This book uses game theory to analyse the creation, evolution and function of economic and social institutions. The author illustrates his analysis by describing the organic or unplanned evolution of institutions such as the conventions of war, the use of money, property rights and oligopolistic pricing conventions. Professor Schotter begins by linking his work with the ideas of the philosophers Rawls, Nozick and Lewis. Institutions are regarded as regularities in the behaviour of social agents, which the agents themselves tacitly create to solve a wide variety of recurrent problems. The repetitive nature of the problems permits them to be described as a recurrent game or 'supergame.' The agents use these regularities as informational devices to supplement the information contained in competitive prices. The final chapter explores the applicability of this theory, first by relating it to previous work on the theory of teams, hierarchies, and non-maximizing decision theory, and then by using it to provide a new approach to a variety of questions both within and outside economics

Der Aufsatz geht der Frage nach, welchen Beitrag ein biowissenschaftlicher Ansatz zur Erklärung politischer Institutionen liefern kann. Der Autor verdeutlicht eingangs den theoretischen Standpunkt der "Biopolitics" und befaßt sich mit der von seinen Vertretern vorgebrachten These von einem Erklärungsdefizit der nicht-biologisch "kulturistisch" argumentierenden Sozialwissenschaften. Er konstatiert, daß eine zuverlässige Trennung von biologischen und kulturellen Faktoren nicht möglich ist, wodurch unklar bleibt, wie groß die Reichweite biologisch argumentierender Erklärungsstrategien ist. Im Anschluß daran geht er auf bisherige Beiträge biowissenschaftlicher Ansätze zur Institutionentheorie ein, die sich insbesondere auf die Entstehung des Staates und auf die Herausbildung der Demokratie beziehen. Darüber hinaus treffen diese Ansätze auch Aussagen zur Funktion und zum Wandel von Institutionen. In seinem Resümee kritisiert der Autor, daß die Vertreter einer biologisch orientierten Sichtweise den Menschen als Produkt biologisch-evolutionärer Faktoren begreifen, aber gleichzeitig die durch die neuen Gen- und Reproduktionstechnologien gestiegenen Möglichkeiten des Menschen übersehen, die eigene biologische Evolution selektiv zu gestalten. "Dieser Artikel analysiert die institutionelle Form der internationalen
Kooperation zur Vermeidung von Doppelbesteuerung. Es wird argumentiert,
dass das Doppelbesteuerungsproblem als ein Koordinationsspiel mit
Verteilungskonflikt verstanden werden kann. Die Verteilung der Steuereinnahmen
hängt von der Asymmetrie der Investitionsflüsse zwischen den
vertragsschließenden Staaten ab. Da diese Investitionspositionen notwendigerweise
paarweise variieren, können die Verteilungsinteressen der
Staaten am besten in bilateralen Verhandlungen aufeinander abgestimmt
werden. Weil es außerdem bei bilateralen Doppelbesteuerungsabkommen
keine Externalitäten gibt, sind solche Verträge auch durchsetzbar. Trotzdem
gibt es Bedarf für eine multilaterale Organisation, die Informationen
und gemeinsame Praktiken in Form eines Modellabkommens verbreitet.
Das Modellabkommen dient als Fokalpunkt für die bilateralen Verhandlungen.
Die strategische Struktur als Koordinationsspiel kann außerdem
erklären, warum die Institutionen der Doppelbesteuerungsvermeidung
nicht mit Durchsetzungskapazitäten ausgestattet sind. Das sogenannte
Verständigungsverfahren zur Beilegung von Vertragsstreitigkeiten dient
vielmehr als Instrument zur Bearbeitung des Problems unvollständiger

In recent two decades, due to contributions of political macroeconomics, the focus of macroeconomics turned away from a narrow perspective based on market and privatisation (market fundamentalism) towards a broader perspective based on institutions and values (institutionalism). Within the institutional paradigm, the emphasis nowadays is put on inclusive institutions. The main thesis of one of leading proponents of political macroeconomics, D. Acemoglu, is: "growth is much more likely under inclusive (economic and political) institutions than extractive institutions." Good institutions are characterized by three attributes: 1) they establish and protect property rights; 2) they restrict social elites which strive to expropriate income and property of others members of society; 3) they provide equal chances for employment, social security and civil rights to all individuals. Good institutions contribute to political stability, successful macroeconomic policy, and enhance initiatives. The key role of institutions is to secure stability and continuity. Extractive institutions can negatively affect entrepreneurship and entire economic development in two ways: a) by increasing the opportunity cost, resulting in upward movement of the opportunity cost curve; and b) by affecting return to entrepreneurship resulting in leftward movement of the return to entrepreneurship curve. Apart from independence and accountability of institutions what is needed is sufficient level of inclusion. Inclusion should encompass three dimensions: personal, financial, and political. The introduction of principles of independence, accountability, and inclusion is essential for emergence and performance of all institutions.
