leurs aspects négatifs ou positifs.
