Testimony issued by the Government Accountability Office with an abstract that begins "The Federal Aviation Administration (FAA) operates one of the safest air transportation systems in the world. It is, however, a system under strain. The skies are becoming more crowded every day, with an estimated 1 billion passengers per year expected by 2015. The current aviation system cannot be expanded to meet this growth. The reauthorization of FAA is an opportunity to examine how the agency is managing the operation and safety of the air transportation system as it leads the transition to the Next Generation Air Transportation System (NextGen)--a major redesign of the current system. GAO's testimony focuses on key issues related to FAA's reauthorization, including (1) FAA's progress in implementing initiatives that could provide a solid foundation for NextGen, (2) issues that need to be addressed to help ensure a successful transition to NextGen, and (3) safety areas that are important for the continued safe operation of the current and future system. This statement is based on recent GAO reports and ongoing work on some management and safety initiatives."

This dissertation is broadly concerned with the relationship between democracy and race in the United States federal government. To analyze this problem, I rely on archival research from the 1967-8 National Advisory Commission on Civil Disorders (commonly known as the Kerner Commission, after chairperson Governor Otto Kerner) to examine how the discussion and management of hundreds of so-called "race riots" in the summer of 1967 both challenges civil disobedience and embodies structural racism. Employing a content analysis of the final 425-page Kerner Commission government report, I assess the categorization, labeling, and language used to describe and document the hundreds of "race riots" and related state violence through acts of police misconduct that engulfed the country in the summer of 1967. I rely heavily on the report and background research itself, as well as major books related to race riots and presidential commissions, such as Anthony Platt's 1971 The Politics of Riot Commissions and Steven Gillon's 2018 Separate and Unequal. I incorporate theories of exit and the entitlement to rights advanced in literature by scholars like Jennet Kirkpatrick, James C. Scott, and Hannah Arendt. This dissertation is concerned with the relationship between morality and civic participation in democratic politics. I analyze Christopher Kutz's book Complicity: Ethics and Law for a Collective Age to delve into the ramifications of democracy and US citizenship being considered a kind of "collective project" and further contemplate what obligations and implications exist for citizens in US democracy against racial injustice. Since the Kerner Commission coincided with the rise of "law and order" politics in the nation's political vernacular, it represents a unique opportunity to witness an ideological shift toward a Garrison state and neoliberal ethos, both of which undermine the country's espoused democratic values, resting on the grammar of equality and justice for all. This paper explores the link between the political orientation of governments and the restrictiveness of immigration policies. Although it is frequently assumed that left-wing governments are more pro-immigration than right-wing governments, this link is more complex in practice, partly because parties may favour and oppose the migration of different migrant categories and parties may be divided internally. Furthermore, political negotiating, the influence of (particularly business and trade union) lobbies, as well as the international diffusion of policy trends may water down parties' ideological preferences and lead to much more fuzzy policy outcomes at government level. Drawing on the DEMIG POLICY database tracking migration policy changes and two datasets on political institutions, we assess the effect of government party orientation on different dimensions of immigration policy in 21 European and traditional Anglo-Saxon immigration countries between 1975 and 2012. Results consistently indicate that there is no clear association between the political orientation of governments and the restrictiveness of migration policies. Instead, we find that the restrictiveness of migration policies is mainly driven by factors such as economic growth and unemployment, recent immigration levels and political system factors such as electoral systems or the level of federalism.
ABSTRACT This thesis discusses about the performance measurement on alignment aspect between local government policy and government policy (Study of Performance Evaluation of Local Government Implementation (EKPPD) Pontianak Year 2014). From the result of this thesis research, it is concluded that Performance Measurement On Aspect of Alignment Between Local Government Policy With Government Policy Related to Performance Evaluation of Local Government (EKPPD) Pontianak City Year 2014. Bureaucracy in Pontianak City area is essentially to change the governance of development towards good governance (good govenance). Good governance is characterized by, among other things, high levels of performance, public accountability, transparency, efficiency, effectiveness, cleansing of corruption, collusion and nepotism. To support good governance, a good performance measurement system is needed. This performance measurement system will integrate the process of improving performance through the planning startup phase until its performance evaluation. A good performance measurement system will be beneficial for a variety of things that can be used to apply reward and punishment systems, evaluate the efficiency, effectiveness and economics of programs and activities, improve performance, and others. Factors affecting alignment performance between local government policies With the government policy related to the Performance Evaluation of Local Government (EKPPD) Pontianak Year 2014 is the existence of several factors that influence the performance of the local government of Pontianak City, including about the characteristics of Pontianak local government that includes organizational culture, organizational structure, and external environment.In addition, from the results of the study found that the size (size) of Pontianak, leverage, and intergovernmentaltr ansfer have significant effect on the performance of the local government of Pontianak City, but the legislative or DPRD size has no significant effect on the performance of the Pontianak Municipal Government. The size of Pontianak Municipal Government as measured by natural logs (ln) of Pontianak local government assets, the level of regional wealth as measured by PAD, the level of dependence of local government on central government, regional expenditure, and BPK audit findings have a significant effect on the performance scores of Pontianak Municipality. The federal government's trust relationship with federally- recognized Indian tribes is a product of the last two centuries of Federal Indian Law and federal-tribal relations. For approximately the last 50 years, the federal government has sought to promote tribal self-determination as a means to carry out its trust responsibilities to Indian tribes; but the shadows of prior federal policies, based largely on notions of tribal incompetence and federal paternalism, remain. Perhaps no other policy arena better demonstrates the history, evolution, and promise for reform of the federal trust relationship than Federal Indian energy policy, or the range of federal statutes and regulations devoted to the management of the development of tribal energy resources. This article provides a detailed review of Federal Indian energy policy and proposes a new path for reform that would allow for broader tribal authority and, potentially, a new conception of the federal trust responsibility.
