There is a shortfall of foster carers currently in England as the number of children in care is rising faster than the number of foster carers. Supporting foster carers in their role of providing safe nurturing environments for children in the looked after system is crucial in ensuring their recruitment and retention. This article reports on an evaluation of a national fostering helpline, Fosterline England, which provides independent, impartial advice to carers on a range of concerns. Findings suggest that the provision of a helpline service can influence foster carers' motivation to enter or stay in fostering. However, it is only one factor that can make a difference. Improvements to working practices in fostering are needed, including more effective communication with and between professionals.

International audience ; One of the most intriguing manuscripts associated with Henry VII of England, British Library, MS. Arundel 66 combines astronomical tables and works of so-called judicial astrology with a short collection of political prophecies. As an informal note added at the end of one of its texts suggests, the volume was probably completed by a certain John Wellys on 30 June 1490. The present essay is an attempt to read the selection of political prophecies and interpret the manuscript's pictorial contents in the light of events surrounding peace negotiations between England and France in 1489-90 and as a reflection of a use of renewed Plantagenet and Lancastrian claims to the French throne and a mythical royal ancestry in the early Tudor propaganda.

Arrangements for protecting children in organisations, such as using criminal records, in staff recruitment (vetting), and barring certain individuals from certain posts, have undergone significant expansion in the United Kingdom since the turn of the millennium. This has happened concurrently with the devolving of political powers to Scotland, Wales and Northern Ireland. The purpose of this article is to explore aspects of the possibilities of, and limits to, devolution by refracting it through the lens of vetting and barring policy in England and Scotland from 1997 to 2010. The conclusion is that devolution has enabled differences to emerge within aspects of these policies between Scotland and England, but has had negligible impact on the overall policy agenda of risk management and preventive governance.

Based on a case study, this paper discusses the issues raised and problems faced when trying to negotiate access to the system of statutory reviews for older people residing in care homes in England. Efforts to recruit participants proved to be more difficult than anticipated. However, the prolonged period of field negotiation yielded its own set of data with which to better understand the adult social care system in England. The paper provides a critical reflection on the reasons behind the care managers' reluctance to participate and the strategies employed to deflect attention or resist involvement. The discussion provides a broader context in order to allow for wider applicability of the findings across other similar situations.

Abstract. Analysis of published data characterising seasonal variability of domestic radon concentrations in Europe and elsewhere shows significant variability between different countries and between regions where regional data is available. Comparison is facilitated by application of the Gini Coefficient methodology to reported seasonal variation data. Overall, radon-rich sedimentary strata, particularly high-porosity limestones, exhibit high seasonal variation, while radon-rich igneous lithologies demonstrate relatively constant, but somewhat higher, radon concentrations. High-variability regions include the Pennines and South Downs in England, Languedoc and Brittany in France, and especially Switzerland. Low-variability high-radon regions include the granite-rich Cornwall/Devon peninsula in England, and Auvergne and Ardennes in France, all components of the Devonian-Carboniferous Hercynian belt.

Professional secrecy of doctors became an issue of considerable medico-legal and political debate in the late nineteenth and early twentieth centuries in both Germany and England, although the legal preconditions for this debate were quite different in the two countries. While in Germany medical confidentiality was a legal obligation and granted in court, no such statutory recognition of doctors' professional secrecy existed in England. This paper is a comparative analysis of medical secrecy in three key areas - divorce trials, venereal disease and abortion - in both countries. Based on sources from the period between c.1870 and 1939, our paper shows how doctors tried to define the scope of professional secrecy as an integral part of their professional honour in relation to important matters of public health.

This article examines the implementation of the directly elected mayor (mayor) in England. Following a short examination of the history of the mayoralty, the article addresses the impact of the 2000 Local Government Act. Introduced by a reforming Blair administration, the Act sought to radically transform the ways in which local government in England operated and introduced the concept of the mayor. As we shall see, the introduction of the mayor has not been without its problems. Despite these initial teething difficulties, it has nevertheless provided opportunities to demonstrate what can be achieved by this radical innovation. Finally, the article speculates about what the future might hold given the White Paper on local government leadership that was published in late 2006.

In this paper we compare the institutional evolution of the higher education systems in France and England from 1980 onwards. These two systems are interesting case-studies as they correspond to two topical opposite positions in terms of their elaborative structures :the French system was originally centralised whereas the English model was decentralised. The optimal way to reform higher education systems is different in both cases (and easier in a decentralised setting due to the noncooperative behaviour of higher education institutions). We show that England faced a centralising movement (especially since 1988) whereas in France a decentralising movement was a precondition for effective reforms. Devolution was a response to a decline in legitimacy in the territorial politics of the UK. To differing extents and in different ways, there was a legitimacy gap in Scotland, Wales and Northern Ireland. This has largely been restored in the non‐English parts of the UK but has created new problems of legitimacy in England. The West Lothian Question and territorial finance are the unfinished business of devolution. Using Beetham's classic work on The Legitimation of Power, this article argues that the situation today in England resembles that which existed before devolution in the non‐English parts of the UK: there is nothing illegal in the current constitutional arrangements; but there are constitutional anomalies and inconsistencies, which may lead to a withdrawal of consent.

The struggle between the king and the barons is the great recurrent theme in the domestic politics of medieval England. Sometimes the barons are up and the king is down (Stephen, John, Edward II); sometimes it is the king who is on top and the barons who are repressed or quiescent (Henry I, Henry II, Edward I). There was a time when I found it puzzling that England should have bouts of tearing itself to pieces in domestic strife, even when there were great dangers threatening (or great opportunities beckoning) from outside her borders. After all, they were all part of the same kingdom, weren't they? Surely they could see the advantages of all pitching in together? (Jay, 1967: 35)

Amanda Vickery's, The Gentleman's Daughter: Women's Lives in Georgian England, [1998] provides a challenging and controversial account of the lives of genteel women in provincial England. In this review essay, we consider the implications of her insights and revelations for accounting history research. We argue that her work raises a number of issues concerning what and where accounting took place in the 18th century. In particular, it is suggested that the detailed 'accounts' contained within genteel women's pocket books were a means by which they came to 'know' their household in order to manage their duties and responsibilities. Accounting historians are encouraged to consider these 'private' records as a potentially illuminating source of material on accounting within and without the 18th-century household.

THIS ARTICLE ARGUES THAT A FUNDAMENTAL SHIFT OCCURS IN THE LANGUAGE OF POLITICAL DEBATE IN ENGLAND IN THE LAST DECADE OF THE EIGHTEENTH CENTURY, AND THAT ONE CASUALTY OF THAT SHIFT IS THE LANGUAGE OF REPUBLICANISM AND THE ASSOCIATED MODEL OF LIBERTY AND POLITICS WHICH HAS BEEN IDENTIFIED. IT CHARACTERIZES THE REPUBLICAN MODEL AND INDICATES VARIOUS WAYS IN WHICH IT DEVELOPED IN THE EIGHTEENTH CENTURY AND SUGGESTS THAT MANY OF ITS COMPONENTS MIGHT BE MOTIVATED BY ENTIRELY DIFFERENT COMMITMENTS WHICH WERE ALSO AVAILABLE WITHIN THE ENGLISH POLITICAL CULTURE. THE ABANDONMENT OF CLASSICAL REPUBLICANISM IN ENGLAND IS CONTRASTED WITH THE VERY DIFFERENT EXPERIENCES OF FRANCE OR AMERICA WHICH ISSUED IN A VIBRANT EIGHTEENTH CENTURY REPUBLICANISM WHOSE LEGACY CAN STILL BE FELT TODAY.
