Abstract: (1) Ist es normativ gefordert, ein Immigrationsrecht einzuführen, das "freiwilligen" Migranten den Erwerb der Staatsbürgerschaft ermöglicht? (2) Wenn ja, welchen normativen Standards und Einschränkungen soll es genügen? Die erste These beantwortet Frage (1) aus menschenrechtlicher Perspektive positiv. Die zweite These kritisiert je ein Argument von J. Carens und R. Goodin, die für uneingeschränkt "offene" Grenzen plädieren, und verteidigt demgegenüber die Auffassung, dass Inklusions- und Exklusionsstandards für citizenship normativen Restriktionen unterliegen, dass aber die zulässigen Kombinationen verschiedener Kriterien normativ unterbestimmt sind. Die dritte These stellt zwei Immigrationsbedingungen zur Diskussion, die sich aus einer normativen Auffassung der Demokratie ergeben, und argumentiert, dass die Respektierung des Prinzips der Volkssouveränität die Entscheidung, welche der gerechtfertigten Kombinationen im Einzelnen gewählt werden soll, über ein demokratisches Verfahren getroffen werden sollte.
Both India and China are countries in transition. Both are fast growing economies showing enormous growth rates; but this growth comes at a cost: the burgeoning population in the cities is putting pressure on water and energy resources, public health, education, and infrastructure. Urban governments are unable to address these major challenges on their own. Private capital, investments, and knowledge are needed as well as a strong civil society and active citizenship in order to create legitimate and economically sustainable public services.
Civic engagement, with its focus on involving citizens and civil society organizations in thedevelopment of policy and legislation to address matters of public concern, is one vehicle topromote active citizenship and more responsive legislation. In this respect governmentsconsciously seek the views of citizens and social groups and have a genuine interest inachieving outcomes that incorporate their perspectives. Examples of civic engagement are:participation in elections, public policy/legislative processes, public consultations, advocacy,and participation in local community-level decision-making structures.
ABSTRACTThe rise of social assistance in Brazil has been remarkable. The 1988 Constitution signalled a renewed 'social contract' leading to citizenship‐based social assistance providing guaranteed income to older and disabled people in poverty. Municipal activism in the 1990s extended the provision of direct transfers to all households in poverty through Bolsa Escola and other programmes later consolidated into Bolsa Família. This article studies the origins and evolution of social assistance institutions in Brazil, paying due attention to the role of ideas and politics.
"American Sentimentalism and the Production of Global Citizens" looks at recent trends in the globalization of U.S. higher education through the lens of sentimentalism to expose three dangers: the linking of a certain kind of productivity with global citizenship; the division of the world into global citizens and global subjects; and the illusion that awareness and enthusiasm are sufficient for social change. Social scientist Ron Krabill calls for international education policies that embrace radical reciprocity to overcome these dangers.

In dem Beitrag geht es um die beiden zentralen Durchsetzungsinstrumente des Kyoto-Protokolls: den Handel mit Emissionsrechten, der als das wichtigste ökonomische Instrument zur Eindämmung des globalen Klimawandels gilt, und den Clean Development Mechanism (CDM), also die Möglichkeit, bei Weiterbetrieb schädigender Anlagen in den Industrieländern den Ort der Emissionsreduktion kostengünstig in Entwicklungs- oder Transformationsländer zu verlagern und dabei handelbare Zertifikate zu erwerben. Es drängt sich die Frage auf, ob dem globalen öffentlichen Gut Klima und einer friedensfähigen globalen sozialen Architektur durch Privatisierung und systemische Überantwortung eines Gemeinguts an Marktdynamiken tatsächlich gedient ist. Um dieser Frage nachzugehen, werden zwei Diskurswelten analysiert, die zu unterschiedlichen Antworten kommen: auf Steuerung fokussierende Ansätze, die unter Private Governance subsumiert werden, und der stark von sozialen Bewegungen getragene Diskurs zu Inclusive Citizenship, hier mit gleichberechtigter Bürgerschaft übersetzt. Civil society has captured the imagination of many adult educators and has become a central focus of both local and international development work. Volunteerism has come to be seen as a source of democratic learning and this emphasis calls adult educators to deeply interrogate its contours. This paper reports on an American volunteerism program organized to recruit young people into participation in civil society and examines the relationship between learning about citizenship or democracy and understanding social inequality, or 'social problems'.
Passports are government-issued identification documents. They provide evidence of identity and citizenship, facilitating international travel and national security measures. This places them at the centre of debates regarding the balance between an individual's privacy and the security of the community. Understanding the technologies used to implement passport systems can shift the discussion from privacy versus security, towards privacy and security — enhancing both. This article reviews these issues from the perspective of existing laws and future policy-making.

This article explores the nexus between political engagement and voluntary association member participation with the intention of strengthening the ability of nonprofit organizations to prepare people for active citizenship roles. The article examines the reports of participation declines made my two literatures and some of their suggestions for change. It critiques these suggestions but builds on those of Skocpol and Berry to advocate improving voluntary organization governance by positing democratic governance as a prerequisite for federal tax deductible status.
Mit besonderem Blick auf den steigenden Anteil muslimischer Migranten beleuchtet der Beitrag die europäische Einwanderungs- und Einbürgerungspolitik und stellt dabei Vergleiche zu der Situation bzw. Vorgehensweise in den USA an. Dabei gliedern sich die Ausführungen in folgende Punkte: (1) die konventionellen Institutionen der Integration (Exekutive, Behörden), (2) die neue Praxis der Staatsbürgerschaft und die Aktivitäten der Nicht-Regierungsorganisationen, (3) die Produktion öffentlicher Güter von Immigrantengruppen in den USA und Deutschland sowie (4) die Implikationen von Integration für Citizenship und Islam. Wenngleich sich eine restriktivere Haltung in der Einwanderungs- und Einbürgerungspolitik abzeichnen mag, ist damit nur ein Teil der Entwicklung wiedergegeben. Im Feld der Integrationspolitik sind weit reichende Veränderungen in den Beziehungen zwischen dem Staat und seinen Einwanderern im Gange, die starke, aber bislang unterschätzte Auswirkungen auf die Realität der Erlangung und Ausübung von Staatsbürgerschaft in Europa und anderswo haben werden. Using findings from two studies conducted in British Columbia, Canada, that examined income and employment supports for people with psychiatric disabilities we argue that economic security is essential for mental health recovery, and that supported employment and social enterprise models are well suited to support these goals. We contend that the aims and values underlying neo-liberalism, with its attendant welfare state restructuring, undermine the progressive vision of recovery and the practice of citizenship for people with psychiatric disabilities.
