The article questions the normative universality of children's rights by considering the ideal definition of childhood implicit in the UN Convention on the Rights of the Child & other international law documents. It questions whether this definition has any universal purchase in light of different conceptions of childhood held across the world. The article distinguishes between rights that children have as human beings, & rights they are regarded as having by virtue of their age. The latter are regarded as problematic & the article illustrates this with examples that challenge the conception of childhood underlying the CRC. International regulation and resources in perspective Akin to the much publicised contract drawn between Merck and in 1991, the doctrine issued from the Convention on biological biodiversity on the hypothesis of the development of a new activity - bio prospecting - and a new form of international trade, the one of genes. Whereas this latter conceived in a time which recreated an imagery of plenty attributed to the today this image is doubtful and of disappointment. Ten years after the into effect of the agreement, we hereby propose to draw into perspective the institutional transformations with regard to the international regulation of resources.

This paper takes two Filipino melodramas of the late 1950s – Sino'ng Maysala? and Mga Ligaw na Bulaklak – as case studies to highlight the Filipino response of accommodation of Hollywood genre films. Analysis reveals that the two films adopted many of the formalistic and thematic conventions of the Hollywood model. However, it cannot be claimed that these features completely and solely came from Hollywood. Even before filmmaking technology came to the country, the Philippines had had a long melodrama tradition in its Hispanic-influenced theater and literature. Further, the ideological values that melodrama extols (patriarchy and the bourgeois family) can also be seen as survivals from the country's historical, colonial experiences that preceded the introduction of Hollywood films.

The combination of diplomacy & law may produce strange outcomes as shown in the text entitled "Traite etablissant une Constitution pour l'Europe" (Treaty establishing a European Constitution). This expression, intended by the convention presided over by Valery Giscard d'Estaing, to summarize all the specificities, positive for some, negative for others, of the actual stage (2003-2006) of the evolution of the EU. We all speak about the "European Constitution" by highlighting immediately that under no circumstances should this instrument be compared to our traditional national constitutions, expressions of the sovereignty of our States. The article assesses how far the provisions on fundamental rights contained in the draft Treaty Establishing a Constitution for Europe advance the objectives of promotion of the rule of law, transparency, a balanced relationship between the Union and national legal orders, and effective judicial redress. Argues that while the proposed accession of the Union to the European Convention on Human Rights 1950 and incorporation of the Charter of Fundamental Rights of the European Union 2000, notwithstanding justiciability problems, deserve support, the retention of the general principles of law as a source of fundamental rights and the suggested amendments to the Charter would not promote the constitutional objectives set by the 2001 Laeken Declaration.

The Criminal Code of the Republic of Armenia was adopted by the National
Assembly on 18 April 2003 and published on 2 May 2003. It entered into force
on 1 August 2003. The Code establishes a comprehensive system for the
repression of war crimes, in accordance with the country's international
obligations under the 1949 Geneva Conventions and their Additional Protocols
of 1977. It does not distinguish between acts committed in internal and in
international armed conflicts and contains general principles of repression
such as universal jurisdiction, command responsibility, no impunity on
grounds of superior order, no statutory limitation. The Code also contains,
in a Special Part, a separate chapter on the repression of genocide, crimes
against humanity and war crimes (Part 13, Chapter
34).

In recent years, the development of a constructivist theory of international economic cooperation has been impeded by the persistent influence of classical assumptions that cast monetary structures as essentially material and treat state and societal interests in economic cooperation as exogenous to interaction. In this paper, I counter that a truly constructivist approach to the study of the international political economy must be based on more socialised Keynesian assumptions, which recognise that socially constructed `conventions' give meaning to economic incentives and thereby shape state and societal interests. I further offer an explicitly Keynesian-constructivist theory of monetary interests in cooperation, arguing that such an approach would subsume approaches that obscure the potential emergence of state or societal interests in cooperation.

In the area of anti-money laundering (AML) and combating the financing of terrorism (CFT), there are a number of conventions, principles, recommendations, guidelines, model laws, etc., and it is not easy for many of us to refer to those by visiting each organization's web site one by one. This Manual is a 524-page publication compiling some of those documents, with consents by organizations that produced the original documents. It was prepared under ADB's regional technical assistance No. 5967: Countering Money Laundering in the Asian and Pacific Region, to enhance the dissemination and use of these important documents among government officials and others in charge of AML/CFT. ADB plans to update the Manual once in a year or two.

This article is a reflective inquiry into, and comment on, certain allegations made by Minister Penuell Maduna in June and August of 1997, while he was Minister of Mineral and Energy Affairs, against the Auditor-General at the time, Henri Kluever. In this article the question whether Minister Maduna was justified in his refusal to bow to calls from opposition parties in parliament to resign is addressed. The article consists of three sections. First, the particulars of the Maduna affair as reported by the Public Protector are briefly stated. Second, the theory, conventions and practice of individual ministerial responsibility to Parliament are examined. Third, a comment on the question of Minister Maduna's refusal to resign is offered. Argues that the currently debated options of a future European foreign policy toward the US -- either providing an anti-hegemonic alternative (balancing) or being Washington's junior partner (bandwagoning) -- lack both theoretical foundation & practical feasibility. Instead, in order to be acknowledged as a major player in world politics, the EU should adopt a strategy that -- in accordance with the principal-agent model -- promotes Europe's "speaking with one voice," based on the ongoing agreement of the principals on the EU's role as a civilian power. However, the Draft Treaty establishing a Constitution for Europe, which has recently been presented by the European Convention, falls significantly short of the institutional reforms necessary to pursue such a strategy. Holds that remote voting by electronic means (RVEM) is illegal, according to GB's human rights agreements that have been brought into domestic law with the Human Rights Act of 1998. The emphasis is on remote voting in the home or other social sites rather than in workplaces. The immediate aim is to determine whether a handful of decided cases at all illuminate the central concept of secrecy & its meaning. Researchers in this area are particularly confronted by the dilemma that no cases under the European Convention on Human Rights engage with the matter of ballot secrecy.
