Many European governments, including Norway, have ambitious educational policies regarding digitalisation. Many businesses and policymakers pay great attention to the use of digital technologies in education in order to meet the future demands for a competent and qualified workforce. Among researchers and policymakers, there is a general consensus that the professional teacher is a key figure for the successful implementation of digital technologies in schools. Many expectations have been placed upon professional teachers regarding the implementation and use of digital technologies. The professional teacher is, to a certain degree, supposed to independently decide how digital technologies should be used in the classroom. This paper discusses what the concept of a 'professional digitally competent teacher' may mean in the context of schools. It also argues the need for a greater understanding of professional digital competence, one which takes into consideration various social and cultural aspects with regard to technology, schools and the teaching profession. In unpacking the social and cultural conditions for implementing technology in a professional teaching context, I will draw on concepts from the constructivist understanding of technology, namely, the 'domestication of technology'. ; Muchos gobiernos europeos, incluido el de Noruega, tienen políticas educativas ambiciosas en materia de digitalización. Muchas empresas y responsables políticos prestan gran atención al uso de las tecnologías digitales en la educación para satisfacer la futura demanda de una mano de obra competente y cualificada. Entre los investigadores y los legisladores, existe un consenso general al considerar a los docentes profesionales como una figura clave para la aplicación con éxito de las TIC en la escuela, en lo referente a su implementación y su uso, y se han depositado muchas expectativas en ellos. Se supone que el docente profesional debe, hasta cierto punto, decidir de manera autónoma cómo se han de utilizar estas tecnologías digitales en el aula. Este artículo analiza lo que puede significar el concepto de «docente profesional digitalmente competente» en el contexto de la escuela. También argumenta sobre la necesidad de una mejor interpretación de la competencia digital profesional, que tenga en cuenta diversos aspectos sociales y culturales en relación con la tecnología, las escuelas y la profesión docente. Al analizar las condiciones sociales y culturales para implementar la tecnología en un contexto de enseñanza profesional, nos basaremos en el enfoque constructivista de la tecnología, en concreto, la «domesticación de la tecnología». ; publishedVersion

La féodalité a fait l'objet d'un grand nombre d'essais, trop connus et trop nombreux pour que je puisse les mentionner ici. Toutefois, certains aspects démographiques, qui ont leur importance, ont à peine été abordés. Au cours de ces dernières années, l'histoire démographique du Moyen Age a fait davantage de progrès pour sa période tardive que pour celle qui vit les débuts de la féodalité.La féodalité est essentiellement le système de Charlemagne sans Charlemagne, un système dérivé en grande partie des précédents, mérovingien et même romain. Bien entendu, on trouve de nouveaux traits dominants — au moins quatre. Le premier est l'importance nouvelle accordée à la force, plutôt qu'à l'héritage ou à l'ascendance divine, comme base de la possession. Le pape Zacharie n'a-t-il pas écrit qu'il valait mieux que soit roi celui qui avait la force plutôt que celui qui poscédait le titre ?.

Der Verfasser setzt sich mit einigen Definitionsansätzen des Begriffs "soziale Gerechtigkeit" auseinander. Dabei werden verschiedene Positionen unterschieden: die libertäre, die eine sozialstaatlich institutionalisierte Umverteilung zur Korrektur des Marktes ablehnt, die sozialliberale Position, in der Grundgüter fair verteilt werden sollen, um gerechte Startchancen zu gewährleisten. Auch die kommunitaristische Position wird in Betracht gezogen, bei der es aus Gründen der Gerechtigkeit Güter geben muss, deren Verteilung nicht vom Geld abhängt, wie zum Beispiel Gesundheit und Bildung. Darüber hinaus wird die "aktivierende" Position präsentiert, bei der in einem individuellen, selbstbestimmten Handeln das zentrale Mittel zur Beseitigung von Armut und sozialer Ungerechtigkeit gesehen wird. Anschließend werden bestimmte ostmitteleuropäische Besonderheiten thematisiert. Es wird hervorgehoben, dass es sich hierbei lediglich um die Beschreibung von Tendenzen handelt, die in den einzelnen Ländern unterschiedlich stark ausgeprägt sind. Es schließt sich eine Analyse der sozialen Gerechtigkeit im europäischen Vergleich an. Der Autor unterscheidet drei Modelle des Sozialstaats in der EU: ein kontinentales Modell (beitragsfinanziert und obligatorisch mit hohen Lohnnebenkosten), ein skandinavisches Modell (steuerfinanziert mit aktiver Familienpolitik) und ein angelsächsisches oder liberales Modell (steuerfinanziert, auf Verminderung und Bekämpfung von Armut ausgerichtet). Anschließend wird zu den zentralen Problemen Arbeitsmärkte und Arbeitsmigration übergeleitet. Die Problematik der Transformationsgewinner und -verlierer wird am Beispiel Polens erörtert. Zum Schluss werden einige Einstellungen und Haltungen dargestellt, die für Transformationsverlierer in Ostmitteleuropa typisch zu sein scheinen. (ICG2)
