L'origine de l'agence réside dans l'initiative de Fridtjof Nansen qui créa le fameux passeport qui porte son nom et qui fut le premier haut commissaire de la sdn . Créé par la résolution 428 (v) du 14 décembre 1950, il est entré en fonction le 1 er janvier 1951. Ses compétences se sont élargies du seul plan européen vers l'universalisation et des seuls réfugiés aux apatrides puis aux personnes déplacées. Il exerce une activité normative originale dans ce domaine, mais éprouve des difficultés administratives et financières qui ne le mettent pas à l'abri de critiques.

La conviction de l'excellence de la langue, dont on s'accorde à juger, après 1650, qu'elle a atteint un point de perfection ; on s'accorde aussi a voir, dans le « génie de la langue », une expression du « génie français ».

The increasing division of academic disciplines and bureaucracy has led to the compartmentalization of knowledge on water security, biodiversity, Indigenous rights, and traditional ecological knowledge policy. The attempt to re-establish links among these issues in academic studies can shed light on integrated water governance and the establishment of water ethics. In order to facilitate this effort, this paper discusses three propositions: (1) the establishment of strong legal and ethical frameworks is needed; (2) policymakers and scientists alike need to recognize links between biodiversity and water security; and (3) they need to improve cross-cultural understanding and communication in using the traditional knowledge of Indigenous peoples and local people. This article examines these issues in Western Canada (British Columbia, Alberta, Saskatchewan, and Manitoba) because this region has invited cross-cultural and inter-jurisdictional conflicts since the twentieth century.

This analysis combines both qualitative information and quantitative data. The author reviewed numerous first person reports of Tea Party rallies, conferences and meetings from every corner of the country, and read most of the movement's own literature. The Tea Parties are described as a unique movement appearing at a specific historical moment. The movement encompasses constituent national networks, core members and more loosely aligned supporters. Its supporters are overwhelmingly white and middle class. Matters of race and national identity motivate many Tea Partiers as well as a sense of dispossession from their place of privilege in the racial order. This analysis takes at face value the movement's dress, symbols and invocation of the constitution, as well as its claims to embody the aspirations of a narrow body of 'real Americans'. By making an exclusionary claim on the nation's founding moments, they actually set themselves apart from other Americans.
