In recent years, changing individual behaviours has become a key issue for public policy, which has been mobilising new bodies of knowledge, namely behavioural sciences. These are explicitly and increasingly used in Japan's energy policy in order to lower household energy consumption, in the context of both the Fukushima nuclear disaster and the liberalisation of the energy markets. My dissertation investigates the explanatory factors and the implementation of this significant change in a policy domain which was so far marked by a techno-economic approach paying little attention to behavioural issues. Drawing on theoretical and methodological perspectives from public policy analysis and policy transfer studies, I analyse the genesis and the implementation of two large-scale programs: first, the smart grid social experiments named Smart Communities; second, the Opower's Home Energy Reports pilot study. Building on about eighty semi-structured interviews and on a wide variety of written sources, I emphasise the major role played by transnational circulations in the design and the implementation of these programs, and more broadly in Japan's energy policy.I argue that the mobilisation of behavioural sciences in Japan's energy policy results from manifolds factors which question the opposition between the endogenous and exogenous nature of policy change, as well as the distinction between domestic and extranational factors. Indeed, the use of this body of knowledge can be explained by the strategies of a few stakeholders who achieved to introduce new policy ideas and tools coming from abroad, in response to issues faced by the Japanese Government. Through a micro-sociological analysis of their strategies, I suggest to endogenize the explanation of policy change while integrating exogenous factors and extranational dynamics. The mobilisation of behavioural sciences in Japan's energy policy results inseparably from the expansion of this body of knowledge in academia and in public policy in the US and in Europe; from the strategies of transnational, Japanese and American stakeholders; and from the stringency of climate and energy problems in Japan. Overcoming common-pool resource dilemmas requires learning across different sectors of society. However, policy actors frequently entrench themselves in so-called echo chambers by preferring to rely on information from those whose policy beliefs resemble their own. Policy forums can reduce the limiting effects of echo chambers by encouraging actors with diverse knowledge bases to exchange information and learn from one another. This paper applies exponential random graph models to network data from the South African tree plantation policy domain to investigate how belief homophily, reputational influence, and forum co-participation shape information exchange behavior. Results show that echo chambers are important determinants of information exchange ties and that reputational influence is likely to "deepen" the echo. Results also show that the more forums that a pair of actors co-participate in, the more likely they are to exchange information. This applies to information exchange generally, as well as information exchange with trusted partners. Findings indicate that forums enable both cognitive learning (as knowledge gains) and relational learning (as improved relations). Nonetheless, when echo chambers are strong, and many forums are polarized, then forum co-participation may not break up echo chambers. ; Peer reviewed

In 1968, the nomination of former Vice President Hubert Humphrey with minimal popular support in the Democratic Primary would draw the ire of rank-and-file Democrats. Following the debacle of the 1968 Democratic National Convention, reforms were negotiated to transition to a more participatory form of nominee selection, an echo of the past to the legitimacy crisis Hilary Clinton faced after her narrow win in the 2016 nomination and to the reforms that ensued. The debate around the role of Party leaders and incidentally how participatory intraparty democracy should be has raged on for half a century, with high points in 1968-1972, 1972-1984, and 2016-2020. In this paper, I intend to demonstrate that, since 1980, Democratic Party leaders have regained control over the nomination process while also steering the Party away from its original liberal base to the political center, perceiving direct intraparty democracy to be unrepresentative of the national interest and to negatively influence electability. ; En 1968, l'ancien Vice-Président Hubert Humphrey est nominé par son Parti à la présidence, ayant pourtant reçu très peu de soutien populaire dans la Primaire Démocrate, ce qui attire les foudres de la base Démocrate. Après la débâcle que fut la Convention Nationale Démocrate de 1968, des réformes furent négociées en faveur d'une forme de nomination plus participative, comme un écho du passé à la crise de légitimité à laquelle fera face Hilary Clinton après avoir remporté sa nomination de justesse en 2016, et aux réformes qui suivront. Since the 1990s, African armed forces have been the subject of significant amount of doctrinal production devoted to Security Sector Reform (SSR). However, beyond the efforts to rebuild fragile security apparatuses, it's worth to indicate that one dimension has been underestimated: the process of civil-military hybridisation of the armed forces, which is less commonly used under the expression "dual forces" constitutes the main objective of this study. The dual function of the army is its ability to conduct defense and development missions. In this perspective, the military engineers, "building arm" of the State of Cameroon, is regularly commissioned to carry out local development missions. How do Cameroonian military engineers apprehend the concept of "dual force"? What are the effects of civil-military action on the relationship between the army, politics and the population? How does this public policy evolve? Using a qualitative approach, this study shows that dualisation is no longer an accidental process implemented in a sporadic way, but constitutes a structured public policy. However, it encounters difficulties: on the one hand, the political authorities are cautious of the negative developments of a practice likely to set up the army as an economic actor with the drifts observed in the Egyptian model. On the other hand, the army is still very attached to its martial identity. Nevertheless, dualisation consolidates the relationship between the military, politics and the population, holding the hope for strengthening the army-nation nexus. ; Depuis les années 1990, les forces armées africaines sont l'objet d'une importante production doctrinale consacrée à la Réforme du Secteur de la Sécurité (RSS). Cependant, par-delà les efforts tendant à refonder des appareils sécuritaires fragiles, force est de constater qu'une dimension a été sous-estimée : il s'agit du processus d'hybridation civilo-militaire des forces armées qui, sous le vocable moins usité de « force duale », constitue l'objet central de ce travail. La fonction duale de l'armée est sa capacité à conduire des missions de défense et de développement. Dans cette perspective, le Génie, « bras bâtisseur » de l'État au Cameroun est régulièrement commissionné pour assurer des missions d'aménagement du territoire. Comment le Génie militaire camerounais s'approprie-t-il le concept de « force duale »? Quelles sont les effets de l'action civilo-militaire sur les relations entre l'armée, le politique et les populations? Comment évolue cette politique publique ? A l'aide d'une méthode qualitative, ce travail montre que la dualisation ne relève plus d'une démarche fortuite mise en œuvre de façon sporadique mais qu'elle constitue une politique publique structurée. Toutefois, elle rencontre des difficultés : d'une part, le politique se méfie des évolutions négatives d'une pratique susceptible d'ériger l'armée en acteur économique avec les dérives constatées dans le modèle égyptien. D'autre part, l'armée est encore très attachée à son identité martiale. Il n'en reste pas moins que la dualisation reconfigure les rapports entre le militaire, le politique et les populations, en des termes porteurs d'espoir pour le renforcement du lien armée-nation.

The guilt that mothers feel about the time and energy that they invest in work instead of their family is often proposed to be an important reason for why mothers 'opt-out' the career track. We sought to understand if mothers indeed experience more work-family guilt than fathers and how this relates to both their own gender role beliefs and organizational gender norms across nine European countries. Analyses draw on the European Social Workforce Survey, with data from 2619 working parents nested in 110 organizations in 9 European countries. Results showed that when fathers and mothers work more than a full-time week (a) fathers with traditional gender role beliefs felt less guilty, and (b) especially mothers working in an organization with low support for the parent role of working fathers felt guilty. Explorative analyses showed no effect of national gender norms on gender differences in guilt. Our results are beneficial for organizations and policy makers by showing that guilt in working mothers can be reduced by developing egalitarian organizational norms, in which there is support for the parent role of mothers and fathers, potentially helping mothers to focus on their careers alongside their families.

Although the age of leaving home has increased during the past few decades, senior year in high school remains a significant period during which many adolescents consider moving out, especially to attend university. However, the role of personal, practical and familial factors on adolescents' motivation to leave home prior to the actual transition are still unknown. The current study investigated adolescents' motivation to leave home while they still lived with their parents and its association with adolescent-reported personal and practical circumstances, and parent–child relationship quality. Participants were 558 Turkish senior high school students (62% female), all living with their parents in Istanbul, Turkey. Results showed that just above one third of the adolescents (38%) wanted to leave home after high school. Boys, adolescents from high SES and nonintact families were more likely to be motivated to leave home. Satisfaction with living situation, parental support for home-leaving, and importance of practical and personal circumstances influenced adolescents' motivation to leave home. The adolescent-mother relationship was differently related to adolescents' motivation compared to the adolescent-father relationship. Conflict with both parents, but only fathers' warmth was associated with motivation to leave home above and beyond all practical and personal circumstances.

Senegal began the process of transition from analog to digital on June 17, 2015. The transition is taking place in a context of "innovation" which is marked by a strong presence of political discourse. This discourse is designed to show that Senegal has entered the "digital age". The beginning of an era that breaks with the previous one. The aim is to understand how the digital can be considered as a tool at the service of policies and which would bring communication issues. Thus, let us recall that this discourse is not new, innovation in the audiovisual sector has always been a form of renewal of political communication. In the 1960s, television, as a new technique, was seen as a tool at the service of development. In 2000, the liberalization of the audiovisual sector was a means for the public authorities to demonstrate their commitment to democracy and freedom of expression. The advent of DTT has generated another form of discourse that suggests that television, by becoming digital, should no longer be seen merely as a means of broadcasting, but as a provider of jobs and economic growth. Thus, our research consists of exploring the political discourses that value digital television by building on the promises of technical innovation. Discourse analysis has allowed us to confront the promises of DTT with the reality on the ground. This deconstruction work has led us to understand that the official discourses that have accompanied DTT are based on a real technological frenzy. The "digital culture" that presents itself to political actors as an answer to all of society's problems.Our study is carried out in a context of "innovation" which is marked by a strong presence of political discourse. Note that the socio-political context that accompanied the arrival of DTT is marked by a technophile discourse from public authorities.
