In the first issue of Syria Studies to be published in 2017, we are pleased to share three studies that provide important insights on subjects that have gained significant importance in recent times in so far as how they relate to the Syrian context: siege warfare, political cartoons, and gender politics.In Isolating Dissent, Punishing the Masses: Siege Warfare as Counter-Insurgency, Will Todman analyses the intricate relationship between the nature of the Syrian regime and the military tactics it opted to use to suppress those opposed to it, both during the insurgency phase, and the subsequent civil war. Sieges were effective because they allowed the regime to make optimal use of its military advantage. Once you have a segment of the population in a restricted area, you not only control food and medical supplies, but you can also unleash an indiscriminate bombardment campaign, as the regime indeed did. Todman provides a historic context to the use of these tactics by the Syrian regime (i.e. Hama), and addresses the important question of whether or not siege warfare helped the regime survive.In Whose Problem Is It Anyway? The Depiction of Syrian Refugee Influx in Political Cartoons, Özlem Özdemir and Emrah Özdemir explore the way in which the crisis of Syrian refugees was depicted by cartoons that appeared in Western media. In focusing on twelve randomly selected political cartoons, the authors tell a story of suffering that begins with why the refugee is fleeing and ends with how the refugee is being received by both border countries and beyond. The use of political science and communication theory to analyse these cartoons is not common in the current literature and constitutes an important contribution.In Interrogating the Construction of Gendered Identity in the Syrian Nationalist Narrative: Al-Husari, Aflaq and al-Arsuzi, Rahaf Aldoughli sheds an important light on how early Bathist theoreticians planted the intellectual foundation for the way in which gender roles were to be understood and, subsequently, taught and applied in Baathist Syria. Using extensive quotes from original sources, Aldoughli documents the systematic masculinisation of conceptions of nationhood by Baathist theoreticians. Perhaps most significant was the "normalisation of militarism in the national narrative" which, resulted in perpetuating "a hierarchy that obstructs the elimination of the gender gap in the Syrian constitution and legislation."The important common denominator between the above noted studies is 'impact'; more specifically, the extent to which a specific method or idea achieved its desired impact. Todman explores the impact of siege warfare and concludes that despite the fact that the war economy allowed for besieged populations to receive a level of relief, sieges were overall successful in that they allowed for the regime to make use of its military advantage and survive a dire challenge to its very existence. While Özdemir and Özdemir showed that political cartoons can indeed be used to better understand a specific phenomenon, they equally demonstrated that political cartoons are ultimately expressive of a specific mindset that the majority of a population has at any given moment in time, rather than instruments by which public perceptions can be significantly changed. Indeed, the plight of Syrian refugees was not impacted in any significant way by the cartoons examined here. Finally, Aldoughli explores the impact of Baathist ideology on the way in which gender conceptions and roles were manifested in Baathist Syria. Here, impact is easily discerned. The works of early Baathist theoreticians, systematically and deliberately, became the ideological underpinnings of a society that is dominated by the idea of a militarized nation in which men lead both the state and the family.
Abstrak Industri kerajinan kulit merupakan industri unggulan di Kabupaten Magetan. Daerah yang memiliki produk serupa yaitu Bogor, Sidoarjo, dan Mojokerto. Adanya persaingan perdagangan bebas dan krisis membuat para pengusaha menyiapkan strategi dan mempertahankan faktor-faktor pendukung industri untuk menghadapi Masyarakat Ekonomi Asean (MEA). Penelitian ini bertujuan untuk mengetahui faktor-faktor dan strategi apa saja yang mendukung eksistensi industri kerajinan kulit sehingga masih bertahan meskipun banyak yang menjual produk serupa. Jenis Penelitian ini adalah penelitian survey, daerah penelitiannya adalah Kelurahan Selosari, Kelurahan Magetan, Kelurahan Candirejo, Kelurahan Cepoko, Kelurahan Mojopurno, dan Kelurahan Balegondo. Jumlah sampel dalam penelitian ini adalah 90 pengusaha kerajinan kulit. Teknik pengumpulan data dengan wawancara dan observasi. Teknik analisis data yang digunakan adalah deskriptif kuantitatif prosentase dan analisis deskriptif. Hasil penelitian menunjukkan bahwa bahan baku yang digunakan mayoritas berasal dari kecamatan sendiri yaitu 75,82% sehingga sangat mendukung eksistensi industri kerajinan kulit. Tenaga kerja mayoritas berasal dari dalam desa yaitu 61,5%. Jumlah hasil produksi mayoritas berjumlah 501-971(pasang/biji) atau 38,46%. Daerah pemasaran cukup mendukung eksistensi industri mayoritas sudah mencapai luar Jawa atau 54,94%, dikarenakan selain dipasarkan di Kabupaten Magetan sendiri, banyak permintaan yang berasal dari luar provinsi dan luar Jawa. Strategi pemasaran yang digunakan oleh pengusaha yaitu tetap menerima pesanan meskipun hanya satu pasang dan dengan model apapun, produknya tidak dijual massal namun ditekankan pada eceran, bekerjasama dengan Balai Pengembangan Persepatuan Indonesia (BPPI) untuk mengatasi masalah persaingan produk dengan daerah lain, melakukan promosi lewat brosur dan katalog yang dititipkan pada biro-biro perjalanan serta di media online dan rekan bisnis. Peran pemerintah sudah cukup baik dengan memberikan bantuan modal maupun peralatan proses produksi serta pelatihan membuat pola dan desain produk kerajinan kulit di Kabupaten Magetan. Kata Kunci : Kerajinan Kulit, eksistensi industri. Abstract Leather craft industry is the leading industry in Magetan. The areas that have a similar product are Bogor, Sidoarjo and Mojokerto. The exixtence of free trade competition and economic crisis makes entrepreneurs prepare a strategy and maintain the supporting factors to face in AEC(Asean Economic Community). The study aims to determine the factors and strategies that effect the existence of the leather industry that still survive although there are many sellers. Desain of this was survey research, of the research, safety of this research was Selosari village, Magetan village, Candirejo village, Cepoko village, mojopurno village and Balegondo village. The number of samples in this study was 90 businessman of leather craft. The data acculated using interviews and observations, and analysed by using quantitative descriptive percentages and descriptive analysis. The results showed that the majority of the raw materials used in district itself which is 75,82% so strongly supported the existence of the leather industry. 61,5% original labor mostly from the villages. Total production was 501-971 majority (pairs/seed) or 38,46%. Marketing area was sufficient to support the existence of a majority of the industry that reached the outer or 54,94% it was marketed in Magetan not only, but also other province and outside Java. Employers still accepted orders even through only one pair and with any capital, the mass production was not sold but the focus on retail, in cooperation with Indonesian Footwear Development problems with the products of the regions, promotion through brocures and catalogs are deposite on travel agencies as well as through besiness associates. The role of government is good enough to provide capital assistance and production process equipment as well as training patterns and design leather products. The report examined North Korea's effects on Australian interests in North-East Asia and explored potential Australian responses to positively alter the situation. It was written as North Korea again garners international diplomatic and media attention. Pyongyang and Washington are continuing their on-going wrangling over the implementation of Six-Party Talk agreements. Speculation also abounds concerning Kim Jong-il's health and any possible North Korean succession. The international community is more generally concerned with North Korea exporting its Weapons of Mass Destruction technology and material to other state or non-state actors. The report investigated four key questions. First, what is North Korea's effect on Australia's interests in North-East Asia? Second, how do key regional powers relate and behave towards North Korea? Third, what future problems will North Korea create? Fourth, can Australia do anything to minimise these problems? To answer these questions, the report began by considering North Korea's current situation. The DPRK is an impoverished totalitarian system unlikely to reform, but likely to continue its nuclear proliferation. The report then considered what Australian interests in North-East Asia were affected by North Korea. It was concluded that the DPRK threatened Australia's trade performance in North-East Asia and damaged Australia's worldwide and regional anti-nuclear proliferation efforts. Pyongyang also had the potential to endanger Australia's relationships with China and the US by increasing Sino-American tension. The report followed by examining North Korea's effect on the US and Washington's relationship and behaviour towards the DPRK. The US was considered to be most concerned with and largely negatively affected by North Korea's nuclear proliferation. However, none of Washington's possible policy options were deemed to have the power to profoundly alter the current situation to its advantage. Similarly, North Korea's effect on China and Beijing's relationship and behaviour towards the DPRK was explored. North Korea was found to have a mostly positive effect on China through the DPRK's prevention of a unified Korea and the intemalising of its human catastrophe. Thus, Beijing is unwilling to try to significantly change Pyongyang's behaviour. However, it is doubtful whether China could greatly influence North Korea even if it wanted to, as Pyongyang is suspicious of Beijing's motives and goals. Other regional powers were also analysed to understand their perspectives. South Korea was reasoned to have little power or drive to affect North Korea. Japan was discovered to possess the necessary motivation and some limited ability to alter the situation, but that Tokyo was currently unwilling to pursue a pro-active North Korean agenda. Russia was found to be the weakest participant in the region and having little reason to push for a change in the status quo. The report concluded that North Korea negatively affected Australia's economic, diplomatic and anti-nuclear proliferation interests in North-East Asia. It found that, although some regional powers were negatively affected by North Korea, none were likely to be willing and able to drastically alter the current situation. It also established that North Korea was likely to anger regional powers in the future by continuing its nuclear programme. In response, Australia should continue to condemn Pyongyang's provocative actions. It should also stop funding UN programs in North Korea and instead create a trust for any future free North Koreans. It was concluded that, in the unlikely possibility of North Korea's collapse or destruction, a volatile and dangerous regional environment would develop, punctuated by increased SinoAmerican tension. The rebuilding of North Korea would also required huge sacrifice, most likely by South Korea. If North Korea collapses or is destroyed, Australia should contribute some military forces, predominantly in a supporting role, in the likely American-led coalition force. Australia should also only begin funding North Korea's rebuilding after it has ceased to be a popular international cause.
Die Tötung Osama bin Ladens durch ein US-Sonderkommando Anfang Mai 2011, wenige Monate vor dem zehnten Jahrestag der verheerenden Terroranschläge vom 11. September, erhielt ein großes Maß an medialer Aufmerksamkeit. Der Tod des Mannes, der für die Terroranschläge verantwortlich gemacht wurde, führte zu einer erneuten Auseinandersetzung mit diesem Ereignis und dessen individuellen und globalen Folgen. Ausgangspunkt der Untersuchung dieses Pressediskurses ist die Annahme, dass eine solche gedankliche und sprachliche Auseinandersetzung, wie sie in der Presse kreiert und reflektiert wird, insbesondere auch von Metaphern bestimmt wird. Die Untersuchung stützt sich auf die Erkenntnisse kognitiver Metapherntheorien. Sie orientiert sich aber vor allem auch an jüngeren Untersuchungen innerhalb der Metaphernforschung, die speziell die sprachliche Dimension der Metapher wieder mehr in den Vordergrund rücken. Der Arbeit liegt daher ein multidimensionales Verständnis der Metapher zugrunde. Die kognitive Funktion der Metapher ermöglicht das Begreifbarmachen abstrakter bzw. unbekannter Phänomene. Metaphern können aber zugleich auch Indikatoren für die bewusste wie auch unbewusste Bewertung von Ereignissen, Handlungen und Personen sein. Die Untersuchung verfolgt einen vergleichenden Ansatz, der auf der Grundlage eines Arbeitskorpus aus US-amerikanischen und französischen Pressetexten zur Tötung bin Ladens den Metapherngebrauch in den beiden Ländern anhand ausgewählter Themenaspekte gegenüberstellt. Ziel der Untersuchung ist es, Gemeinsamkeiten und Unterschiede zwischen den beiden Landespressen zu identifizieren und diesbezüglich mögliche Interpretationen anzugeben. Dabei wird der Sprachgebrauch im Terror-Diskurs nach 9/11 einer kritischen Betrachtung unterzogen, um ein Bewusstsein für möglicherweise unbewusste metaphorische Konzeptualisierungen zu entwickeln. Im Vergleich des Metapherngebrauchs in der US-amerikanischen und französischen Presse werden deutliche Gemeinsamkeiten festgestellt. Die analysierten Unterschiede sind häufig sprachlich bedingt. Teilweise können sie aber auch im Hinblick auf Differenzen in der Positionierung der beiden Länder in Bezug auf bin Ladens Tötung interpretiert werden. Die weitgehende Übereinstimmung in den Metaphern lässt sich zum einen auf die Nähe der beiden Sprachen, zum anderen auf den ähnlichen politischen Hintergrund der beiden westlichen Länder zurückführen. Darüber hinaus wird die Hypothese aufgestellt, dass der verstärkt stattfindende internationale Austausch von Nachrichten, vor allem über Presseagenturen, auch zunehmend zu einer Globalisierung auf dem Gebiet der Metapher führt. ; The killing of Osama bin Laden by a US special task force in early May 2011, only a few months before the tenth anniversary of the devastating terror attacks of September 11, received a great deal of media attention. The death of the man who had been made responsible for the terror attacks triggered a fresh discussion of the events of 9/11 and both the individual and global consequences thereof. The starting point for an analysis of the relevant press discourse lies in the assumption that such a discussion taking place in language and thought, as it is created and reflected by the press, is to a great extent also determined by metaphors. The analysis draws on the insights of cognitive metaphor theories. It is, however, also primarily influenced by recent studies within metaphor research that aim to bring the linguistic dimension of metaphors back to the forefront. Therefore, a multidimensional understanding of metaphors forms the basis of the present study. The cognitive function of metaphors allows us to grasp abstract or unknown phenomena. Yet metaphors may further serve as indicators of conscious as well as unconscious evaluations of events, acts and people. The analysis follows a comparative approach: A study corpus of US and French press texts on the subject of bin Laden's killing is analyzed with regard to selected aspects of the topic in order to compare the use of metaphors in the two countries. The aim of the study is to identify similarities and differences in the two countries' press coverage and give possible interpretations for the results obtained. At the same time, the language used in the post-9/11 terror discourse is subjected to a critical examination in order to provide an understanding of metaphorical conceptualizations that are possibly unknown. In the comparison of metaphor use by the US and the French press clear similarities can be observed. The dissimilarities are often due to differences between the two languages. In some cases, however, they may be interpreted as the result of differences in the positions of the two countries on the subject of bin Laden's killing. The extensive consistency in metaphor usage can be attributed to the closeness of the two languages as well as to the comparable political background of the two Western countries. Furthermore, it is hypothesized that the growing international exchange of news, especially via press agencies, may increasingly also lead to globalization in the field of metaphor.
The main determinant of the development of the contemporary political communication constitutes the attempt to impart a rational dimension to the actions of communication in compliance with Weber's understanding of the term. M. Weber claimed that rationism is a direct reflection of (a) the ability to determine such aims which are optimal and adequate to one's own resources within a given situational context, as well as the possibility to calculate the consequences of the actions undertaken (rational actions on account of the aim) and/or (b) orientation of actions around a given value system (rational actions on account of the values). In this view, a direction of the development of the contemporary conception of political communication reflects the evolutionary transformation of the relations between an axiological and instrumental-functional approach to the process of creating, planning, and executing communication strategies. Four stages in the development of the conception of communicative actions strategically ordered can be distinguished: — stage I: domination of communicative actions oriented around the political system of values preferable by the sender of the information (the stage of a traditional political propaganda; the chief aim of communicative influences — social integration/persuasion), — stage II: a relative balance of actions oriented around preferable political values and pragmatic aims (the stage of institutionalised political propaganda; the chief aim of communicative influences — persuasion/integration/political activation), — stage III: domination of pragmatic aims parallel with political values preferable by the sender of the information (the stage of early communication campaigns market-oriented; the chief aim of communicative influences — persuasion/political activation), — stage IV: correlation of pragmatic aims and instrumental values (the stage of a developed political marketing communication; the chief aim of communicative influences — political motivation, with the main emphasis on the election activation). An increasing popularity of the marketing methods of organization and conducting political campaigns should be treated as a subsequent stage of the search for the efficient formula of political communication, the stage whose main determinants are the following: — organizational transformation of traditional political subjects (political parties, electional organizations of candidates), — gradual professionalization of politics, in two perspectives: professionalization of political parties evident in the increase of the role of professional politics in making important organizational decisions, as well as the appearance of new actors on the political stage, political consultants, taking over the position of a central decisive centre in political organizations, with responsibility for preparation and implementation of the political communication strategy, — mediatisation of political communication — means of mass communication have become the main transmission channel of political information on the one hand, and, on the other hand, a kind of creator of the political reality, shaping the image of the political market, particular political subjects, or the course of political rivalry by active selection and exposure of given information according to the commercial and/or political interests of the media transmitters, — change of the system of factors determining political behaviours (electional behaviours in particular) of citizens — what becomes especially important in this context is a progressing decrease of the level of political identification leading to the increase of the number of citizens slightly engaged in the political enterprise, possessing relatively low competences of receiving and understanding transmitted political information, as well as basic problems with taking a given political decision. The complexity of the market conditions makes the subjects of political rivalry choose and develop communication marketing strategies. Such a way of organizing and realising political communicative campaigns — in accordance with the four basic criteria: efficiency, predictability, calculationism, and the use of advanced technology — may be treated as an optimal variant of a strategic adjustment of the contemporary organizations to diversified requirements of the political environment.
En el presente trabajo se indaga el modo en que se construyó a la "inseguridad" en un problema público-político durante la segunda mitad de la década de los noventa como una modalidad de representación en términos delictivos y de gestión policíaca de la conflictividad y la inseguridad social. Se parte de la hipótesis de que dicha construcción formó parte de un proceso de transformación de la sociedad argentina asociado con la reforma neoliberal del Estado. Para demostrarlo, primeramente se reconstruye una historia del neoliberalismo y sus consecuencias en la Argentina, que tiene su punto de partida en última dictadura cívico-militar (1976-1983), y se presta particular atención al período hiperinflacionario (1989-1990), momento en el que emergen los discursos sobre la "inseguridad". Luego, se analiza en detalle el modo en que durante la década de los noventa el problema la "inseguridad" se conformó como una de las principales preocupaciones de la opinión pública, uno de los temas decisivos en las disputas políticas y se introdujo como eje prioritario en la agenda de gobierno del presidente Carlos Menem a través de una campaña mediático-política de "combate a la delincuencia" ordenada en los términos de la "mano dura" y la "tolerancia cero". A través de dicha indagación, se argumenta que la "inseguridad" constituyó el vórtice de una matriz discursiva que legitimó un paradigma neoconservador de gestión de las consecuencias sociales de la reestructuración económica neoliberal y operó como un mecanismo reproductor de la exclusión social. ; The paper investigates the social construction of "insecurity" in a public-political problem in the second half of the nineties. First it reconstructs a history of neoliberalism and its consequences in Argentina, which has its starting point in civil-military dictatorship (1976-1983), and pays particular attention to the hyperinflationary period of the late eighties, when discourses about "insecurity" emerged. Then, it examines in detail the ways in which in the specific period of analysis the problem of "insecurity" was conformed as a major concern of public opinion, one of the crucial issues in political disputes and was introduced as a priority in the Menem administration's agenda through a media and political campaign of "fight against crime" ordered in terms of the "iron fist" and "zero tolerance". It is analysed the way in which such construction was generated through the production and mass circulation of social discourses at the public-political communication sphere. The methodology consists of a sociocultural approach that considers social "problems" as constructions and a perspective of discourse analysis focused on their "performativity". From this point of view the productive capacity of social discourses depends on its disposition in certain regimes of knowledge and power relations and the positions of enunciation of the different social actors within the disputes that shape the hegemonic discursive formations. Through this research is demonstrated that "insecurity" was a form of representation in terms of crime and policing of social conflict and was the vortex of a discursive matrix that legitimized a neoconservative paradigm for managing the social consequences of neoliberal economic restructuring and operated as a reproductive mechanism of social exclusion. The results achieved illuminate a fundamental aspect for the understanding of the transformation of Argentine society associated with neoliberal reform of the State. ; Fil: Cerruti, Pedro. Summary, which aims to reflect on inclusive communication/education policies implemented in Argentina in recent years. At this opportunity, it will work with quantitative data on incoming students from all faculties of the National University of La Plata between 2008-2015. This national university is public, free of charge and unrestricted entry. The information was relaxed on the basis of data provided by the UNLP's High Centre for Information Processing (CeSPI). The temporary cut from 2008 to 2015 is for two purposes. The first is linked to the fact that, in 2008, compliance with the obligation to provide secondary education at national level, starting with Law 26 606 (2006), and in the province of Buenos Aires, with the penalty of Provincial Education Law No 13 688 of 2007, began to be complied with. The second states that also in 2008 the Plan for the Completion of Primary and Secondary Studies (Purposes) was launched as a State initiative to comply with the requirement for secondary education laid down in the legislation in force. ; Resumen Aquí se propone reflexionar en torno de las políticas inclusivas en materia de comunicación/educación implementadas en los últimos años en la Argentina. The paper shows the importance of the lability phenomena on digital productions, making ineffective the preservation solutions used by museums to preserve digital installations. It then proposes an alternative based on an ontological model coming from the ontological conception of Spinoza interpreted by Deleuze. The article shows that this ontology is compatible with the communication created by the work. This model leads to a definition of the work as a power to act. This model is finally used to design an indexing tool of works. ; l'article montre l'impact du phénomène de labilité sur les productions numériques, impact qui rend inopérantes les solutions de préservations utilisées par les musées pour préserver les installations numériques. Il propose alors une alternative fondée sur un modèle ontologique de l'oeuvre numérique qui sur la conception ontologique de Spinoza interprétée par Deleuze. L'article montre que cette ontologie est compatible avec le dispositif de communication créé par l'oeuvre. Ce modèle aboutit à une définition de l'oeuvre comme pouvoir d'agir. Ce modèle est enfin utilisé pour concevoir un outil d'indexation des oeuvres.
The Papanicolaou test--or Pap smear test--is one of the most effective cancer screening tests available, and its ability to detect premalignant conditions has contributed to the decline in cervical cancer morbidity and mortality in the United States since its development in 1941. The success of this screening test has created confidence among women, health-care providers, and public health officials. However, this screening tool is not perfect: false-negative findings are a special concern because they can delay necessary follow-up of and treatment for women who have cervical cancer precursor lesions or invasive cervical cancer. Recent media attention has focused on cytology laboratories that have been closed as a result of deficiencies (including a high proportion of false-negative reports), and in some states legal action has been taken against individual laboratories. With the advent of revised federal regulations implementing the Clinical Laboratory Improvement Amendments (CLIA) of 1988, scrutiny of the quality of cytology laboratory practice has increased. Between 1992 and 1994, a total of 10 cytology laboratories were closed by regulatory action of the Health Care Financing Administration because they were considered a threat to the public's health. Although such closures represent <1% of CLIA-certified cytology laboratories, the attendant publicity may trigger anxiety among women. Public health officials must respond to those concerns with appropriate clinical and community actions to ensure the health and safety of women whose Pap smears were evaluated by the closed laboratories. There are no published recommendations to help develop a public health response to the regulatory closure of a cervical cytology laboratory. In April 1994, the Association of State and Territorial Public Health Laboratory Directors, through a cooperative agreement with CDC, convened a working group to provide background on the current practice of clinical cervical cytology in the United States, summarize the CLIA regulations that established specific quality assurance standards for this specialty, and recommend actions that a public health agency may initiate to deliver a measured response to laboratory closings and other regulatory sanctions. This report includes this background and summary of the workshop. Стаття присвячена проблематиці перформансу як прояву акціонізму у мистецтві. Вона є продовженням тексту «Гепенінг і його місце на мапі термінологічної системи акціонізму» [9]. У тексті досліджені притаманні перформансу особливості поетики, естетики й художніх засобів. Автор простежує зміни форми й сутності перформансу у період 1950–2010-х років і відповідні метаморфози у вербальних його визначеннях.Специфіка перформансу — у персональному спонтанному авторському жесті, що має соціальне і комунікативне значення. Під його впливом змінилося розуміння та режим сприйняття мистецького твору. Перформанс сформувався як явище у сучасному його розумінні протягом 1950-х років, а отримав назву та вербальне визначення тільки протягом 1970-х. Проте вже у 1980- х суттєво змінив свою форму й семантику, що призвело до нових вербальних визначень в текстах дослідників. Після чергових метаморфоз у 1990-х роках явище тільки умовно можна було називати перформансом. Більшість дослідників почали застосовувати вислів «перформативні практики», а в цьому тексті обґрунтовується назва «акціонізм видовищності» та пропонується класифікація його проявів: загальна (інтегральна) видовищність є тією реальністю, на тлі якої існує «акціонізм видовищності». It is a continuation of the research «Happening and its place on the map of the terminology system of actionism» (published [9]). This research explores poetics, aesthetics and artistic means inherent for performance art. The author traces changes in the form and substance of the performance art in the period 1950–2010 and the corresponding metamorphoses in verbal definitions.Specificity of the performance art in the personal spontaneous author's gesture that has a social and communicative significance. Understanding and mode of perception of an artistic work was changed under its influence. The performance art appeared as a phenomenon, in its modern sense, during the 1950s, but received the name and verbal definition only during the 1970s. However, already in the 1980s, it significantly modified its form and semantics, which led to new verbal definitions among researchers. After another metamorphosis in the 1990s, the phenomenon could only be conventionally named performance art. Most researchers began to use the expression «performative practices» and in this article the author substantiates the name «actionism of spectacularity» and proposes the classification of its manifestations: the general (integral) spectacularity is the reality on the background of which «actionism of spectacularity» exists. The manifestations of the latter differ on the basis of mass or individuality, by targeting different audiences and by measuring functionality. This is «author's spectacularity» of social activists and dissidents, «professional spectacularity» of political consultants, collective «game spectacularity» of flashmobsGeneral spectacularity is becoming more and more important in culture and communication, it gradually supersedes all other forms and ways of communication, turns into an independent audio-visual universal «language» with signs of sensuality and alogism. Actionism of spectacularity produces new effective forms of communication, which are then used in all spheres of individual or mass (through media) communication. Preferably, these are visual or audio-visual forms of communication, which promotes to their convincing among the peoples of different countries. Actionism of spectacularity contributes to the formation of public opinion about the situation of general spectacularity and promotes the adaptation of people to this new reality of the XXI century.The article contains a brief overview of performance art's development in Ukraine.

Розглянуто волонтерську та технологічну специфіку взаємодії партій і громадських організацій як процесів залучення прибічників партій та партизації громадського активу. Визначено напрями впливу умов трансформаційного суспільства на форму обрання типу партійно-громадської взаємодії як ключового чинника налагодження зв'язків між осередками політичних партій та громадських організацій. Метою даної статті є встановлення способів взаємодії політичних партій та неурядових структур. Завданням статті є визначення волонтерського й політико-технологічного способу інтеракцій між цими політичними інститутами в транзитивних країнах. На основі аналізу практик партійно-громадської взаємодії у країнах політичної трансформації виявляються особливості волонтерського та політико-маніпуляційного залучення громадських акторів до політичної участі. Встановлено, що самостійність і самодостатність громадських об'єднань і рухів надає їм можливості рівноправного усвідомленого та цілеспрямованого партнерства. Зміст і співвідношення політико технологічної та самоорганізованої партійно-громадської взаємодії визначають обсяги та перебіг політизації у межах процесу структурної диференціації громадянського суспільства ; Unbiased actual perception of reality leads to public understanding ofmultidimensionality of knowledge about civil participation and party-civil interaction.The phenomenon of the party in power that exists in the post-Soviet space and in many Asian and African countries, defines the specific relationship between the party leadership and the party masses. Hence the real impact on public opinion of political parties is not due to ideological positions, but only situational and opportunistic maintenance task needs political leaders.The confused reasoning of party spectrum and the large number of political parties also prompted widespread uncertainty of their electoral support and membership. Because only little number of parties at the beginning of democratic reforms, particularly in modern Ukraine, contributed to their insignificant impact on the formation of internal democracy. Depending on the support of the media in transitive political systems later turned mass membership growth processes that contributed to the formation of deeper party identity within society and the formation of the special position of local branches of the party leadership for action.Party-civil cooperation as a partnership in which community groups receive information and support from political forces implemented to a limited extent, since the whole internal organization of political parties as political subject subordinated to technological imperatives.The appearance of specific political forces that have no formal registration with certain ideological positions and proposals for social development, which are the sign of the modern functioning of party-civil interaction in public opinion transitional society.Political subjectivity of civil associations is limited and temporary while parties are leading exponents of social interests at the political level. An important area of structural differentiation of civil public in the society stable democracy is the emergence of public awareness levels and new forms of public political action. In these processes is crucial the influence of political parties on public opinion. In a competitive political system, political parties are forming public opinion on the base of political messages competition and technologies of public interest attraction to the life of the parties. This means the appropriate level of quality and professionalism in the work of party organizations.The Central and Eastern European countries that have successfully passed the way from paternalistic authoritarian care of the public to use its potential within the implementation of the reforms worked out experience with targeted government policies to stimulate the development of politically active civil society.Modern Ukraine is an example of where political parties that received powers are often treated with contempt of his political opponents. These examples slow formation of political pluralism in modern Ukraine and create the ground for the growth of radicalization and extremist manifestations.Therefore, in addition to liberal values and rules of conduct in relations of political parties and public organizations should cultivate respect for democratic procedures and constitutional rules of the political process. Providing of competitive advantage in the struggle for political power can be achieved either by political manipulation and violence that can be seen in the events of 2004 and 2013 – 2014 in Ukraine. However, in order of consolidating society the rooting tolerance and mutual respect as fundamental principles of behavior of political actors. Only political cooperation priority rules on temporary political considerations can provide long-term civil peace and harmonyin Ukrainian society.Thus, the liberal paradigm of post-communist transformation creates sufficient legal, theoretical and ideological foundations for the consolidation of society. However, practical directions volunteer party-civil interaction need further development. However, at the present stage, there are positive examples of NGO involvement in the activities of political parties. This joint development program regulations, collecting information about the needs and attitudes of citizens. Further consolidation of Ukrainian society and strengthening of its democratic potential can be achieved only with nurturing of voluntary cooperation between party entities that embody the principles of politicalcompetition and public institutions that embody imperative interests of society. ; Рассматривается волонтерская и технологическая специфика взаимодей-ствия партий и общественных организаций как процессов привлечения сторонников партий и партизации общественного актива. Определяются направления влияния условий трансформационного общества на форму выбора типа партийно-общественной взаимодействия как ключевого фактора налаживания связей между ячейками политических партий и общественных организаций. Целью данной статьи является установление способов взаимодействия политических партий и неправительственных структур. Задачей статьи является определение волонтерского и политико-технологического способа интеракций между этими политическими институтами в транзитивных странах. На основе анализа практики партийно-общественной взаимодействия в странах политической трансформации проявляются особенности волонтерского и политико-манипуляционный привлечения общественных актеров к политическому участию. Установлено, что самостоятельность и самодостаточность общественных объединений и движений дает им возможность равноправного осознанного и целенаправленного партнерства. Содержание и соотношение политико-технологической и самоорганизующейся партийно-общественной взаимодействия определяют объемы и ход политизации в рамках процесса структурной дифференциации гражданского общества
¿Por qué algunos países prosperan y otros no? Independientemente de una política económica específica, es claro que el desarrollo se alcanza en el mediano y largo plazo. Es decir, no es posible implementar una política, por más buena que fuera, y alcanzar el desarrollo o la prosperidad en uno, dos o tres años. Muy pocos países en la historia han alcanzado el desarrollo. Más aun, los países que denominamos desarrollados (básicamente, los situados en la "Vieja Europa", América del Norte, Japón, Australia y Nueva Zelanda) lo han sido por un lapso relativamente breve de tiempo. Esto significa que en algún momento de su historia pasaron de un situación de ingreso bajo a uno de ingreso medio y de allí a un nivel de ingreso alto. En el camino al desarrollo, muchos países sufren lo que se denomina "middle income trap". ¿Cómo se define? Brevemente, el "middle income trap" es un problema que enfrentan aquellos que han crecido sostenidamente por varios años y han dejado de ser pobres. Cuando alcanzan un ingreso per cápita que va en un rango de 3.000 a 12.000 dólares (en valores constantes), se encuentran con un problema en parte estructural: han perdido la ventaja comparativa que significaba la existencia de salarios reales bajos pero todavía están lejos de consolidar aquella ventaja comparativa que poseen la mayoría de los países desarrollados, esto es, tener o haber perfeccionado tecnología de punta en un mercado o mercados relevantes.1 Sin embargo, parte del problema del middle income trap podría pensarse desde una perspectiva institucional. Es decir, la pérdida de competitividad no sólo tendría una dimensión económica (por el aumento de los salarios reales y, por otro lado, por la ausencia de innovación en sectores de punta) sino también una dimensión institucional. Este escenario podría denominarse "middle institutional trap". Paso seguido, ¿Cómo definiríamos el "middle institutional trap"? Como un problema adicional que enfrentan, principalmente, los países de ingreso medio, es decir, los mencionados países con middle income trap. Básicamente, el pasaje de la escasez extrema o pobreza a la escasez media genera una expectativa o efecto riqueza en gran parte de la sociedad. Estas crecientes expectativas deben ser canalizadas a través de las instituciones políticas. La existencia de instituciones de calidad media (o middle institutional trap) genera un problema adicional. ¿Por qué? Porque si las instituciones fueran débiles esas crecientes demandas o expectativas serían pobremente canalizadas y eso contribuiría a consolidar una extendida creencia en la imposibilidad de alcanzar esas nuevas metas distributivas. Es decir, quedaría claro que esa economía no se encuentra en condiciones de alcanzar el desarrollo. Por otro lado, si las instituciones fueran fuertes esas crecientes demandas serían canalizadas eficientemente. Es decir, la existencia de instituciones sólidas contribuiría a moderar expectativas excesivas que no se condijeran con la verdadera productividad de esa economía. En cambio, cuando las instituciones o estado de derecho son de calidad media o regular (es decir, no son lo suficientemente fuertes ni lo suficientemente débiles como para que todos los actores involucrados tengan claro que escenario enfrentan, para bien o para mal) conviven escenarios donde, por un lado, determinados actores basan su accionar en instituciones lo suficientemente fuertes para articular demandas sofisticadas pero, por otro lado, coexisten instituciones políticas lo suficientemente débiles como para lidiar con éxito con esa aspiración que parte, generalmente, desde algún actor relevante de la sociedad civil. Por ejemplo, podemos pensar en demandas expresadas por sindicatos institucionalmente articulados frente a un estado o aparato estatal incapaz de lidiar eficientemente con esos actores. Hemos introducido brevemente ambos conceptos. Paso seguido, intentemos primero desarrollar mejor el "middle income trap" para en un segundo trabajo profundizar en posibles implicancias del "middle institutional trap". Por ejemplo, recurramos a un trabajo del Banco Asiático de Desarrollo que, refiriéndose a China, realizó una relevante investigación. Allí es posible resumir el concepto de "middle income trap". Sostiene el informe que "Low-income countries possess a large pool of surplus labor that limits wage increases when urban industrial and service sectors expand. Firms employ low-level, established technologies that are easily imported and mastered locally, and compete on low cost. Upon reaching middle income, the pool of surplus labor shrinks and wages rise rapidly. Countries must upgrade industry and services through innovation to improve labor productivity—moving from a low-cost to a high-value economy. If they fail to do so, the economy becomes trapped: no longer able to compete with low-income countries but unable to compete with high-income countries…Moving from a low-cost to a high-value economy requires a critical mass of firms with strong incentives for innovation, as well as the government to create a conducive environment…"2 Como primera síntesis, el "middle institutional trap" contribuye a consolidar un escenario donde las reglas son lo suficientemente fuertes como para la permanencia de derechos pero lo suficientemente débiles para atraer inversiones de largo plazo. Paso seguido, una característica distintiva del "middle institutional trap" consiste en consolidar un estado de cosas donde determinadas economías no sólo se estancan en el corto-mediano plazo sino que, más aún, es difícil pensar cómo en el mediano-largo plazo esa complejidad institucional podrá ser removida, eficientemente, para bien. En un punto, es claro que el estancamiento deviene declinación. Aquello que apareció como un problema en el corto plazo se consolidó como desafío estructural en el mediano plazo y, en algunos casos, se transformó en amenaza en el largo plazo. Es posible pensar el estancamiento y declinación de la Argentina desde mediados del siglo XX siguiendo esta lógica. Si bien es un caso paradigmático, esta nación no es única ya que la existencia de instituciones medias o regulares pueden abarcar un rasgo lo suficientemente amplio como para incluir a países institucionalmente tan disímiles a Argentina como Chile, Uruguay y, notablemente, China. El diseño se desarrolla de forma práctica con fines comunicativos en la sociedad, éste se ha consolidado dentro de los aspectos comerciales más importantes de las organizaciones, debido a los requerimientos del mundo globalizado y a la gran demanda de diseño. El diseño involucra métodos y soluciones a problemas específicos de comunicación partiendo desde la identificación a través de procesos técnicos, la utilización de elementos diversos que finalmente componen un proyecto visual, generador de rentabilidad
El auge comunicacional ha impulsado la aplicación de la disciplina por su versatilidad para resolver problemas, situándolo en un punto de reflexión y análisis desde diferentes áreas. "Nunca se había hablado tanto del diseño hasta que los mass-media1 se apropiaron de él como si de un producto más, vendible en páginas y pantallas, se tratara". (Zimmermann, 2002, p. 55)
Para Chaves N. (2009) hace algunos años todavía no se consideraba cosa seria el analizar problemáticas de índole visual y mucho menos dar retribución por un trabajo que a la vista de todos no era más que habilidad plástica heredada2 . El diseño es una práctica heterogénea en la que se unifican variantes técnicas, metodológicas, culturales y estilísticas, estas acciones colaboran al desarrollo de un ambiente económico en el mercado
En este contexto, la globalización y el incremento de la comunicación han favorecido los procesos por los que atraviesa el diseño, brindando a las organizaciones elementos que favorecen su aplicación. El diseño en las organizaciones creativas favorece el cumplimiento de los objetivos, aportando diferenciación e innovación que resultan en una comunicación eficaz y en una mejor organización, además colabora en la solución de hábitos y rutinas comunicacionales que generan problemas.
Por naturaleza, el diseño exige la búsqueda de soluciones. A finales de la década de los noventa e inicios del siglo XXI Argentina sufrió una importante crisis política y económica; la que se vio sucedida por cambios en los gobiernos de turno, manifestaciones continuas, crisis financiera, la desaparición de la convertibilidad, la retención de los depósitos bancarios fueron entre otros, los principales elementos de la crisis. Esta etapa provocó grandes tasas de desempleo en diferentes áreas de negocios, los diseñadores por su parte, los que trabajaban en relación de dependencia, fueron destituidos de sus cargos en agencias y estudios de diseño, quedando expuestos a abandonar la profesión o buscar alternativas ocupacionales. En este punto de crisis donde los empleos se veían cada vez más reducidos, el diseñador buscó la manera de continuar ejerciendo su profesión de manera más propia al margen de los acontecimientos que sucedían en el país. La manera de solventar los gastos y de generar trabajo se vio concretada en el desarrollo de emprendimientos, constituyéndose como FreeLancer3 o estableciendo estudios de diseño desde sus propios hogares. Según el Instituto Nacional de Tecnología Industrial (INTI), la crisis del 2001 estimuló a que Argentina se situara entre los diez países más emprendedores a nivel mundial y que el rubro del diseño tomará un papel más relevante sobre todo en la ciudad de Buenos Aires
Con la crisis surgieron gran cantidad de estudios de diseño dirigidos por profesionales que perdieron su trabajo o aquellos que empezaban su vida laboral. En la actualidad la creación de estudios de diseño se encuentra en aumento permanente gracias al fortalecimiento de los conocimientos sobre gestión que posee el diseñador. Esto ha significado una sociedad generadora de empleo y estudios innovadores, que son organizaciones que llevan un proceso firme de actualización comercial, organizacional y comunicacional
En los últimos años la ciudad de Buenos Aires ha experimentado la rápida evolución de las disciplinas de comunicación, la cultura de diseño representa un objeto de estudio importante por la gran cantidad de espacios publicitarios que se permiten emitir, y por el incremento de estudios de diseño que se ven en la necesidad de planificar o gestionar sus organizaciones para mejorar el desempeño, gestionar de mejor manera los procesos, identificar correctamente los problemas y ofrecer soluciones concretas
El correcto direccionamiento de los estudios creativos como del diseño mismo, genera información que permite a los diseñadores mejorar su desempeño y adoptar beneficios tanto empresariales como económicos. La gestión del diseño4 se encuentra definida como el conjunto de actividades, metodologías y técnicas que maximiza el uso de los recursos disponibles y que permite además, obtener los objetivos del proyecto en el que se encuentra involucrado el diseñador como el encargado de realizar dichas actividades
De la misma manera la gestión del estudio de diseño permite mantener y desarrollar un conjunto de atributos y valores intangibles en un servicio, una marca, un proyecto o un producto, que se establezcan muy alto en la mente del cliente, de tal manera que se crea mucho prestigio y un gran valor de los productos o servicios que están asociados al nombre del estudio. La presente Tesis se centra en el análisis de los resultados obtenidos de los estudios de dise- ño de la ciudad de buenos Aires, concretamente desde una perspectiva que vincula al dise- ñador, su empresa y la gestión, tratando de integrar un modelo que adopte los principales aspectos por los que se destacaron a partir de situaciones de coyunturas económicas, sociales y culturales del país que obligaron a los diseñadores a organizar su propia empresa.
Según la encuesta elaborada por la consultora Grant Thorton, de la ciudad de Chicago en el año 2011, Buenos Aires se encuentra en el quinto puesto del ranking mundial de optimismo empresarial, en donde se hace tangible un mercado viable para la comunicación y el diseño por el alto índice empresarial que en esta existe y por la gran demanda de sectores anunciantes para el desarrollo del rubro gráfico particularmente.
Orden y Justificación del trabajo
La investigación plantea el siguiente orden de trabajo, basándose en el análisis de los temas expuestos, realiza un recorrido que justifica la hipótesis planteada en el que se aborda los diferentes conceptos, teorías y metodologías que se emplean en la gestión y el correcto direccionamiento tanto de los estudios de diseño como de los procesos que le son propios. El orden se detalla de la siguiente manera
El capítulo uno aborda la importancia del diseño en Argentina, particularmente en la ciudad de Buenos Aires, la generalización de los estudios de diseño, el crecimiento y la viabilidad para formar un emprendimiento que pueda llegar a ser exitoso mediante el diseño y la gestión tanto de las estrategias utilizadas como de la elección correcta por parte del diseñador y de las acciones que le permitieron consolidar su estudio de diseño
En el capítulo dos se trata sobre los aspectos comerciales del diseño, la exposición de autores y su posición frente a este fenómeno y las cualidades que posee el diseñador, su visión y análisis hacia el mercado local. Además, del abordaje y la inclusión del diseñador en la gestión y dirección del estudio
El tercer capítulo está dedicado al análisis y la observación del diseñador en los nuevos mercados, ya que son estos los que generan nuevos retos para el profesional, así también la implementación de estrategia y gestión en los modelos empresariales de los estudios de diseño que en un primer acercamiento fueron concebidos de manera empírica por otra parte se realiza un análisis sobre la reconversión en los nuevos mercados sobre el diseño. El cuarto capítulo está dedicado al análisis e interpretación de las entrevistas a profesionales del diseño, así como el relevamiento de información en las dimensiones de crecimiento, consolidación y éxito y como enfrentaron los momentos de crisis en sus estudios. Además identificar los momentos claves de los estudios de diseño dentro de la concepción, el posicionamiento y la diferenciación de los mismos
Por último se presenta la metodología utilizada, las bases que la sustentan por medio del análisis y la comparación en contexto con el objeto de estudio. Se plantea el modelo teó- rico que sirve de base para contrastar la hipótesis y describir la metodología utilizada en la presente investigación. Finalizando con los conclusiones del autor a criterio personal.
Objetivo General
Como objetivo general plantea analizar la gestión implementada en los estudios de diseño, Gorricho, Tricota, Lipina y Krill, juntamente con la implementación de planes y políticas que se ejecutaron para consolidar el estudio de diseño como organización en la ciudad de Buenos Aires.
Objetivos Específicos
Sus objetivos específicos son determinar las estrategias competitivas y de crecimiento utilizadas por los estudios de diseño para sostener su rentabilidad; explorar los problemas que tuvieron los diseñadores en las distintas etapas del crecimiento de su organización y los factores que lo desencadenaron; analizar la gestión de los estudios, identificando los riesgos y factores de resistencia que han enfrentado y las medidas propuestas para superarlos; identificar las herramientas de Gestión Empresarial que permitieron construir y desarrollar la competitividad y el posicionamiento de su empresa; y analizar las estrategias de costo que se utilizaron como consecuencia de factores económicos y frente a sus competidores.
Hipótesis
Por otro lado, sostiene la hipótesis que la gestión implementada en los estudios de dise- ño: Gorricho, Tricota, Lipina y Krill, favorecieron su consolidación como organizaciones estructuradas, contribuyendo al desarrollo profesional del diseñador y su estudio en la ciudad de Buenos Aires, en el período 2002-2012.
Pertinencia a líneas temáticas planteadas en la maestría
El presente trabajo de investigación se encuentra dentro la línea temática que estudia empresas y marcas, la relación que existe entre el diseño, la gestión y las economías que son generadas a partir de los nexos que existen entre ellos. Esta investigación se acerca a este fenómeno a través del análisis, el enfoque y los factores que contribuyen a explicar el éxito en los estudios de diseño y particularmente en facilitar el esfuerzo de dichas organizaciones a través de la innovación y el conocimiento que posee el diseñador
Los estudios de diseño son organismos que ha aportado gran valor comercial y económico en la ciudad, y han formado expectativas para el avance del conocimiento sobre el diseño y la gestión de los mismos estudios así como del diseño en particular.

This study examined advertising, exhibiting multilingual structures to reach the Nigerian audience. Halliday's mood system and morphological processes served as the theoretical configurations for analyzing textual elements of advertisements. These contextual terminologies permitted quantitative and qualitative approaches to thrive in order to culminate the investigation. Thus, the analysis showed political motifs, religious spheres, royal domains, musical settings, and friendship environment, as the fascinating panaceas to motivate readers. English, Yorùbá, and Hausa languages were functional facilities to mesmerize consumers. However, the advertisements displayed textual interruptions: FEBUHARI, FELABRATION, OBIdiently, and ATIKUlating, being strong prerequisites in persuasive designs. Creativity indicates the logically-minded behavior of publicists in blending grammatical structures of different languages together, yielding a unified whole, generating novel semantic values for regurgitation.
