What accounts for the paradoxical militarization, which occurs simultaneously to processes of cooperation in Defence in the South American region? With an analysis informed by a theoretical framework which combines the Regional Security Complex Theory (RSCT) with the English School of International Relations approach and based on systematic review methodology, this research seeks to contribute to answering this question in order to understand International Security in South America. Evidence suggests the centrality of the regional primary institutions, which both stimulate and restrain conflicts, but also effective cooperation and integration in the region, remaining a security regime.

Describes how, in response to a weakened market share, the USA sponsored the White House conference on travel and tourism which was held in October 1995. A highly successful event, the conference proposed strategies and tactics which encourage international travel to the USA. Suggests that, on the one hand, this conference points to future increased competition which the USA will exert within the international tourism industry. On the other hand, believes the findings and suggestions of the conference may be useful to the European travel and tourism industry as it forges tactics for its own future growth.

This paper seeks to establish the existence of an international business cycle during the postwar period through a variety of statistical techniques. It also isolates some of the features of this cycle: for example, the differing levels of synchronization between different countries and the changes in these levels over time. One conclusion is that future work on the international cycle must focus on the observed simultaneity between the U.S., Japan and Germany. Another surprising conclusion, given the theoretical consequences of increased integration, is that there is no evidence of a tendency towards greater synchronization over the period.

Flüchtlingshilfe in Afrika ist ein Produkt unterschiedlicher Interessenlagen. Relevante Akteure in diesem Zusammenhang sind das UN-Hochkommissariat für Flüchtlinge (UNHCR), die heterogene Gruppe der Nicht-Regierungsorganisationen, die afrikanischen Regierungen und die Massenmedien. Die internationale Flüchtlingshilfe verfehlt in Afrika ihre Ziele. Als Reaktion hierauf haben sich das UNHCR und die Nicht-Regierungsorganisationen auf eine "Partnership in Action" geeinigt, die die Flüchtlingshilfe effektiver machen soll. Perspektivisch bedarf es jedoch einer Überwindung der Fluchtgründe durch Armutsbekämpfung, Grundbedürfnissicherung, Demokratisierung und präventive Diplomatie. (ICE)

Discussions of international law often focus on questions of constraint and prohibition. This year's Annual Meeting considered the role of international law as an instrument. Actors on the international stage use a variety of tools to address their concerns, from climate change to economic development; from humanitarian crises to cross-border disputes; from commercial regulation to global trade. Governments and international organizations employ diplomacy and coercion, corporations use negotiation and persuasion, and non-governmental organizations engage in fact-finding and advocacy. And all of these actors affect and are affected by international law and use the international legal system to effectuate change and solve problems.

This work collects works by the late Professor Martin Wight (1913-1972), an historian and scholar of international relations. He conducted research on many topics, including British colonial history, European studies, international institutions, and the history and sociology of states-systems. He is nonetheless best known for his teaching about the political philosophy of international relations at the London School of Economics (1949-1961) and the University of Sussex (1961-1972). He is widely regarded as an intellectual ancestor and path-breaker of the 'English School' of international relations, even though this term only gained currency nine years after his death.
