International audience ; Partant d'un travail de thèse sur l'affaire Louvel (1820), cet article s'efforce de réfléchir sur l'usage historiographique possible des bribes de conversation politique captées par les institutions répressives de la France censitaire. Qu'apportent-elles en particulier à la connaissance des processus de politisation des Français entre la Révolution française et le retour du suffrage universel? Dans quelles conditions échange-t-on des nouvelles et parle-t-on politique dans cette période, en particulier lorsqu'on est exclu du jeu politique réservé à une mince élite ? On s'efforce ici notamment de mettre une démarche d'historien en relation avec une problématique politiste de la "compétence" ou du "rapport ordinaire à la politique".
International audience ; Historiography of 70-80's theorised the crisis of the end of the Middle Age. It proposed a systemic interpretation of all phenomenon of this period, which are all connected in the vicious circle of a great depression. Trouble is that the Parisian economy seems to resist quite well in the XIVth century, although political trouble are numerous after 1356. Prices of real estates give an idea of the health of the local economy despite the Black Death and Hundred years war. So the real estate market is under stress during the XIVth century but resists quite well to the general crisis, whereas it collapsed after 1420. The reason is that the general crisis provides some positive effects in the capital: kings remain in Paris war obliges them to organize defence from the capital; war obliged kings to raise taxes, but a part of remained in their hands for courtly life; a brilliant court attracts lords who settled too in the capital: they owned 13 % of the land of the city and their household was about 10 000 people. This context supports prices and entertains confidence in the local economy. ; L'historiographie des années 1970-1980 s'est beaucoup intéressée à « la crise de la fin du Moyen Âge » et l'a envisagée comme une crise systémique qui frappait tous les secteurs de la vie humaine et aboutissait même à une crise de la civilisation. Mais à trop vouloir donner une unité dépressive aux XIVe et XVe siècles, ce courant a négligé d'observer les différences de rythme de cette crise selon les années, les lieux et les secteurs, de même que les effets d'aubaine qu'elle peut aussi porter en elle. Envisager la crise à l'échelle locale permet de cerner les rythmes discordants entre crise générale et crise locale. Le cas parisien est un observatoire privilégié puisque son statut de capitale place la ville au cœur de la crise politico-économique de la fin du Moyen Âge, tandis que d'abondantes sources foncières permettent de suivre assez précisément les prix de l'immobilier qui paraît être un bon indicateur ...
Paper submitted to Journal of Transport Geography, under review ; This paper provides evidence of the cyclic behavior of containerization through an analysis of long, medium and short waves of container ports. The container, like any technical innovation, has a market and diffusion potential where a phase of maturity is eventually reached. Evidence from the global container port system suggests five successive major long waves of containerization with a shift of the momentum from advanced economies to developing economies, but also within developed and developing economies. While long, medium and short wave patterns have been clearly identified within the global container port system, these waves are simply illustrative of major macroeconomic, technological and sometimes political shifts within the global economy. They do not explain the causes, but simply the consequences in the distribution in traffic and growth (or decline). Yet, they provide strong evidence that containerization has a cyclic behavior illustrative of economic processes and that inflection points are eventually reached, marking the end of the diffusion of containerization in a specific port or port range. Future expectations about the growth of containerization thus need to be assessed within an economic cycle perspective instead of the rather linear perspectives in which containerization is generally considered.
National audience ; Le Parti communiste français (PCF) a beaucoup utilisé la presse écrite en matière de propagande, mais a également su prendre en compte les opportunités nouvelles offertes par la technique. Avec la démocratisation de la télévision dans les années 1960, il devient nécessaire de développer de nouvelles formes de communication. Par le biais de jeunes ciné-militants acquis à sa cause, le PCF prend conscience de l'importance de l'audiovisuel sous ses différentes formes, en particulier diapositives, films, montages sonores. Pour que ces réalisations soient efficaces, la maîtrise de la technique compte tout autant que le message politique. Appréhender la manière dont le parti communiste, dans les années 1970, s'est approprié les nouveaux moyens de communication audiovisuels nécessite l'étude de la structure qui lui a permis de maîtriser la création de sa propagande audiovisuelle, à savoir Unicité (Unité, Cinéma, Télévision, Audio-visuel). L'étude de l'expérience de ce collectif porte de ses prémices en 1968 à son intégration complète à l'appareil du parti en 1976.
Comment les institutrices de la cette époque vivent-elles, quelle est leur place dans la société, par quels moyens cherchent-elles à gagner leur indépendance, quelles sont leurs revendications, leurs choix politiques, et plus généralement, peut-on parler d'une identité et d'une culture féminine à cette époque ?
AbstractThis article argues that reforms of higher education finance for undergraduates in England introduced by the Blair government in 2006 provided a progressive strategy for achieving the central objectives of higher education of quality (better), access (wider) and size (larger). Reforms in 2012 are a not a strategy but a collection of ad hoc arrangements. They include the good (a higher fees cap, a higher interest rate on student loans, better information and improved support for part‐time study), the bad (abolishing most taxpayer support for teaching in the arts and humanities and the social sciences, and raising excessively the threshold at which loan repayments start) and the unspeakable (abolishing Education Maintenance Allowances and AimHigher). The reforms are fiscally costly and hence perpetuate the central problem of capped student numbers, and will not stand the test of time. The concluding section outlines the next White Paper.
Developing greater cooperation between researchers and practitioners is a long‐standing concern in social science. Academics and practitioners working together to coproduce research offers a number of potential gains for public administration scholarship, but it also raises some dilemmas. The benefits include bringing local knowledge to bear on the field, making better informed policy, and putting research to better use. However, coproduction of research also involves managing ambiguous loyalties, reconciling different interests, and negotiating competing goals. The authors reflect on their experience of coproducing a research project in the United Kingdom and discuss the challenges that coproducers of research confront. They situate the discussion within a consideration of traditions of public administration scholarship and debates about the role of the academy to understand better the politics of their joint practice. Thinking about the politics of coproduction is timely and enables the authors to become more attuned to the benefits and constraints of this mode of research..
International audience ; Prolongeant la réflexion née de l'article « "Loin de la froideur et du sinistre des cimetières occidentaux", la mort dans l'œuvre de Bernard-Marie Koltès », dans lequel je m'interrogeais sur la mise à distance du tragique que l'auteur opère lorsqu'il aborde le thème du décès, je souhaiterais dégager plus avant la nature comique du traitement que Koltès réserve, dans son théâtre et dans ses textes narratifs, à la triple question du handicap, de la maladie et de la mort. Vulnérable, inscrit dans un environnement hostile, le corps de ses personnages est menacé d'un délitement qui suscite en eux un effroi manifeste. L'excès avec lequel s'exprime cette terreur emprunte au grotesque certains de ses motifs, tout en évitant le plus souvent une représentation de ces symptômes sur le plateau : la parole du personnage en reste le vecteur privilégié. Après avoir cerné les ressorts d'un tel mécanisme, nous montrerons plus largement que l'œuvre koltésienne s'inscrit à rebours des valeurs actuellement défendues par nos sociétés occidentales. Ignorant la contrainte du politiquement correct que la fin du vingtième siècle a instaurée, elle bafoue en effet le respect dû par les valides aux handicapés, aux malades et aux morts : insultés, violentés, ces derniers s'inscrivent dans un univers où les relations de pouvoir, complexes et instables, font fi des convenances. Les personnages à l'agonie, frappés de handicap ou de maladie n'en sont pas pour autant toujours des bouffons malgré eux, des victimes : en un renversement des plus carnavalesques, Koltès assimile à maintes reprises cette diminution du pouvoir physique à un jeu, à un divertissement qu'un personnage offre à ses proches ou à lui-même. Spectacle dont il conviendra d'étudier les modalités et l'évolution dans l'œuvre, afin de mieux en saisir les enjeux, ainsi que le malaise qu'une telle liberté de ton peut provoquer.

This paper develops a two-country general equilibrium model with endogenous growth where governments behave strategically in the provision of productive infrastructure. The public capitals enter both national and foreign production as an external input, and they are financed by a flat tax on income. In the private sector, firms and households take the public policy as given when making their decisions. For arbitrary constant tax rates, the dynamic analysis reveals two important features. Firstly, under constant returns, the two countries' growth rates differ during the transition but are identical on the balanced growth path. Secondly, due to the infrastructure externality, assuming away constant returns to scale a country with decreasing returns can experience sustained growth provided that the others grows at a positive constant rate. The we endogeneize tax rates. It is shown that both a Markov Perfect Equilibrium (MPE) and a Centralized Solution (CS) exist, even when the parameters allow for endogenous growth, therefore explosive paths for the state variables. Nash growth rates are compared with the centralized rates. We show that cooperation in infrastructure provision does not necessarily lead to higher growth for each country. We also show that, in some configurations of households' preferences and initial conditions, cooperation would call for a slowdown in the initial stages of development, whereas strategic investments would not. Lastly, depending also on the configuration of preferences, we show that cooperation can increase or decrease the gap between countries' growth rates.
Teaching military history at the Greek School of Air Force in Athens gave us the opportunity to have access to the archives of aviation, in which we had often refered to in order to extract historical data. Primary documents, so authentic, have provided a fairly complete but also a quite captivating image of the heroic action of aviators during the two World Wars. Could national values, sources of patriotic inspiration such as heroism, courage, self-sacrifice, selflessness, solidarity, scrupulousness and national pride associated with qualities of efficiency, means of patriotic power, such as competence, composure and ingenuity, provide, within a military and dramatic historical context, marked by war, direct evidence of patriotism?Based on a "semantic" method we searched in the primary sources for those significant elements which were considered essential to the representation of what really motivated these officers.In all cases, the result is that both the national values as well as the qualities of efficiency, available to the Greek aviators during the two world wars, regardless of the organization of the evolution of the new army forces and conditions, provided direct examples of patriotism.After extensive research in the archives of the Greek Air Force, a large number of historical documents on the Asia Minor Catastrophe was found which could be studied and analyzed in future research. ; Enseigner l'histoire militaire à l'école de l'air d'Athènes nous a donné la possibilité d'avoir accès aux archives de l'aviation, dans lesquelles nous avons souvent puisé afin d'en extraire des données historiques.
