While the resort to terror is as old as recorded history, the start of the age of modern terrorism may be exemplified by the horrors of the Munich Massacre in 1972. During that tragedy a small dedicated group of terrorists were able through the mass media to seize the world's headlines and spread a message of fear and intimidation to a global audience. The revolution in communications coupled with the introduction of commercial jet aircraft enabled the modern practitioners of terrorism to strike at targets of opportunity on an international basis. This capacity was not shared by even the most committed terrorist of the past.Within the discipline of political science, terrorism until the 70's was largely studied under the areas of war and revolution along with the growing field of comparative political violence, international terrorism was not studied as an individual subject until Munich, when the countless skyjackings, bombings and assassinations served to underscore that contemporary terrorism had indeed become "A New Mode of Conflict."

African studies have hitherto been largely deficient in the attention given to that central element of culture which we Europeans call 'art' or 'the arts', but which traditional Africa did not compartmentalise either in name or in fact. Since the great changes through which Africa is passing are almost all in the direction of materialism and international conformity, it is not surprising, but none the less regrettable, that even anthropologists have usually accorded to African art a peripheral, though not always unhonoured status. This has now been boldly remedied by the inauguration in Souther Rhodesia of what it is hoped will be a regular series of international con gresses of African culture.

The challenges confronted by the world in the 21st century are enormous; from the massive outflow of refugees, the threat of terrorism, the need for a general consensus to protect the environment, etc. There is thus the need for scholars, practitioners, and stakeholders of international law to think of effective and efficient ways of developing robust and strong international laws to deal effectively with these challenges.Using the qualitative approach to research, this paper examines some of the key challenges that confronts the development of and compliance with international law. The paper offers some new insights which have the propensity to aid in the development of and compliance with international law in these challenging times.The paper concludes that though international law has over the years expedited addressing most of the world's challenges, the recent challenges requires modifications of some aspects of existing international laws to effectively deal with such challenges. For instance, there is the need to review the veto power of the five permanent members of the UN Security Council; there must be better interpretation of the law that prohibits the use of force, as well as the need for appropriate measures to convince states that abiding by international law is a win-win game. In addition, deploying economic diplomacy and applying the Corporate Social Responsibility Approach to Building International Law (CRASBIL) are deemed meaningful for developing international law and also achieving effective compliance.

Im Oktober 2018 beauftragte der UN-Menschenrechtsrat die Arbeitsgruppe zum Recht auf Entwicklung mit der Aufnahme von Beratungen zur Ausarbeitung eins völkerrechtlichen Abkommens. Dieser Entwurf liegt jetzt vor und soll im November 2020 in der Arbeitsgruppe diskutiert werden. Die Stellungnahme des Deutschen Instituts für Menschenrechte stellt den Entwurf vor und beleuchtet seine Stärken und Schwächen.

The aim of the Hague Yearbook of International Law is to offer a platform for review of new developments in the field of international law. In addition, it devotes attention to developments in the international law institutions based in the international City of Peace and Justice, The Hague. As of the 2010 Volume, the Yearbook has been compiled by a new and expanded Editorial Board, offering fresh ideas and a new approach. A newly established Advisory Board has also been added, including leading judges, practitioners and scholars. Sections have been created on public international law, private international law, international investment law and international criminal law, containing in-depth articles on current issues. The breadth of the Yearbook's content thus offers an interesting and valuable illustration of the dynamic developments in the various sub-areas of international law.
