Recent transformative resilience research calls for urban climate interventions that better meet the needs of low-income and other marginalized groups. Such initiatives, it is suggested, must move beyond technocratic and superficial solutions to address the systems and structures that create climate vulnerability. While these are important theoretical developments, there is still much to be learned about how to support transformative resilience on the ground. This paper situates transformative resilience theory in practice with lessons from a five-year research partnership in Southeast Asian cities. We argue that for resilience research to advance rights and justice, knowledge production and mobilization efforts must be conceptualized as active parts of the transformation process. Bringing together conceptual and methodological insights from resilience, political ecology and governance learning research, we offer three pathways for transformative resilience and present examples of how they can be operationalized in Southeast Asia and beyond.

The book relates three years of history of social movements from Asia and Europe who work on social justice, as a rough overview. The work for the book is mainly done on the ground, day after day, working in villages and cities, with people and their organisations, organising resistance and preparing alternatives. It is based on the fact that European and Asian concerns are identical, in spite of divergent levels of development and wealth, and that the existing international initiatives, such as the ILO's social protection floors, or the UN's Sustainable Development Goals are perfectly compatible with neoliberal policies. The book goes beyond and sees social commons as a strategic tool for transforming societies. It is basically a project for the sustainability of life, of humans, of societies, and of nature. The book describes the ideas at the basis of the work in different sectors. It is not about the practice of social policies but about the ideas and discourses that can in the end shape the political practices. In sum, this book, presents a new social paradigm. It concretely shows how social justice and environmental justice do go hand in hand.

The gradual institutionalization of defence diplomacy is becoming an increasingly prominent and potentially important feature of security dialogue in the Asian region. This stands in marked contrast to Asia's recent history, where across the region multilateral defence or military interactions have traditionally been regarded with suspicion. This article examines the emergence of Asia's most prominent exercise in defence diplomacy: the Shangri-La Dialogue (SLD). Within a relatively short space of time, this forum has developed into one of the most important opportunities for regional defence ministers and senior military officers to meet and exchange views on security issues. Yet despite its growing standing, the SLD has received virtually no scholarly attention. The article begins by reviewing the origins and development of the SLD, before outlining its operating modalities. It seeks to account for the apparent appeal of the SLD, measured in terms of its capacity to consistently attract high-level representation and favourable reviews. The article explores how the SLD might develop in the future and outlines some of the challenges it faces, including the rise of potentially competing mechanisms for defence diplomacy in East Asia. The article closes by outlining a number of areas for further research.

A new four-power balance is emerging in East Asia. This is the product of the Sino-Soviet conflict, the re-emergence of Japan, and the trend toward a reduced United States military role in the region. The balance will create new problems, but new opportunities as well. It will involve increased fluidity, competition, and maneuver. Yet, in a basic sense, the balance may prove to be relatively stable, because dramatic realignments among the major powers in the region do not seem likely in the next decade. Hopefully, the balance may tend to reduce the dangers of local conflicts escalating into confrontations between major powers. Some developments, such as a Sino-Soviet war, a decision by Japan to "go nuclear," or increased big-power confrontation in the Indo-China area, could upset the balance. However, if these dangers can be avoided, the new quadrilateral balance may over time prove to be an improvement over the bipolar balance of the past. Virtually every country in the region will have to reassess its situation, interests, and policies, in some respects. The United States should move to implement the Guam Doctrine and adjust its policies toward China. It should maintain its alliance with Japan and the stability of U.S.-Soviet strategic relations, but it should use what influence it can to prevent a Sino-Soviet war or a decision by Japan to acquire nuclear weapons.

This review article focuses on three recent publications on Islamic education in Southeast Asia. While two are monographs on South Thailand and Myanmar/ Burma, one is a collection of essays on Indonesia, Malaysia, South Thailand, Cambodia, and the Southern Philippines. All works highlight local, regional and international educational networks, as well as their connections to the Indian subcontinent and the Middle East. Based chiefly on first-hand fieldwork, the works deliver an up-to-date and detailed picture of current discussions and developments regarding Islamic education in Southeast Asia. (JCSA/GIGA)
