AbstractOne of the strengths of mediation is that individuals are capable of crafting their own settlements, and many mediators are reluctant to monitor or interfere with a settlement that the parties endorse. I suggest that mediators cannot ignore the nature of the settlement. Parties may be unreliable judges of their own best interests, and there are inevitably wider social issues that need to be considered. My analysis implies that there ought to be some mechanism for external review of all mediated agreements. Although this conclusion might make mediation less efficient, it is necessary to maintain the integrity of the process.

This article examines the expanding body of Western research focusing on Russian political culture. As Russia emerges from its authoritarian past, the political transition enveloping the country carries important significance for the study of political development in "post-authoritarian" societies. Upon finding a "formless" representation of Russian political culture in survey results, this article raises questions about the use of quantitative surveys to examine this topic in a society still in flux. The article concludes with a brief recommendation for an alternative approach to political culture research in Russia.

Der Verfasser gibt einen Überblick über die umfangreiche westliche Forschungsliteratur, die sich mit der politischen Kultur Rußlands beschäftigt. Die vorliegenden Forschungsergebnisse machen eine Komplexität und Widersprüchlichkeit der politischen Kultur in Rußland deutlich, die Anlaß für eine kritische Reflektion der verwendeten Forschungsmethodologie bietet. Die Frage nach der Validität von Umfragen im postkommunistischen Rußland berührt vier Bereiche: das zugrundeliegende Menschenbild, die Fragebogenkonstruktion, die Durchführung der Umfragen sowie die Interpretation der Ergebnisse. Als Konsequenz aus seiner Untersuchung fordert der Verfasser eine Umorientierung der empirischen Sozialforschung in Rußland auf mikrosoziologische Fragestellungen und den Einsatz ethnomethodologischer Untersuchungsansätze. Während die Regierung in Belgrad zur Zeit des Jugoslawien-Kriegs Rußland als Hauptverbündeten im Kampf gegen die Sanktionspolitik der internationalen Gemeinschaft ansah, haben sich die serbisch- russischen Beziehungen in dem Maße zu ändern begonnen, wie Belgrad seine Strategie für einen regionalen Frieden entwickelte und seine Energien auf die direkte Zusammenarbeit mit dem Westen richtete. Dennoch wird die bilaterale Kooperation zwischen Moskau und Belgrad weiter fortgesetzt. (BIOst-Mrk)
