The article examines the features of social and political factors of the development of civil activity in Russia, its role in political process of the Russian Federation. It examines the main values of Russian society, which provides several interconnected levels of civil participation with their inherent specific characteristics.Conclusions, made in the article, tell about the transformation of civil activity from the local level up to the protest and political participation in the period from 2005 to 2012, about the potential of forms of civil activity. ; В статье рассматриваются особенности социально-политических факторов развития современных форм гражданской активности, их роль в политическом процессе Российской Федерации. Показаны основные ценностные установки российского общества, выделяются взаимосвязанные уровни гражданской активности с присущими им определенными характеристиками.В статье сделаны выводы о трансформации гражданской активности с локально- го уровня до уровня протестно-политической активности в период с 2005 по 2012 г., о сущностном потенциале форм гражданской активности.

Between 1991 and 1996 Russia underwent a precipitous economic and social decline with decreases in production, gross national product, and wages, and increases in inequality, crime, and corruption. Most people experienced a decline in their standard of living, and many fondly recalled the security and stability of the communist era. Nevertheless, in the two main cases when the Russian electorate was confronted with a choice of directions in economic policy–the referendum of 1993 and the presidential elections of 1996–the majority chose reform. Writing about Boris Yeltsin's surprising victory in the 1996 presidential elections, aPravdacommentator mused: "Logically, he should have lost, since he was unable to fully solve any of the problems that have piled up: the stagnation of production, the impoverishment of a majority of the people, growing unemployment, the chronic nonpayment of wages, the decline in science, culture and education, the continuing conflict in Chechnya, etc. Nevertheless, Yeltsin received a majority of the electorate's votes."

Currently there are six locations of Cretaceous continental fauna and flora in Amur region: Blagoveshchensk, Kundur and Astashikha, Gilchin, Dim, Bureinsky Belogory. Gilchin is the location of the Cretaceous dinosaurs, the potential of which still requires evaluation. The article provides new information about the history of its discovery, as well as the description of the fossils from the Gilchin collection presented in the exposition of the Paleontological Museum of the Amur Scientific Center of the Far East Branch of the Russian Academy of Sciences. The fauna of Gilchin, established by fossil bone remains, includes hadrosaurs, carnivorous dinosaurs, a dinosaur whose identity it is difficult to determine, and turtles (Trionychidae indet). Most of the definable bone remains of the collection belong to the hadrosaurs. In terms of preservation, the fossil material is close to that of the Chinese locations of Ulaga and Jiayin / Longu Shan. The article assumes similarity of the genesis of the locations of Gilchin and Jiayin / Longu Shan (China).
