When governments of countries involved in territorial or maritime disputes choose to pursue peaceful resolution, there is great uncertainty about whether they can resolve the disputes in their favor. Governments need to decide which path to take in peaceful resolution--bilateral negotiations, mediation, arbitration, or adjudication. The authors argue that two major factors can influence this decision--past experience with specific resolution methods and the relationship between domestic and international law for the countries involved in the disputes. Governments also need to reduce uncertainty about winning and losing by framing their claims in certain ways and shaping the procedures of the resolution process to garner more control with the process.

Der Autor - Abgeordneter der russischen Staatsduma und Koordinator der parlamentarischen Gruppe für Beziehungen zur Knesset - führt die Existenz einer großen Anzahl von ehemaligen sowjetischen und russischen Staatbürgern in Israel (ca. ein Fünftel der dortigen Bevölkerung) als ein wesentliches Argument für die Bedeutung der Beziehungen zu diesem Staat an. Als einen weiteren wichtigen Grund erwähnt er - neben anderen - auch die führende Rolle Israels bei technologischen Neuerungen, von denen Rußland lernen und profitieren solle. Er gibt einen Überblick über den bisherigen Stand der interparlamentarischen Beziehungen und schlägt als einen wichtigen Aspekt zukünftiger bilateraler Beziehungen die Einrichtung eines "runden Tisches" zur Lösung der israelisch- palästinensischen Probleme vor. The tax rules of the United States and other countries have intended and unintended effects on the operations of multinational corporations, influencing everything from the formation and allocation of capital to competitive strategies. The growing importance of international business has led economists to reconsider whether current systems of taxing international income are viable in a world of significant capital market integration and global commercial competition. In an attempt to quantify the effect of tax policy on international investment choices, this volume presents in-depth analyses of the interaction of international tax rules and the investment decisions of multinational enterprises. Ten papers assess the role played by multinational firms and their investment in the U.S. economy and the design of international tax rules for multinational investment; analyze channels through which international tax rules affect the costs of international business activities; and examine ways in which international tax rules affect financing decisions of multinational firms. As a group, the papers demonstrate that international tax rules have significant effects on firms' investment and other financing decisions

Commentators call the United States an empire: occasionally a benign empire, sometimes an empire in denial, often a destructive empire. In American Umpire Elizabeth Cobbs Hoffman asserts instead that America has performed the role of umpire since 1776, compelling adherence to rules that gradually earned broad approval, and violating them as well.

Die Ablehnung jeder Form von Imperialismus zählt ursprünglich zum Kernbestand des amerikanischen Selbstverständnisses. Seit dem 11. September hat sich dies grundlegend geändert. Sahen sich die USA vorher vorrangig als "primus inter pares", so sind sie jetzt auch zu Alleingängen bereit. An der Empire-Debatte führt kein Weg mehr vorbei. Der vorliegende Sammelband vereinigt 14 völlig unterschiedliche Definitionen von "Empire" bzw. "Imperium" von ebenso vielen amerikanischen, britischen und deutschen Sachkennern (meist Professoren).
