"Staaten gehen nicht bankrott." - Dass Walter Wriston, ehemaliger CEO der einstigen Citibank und einer der mächtigsten Bankiers seiner Zeit, mit seinem Ausspruch aus dem Jahr 1982 nicht recht behalten sollte, zeigte sich schon bei einigen Staatsbankrotten in der Vergangenheit. Doch schien es bislang eine feste Grundannahme zu sein, das Phänomen "Staatsbankrott" sei ausschließlich für Entwicklungsländer bestimmt. Allerdings belegen die jüngsten Erfahrungen innerhalb der Eurozone, dass sich diese als nicht haltbar erweist. Schließlich rückte Oktober 2009 ein europäischer Staat, nämlich Griechenland, mit seinem immensen Haushaltsdefizit zunehmend in den Fokus der Betrachtungen von Politik und internationalen Kapitalmärkten. Zweifel an der Tragfähigkeit des Schuldenstandes ließen die Risikoprämien in den Folgemonaten auf ein noch nie dagewesenes Niveau seit Einführung der Gemeinschaftswährung im Jahre 1999 ansteigen. Wenige Monate später stufte die Ratingagentur Standard & Poor's Griechenland auf "Ramschstatus" herab. Damit begannen die Euro-Partnerländer in Zusammenarbeit mit dem Internationalen Währungsfonds (IWF) verschiedene finanzielle Stützungsmaßnahmen zu entwickeln, um einem verheerenden Domino-Effekt vorbeugen zu können. Nach dem EU-Rettungsschirm, den beispielsweise auch Irland in Anspruch nehmen musste, fassten die EU-Minister auf dem EU-Gipfel am 16./17. Dezember 2010 eine Vielzahl an neuen Beschlüssen, um Europa aus der Eurokrise zu führen. Dazu gehört auch der Europäischen Stabilitätsmechanismus (ESM), der den im Jahr 2013 auslaufenden EU-Rettungsschirm ablösen soll. Geschaffen werden sollte ein Regelungsmechanismus innerhalb der EWU für den Fall, dass sich ein Staat in einer akuten finanziellen Liquiditätsengpass-Situation befindet respektive sich im Worst-Case-Szenario mit dem Staatsbankrott konfrontiert sieht. Irregular migration in the European Union (EU) dominates the current EU political agenda. It is also the top concern of European citizens, according to the latest Standard Eurobarometer (Spring 2019).38 EU member states, however, are not affected to the same degree, resulting in political friction with regard to how to deal with the challenges of this phenomenon. Furthermore, the EU's failure to provide an adequate and unitary response to the unprecedented influx of irregular migrants in 2015 exposed the strength of state sovereignty within member states and led to divisions within the EU so far as to threaten the overall functioning of the Schengen Area. As a result, the EU approach to irregular migration shows clear signs of following an intergovernmental logic of cooperation, where the supranational institutions have a lesser role leaving member states in the Justice and Home Affairs (JHA) Council in the driving seat. Nonetheless, there is an apparent paradox: EU institutions and member states are more divided than ever over a common approach to irregular migration, yet at the same time they are increasingly converging towards more restrictive migration policies. ; peer-reviewed

Europe is experiencing a financial and economic crisis. This began with the 'credit crunch' in the financial services sector and evolved as a sovereign debt crisis. Fiscal consolidation and austerity measures have been deployed in response to the crisis to reduce public deficits and debt. This crisis is still unfolding so that the analysis and findings of this report must remain a work in progress. This report aims to assess the impact of this crisis on the situation of women and men in Europe and on gender equality policies. This is important as economic crises are deeply gendered. Past experience cannot provide sufficient insight into the gender impact of this crisis as the position of women has changed considerably since the last major recession. This crisis offers opportunities for radical change, including a potential to advance equality for women and men. However, the crisis also poses challenges where gender equality may be seen as an issue only for the good times. This report is a product of the EGGE and the EGGSI expert networks of the European Commission. It covers twenty seven Member States, the EEA-EFTA countries and three candidate countries: Turkey, Croatia and FYROM. The core reference period for analysis of the labour market impact is the (nearly) four years between the second quarter of 2008 - when the crisis technically started for the EU as a whole1 - and the first quarter of 2012 - the latest quarter for which Eurostat data is available at the time of writing. "Informed by and against the backdrop of the 2019 European Parliament (EP) elections, this innovative book provides a critical assessment of where Europe stands in terms of the quest for achieving democratic legitimacy. Since the 2014 EP elections, the European Union (EU) has experienced multiple crises, which have arguably undermined its legitimacy. The 2019 EP elections were hence seen as a crucial moment in the EU's efforts to show resilience and regain trust. Using political science and legal frames of analysis, the book provides an understanding and assessment of the current politico-legal framework, and its impact on European elections. Furthermore, using original data, it provides a timely examination of public opinion issue priorities and voting behaviour at the 2019 EP elections in eight countries. Given the critical conjuncture that the 2019 EP elections represent, this volume provides a key contribution to understand both the dynamics surrounding the elections as well as voters' responses, and informs debates in European politics - for example, second-order elections, democratic legitimacy and political representation. BACKGROUND: Hazardous and harmful alcohol use and high blood pressure are central risk factors related to premature non-communicable disease (NCD) mortality worldwide. A reduction in the prevalence of both risk factors has been suggested as a route to reach the global NCD targets. This study aims to highlight that screening and interventions for hypertension and hazardous and harmful alcohol use in primary healthcare can contribute substantially to achieving the NCD targets. METHODS: A consensus conference based on systematic reviews, meta-analyses, clinical guidelines, experimental studies, and statistical modelling which had been presented and discussed in five preparatory meetings, was undertaken. Specifically, we modelled changes in blood pressure distributions and potential lives saved for the five largest European countries if screening and appropriate intervention rates in primary healthcare settings were increased. Recommendations to handle alcohol-induced hypertension in primary healthcare settings were derived at the conference, and their degree of evidence was graded. RESULTS: Screening and appropriate interventions for hazardous alcohol use and use disorders could lower blood pressure levels, but there is a lack in implementing these measures in European primary healthcare. Recommendations included (1) an increase in screening for hypertension (evidence grade: high), (2) an increase in screening and brief advice on hazardous and harmful drinking for people with newly detected hypertension by physicians, nurses, and other healthcare professionals (evidence grade: high), (3) the conduct of clinical management of less severe alcohol use disorders for incident people with hypertension in primary healthcare (evidence grade: moderate), and (4) screening for alcohol use in hypertension that is not well controlled (evidence grade: moderate). The first three measures were estimated to result in a decreased hypertension prevalence and hundreds of saved lives annually in the examined countries. CONCLUSIONS: The implementation of the outlined recommendations could contribute to reducing the burden associated with hypertension and hazardous and harmful alcohol use and thus to achievement of the NCD targets. Implementation should be conducted in controlled settings with evaluation, including, but not limited to, economic evaluation.
