The politics of history is interest politics. Asserting one's own views of the past is a central instrument of international relations. But insistence on recognition of one's own form of remembrance does not always have to be deployed in a confrontational way. Examples from East Central & Eastern Europe show that the politics of history can just as easily contribute to the intensification of interstate conflicts as form the basis of regional cooperation. If two states exclude the sore spots of history, they can improve their relations, but the past will catch up to them. It can also come to unexpected disruptions, if the remembrance cultures of two societies reach back into the past to differing extents. Adapted from the source document.

This article argues, after explaining the theory of just war, that the US-led invasion on Iraq was not morally justified. Furthermore, it explains why democratization cannot be a justification for aggression, neither from the legal nor from the ethical point of view. In addition, this article claims that the immorality of the war has been a crucial factor, because it has caused a low level of public support for the war and, consequently, has led to American military failures and failure of other coalition forces in Iraq. Finally, the author concludes that the Iraq war has shown that we do not live in a unipolar system of international relations and that the power of the USA was overestimated prior to the war. Die weltwirtschaftliche Verflechtung hat in der Nachkriegszeit stetig zugenommen. Da diese Entwicklung mit beträchtlichen Handelsgewinnen verbunden war, ist sie grundsätzlich positiv zu bewerten. Das Zusammenwachsen der Märkte erzeugt aber auch zusätzliche Spannungen, denn mit der Internationalisierung des Wettbewerbs werden gleichzeitig die Marktpositionen der Unternehmen angreifbarer und damit instabiler. Mit fortschreitender Handelsliberalisierung wird der Konkurrenzdruck weiter zunehmen und Anpassungsreaktionen erzwingen. Um sich am Markt zu behaupten, könnten die Unternehmen ihre Leistung steigern. Sie könnten aber auch versuchen, dem Konkurrenzdruck durch wettbewerbswidrige Verhaltensweisen entgehen. Vor diesem Hintergrund stellt sich die Frage, inwieweit die Integration der Märkte den wettbewerbspolitischen Handlungsbedarf auf nationaler und internationaler Ebene berührt. Aufgabe der Wettbewerbspolitik ist weniger die Sicherung maximaler individueller Freiheit oder die Verwirklichung einer ?gerechten? Einkommens- oder Vermögensverteilung als vielmehr die Herbeiführung einer effizienten Allokation der Ressourcen.1 Wettbewerb beinhaltet das Streben von mehreren Wirtschaftssubjekten nach einem Ziel, wobei Interessengegensätze auftreten. Als effizient (oder auch pareto-optimal) wird eine Allokation der Güter und Produktionsfaktoren bezeichnet, bei der kein Wirtschaftssubjekt bessergestellt werden kann, ohne ein anderes Wirtschaftssubjekt zu benachteiligen.2 Allerdings lassen sich selten wirtschaftspolitische Entscheidungen treffen, die dem Pareto-Kriterium genügen. Aus diesem Grund ist häufig bereits dann von einer Verbesserung der allokativen Effizienz die Rede, wenn die Summe aus Produzenten- und Konsumentenrente zunimmt.

Describes the role of the Swiss Coalition of Development Organizations (SCDO) in monitoring Switzerland's participation in the World Bank (WB) & International Monetary Fund (IMF). Despite concern that the institutions are often at odds with the Swiss development principles of solidarity, self-sufficiency in agriculture, & environmental & demographic balance, & some member opposition, the SCDO supported Swiss participation with some conditions. One condition that was met was the establishment of a special monitoring & advisory committee. Through its participation on this committee, the SCDO is able to comment on confidential WB & IMF documents, influence Swiss policy, & press for institutional reforms (eg, greater transparency & participation). Recommendations for future efforts include targeting transparency at the IMF & declaring the link between micro- & macroissues a priority. Adapted from the source document.

Die Antwort der Bundesregierung auf die kleine Anfrage von Abgeordneten der CDU/ CSU Fraktion zur Fortsetzung der Unternehmenssteuerreform und die Forderung nach besseren Rahmenbedingungen für mehr Wachstum, Investition und Arbeit stellt klar, dass diese Bedingungen gut sind und dass Deutschland das Potenzial für einen lang anhaltenden wirtschaftlichen Aufschwung und einen substanziellen Abbau der Arbeitslosigkeit hat. Begründet wird dies mit der hohen internationalen Wettbewerbsfähigkeit deutscher Unternehmen. Steuerliche Gesichtspunkte sind zwar ein wichtiger, aber kein allein entscheidender Faktor im internationalen Wettbewerb. Seit 1998 haben sich die steuerlichen Bedingungen für Unternehmen in vielerlei Hinsicht verbessert und im internationalen Vergleich weist Deutschland nach Untersuchungen der OECD eine der niedrigsten gesamtwirtschaftlichen Steuerquoten auf. Die erfolgreichen Reformen müssen auch im Bereich der Unternehmensbesteuerung fortgeführt werden, wobei sich Deutschland sowohl an den Erfordernissen der internationalen Wettbewerbsfähigkeit, als auch an den Haushaltswirkungen orientieren muss. Gewarnt wird hier vor steuerpolischen Schnellschüssen. Eine Fortentwicklung der Unternehmensbesteuerung muss gründlich vorbereitet werden. Eine weit reichende Reform darf nicht angekündigt werden, um dann in einem politischen Streit zwischen Bundestag und Bundesrat unterzugehen. 'Die internationale Signalwirkung wäre verheerend und der volkswirtschaftliche Schaden für den Standort Deutschland groß.' (IAB)
