"In today's complex and interconnected world, scholars of international relations seek to better understand challenges spurred by intensified global communication and interaction. The complex connectedness of modern society and politics compels us to investigate the pattern of interconnections among actors who inhabit social and political spaces. Gabriella Paar-Jakli's study aims to advance theory and practice by examining the networks used by specialists in North America and Europe to achieve their policy goals in the area of science and technology. Her book suggests that to overcome policy problems transnationally, three critical factors should be considered. First, as science and technology policy becomes increasingly critical to resolving global issues, it should be regarded as an integral element of the foreign policy process. Second, as liberal international relations theory argues, the increasing role of NGOs must be taken seriously alongside states as vital agents of policy reform. Third, as transatlantic relations remain center to maintaining the global order, they must be reconsidered. Paar-Jakli assesses the role of digital networks as facilitators of regional cooperation. Utilizing various techniques of social network analysis, her research indicates an active and structurally discernible network in cyberspace among transatlantic organizations, and demonstrates the role of virtual networks as facilitators of cooperative arrangements in transatlantic relations. Paar-Jakli's original research uses social network analysis to investigate transatlantic cooperation, a new approach that will be noteworthy to network and transatlantic scholars as well as policymakers"--

This volume offers systematic research on regionalism in Africa and explores the role and impact of external partners on the dynamics, institutional design, and performance of regional integration projects. It acknowledges and elaborates the multilevel and multidimensional nature of regionalism, with its variety of cooperative institutions and policy areas, while closely considering uneven relationships to external actors in African regional organizations. The book's two comprehensive mapping studies examine patterns of asymmetric inter-dependence between regionalism in Africa and external partners in Europe, with a focus on trade and donor funding, and highlight structural imbalances and (un)intended consequences. Five additional case studies provide in-depth analyses of a variety of African regional organizations, mainly with a focus on security regionalism, and elaborate how external partners influence and affect integration processes and projects. Although regionalism in Africa benefitted from external relations and partnerships with Europe, contributions in this volume question this positive impression, highlighting some of the major undermining factors and actors. Johannes Muntschick is a researcher and lecturer in the Department of Political Science at the Johannes Gutenberg-Universität Mainz, Germany. His research and teaching experience lies in the fields of international relations theory, international institutions, and regionalism in the Global South.

From August 25 to 27, 2013, the Seventh Annual International Humanitarian Law Dialogs were held at the Chautauqua Institution in Lake Chautauqua, New York. Primarily organized by the Robert H. Jackson Center and cosponsored by other institutions and organizations including the American Society of International Law, the Dialogs bring together international criminal prosecutors, practitioners of international justice, scholars, NGO leaders, human rights activists, students, and members of the public to discuss pressing issues of international peace and justice.
The article moves from the impact of digitalisation on the international labour market to the importance of lifelong learning measures in countering the negative externalities arising from technological progress, such as labour fragmentation, obsolescence of traditional and repetitive jobs, and skill mismatch. It aims to provide insights regarding the latest efforts in implementing models for continuous training of workers in the current legal framework by carrying out an analysis of remarkable practical experiences and emphasising the different approaches to upskilling and reskilling of the working-age population. By taking into account the idea of an "individual right to continuous training" implemented both by legislative interventions and collective bargaining, this study highlights some of the best practices concerning lifelong learning that could be adopted to counter the growing polarisation between high and low qualified workers. In the final part, the study mainly aims to provide the basis for a discussion regarding effectiveness and scope of the examined measures. In this respect, it also suggests the importance of social safeguards not embedded into employment contracts alone but guaranteed by the labour market itself and applied to the whole labour force. In particular, it stresses the need to strengthen workers' employability throughout their workinglife to counter involuntary unemployment, highlighting the importance and topicality of the theory of transitional labour markets (TLM). ; El artículo examina el impacto de la digitalización en el mercado laboral internacional y la importancia de las medidas de la capacitación continua para contrarrestar las externalidades negativas derivadas del progreso tecnológico, como la fragmentación laboral, la obsolescencia de los empleos tradicionales y repetitivos y el desajuste de las competencias. Su objetivo es aportar ideas sobre los últimos esfuerzos en la aplicación de modelos de la capacitación continua de los trabajadores en el marco legal actual, realizando un análisis de experiencias prácticas destacables y haciendo hincapié en los diferentes enfoques de la mejora de las competencia y recualificación de la población en edad de trabajar. Teniendo en cuenta la idea de un "derecho individual a la capacitación continua" aplicado tanto por las intervenciones legislativas como por la negociación colectiva, este estudio pone de relieve algunas de las mejores prácticas relativas a la capacitación continua que podrían adoptarse para contrarrestar la creciente polarización entre los trabajadores de alta y baja cualificación. En la parte final, el estudio pretende principalmente sentar las bases para un debate sobre la eficacia y el alcance de las medidas examinadas. A este respecto, también sugiere la importancia de que las salvaguardias sociales no estén integradas únicamente en los contratos de trabajo, sino que estén garantizadas por el propio mercado laboral y se apliquen a toda la mano de obra. En particular, remarca la necesidad de fortalecer la empleabilidad de los trabajadores a lo largo de su vida laboral para contrarrestar el desempleo involuntario, destacando la importancia y la actualidad de la teoría de los mercados laborales de transición (MLT). ; L'articolo si concentra sull'impatto della digitalizzazione nel mercato del lavoro a livello internazionale e sull'importanza dell'apprendimento continuo nel fronteggiare le esternalità negative derivanti dal progresso tecnologico, come la frammentazione del lavoro, l'obsolescenza dei lavori tradizionali e ripetitivi e il disallineamento delle competenze. Il contributo intende fornire degli spunti di riflessione riguardo ai recenti sforzi per l'implementazione di modelli di apprendimento continuo dei lavoratori nell'attuale quadro giuridico, portando avanti in particolare un'analisi di significative esperienze pratiche e sottolineando i differenti approcci all'accrescimento e alla riqualificazione professionale della popolazione in età lavorativa. Prendendo in considerazione l'idea di un "diritto soggettivo alla formazione continua" introdotto sia mediante intervento legislativo, sia tramite contrattazione collettiva, l'articolo intende evidenziare alcune delle buone pratiche in materia di apprendimento permanente che potrebbero essere adottate per contrastare la crescente polarizzazione tra lavoratori altamente e scarsamente qualificati. Nella parte finale, il contributo cerca principalmente di fornire le basi per un dibattito circa l'efficacia e la portata delle misure esaminate. A tal proposito, viene sottolineata l'importanza di tutele sociali derivanti non soltanto dal contratto di lavoro, ma garantite direttamente dallo stesso mercato del lavoro e applicate a tutta la popolazione attiva. In particolare, viene ribadita la necessità di rafforzare l'occupabilità dei lavoratori durante il corso di tutta la vita lavorativa per contrastare la disoccupazione involontaria, evidenziando così l'importanza e l'attualità della teoria dei mercati transizionali del lavoro (TLM).
