Los Objetivos de Desarrollo Sostenible (ODS) brindan nuevas bases para una interrelación más fuerte entre las agendas de cooperación internacional y de desarrollo y la protección y promoción delos derechos humanos de las personas lesbianas, gais, trans, bisexuales e intersexuales (LGTBI). El compromiso de la Agenda 2030 de no dejar a nadie atrás proporciona un mandato claro para todoslos países y actores públicos, incluidas las agencias de desarrollo, de poner la igualdad, la inclusión y la no discriminación en el centro de las políticas de cooperación internacional, en el marco de un enfoque basado en derechos. Con este documento se pretende analizar las intersecciones mássignificativas entre los objetivos y metas de desarrollo sostenible y los derechos de las personas LGTBI desde una perspectiva general, y sugerir posibles vías de actuación. En el estudio también seconsideran las características de la aproximación de la cooperación española a este respecto, desde una perspectiva histórica, incluyendo sus últimos desarrollos.
Towards a more accountable G20? Accountability mechanisms of the G20 and the new challenges posed to them by the 2030 Agenda
Many measures customarily employed within states to provide checks to and surveillance of the exercise of power, such as public elections, are not available with regard to the political institutions of global governance. For this reason, the accountability of such institutions is frequently a subject of particular discussion. A key institution in global governance whose legitimacy is constantly being challenged is the Group of 20 (G20). In this paper, we analyse the existing mechanisms pertaining to the accountability of the G20 and discuss the challenges that the new role of the G20 with regard to the 2030 Agenda for Sustainable Development poses to them. To do so, we develop a concept of accountability which is applicable to the G20 as an institution of global governance. According to this concept, accountability consists of three elements: transparency, justification, and the possibility of sanctions in response to the activities of the institution. In addition, many accountability mechanisms fulfil an additional function with respect to the internal learning of an institution from past experiences. Based on this conceptualisation of accountability, we identify interaction with the media, the publication of accountability reports, and the interaction process with Engagement Groups from business, academia, and civil society as the most important accountability mechanisms of the G20. These mechanisms differ with regard to their primary addressees as well as with regard to the elements of accountability they are contributing to. In order to increase the accountability of the G20, several suggestions can be made, particularly in light of the demands set by its new role in the implementation of the 2030 Agenda. To increase the effectiveness and credibility of its accountability processes, the G20 should facilitate a more independent evaluation of its activities such as by its Engagement Groups or through public discussion. For this to become possible, the work of the G20 must first and foremost become more transparent. Possible ways of achieving this range from the establishment of a permanent website, over the allowing of selected civil society members to attend its working group meetings, to publishing agendas and minutes. Self-reports should concentrate on descriptions rather than evaluations and should cover G20 policies relevant to the implementation of the 2030 Agenda coherently. Such improvements in the existing system of accountability mechanisms cannot fully compensate for the shortcomings – also with regard to accountability – that are related to the limited membership of the G20. Nevertheless, they would constitute important steps forward towards a more accountable G20.

UN-Reformen für die 2030-Agenda: sind die Arbeitsmethoden und Praktiken des HLPF "fit for purpose"?

Um die "Agenda 2030 für nachhaltige Entwicklung" effektiv umzusetzen, hat UN-Generalsekretär António Guterres verschiedene Reformprozesse angestoßen. Eine Reorganisation des Entwicklungssystems der Vereinten Nationen (UN) haben die Mitgliedstaaten bereits beschlossen. Weitere, tiefgreifende Reformen wären notwendig, sind aber im aktuellen politischen Kontext nur schwer realisierbar. Verbesserungen bei den Arbeitsmethoden und Praktiken jedoch liegen im Bereich des Möglichen. In der Studie wird zunächst untersucht, welche Arbeitsmethoden und Praktiken dazu beigetragen haben, dass die Mitgliedstaaten im September 2015 die ambitionierte 2030-Agenda samt der darin vereinbarten Ziele für nachhaltige Entwicklung (SDGs) im Konsens verabschieden konnten. Das "Hochrangige Politische Forum zu Nachhaltiger Entwicklung" (HLPF) ist derzeit das Herzstück der UN-Nachhaltigkeitsgovernance. Es soll die Mitgliedstaaten dabei unterstützen, politische Führungsverantwortung für die Umsetzung der 2030-Agenda zu übernehmen. Die Analyse zeigt jedoch, dass das HLPF an seiner Aufgabe zu scheitern droht: Die Komplexität der 2030-Agenda, das weit gefasste Mandat, die hohen Teilnehmerzahlen und Erwartungen schaffen Probleme für ein Forum, das - 2013 ins Leben gerufen - für all dies nicht ausgestattet worden ist. Die Mitgliedstaaten haben bereits 2016 beschlossen, das HLPF in den Jahren 2019/20 zu reformieren. Auf der Basis der vorausgegangenen Analyse werden das Ziel dieser Reformen und erste Ideen für verbesserte Arbeitsmethoden und Praktiken diskutiert; schließlich wird auch skizziert, wie ein Vorbereitungsprozess bis zu den Verhandlungen über die Reformen aussehen könnte. La informática en la Agenda 2030. Reflexiones sobre la tecnología informática en las Cumbres Internacionales del 2015. (DES) Ventajas de la denominada computación verde

El año 2015 fue escenario de Cumbres Internacionales en las que se debatieron los temas más acuciantes que aquejan a la humanidad: la pobreza extrema, el hambre, las enfermedades, la desigualdad de género, el acceso al agua, la alimentación adecuada, la brecha digital, el cambio climático, los grupos vulnerables y el uso inteligente y apropiado de las nuevas tecnologías de la información y comunicación. Como resultado, en ese año, se planteó toda la agenda futura, basada en amplios consensos que fueron plasmados en diferentes instrumentos internacionales. A su vez, desde la Iglesia Católica también se advierte una mirada coincidente con las Cumbres, especialmente en la Carta Encíclica Laudato Si del Papa Francisco en la que se alerta sobre el deterioro ambiental, se propone una nueva solidaridad universal y se exhorta a desarrollar tecnologías ambientalmente amigables a nivel global. A primera vista, podría pensarse que el cambio climático, la contaminación y el desarrollo sostenible no tienen nada en común con la informática y la computación, sin embargo, la tecnología informática puede impactar negativamente en las dimensiones ambiental, económica y social del desarrollo sostenible. El presente trabajo, partiendo de la Agenda 2030 para el Desarrollo Sostenible con los Objetivos de Desarrollo Sostenible y el Convenio Marco sobre Cambio Climático —Acuerdo de París— siguiendo la metodología de la Encíclica, identifica los impactos negativos de la informática, analiza los desafíos planteados en la agenda y describe las tecnologías verdes.
Cambio climático, Agenda 2030 y cuestiones agrarias después de la pandemia: Estados, legitimidad y regulación ambiental local en Chile, Suecia y Estados Unidos
El propósito de este artículo es contribuir al análisis conceptual y empírico de la regulación ambiental local en zonas rurales en el contexto de la crisis del covid-19 y la crisis climática. Para ello se presenta un análisis socio-jurídico de las relaciones entre la política del cambio climático y Agenda 2030 en el contexto de las actuales cuestiones agrarias en tres contextos rurales en la región del Ñuble en Chile, la región de Uppsala en Suecia y el condado de Delaware en el estado de Nueva York en Estados Unidos. El artículo se basa en trabajo empírico y una metodología cualitativa para la investigación en las señaladas áreas rurales. Conceptual y analíticamente se discuten las relaciones entre distintos tipos de Estado y los problemas de legitimidad y conflictos normativos en el contexto de la regulación ambiental. A partir de lo anterior, el artículo presenta un análisis socio-jurídico comparado de la política rural y los procesos de regulación ambiental en los tres contextos nacionales antes indicados para explicar cómo la política rural se transforma en un tema jurídico central en el contexto de la pospandemia y la crisis climática, donde preguntas sobre la regulación ambiental local y el desarrollo rural son radicalmente resignificadas. En este contexto, el análisis comparativo ofrecido en este trabajo nos muestra la centralidad de los conflictos normativos y los problemas de legitimidad en la regulación ambiental en el contexto de las nuevas cuestiones agrarias en territorios rurales donde se desarrolla una parte fundamental de la política del cambio climático y la acción climática. El artículo concluye resaltando la importancia de focalizar el análisis socio-jurídico de las experiencias de regulación ambiental local en las áreas rurales para entender el potencial y los límites de este tipo de experiencias en tanto alternativas de política ambiental local con mayor legitimidad en el contexto de procesos de democracia local y la participación de los gobiernos locales en la planificación y definición del uso y manejo de recursos locales.

La acción cooperativa ha significado uno de los pilares necesarios para la consecución de los planteamientos de la Agenda 2030 y de los ODS. La experiencia de la cooperativa agroecológica La Camperola, localizada en las comarcas del sur de Alicante, muestra un impulso de los valores cooperativos y de estrategias vinculadas a plantear nuevas pautas de producción distribución consumo en el ámbito de agroalimentación, sobre todo en espacios rurales y periurbanos. Desde sus orígenes, hace casi una década, hasta las nuevas estrategias de resiliencia en el contexto de pandemia sanitaria, se evoca la necesidad de contribuir con nuevos parámetros de emprendimiento colectivo y de diversificación económica que posibilite, al menos, el sustento de una actividad agraria alternativa a la gran distribución agroalimentaria monopolizada. Por ende, se analizan sus repercusiones socioterritoriales, económicas y ambientales, fundamentadas en un proyecto cooperativo vinculado a la red de economía social y solidaria, la soberanía alimentaria, la agroecología, el consumo político responsable, y la educación transformadora, entre otras. Sin embargo, los cambios son constantes y las exigencias de un emprendimiento social no convencional generan importantes contradicciones que cabe constatar.
Challenges involved in the Localization of the Sustainable Developments Goals in El Salvador Between 2015-19 and for Implementing the 2030 Agenda ; Desafíos involucrados en la localización de los Objetivos de Desarrollo Sostenible en El Salvador entre 2015-19 y para la implementación de la Agenda 20...
Since becoming a signatory of the 2030 Agenda for Sustainable Development in 2015, El Salvador has endeavored to incorporate these international commitments into its programmatic f ramework, its Five-Year Development Plan (2014-2019). The United Nations subscribed a support f rame to enhance these efforts, based on the creation of a national sustainable development agenda in El Salvador. This involves coordination with the global development goals and indicators outlined in the SDGs in order to integrate social policies and national development plans. However, these efforts entail the identification of territories as specific units for implementing this national agenda, and measurement of the progress made towards fulfilment. This article examines the main difficulties and challenges involved in the localization of the municipalities for the 2030 agenda in the country. ; A partir de la subscripción a la Agenda 2030 de Desarrollo Sostenible en el año 2015, El Salvador ha realizado esfuerzos para incorporar estos compromisos internacionales en sus marcos programáticos, así como una alineación a su Plan Quinquenal de Desarrollo (2014-2019). Para potenciar este esfuerzo, Naciones Unidas suscribió un marco de apoyo especializado a partir de la creación de una agenda nacional de desarrollo sostenible en El Salvador. Lo anterior supone la coordinación para la integración de las políticas sociales y los planes de desarrollo nacional con las metas e indicadores globales de desarrollo propuestos en los ODS. Sin embargo, estos esfuerzos implican identificar a los territorios como unidades específicas para la implementación de esta agenda nacional y su correspondiente medición sobre el avance en su cumplimiento. Este artículo tiene el propósito de explorar las principales dificultades y desaf íos de la localización de la agenda 2030 en los municipios salvadoreños.

Data for development: an agenda for German development cooperation
Data is a central but underestimated prerequisite for the realisation of the 2030 Agenda. Although technical innovations such as smartphones or the internet of things have led to a data explosion in recent years, there are still considerable gaps in the availability and use of data in developing countries and development cooperation (DC) in particular. So far it is not possible to report regularly on the majority of the 230 indicators of the Sustainable Development Goals (SDGs).Already in 2014 an independent panel of experts, called for nothing less than a data revolution to support the implementation of the SDGs in their 2014 report to the UN Secretary-General, A World that Counts. Data is one of the key requirements for planning, managing and evaluating development projects and strategies. The aim of the data revolution for sustainable development is 1) to close data gaps with the aid of new technologies and additional resources, 2) to strengthen global data literacy, promote data use and enable equality of access, 3) to create a "data ecosystem" that follows global standards in order to improve data quality, enable data aggregation and prevent abuse.The data revolution for sustainable development is a challenge for all countries. There is a lot of room for improvement in both partner countries and all areas of German policy making. This paper focuses on German DC.Overall, the subject of data has to date received little attention in the organisations of German DC and their projects. The demand for evidence- and data-based work is often limited to evaluation.A results framework to support portfolio management in German DC does not exist. Monitoring at project level is often not sufficient, as data quality is frequently poor and capacity is lacking. In the partner countries the implementing organisations (IOs) often introduce parallel structures for monitoring and evaluation (M&E) in order to keep track of the measures implemented, instead of using and strengthening national statistical systems as much as possible. Collected data and project progress reports are usually not published.The following recommendations can be derived from the analysis:German DC should agree on common data standards and principles for data use, such as Open Data by Default. At the same time, personal rights should also be ensured.The Federal Ministry of Economic Cooperation and Development (BMZ) should work with all German DC actors (other ministries, IOs, non-state actors) to develop a data strategy that takes into account the different data sources and types, builds upon common standards and principles and aims to promote a data culture in all areas of German DC.At international level the German government should take an active role in the realisation and further development of the Cape Town Global Action Plan for Sustainable Development Data.Germany should increase its financial contribution to the development of data and statistics in partner countries, stop the use of parallel M&E systems in the medium term and promote the support of national statistical systems in all DC measures.

Refletir em que medida o Programa Bolsa Família(PBF) contribui para o cumprimento do ODS1, de erradicação da pobreza, da agenda 2030-ONU. A metodologia utilizada foi de pesquisa bibliográfica e análise de dados estatísticos. O estudo permitiu concluir que o PBF tem contribuído para diminuição da pobreza extrema, ainda que necessite ampliação e maior adesão da população que vive em extrema vulnerabilidade. Também foi possível apurar que as políticas públicas de inserção ao mercado de trabalho para geração de renda, além das políticas de inclusão social como garantias de direitos, precisam ser transversais e integradas ao PBF.

Análisis de la cobertura y del discurso de los Objetivos de Desarrollo Sostenible y la Agenda 2030 en la prensa digital española (2015-2022)

Introducción: Esta investigación ofrece una visión longitudinal de la cobertura, así como las principales características del discurso sobre los ODS y la Agenda 2030 de Naciones Unidas, después de analizar los diez periódicos digitales con más audiencia de España. Metodología: Se ha realizado una aproximación cuantitativa y descriptiva de las noticias que hacen mención a esta temática, para después efectuar un análisis interpretativo del contenido de los textos completos y, finalmente, aplicar un análisis semántico y de minería de textos. Resultados: Se observa que las noticias que citan este asunto han aumentado más de un 1000%, fijando el año 2020 como un punto de inflexión a partir del cual la cobertura de este tema se ha generalizado en la agenda mediática. Pese a este incremento, los contenidos informativos con protagonismo de los ODS y la Agenda 2030 ha ido decreciendo hasta niveles mínimos. En cuanto al discurso, los resultados revelan que los términos que más se asocian a 'ODS_Agenda2030' son 'ONU', gobierno', 'políticas' y 'país'. Los tres primeros aparecen también en el análisis asociativo. Además, se identifican cuatro grupos temáticos con términos que se relacionan con: 'Problemas globales', 'ONU', 'Institucional' y 'Objetivos y Metas de los ODS'. Discusión: Los datos muestran que, pese al aumento del número de noticias, el protagonismo que tiene esta iniciativa ha sido inversamente proporcional. Conclusiones: Los contenidos sobre el plan de la ONU dan una mayor difusión al cumplimiento por parte de los gobiernos e instituciones que al propio contenido de los objetivos.
