"Illiberal political societies come with varieties of labels - absolute monarchies, military dictatorships, authoritarian or totalitarian politics, Big Man regimes, or dual states. Yet they share key features in common - little or no restraint on arbitrary executive power, most especially as it is exercised through military, police and security apparatuses; law that is distorted and circumscribed and ultimately ineffectual in its protections of individuals and organizations offensive to the ruling power; little space for voices to speak freely about their rulers, their qualities of life, or their circumstances in times and places and organizations of their own choosing; severely constricted notions of rights-bearing citizens beyond those granted or withdrawn by the rulers themselves; and precariousness of property ownership, among others"--

The USA—Australia Free Trade Agreement was one of several bilateral free trade agreements signed in the early to mid-2000s that explicitly incorporated free trade in digital content. This article argues that Australian policymakers failed to recognize the consequences of the agreement for national culture industries such as film, television and popular music. The agreement introduced a complex range of policy considerations. These included the circumvention of multilateral cultural policymaking and the US assertion of Intellectual Property Rights which reduced Australia's ability to develop and enhance its culture industries in the face of the dominating power of US media, communications and entertainment industries.The result is digital determinism.The Free Trade Agreement negatively impacts national culture industries in the global networked context, reducing employment and creative opportunities for artists and producers, thereby challenging the human rights of workers in these sectors.

This collection explores the idea of music in the salon during the long nineteenth century, both as a socio-cultural phenomenon, and as a source of artistic innovation and exchange. Drawing on a wide range of scholarly approaches, this book uses the idea of the salon as a springboard to examine issues such as gender, religion, biography and performance; to explore the ways in which the salon was represented in different media; and to showcase the heterogeneity of the salon through a selection of case studies. It offers fresh considerations of familiar salons in large cultural centres, as well as insights into lesser-known salons in both Europe and the United States. Bringing together an international group of scholars, the collection underscores the enduring impact of the European musical salon.

Critical to sustainable agriculture, agrobiodiversity conservation provides immediate benefits and retains options for climate change adaptation. Reframing conservation as sustainable seed innovation allows for a dynamic view of farmer contributions. Sustainable seed innovation entails in situ conservation and the innovation of new plant varieties through traditional practices. Farmer interviews from regions throughout India form the empirical basis, while the concept intellectual property-broad, integrated with evolutionary economics, informs theory. Sustainable seed innovation within India receives support primarily from nonprofit groups favoring open-source systems. Conserving natural and financial capital motivated farmers to adopt sustainable techniques, but farmers believed attracting additional innovators required development of new markets. India's Protection of Plant Varieties and Farmers' Rights Act recognizes farmers as plant breeders but does not provide incentive to innovate sustainably. Moreover, agricultural policies reinforced by an underlying discourse where "progressive" farmers follow unsustainable practices incentivizes formal innovations, at the expense of sustainable innovations of farmers.

Human knowledge-sharing networks generate Intellectual Property and Trade Secrets that provide private enterprise with competitive advantages. Although considerable research has focused on increasing the knowledge-sharing outcomes of such networks, there has been comparatively less emphasis on examining the possibility of competitive erosion through knowledge leakage. This paper considers how to mitigate knowledge leakage by influencing the development of human knowledge sharing networks. The authors review the literatures of human knowledge sharing networks as well as information security management in organizations. Based on the literature reviews we identify 12 key factors that influence network development and a security paradigm and associated mechanisms that mitigate knowledge leakage. The authors then identify a range of knowledge protection strategies by applying the security paradigm to the human network development factors. The paper concludes with a discussion on controllability, the extent to which organizations can use each factor to mitigate knowledge leakage.

Although crop genetic resources have been recognized as valuable, there has been little progress in specifying a financial value. Crop genetic resources are made up of two primary components, crop gene pools and agro-ecosystems, with six different subcomponents within these. Markets for determining value of crop genetic resources are generally nonexistent or inadequate, a situation that is compounded by their historic status as public goods. Both providers of crop genetic resources and conservation underwriters now look for more exact appraisals of the value, largely in response to the Convention on Biological Diversity. Various methods of assessing value are reviewed. Prospective equity for conservation should replace equity for previous transfers. Market approaches using intellectual property and contracting are unsuitable for crop genetic resources, but nonmarket methods are available. Different approaches are required for different types of crop genetic resources and for estimates of their private value to farmers and their social value.

Since September 11, 2001, legal experts have focused significant attention on the lethal targeting of individuals by both the George W. Bush and Obama administrations. An equally significant legacy of the post-9/11 administrations, however, may be the decisions to target specific kinds of objects. Those decisions greatly affect the success of U.S. efforts to win ongoing conflicts, such as the conflict with the Islamic State of Iraq and the Levant (ISIL). These decisions may also become precedents for military attacks that states consider lawful, whether carried out by cyber or kinetic means, in future armed conflicts.To achieve the goal of destroying ISIL, President Obama embraced what many in the international law community long regarded as off-limits: targeting war-sustaining capabilities, such as the economic infrastructure used to generate revenue for an enemy's armed forces. Although the weight of scholarly opinion has for years maintained that such objects are not legitimate military targets, the existing literature on this topic is highly deficient. Academic discussion has yet to grapple with some of the strongest and clearest evidence in support of the U.S. view on the legality of such targeting decisions. Indeed, intellectual resources may be better spent not on the question of whether such objects are legitimate military targets under the law of armed conflict, but on second-order questions, such as how to apply proportionality analysis and how to identify limiting principles to guard against unintentional slippery slopes. In this article, I discuss the legal pedigree for war-sustaining targeting. I then turn to identify some of the most significant second-order questions and how we might begin to address them.

It was also considered a range of examples of innovation projects realized according to accepted selection procedure. The main centres of competencies were designed in order to commercialize companies' projects. It was focused on the issues of intellectual system management formation and aspects of personnel training.
