"Severance pay, a program that provides compensation to workers on termination of employment, is the most widely used income protection program for the unemployed--yet it is often blamed for creating economic inefficiencies such as reducing employment and limiting access to jobs for disadvantaged groups. Reforming Severance Pay: An International Perspective fills the knowledge gap in evaluating the international experience by providing a collection of worldwide overviews and labor market impact assessments, theoretical analyses, and country case studies. The authors summarize the performance of existing severance pay arrangements around the world and discuss recent innovative severance pay reforms in Austria, Chile, and the Republic of Korea. Reforming Severance Pay proposes policy directions based on country characteristics such as folding severance pay of higher income countries into existing social insurance programs and making severance pay a contractual affair between market partners to live up to the efficiency-enhancing device in a knowledge-based economy. For lower income countries, the authors advise reforming severance pay toward realistic benefit levels, strengthening compliance of benefit payments by the employer, and safeguarding minimum benefits. The rise of social network analyses in the social sciences has allowed empirical work to better account for interdependencies among actors and among their actions. However, this work has been, to a large extent, descriptive: it has treated these actions as exogenous and immutable. In many cases these networks describe actions like alliance formation or trade – phenomena that are the outcome variables for programs of social scientific research. In this article, I attempt to account for both interdependencies and the endogenous nature of networks by incorporating formal theory, helping answer the question of how these networks arise by looking at the incentives of actors to form links with each other. I discuss the appropriate solution concept for a network formation game, and present an algorithm for finding the equilibrium of these networks computationally as well as ways to compare the theoretical networks to observed networks in order to evaluate the fit of the theory. I apply these methods to the study of international cooperation – a subject where both the interdependencies and purposive nature of actors must be accounted for. The theoretical network is able to reproduce a number of important observed characteristics. Still, there are more factors that must be accounted for if we want to understand how the network of international cooperation is formed.

Die Ergebnisse der vorliegenden wirtschaftshistorischen Studie verdeutlichen nicht nur die sich ändernde Machtkonstellation auf dem internationalen Ölmarkt, sondern auch den wachsenden Einfluss der lokalen Bevölkerung bei der Realisierung von infrastrukturellen Großprojekten.

Terrorism is already recognized as a main threat to the international system in the XXI century, rightly compared with the Cold War problem in the 20th century. After the notorious 9/11 events, the issue of terrorism has prevailed over such serious problems as proliferation, organized crime, etc. Thus study of terrorism is increasingly becoming one of the most challenging activities. Terrorism is an extremely complicated phenomenon, making its study quite difficult. The scholars need to count with a variety of details, often leading them to confusion. Thus a number of directions for study of terrorism had been singled out, including definition of the concept itself; history of terrorism; theoretical explanation of terrorism; and finally-the various forms of terrorism.

The paper performs an analysis of the Romanian sector of milk, identifying the status at global level, under various aspects, as part of the worldwide production of milk, with reference to the place our country in the world ranking of cow milk, milk productions, cow farm sizes, milk prices in international context etc. The study also integrates the presentation of some statistical indicators describing the dynamics and variability of cow's herds and milk productions, such as average, standard deviation and coefficient of variability. Our country owns 0.43% of total cows and buffaloes worldwide and 0.6% of milk production, and at the European Union level it provides 5.04% of the flocks and 2.5-2.6% of the cow's and buffalo milk production.

It focuses in particular on the period after 1995 when the Australian Government concentrated its migration program on skilled immigrants, both permanent and temporary. While conceived as separate programs, over time, the permanent and temporary movements have been merged so that most new permanent skilled immigrants make an application on shore while holding a temporary resident visa. This approach seems to have served Australia well in a time of strong labour demand and a dwindling domestic supply of labour. Australia's international program will be important in the future as it slows the pace of population ageing and provides necessary skills to an otherwise static labour force.

Ziel des Aufsatzes ist es, einen Beitrag zur Diskussion und Beantwortung der Frage zu leisten, ob das Ziel einer autonomen kapitalistischen Entwicklung in den Ländern der Dritten Welt ein realistisches Ziel ist. Zunächst wird das Modell des metropolitanen Kapitalismus untersucht. Es wird festgestellt, daß die Vorstellung einer einzelne Stadien durchlaufenden Entwicklung zwar im großen und ganzen auf die allmähliche Konstituierung der Zentren, nicht aber auf die Peripherie zutrifft. Deshalb wird in einem nächsten Schritt der Frage nachgegangen, welche Stadien die Peripherien in ihrer Formierung und Evolution durchlaufen und welches ihre mutmaßlichen Zukunftsperspektiven sind. Dazu werden die Grundzüge der Theorie des ungleichen Tausches entwickelt. Als erste Phase des imperialistischen Systems wird die koloniale und halbkoloniale Form der Herrschaft über die Peripherie ausgemacht. Als Beginn der zweiten Phase wird der Sieg der nationalen Befreiungsbewegung unter Führung der Bourgeoisie genannt. Es wird allerdings herausgearbeitet, daß diese zweite Phase kein Stadium auf dem Weg zur Konstituierung einer eigenständigen Ökonomie darstellt, sondern lediglich die erste erweitert. Die Forderung nach einer neuen internationalen Wirtschaftsordnung wird als Ausdruck der Krise der zweiten Phase des Imperialismus interpretiert. Es wird diskutiert, ob dies der Beginn einer dritten Phase des Imperialismus ist, in der Losungen von eigenständiger Entwicklung und kollektiver self-reliance von Bedeutung sind. Abschließend werden die Perspektiven einer alternativen Entwicklung in der neuen Phase des Imperialismus aufgezeigt. (KW)

Argues the value of developing the new concept of 'internationalist communication' to give direction and dynamism to the struggle against the dominant international communications media and culture. Whilst the argument is related specifically to labour internationalism and international labour communication, it has implications for the development of alternative international communications more generally. Das Netz der sozialen Sicherung wird in seiner sozialen, politischen und ökonomischen Funktion thematisiert. Die Entstehung staatlicher Sozialpolitik durch Industrialisierung und Entwicklung des Proletariats wird nachgezeichnet, ihr Zusammenhang mit Herrschaftsformen und Machtverhältnissen am Beispiel des Deutschen Kaiserreiches und des Nationalsozialismus verdeutlicht. Nach dem 2. Weltkrieg erhält die soziale Sicherung neben den Funktionen der sozialen Abfederung und Systemstabilisierung zusätzliche Aufgaben innerhalb der Wirtschaftssteuerung, der Absicherung der Wirtschaftsentwicklung und der innenpolitischen Parteienkonkurrenz, die - kritisch gewendet - der 'Steuerung des Proletarisierungsprozesses' dienen. Die Unterschiede in Grad und Differenzierung der Sozialleistungen innerhalb eines internationalen Vergleichs demokratisch kapitalistischer Länder werden mit Faktoren wie Stärke der nationalen Ökonomie und Integration in den Weltmarkt, Stärke der Arbeiterbewegung, der Sozialdemokratie etc. erklärt. Eine abschließende Kritik der Sozialpolitik betont insbesondere ihre Abhängigkeit von Wirtschafts- und Beschäftigungssituation. (KHS)
