French sociologist Raymond Aron was among the first scholars to establish the concept of totalitarianism. He described, explained, & discussed how & why fascist & communist ideologies took the form of antihuman regimes. This article recommends Aron's critical use of the concept for future studies of authoritarian government. Aron did not aim to establish either a systematic or a general descriptive theory, but suggested a dynamic use of the concept on the basis of Max Weber's historical sociology. Aron's originality lay in the way he combined political theory, a study of international relations, & history writing. Totalitarianism was a guiding concept in Aron's liberal interpretation of history & in his pragmatic policy recommendations to French governments from the 1930s to his death in 1983. The issue of Indonesian migrant workers (PMIs) working in Malaysia has been an ongoing sticking point in the Indonesian-Malaysian relations. Malaysia is reportedly the country with the highest number of complaints with regards to PMIs. This study aims to examine Indonesian migrant workers (PMI) working in Malaysia from an institutional perspective, especially vis-à-vis the planning processes, strategic management and conceptualizing the problem. This article is based on a research that posits a possible explanation to this problem from the perspective of human resource management process, especially in manpower or human resource planning. In pursuing this line of inquiry, the research analyzes the institutional players involved in administrating and managing the PMIs. It adopts a qualitative case study approach in policy analysis, albeit supported and complemented by quantitative data. Among the key findings of this study is the high degree of the bureaucratic and procedural complexities related to processing of migrant workers. This is largely contributed by the inefficiencies, lack of transparency and even more so the redundancies existing in the eco-system of various agencies involved in the planning and placement process of PMI, including those at the central, regional/provincial and local levels of governmental as well as private entities. Yet another key finding points to the lack of integrated coordination which is strategic and comprehensive between the governments of Indonesia and Malaysia in the form of Government to Government joint-machinery as well as intra-governmental operations in Indonesia. Consequently, the ones who often play a pivotal role in handling PMI are private agencies and individuals, while governments only act as facilitators. The Government of Bangladesh has ratified the UN Convention on the Rights of the Child and the ILO Worst Forms of Child Labor Convention. Although national legislation pertaining to children's rights is inconsistent and the National Child Labor Policy has yet to be adopted, many activities to transport children's rights principles to underprivileged children have already been initiated in Bangladesh. These mainly take the form of projects by International Organizations or the Bangladesh Government, implemented through local Non-Governmental Organizations or local government structures. Two programs are introduced here, the rural "Food for Education" Program and the urban project, "Prevention and Elimination of Selected Worst Forms of Child Labour in the Informal Economy in Dhaka City". Both are analyzed in terms of what mechanisms and actor constellations were used to promote children's rights at the grassroots level. Even though these projects reflect the principles of global norms and transport them to the local people, reaching out to a high number of underprivileged and poor children remains a challenge.

Applying an original theory of political language to narratives taken from interviews with 34 of Russia's leading political figures, Michael Urban explores the ways in which political actors construct themselves with words.
