Towards the end of 2008, as the world economy slowed and export-demand declined due to the global financial crisis, news reports began to appear detailing the return of rural migrants in China to their provincial homes. It was reported that 20 million rural migrant workers were laid off, and social instability rose due to both economic hardship and to the withholding of the payment of wages. Over time, these circumstances have changed, due to both the Chinese government's fiscal stimulus package and to those programmes that have been targeted specifically at assisting the country's rural migrants. As a result, the situation for rural migrants is no longer dire; circumstances have been greatly ameliorated by proactive government policies. To confirm these results, in this paper we look both at the situation across China and briefly at a study carried out in Sichuan province. (JCCA/GIGA)

"The paper investigates effects of host-country orientation and cultural difference of migrants on their socio-economic integration in Germany, using SOEP data for the years 1988-2006. We analyze unemployment and employment durations of male and female migrants, as well as transitions from domestic work to employment for female migrants from Turkey, former Yugoslavia, Greece, Spain and Italy. Given the large gap in unemployment and employment rates between groups of migrants, we look at several economic, human capital and cultural factors in order to test whether migrant-specific characteristics can help to explain ethnic group differences in labour market outcomes, The migrant-specific cultural variables we investigate include host-country language proficiency, interethnic contacts, host-country media consumption, and religiosity. The results indicate that although labour market transitions of migrants strongly depend on the labour market context, host-country orientation and religiosity also have some impact on the labour market integration of individual migrants, especially on transitions into employment of male migrants and married migrant housewives. However; while for most of our cultural variables we find significant effects on the individual level, these factors do not help to clarify the differences among the different migrant groups, which persist at a similar level even after controlling for labour market, general human capital, as well as cultural variables." Der Beitrag beschäftigt sich mit der Frage, ob und inwiefern Informationen über den sozioökonomischen Status - gemessen an der beruflichen Stellung und dem verfügbaren Haushaltseinkommen - zuverlässige Aussagen über die Bereitschaft, im Ruhestandsalter weiter zu arbeiten, treffen können. Kontrolliert werden diese Betrachtungen mit weiteren beruflichen und individuellen Merkmalen. Datengrundlage ist die Studie "Weiterbeschäftigung im Rentenalter" mit N = 1.500 abhängig Beschäftigten im Alter von 55 bis unter 65 Jahren. Mit Hilfe von logistischen Regressionen kann gezeigt werden, dass der sozioökonomische Status einen statistisch bedeutsamen Beitrag zur Erklärung der Weiterbeschäftigungsbereitschaft leistet: Im Vergleich zu Beschäftigten in einer unteren oder mittleren beruflichen Stellung waren die Personen, die eine hohe berufliche Stellung innehaben, signifikant eher bereit, länger im Erwerbsleben zu bleiben. Zwischen dem verfügbaren Haushaltseinkommen und der Bereitschaft, im Ruhestandsalter weiter beschäftigt zu sein, besteht ein negativer Zusammenhang. Die signifikanten Effekte beschränkten sich jedoch auf die befragten Frauen.

"Die Auswirkungen der Weltfinanzkrise auf die post-kommunistischen Staaten werden in erheblichem Maße von deren Position im Weltwirtschaftssystem bestimmt. Der erste Teil des Aufsatzes stellt diese sich wandelnde Position der europäischen staatssozialistischen Gesellschaften im Weltsystem dar. Im zweiten Teil werden die Auswirkungen der Finanzkrise analysiert. Seit 1989 haben die post-sozialistischen Staaten unterschiedliche Wege beschritten. Die neuen Mitgliedsländer der Europäischen Union (EU) sind einem neoliberalen Kurs gefolgt und sind in die Weltwirtschaft formal als Mitglieder des 'Kerns' (der EU) eingetreten. Die Gemeinschaft Unabhängiger Staaten (GUS) bildet eine 'hybride' soziale Formation, die sowohl durch Elemente staatlicher Koordination als auch durch nationale und globale Kapitalinteressen geprägt ist - Charakteristika von 'semi-peripheren' Staaten. Die Öffnung aller post-kommunistischer Staaten gegenüber der Weltwirtschaft durch Handel und Finanzen hat sie auch anfällig für externe Schocks gemacht, wie die Finanzprobleme in Folge der Krise von 2007 bis 2009 veranschaulichen. Die Reaktionen und Adaptionen auf diese Krise sind Thema dieses Beitrages. Es lässt sich zeigen, dass die neuen EU-Länder stärker von der Finanzkrise betroffen sind als die Länder der GUS. Dabei wurde die Legitimität neoliberaler Politik unterminiert und staatliche Regulierung neubewertet. Im Beitrag wird argumentiert, dass die 'Semi-Peripherie' keine transitorische Formation in der Weltwirtschaft ist. Vielmehr lässt sich aus Weltsystem-Perspektive zwischen potentiellen Gegenzentren (Russland und China), die die Kapazität zu Autonomie und Erneuerung haben, und jenen Staaten unterscheiden, die sehr viel abhängiger vom Zentrum der kapitalistischen Weltwirtschaft sind und bleiben." "Der Artikel behandelt drei miteinander zusammenhängende Themen: die regionale Dimension der Entwicklung von Institutionen und Unternehmenspolitik, den sozialen Dialog und Governance, welche eine enorme Herausforderung in Ländern bedeuten, die über keine Traditionen der Selbstverwaltung der Wirtschaft verfügen; und das Thema der Regulierung in Zusammenhängen, in denen das Verhältnis des Staates zur Wirtschaft zunächst neu definiert werden muss. Das empirische Material, auf das sich der Artikel bezieht, stammt aus einer Reihe von eigenen Forschungsarbeiten der Autoren in Ländern wie Polen, den baltischen Staaten, Russland, Weißrussland, der Ukraine, Usbekistan und Moldawien. Marktwirtschaftliche Reformen erfordern einen fundamentalen Wechsel in der Rolle des Staates, da die staatlichen Aufgaben in der Planung und Allokation von Ressourcen, als Preissetzer, als Eigentümer und Finanzier von Unternehmen abgelöst werden von der Notwendigkeit, privates Unternehmertum zu regulieren und zu ermöglichen, mit allem was dazu gehört. Nicht überraschend variieren die Erfahrungen der osteuropäischen Transformationsländer in dieser Hinsicht, trotz der Tatsache, dass sie auf eine gemeinsame sozialistische Vergangenheit zurück blicken können. Diese Erfahrungen, die in diesem Artikel beschrieben werden, reflektieren Unterschiede in der Einstellungen der Regierungen zu den Marktreformen wie auch im Wissen und den Ressourcen, die den jeweiligen Staaten zur Verfügung stehen, um Reformen voranzutreiben. In denjenigen zentral- und osteuropäischen Ländern, die kürzlich der EU beigetreten sind, hat der Beitrittsprozess zusätzliche Anstöße auf dem Weg zur Marktwirtschaft gegeben. Dagegen hat sich in vielen Ländern der Gemeinschaft Unabhängiger Staaten der Reformprozess verzögert, hauptsächlich aufgrund des fehlenden Willens von staatlicher Seite, adäquate Rahmenbedingungen für unternehmerische Aktivitäten zu schaffen. Privates Unternehmertum existiert unter solchen Bedingungen trotz der staatlichen Wirtschaftspolitik und staatlicher Aktionen, allerdings sind produktive unternehmerische Aktivitäten stark eingeschränkt und unternehmerisches Verhalten notgedrungen beeinflusst und bestimmt von institutionellen Defiziten." Während sich Ökonomen mit den finanztechnischen und Juristen mit den religiös-rechtlichen Eigenheiten des islamischen Finanzmarktes auseinander setzen, soll Islamic Banking hier aus wirtschaftsethischer Perspektive betrachtet werden. Anhand empirischer Daten wird der Umgang islamischer Banker mit dem Zinsverbot, mit dem Teilen von Gewinnen und Verlusten zwischen Banken und Kunden und mit der Ablehnung bestimmter, von islamischen Bankern als moralisch verwerflich bewerteter Wirtschaftsbranchen besprochen. Dabei wird argumentiert, dass dem islamischen Finanzmarkt eine kulturspezifische, sich von den Moralvorstellungen konventioneller Banker unterscheidende Wirtschaftsethik inhärent ist." "Education researchers who study the effect of family social background on student achievement often use students' survey reports of parental education to investigate these effects. However, past research has demonstrated that students misreport their parents' education levels. The authors expand upon this research in two ways. First they use cognitive theories about the response process to develop and test hypotheses about reporting inconsistencies across these variables. Second they evaluate the impact of student misreporting on estimates of the relationship between parental education levels and student math achievement. Using data from the German administration of PISA 2000 (OECD Programme for International Student Assessment) in which both students and parents were asked to report parental variables, the authors show that reporting inconsistencies are a function of student achievement: students with higher math scores tend to provide reports that are more consistent with their parents' reports. This interesting case of differential measurement error has consequences for comparisons of the effects of parental background on student achievement across different subgroups of the population and across countries (a common use of PISA data and other international studies similar to PISA)." von Verstädterung heute bereits in Deutschland festgestellt werden kann. Unter Verwendung statistisch-administrativer Daten werden die
Umfeldgemeinden der 19 wichtigsten Flughäfen typisiert. In direkter Nachbarschaft der Terminals werden ATKIS-Daten mit Hilfe eines GIS analysiert, um den Grad und die Qualität baulicher Nutzungen zu erfassen.

This article explores whether and to what degree information on the socioeconomic status – measured by professional status and disposable household income – allows making reliable statements on the willingness to remain in work in retirement age. These observations are controlled for professional and individual characteristics. The data basis is constituted by the study entitled "Continuing in employment in pensionable age" with N = 1,500 dependent employees aged from 55 to under 65. Logistic regressions show that the socioeconomic status makes a statistically-significant contribution towards explaining the willingness to continue in employment: In comparison to employees with a lower or medium professional status, those individuals who have a high professional status tended to be significantly more willing to remain in working life for longer. There is a negative connection between the disposable household income and the willingness to remain in employment in retirement age. The significant effects that were found are however restricted to the women in the study.

The number of patent applications and "bad" patents issued has been rising rapidly in recent years. Based on this trend, we study the overload problem within the Patent Office and its consequences on the firms' R&D incentives. We assume that the examination process of patent applications is imperfect, and that its quality is poorer under congestion. Depend- ing on policy instruments such as submission fees and the toughness of the non-obviousness requirement, the system may result in a high-R&D equilibrium, in which firms self-select in their patent applications, or in an equilibrium with low R&D, opportunistic patent applications and the issuance of bad patents. Multiple equilibria often coexist, which deeply undermines the effectiveness of policy instruments. We investigate the robustness of our conclusions as to how the value of patent protection is formalized, taking into consideration the introduction of a penalty system for rejected patent applications, as well as the role of commitment to a given IP protection policy. ; Les nombres de demandes de brevets et de "mauvais" brevets accordés ont cru rapidement dans les années récentes. International audience In the defence industry the recent development of a 'market for technology', the creation of new European high-technology companies as well as transformations in government agencies have driven firms to reposition their technological and organizational skills. Our objective is to show that the transformations that have occurred in the past 10 years have not only redefined skills and the organization of production, but also have given a more strategic place to knowledge management (KM) practices. We provide a contextual and historical overview based on qualitative interviews, in order to better understand the relation between KM and innovative behaviour in this industry.We build an original industrial and technological database comprising various samples that provides quantitative information concerning KM and innovative practices. The results of the statistical analysis reveal the specificity of firms in this industry. Taking account of the size of these firms and their technological intensity, we show that the behaviour of defence industry firms in terms of KM practices, differs fromthat of other firms. This is evident from their technological performance, and innovation and patenting intensity. This structural tendency is explained as an innovative behaviour in the French national innovation system rather than merely a 'trend'.

This paper reports results of an experiment designed to analyze the link between risky decisions made by couples and risky decisions made separately by each spouse. We estimate both the spouses and the couples' degrees of risk aversion, we assess how the risk preferences of the two spouses aggregate when they make risky decisions and we shed light on the dynamics of the decision process that takes place when couples make risky decisions. We find that, far from being fixed, the balance of power within the household is malleable. In most couples, men have, initially, more decision-making power than women but women who ultimately implement the joint decisions gain more and more power over the course of decision making.
