The Stakes of Institutional Dialogue
The functioning of the Superior Council for the Civil Service and that of its trade union section could be improved. The same is true for the State of mind which presides over the dialogue engaged in by ail bodies which comprise representatives of opposing factions. Trade unions have always sought improved dialogue and increased participation but, at the same time, are more reticent about taking part in decision-making. Currently, and in the light of the escalation in recent months of aggressive conduct by trade union representatives, it appears very difficult to create a new structure to replace these bodies. The past weighs heavy in our country and trade unions have not hesitated to construe new structures as a very serious infringement of the rights which, over time, they have acquired.

The Birth of "the" Private Education.
Since 1959 the relationship between State and private education has undergone profound changes. These changes have their origin in sociological, institutional and legal phenomena. Private education has come to be regarded as an organisation ; it has become so like State education that its activities do not differ significantly from those of State education ; pupils' parents use private education less as a way of ensuring a Christian education than because they think it offers a better chance of success, both educational and social, for their children.

The cut-back on continuing education due to budgetary restrictions has meant that the diplomat must learn to adapt to changes in the profession whilst on the job. Of particular note is the decreasing importance of the task of direct negotiation and the increasing development of the tasks of information provision and communication together with the protection of economic interests. Cultural activities are an area which is still too often neglected.

Classicism and Modernism in German Administration.
The German administrative System is at once both modem and classical. It is modern because it encompasses a distribution of functions via a series of sub-systems and contains autonomous areas of activity. It is classical because its mode of organisation has lasted despite political changes, because it is enriched by a legal culture which respects the principle of legality and because it is integrated into the world of economies. As in the rest of Europe, the scarcity of public resources dominates the question of the evolution of Germany's administration. This does not necessarily mean a lesser role for the State, but involves a redeployment of State intervention in new areas of activity.
