Das Ziel der vorliegenden Arbeit war es, den Stellenwert des Oecotrophologie-Studiums in der Arbeit international tätiger Organisationen der Nothilfe und Entwicklungszusammenarbeit herauszustellen. Die Oecotrophologie bietet durch das vielseitige Studium eine gute Basis in diesem Berufsfeld sinnstiftend Fuß zu fassen. Dennoch stellt diese Berufsmöglichkeit derzeit nur eine Nische für Oecotrophologen dar. Zudem befindet sich die Oecotrophologie in einem stetigen Wandel, der sich derzeit durch die Spaltung in verschiedene Spezialberufe negativ auf die Berufschancen im Arbeitsbereich der internationalen Ernährung auswirken könnte. Aus diesem Grund möchte die vorliegende Arbeit den Beitrag und die Bedeutung der Oecotrophologie für dieses Berufsfeld darstellen und bei hoher Relevanz das Kompetenzprofil zukünftiger Studierender für die dortige Arbeit optimieren. Methodisch wurde für diese Arbeit zum einen eine systematische Literaturrecherche angefertigt. Durch diese wurden Informationen über die Oecotrophologie, die Nothilfe, die Entwicklungszusammenarbeit, über Katastrophen und ihre Ursachen, über weltweite Ernährungskrisen, deren Ursachen, Folgen und Handlungsmöglichkeiten und über das Gebiet der Ernährungssicherung gesammelt. Zum anderen wurde ein telefonisches Experteninterview überwiegend mit Oecotrophologen, die im Bereich der Ernährungssicherung in Organisationen oder anderweitig tätig sind, durchgeführt. Sie wurden zur ihrer beruflichen Situation, ihrem Werdegang sowie zu ihrem Studium befragt. Ausgewertet wurden diese Interviews mithilfe der qualitativen Inhaltsanalyse nach Mayring. Die Ergebnisse, die aus dieser Arbeit hervorgegangen sind, akzentuieren Folgendes. Das Studium der Oecotrophologie mit seiner Interdisziplinarität bietet eine gute Grundlage für die Arbeit in der Nothilfe und Entwicklungszusammenarbeit, da es sich dort häufig um komplexe Problemlagen handelt, die nicht aus einer Perspektive allein betrachtet und beseitigt werden können. Diese gute Grundlage wird jedoch häufig durch das Beschränken auf das Expertenwissen im Bereich Ernährung nicht gesehen und demnach werden solche Stellen oft durch andere Berufsgruppen besetzt. Aufgrund dessen besteht hier ein großer Handlungsbedarf, bei dem das Oecotrophologie-Studium inhaltlich um ein paar Aspekte ergänzt werden sollte. Schlussfolgernd lässt sich sagen, dass das Oecotrophologie-Studium für die Arbeit in der Nothilfe und Entwicklungszusammenarbeit geeignet ist, wenn es seine Interdisziplinarität beibehält und in den Bereichen Sprachkompetenz, Praxiserfahrung, Food and Nutrition Security, Projektmanagement, Entwicklungspolitik, wissenschaftliches Arbeiten und Humanitäre Standards erweitert wird. Zudem sollte eine Vertiefung der Studieninhalte in den Bereichen Haushaltswissenschaften, Landwirtschaft und Kommunikation vorgenommen werden. Letztendlich sollte an der Umsetzung gearbeitet werden und für eine bestehende gesellschaftliche Relevanz muss der Nutzen, den die Organisationen von Oecotrophologen als Arbeitnehmer erhalten würden, besser kommuniziert werden.

Les Etats en développement ont consenti de nombreuses dettes, surtout depuis le début des années 1980, à l'égard des créanciers publics. Ceuxci peuvent être soit des Etats soit des Institutions Financières Internationales. Cela étant, quelque soit ce débiteur public, ces dernières vont intervenir de manière plus ou moins directe, en devenant progressivement des interlocuteurs incontournables de toute tentative de renégociation, voire d'annulation de la dite dette. Cette omniprésence n'est pas sans susciter de nombreuses interrogations quant à son objet et sa nature. C'est particulièrement le cas de la nature politique des régimes des Etats endettés. En effet, la démocratisation de ces Etats est devenue, de manière discutable, à la fois un moyen et une finalité de l'intervention des Institutions Financières, comme le montre l'Initiative Pour les Pays Pauvres Très Endettés. Dès lors, la question est de savoir si l'annulation totale est envisageable ou une chimère?

In 1990, the World Health Organization (WHO) started to downsize its renowned Global Programme on AIDS, despite continued donor and member state support. This turnaround has decisively contributed to WHO's loss of leadership in HIV/ AIDS politics. From the viewpoint of both rationalist and constructivist theories of international organisation (IO) agency, an IO engaging in 'mission shrink' is a striking irregularity. In order to account for such apparently self-defeating behaviour, this article adopts an open systems view of IOs and identifies trans-organisational coalitions as important agents of IO change. I argue that subunit dynamics rather than systemic conditions drive IO behaviour, in particular where member states' material power and their formal control of organisational veto positions do not coincide. This approach will be used to retrace the changes in subunit coalitions that drove WHO's erratic HIV/AIDS programme and thus to solve this puzzle of 'mission shrink'. On the basis of insights from the WHO case, the article concludes by offering a heuristic of trans-organisational coalitions and the types of IO change associated with them. L'institutionnalisation et l'organisation d'un ordre juridique sur un mode représentatif impliquent un processus de différenciation fonctionnelle entre représentés et représentants permettant la réduction de la multiplicité à l'unité. La personne morale apparaît comme le terme réunificateur de tout système representative. Dans l'ordre international, ce processus est perturbé par la présence, dans les organs intergouvernementaux, de représentants d'Etat qui sont autant d'organes des Etats membres, présence prolongée par le consentement aux actes adoptés en leur sein. Quel en est donc le sujet d'imputation : l'organisation ou ses membres ? Une théorie de l'acte doit être développée au coeur de la théorie de l'organe pour démontrer que l'organisation internationale est la personnification juridique d'une collectivité d'Etats dotée d'un système représentatif, et n'est que cela. La qualité de partie à un traité constitutif et de membre d'une organisation internationale ne prive l'Etat d'aucun des attributs de la souveraineté dans l'ordre international. Au contraire, la faculté d'investir un sujet de droit de compétences nouvelles est précisément un attribut de la souveraineté : l'organisation est tout entière une création des Etats membres. Leur souveraineté n'inhibe pas le processus de personnification de l'organisation qui, en retour, ne la confisque pas : la souveraineté et la relativité des rapports juridiques demeurent les principes régulateurs de l'ordre international

The politics of open international markets are frequently characterized as a Prisoners' Dilemma, where states' incentives to adopt protectionist policies are restrained by trading partners' threat or use of retaliatory exclusion mechanisms. However, because Ricardian theories of comparative advantage suggest that unilateral trade openness enhances aggregate welfare, states whose domestic political institutions are encompassing – where the policymaker is responsive to a large proportion of the population and can authoritatively coordinate policy across diverse issues – have incentives to support open international markets without the threat or use of retaliatory mechanisms by other states. This explanation for the existence of an open international market has implications for theoretical and empirical research in international organization, as well as for discussions on the possibility of 'self-contained regimes' in international legal scholarship.

The research builds on semi-structured interviews and a significant number of institutional documents, and combines constructivist international relations theory and sociological approaches to policy transfer/ diffusion to explore the circulatory processes of policymaking. Aside from enhancing understanding of the micro-dynamics of framing and diffusion of policy ideas and prescriptions in IOs, the article provides information on the dissemination of policy solutions from the global south towards IOs and subsequently, to other developing countries.
