Based on epidemiological evidence, we consider an economy where agents differ through their ability to procreate. Households with impaired fertility may incur health expenditures to increase their chances of parenthood. This health heterogeneity generates welfare inequalities that deserve to be ruled out. We explore three different criteria of social evaluation in the long-run: the utilitarian approach, which considers the well- being of all households, the ex-ante egalitarian criterion, which considers the expected well-being of the worst-off social group, and the ex-post egalitarian one, which only considers the realized well-being of the worst- off. In an overlapping generations model, we propose a set of economic instruments to decentralize each solution. To correct for the externality and inequalities, both a preventive (a taxation of capital) and a redistributive policy are required.

The soda tax has had significant, similar but small impacts on the EPI of SSB and NCSB (+4%), corresponding to an aggregate pass-through of about 40%. Tax incidence was slightly higher for low-income and high-consuming households. Retailers set higher pass-throughs in low-income, less-competitive and smaller markets. They did not change their product assortments. The lack of horizontal competition in low-income markets had a sizeable effect on tax regressivity. Finally, the negative income gradient in tax incidence was offset by a positive gradient in expected health benefits.

This study evaluates the performance of the Comprehensive Agrarian Reform Program (CARP) in the last 30 years using the program's theory of change. The accomplishments of CARP in terms of land reformed area and number of beneficiaries for the past 30 years have been substantial. However, there is evidence that the program has been poorly targeted in terms of areas covered and beneficiaries. Among others, the study also notes that while there is weak evidence of overpricing of the land acquired by the government, the delay in CARP implementation is expected to increase the cost of land acquisition due to increased land/zonal land prices as a result of urbanization in the countryside. While the implementation of the program may have been flawed, there is no need to redo the CARP. Instead, government should focus on support programs to modernize agriculture benefitting small farmers, i.e., scaling up promising arrangements such as agrarian reform communities, block farming, and agribusiness venture arrangements. On the other hand, issues on land consolidation, land ownership concentration, or land conversions can be better addressed through convergence efforts of land agencies and digitization in land management and administration.

The article examines the common global phenomenon of indigenous urbanization. In Finland, more than 75 % of the indigenous Sámi children are born outside the Sámi Homeland area. The development is fast and poses different kind of challenges for the entire Sámi society and culture. Youth and women are more likely to settle in urban areas and it is their Sáminess that is to survive or die in the cities. Indigenousness is no longer tied with traditional livelihoods or land use but instead requires other forms of cultural maintenance. In the contemporary situation Sámi have started through their own associations and networks require more appropriate services in the cities, including Sámi language learning in the schools and kindergartens. This is not always satisfactory. The article evaluates the existing international and domestic (Finland) legislation in regard to Sámi language, but also the implementation of these rights in practice. The author would like to acknowledge that the article is based on a joint research project called NUORGÁV – An urban future for Sápmi?, between Norway, Sweden, Finland and Russia, where it is studied how Sámi youth organize and network to impact urban Sámi policy. Der Megatrend der Digitalisierung verändert unsere Gesellschaft umbruchartig und irreversibel. Das ist eine grosse Chance, denn Digitalisierung bedeutet Fortschritt und Innovation. Digitalisierung schafft aber auch Digitalisierungsverlierer: Menschen, welche als zufällige Opfer der Digitalisierung einen wirtschaftlichen Netto-Schaden durch die Digitalisierung erfahren. Als demokratische Gesellschaft müssen wir den negativen Impact der Digitalisierung auf potenzielle Digitalisierungsverlierer minimieren und gleichzeitig den Nutzen der Digitalisierung beibehalten. Zu diesem Zweck schlagen wir vier Massnahmen vor, welche uns auf einer strukturellen Ebene ermöglichen, die Digitalisierung in positive Bahnen zu lenken: Modernisierung der Bildungs-Curricula in der Volksschule; mehr Zugang zu Erwachsenenbildung; Maximin-Regulierung der Gig-Economy; sowie die Einführung eines bedinungslosen Grundeinkommens.

We combine household surveys and national accounts, as well as recently released tax data in a systematic way to track the dynamics of Indian income inequality from 1922 to 2015. According to our benchmark estimates, the share of national income accruing to the top 1% is at its highest since the creation of the Indian Income tax act in 1922. The top 1% of earners captured less than 21% of total income in the late 1930s, before dropping to 6% in the early 1980s and rising to 22% in the recent period. Over the 1951-1980 period, the bottom 50% group captured 28% of total growth and incomes of this group grew faster than the average, while the top 0.1% incomes decreased. Over the 1980-2015 period, the situation was reversed; the top 0.1% of earners captured a higher share of total growth than the bottom 50% (12% vs. 11%), while the top 1% received a higher share of total growth than the middle 40% (29% vs. 23%). These findings suggest that much can be done to promote more inclusive growth in India. Our results also appear to be robust to a range of alternative assumptions seeking to address numerous data limitations. Most importantly, we stress the need for more democratic transparency on income and wealth statistics to avoid another "black decade" similar to the 2000s, during which India entered the digital age but stopped publishing tax statistics. Such data sources are key to track the long run evolution of inequality and to allow an informed democratic debate on inequality.
