Der europäische Einigungsprozess lässt sich nicht aufhalten. Gleichwohl bestimmen Widersprüche die Realität: Auf der einen Seite der Abbau von Zollschranken, Handelshemmnissen und bürokratischen Hürden, auf der anderen die Ausgrenzung im Inneren und drohende Abschottung nach außen. Offenbar haben die Menschen in Europa weniger Berührungsängste mit fremden Waren als mit Menschen fremder Herkunft, die aus unterschiedlichen Gründen mit und neben uns leben. Der bedeutende französische Philosoph ṭienne Balibar reflektiert in dieser Textsammlung die inneren Widersprüche des europäischen Einigungsprozesses, erkundet ihre Bedingungen und geht der zentralen Frage nach, was eine europäische Staatsbürgerschaft bedeutet und welche Spannungen die fortschreitende Globalisierung in Europa verursacht. - Der europäische Einigungsprozess lässt sich nicht aufhalten. Although it is true that democracy, per se, implies the citizens participation, its weighting in quantity and quality terms remains a challenge, even in the twenty-first century. On the other hand, incorporation of the new technologies as a generalized mean of communication, has boosted the use of those ICTs in environments not only of person-person relationship, but also in the citizen-state relationship, what can configure an important contribution to the citizen participation, that has been called e-participation. In this context, the present work illuminated by the contributions to the debate about Deliberative democracy, seeks to determine the scopes and limitations of e-participation as a mechanism to increase deliberative democracy at the local level. To this end, a methodology was used that, with a qualitative approach, and from the interpretative paradigm, analyzes the performance in e-participation from the review of dimensions and criteria proposed by Mora et al (2017), which allowed to show some advances in the availability of active tools for e-participation, but serious limitations in aspects such as citizen involvement and visibility of information. ; Si bien es cierto que la democracia, per sé, implica la participación de los ciudadanos, su ponderación en términos de cantidad y calidad sigue siendo un reto, aún en el siglo XXI. Values are a central dimension of human social life, they are core to a person's self-concept and identity and drive individual actions towards both personal enhancement and social transformation. At a social level, values govern how individuals relate to others and shape the organization of societies being, therefore, powerful guidelines to face new societal challenges like inclusion/exclusion issues, social justice or cultural diversity. Research with adults in this field has demonstrated that human values are powerful predictors of a wide range of behaviours, attitudes and beliefs. However, research with children is still very recent and has mostly focused on adolescents and older children, probably due to concerns about young children's capabilities to produce reliable information and discourse. In the same way, children's voices regarding political issues have been frequently dismissed even when children's right to participate fully in political and cultural life is specifically recognized in the United Nations Convention on the Rights of the Child. Therefore, giving voice to children is ultimately a matter of respecting their rights. To address this gap we introduce in this presentation a project that seeks to respond to this need by mapping the basic human values (e.g. Schwartz, 1992) of children and young adolescents (6 to 14 years) and its associations with the representations of justice and attitudes towards different social groups. Esta ponencia recupera algunas investigaciones que llevé a cabo como becaria CIC y que trabajan sobre las representaciones y usos del lenguaje inclusivo. Este trabajo en particular se aboca a reflexionar sobre el rol del Estado y la construcción de las ciudadanías en los tiempos que corren. En ese sentido, indaga sobre la cuestión de género y cómo sus prácticas atraviesan cada fibra de las prácticas cotidianas para deconstruir y redefinir ideas matrices. ; This presentation recovers some research that I carried out as a CIC fellow that works on the representations and uses of inclusive language. This particular work focuses on reflecting on the role of the State and the construction of citizenships in these times. Air pollution in large cities is a widely studied problem due to its impact on the life and health of citizens. Although governments have made progress in public policy solutions to mitigate and reduce pollution, their efforts have not yet yielded convincing results, and air pollution continues to be a critical and growing environmental issue for the cities. Air governance is a model that implies the co-management of the air under the leadership of the citizens; specifically, is a fundamental strategy proposed as a new form of organization that facilitates the coordination and interaction of actors from different backgrounds to design and implement policies that improve air quality and protect the health of the population. The present research, based on the case study of the "MeCAB" (by its Spanish acronym: Technical, Academic and Citizen Network for Air Quality of Bogotá), aims to extract the elements and interactions necessary for the operation of an air governance scheme and it proposes how the air governance becomes a strategy to improve air quality in large cities. ; La contaminación atmosférica en las grandes ciudades es una problemática ampliamente estudiada debido a su impacto en la vida y la salud de los ciudadanos. Se reconoce que los gobiernos han avanzado en soluciones de política pública para mitigar y reducir la contaminación; sin embargo, sus esfuerzos no han tenido aún resultados convincentes, y la contaminación atmosférica continúa siendo un asunto ambiental crítico y creciente dentro de las ciudades. La gobernanza del aire es un modelo que implica la cogestión del aire bajo el liderazgo de la ciudadanía; específicamente es una estrategia de base planteada como una nueva forma de organización para facilitar la coordinación e interacción de actores de diferentes orígenes, en pos del diseño y aplicación de políticas que mejoren la calidad del aire y protejan la salud de la población. La presente investigación parte del caso de estudio de la Mesa Técnica, Académica y Ciudadana por la Calidad de Aire de Bogotá (MeCAB), logra definir las interacciones y elementos necesarios para el funcionamiento de un esquema de gobernanza del aire y pone de relieve la forma en que este se convierte en una estrategia para mejorar la calidad del aire en las grandes ciudades.

The main objective of this article is to explain the concept of citizen participation and its education. In our changing, global and digital society in which the democratization of knowledge is a reality, educational challenges are increasing. This article emphasizes the importance to include, in the subject of Social Sciences in Primary and in the subject of Geography and History in Secondary levels, a specific education to teach how to participate offline and online. ; Se presenta una aproximación al concepto de participación ciudadana y su educación. En una sociedad cambiante, global, digital en la que la democratización del conocimiento ya es una realidad, se acrecientan los retos educativos. Se incide en la importancia de incorporar en la asignatura de Ciencias Sociales en Primaria y de Geografía e Historia en Secundaria una educación para saber participar de manera offline y online.
