How can we understand the intensifying interactions of science and society? It is the interdisciplinary field called science studies that provides us with a rich inventory of analytical approaches. They help us explore science as a practice, a subsystem, a culture, and an institution. Their joint observation: Science today is part and parcel of what has come to be known as 'knowledge society'. More than ever, knowledge production and consumption are in need of incessant monitoring and sophisticated reflection. Nine exemplary studies that inquire into, or are themselves examples of the dynamics of scientific knowledge, are included here: They cover issues as diverse as eugenics, climate research, and the role of historiography, and make use of different tools such as evolutionary reasoning, metaphor, and bibliometrics. Finally, they ponder the need for science to go public (PUS) as well as for society to regulate knowledge and to restructure universities as building blocks of our science system. Their joint message: Science studies can and should assume an active role in observing, reflecting, and communicating the intricate encounters of science and society today.
Résumé La relecture de Georges Burdeau permet de reconsidérer la science politique actuelle. L'auteur s'interroge sur les raisons avancées pour expliquer l'oubli de cette vision « juridiste ». Il ne pense pas que l'ascension de la sociologie politique en soit l'explication, car celle-ci est plus diverse que la vision « sociologiste » présentée à tort comme dominante. En réalité, Burdeau est le représentant d'une « science politique-I » produisant une vision totale de la Réalité politique pure de « préjugés philosophiques », vision aujourd'hui contestée par une « science politique-II » qui cherche à mettre à jour des mécanismes précis, y compris les mécanismes juridiques, ce qui conduit à la réincorporation de la philosophie dans la science politique.
The open publication of articles involves processing costs known as an «article processing charge» (APC). The aim of this paper is to determine the total cost for articles published in Open Access via APC by Spanish authors in five areas of the social sciences. To do this, Spanish papers indexed in the thematic categories of Humanities (Multidisciplinary), Sociology, Information Science & Library Science, Education & Educational Research, and Communication in the Web of Science Core Collection during the period 2012-2019 will be analyzed, and the publishing journals, funding institutions and APCs will be identified. The articles were published in 223 journals and the most published were Communication & Society (41), Comunicar (34), and Profesional de la Información (20). The total APC was 481,120.40 euros and the average cost was 1,129 euros. The journals with the highest expenditure were Computers & Education (34,416 euros), Scientometrics (30,380 euros) and IEEE Transactions on Learning Technologies (26,026 euros). The most frequent publication models were DOAJ Gold (54%), Green Published (32%), and Green Accepted (28%). In 53% of the articles it was stated that funding came from the Spanish Government (mainly through ministries), in 25% from regional governments, in 21% from the European Union, and in 20% from universities. The average cost of APCs in the journals in which Spanish authors published is within the normal amounts worldwide, with APCs being more expensive in journals with higher impact and in the areas of Information Science & Library Science and Sociology. This study can be used to guide policy and institutional support on open access and the cost of APCs, since academic institutions and those responsible for managing academic resources need to be aware of these costs. ; La publicación en abierto de los artículos conlleva unos gastos conocidos como cargos por procesamiento de artículos (APC, en sus siglas en inglés). El objetivo de este trabajo es determinar el coste de los artículos publicados en abierto mediante APC de autoría española en cinco categorías temáticas de las ciencias sociales: Humanities (Multidisciplinary), Sociology, Information Science & Library Science, Education & Educational Research y Communication de la Colección Principal de la Web of Science (WoS) durante el periodo 2012-2019. Se han identificado las revistas, las instituciones financiadoras y los modelos de publicación más frecuentes. El estudio indica que de las 223 revistas que publicaron artículos con APC las que más lo hicieron fueron Communication & Society (41), Comunicar (34) y el Profesional de la Información (20). El gasto total en APC fue de 481.120,4 € y el coste medio de 1.129 €. Las revistas con mayor coste fueron Computers & Education (34.416 €), Scientometrics (30.380 €) y IEEE Transactions on Learnig Technologies (26.026 €). Los modelos de publicación más frecuentes fueron DOAJ Gold (54%), Green Published (32%) y Green Accepted (28%). En el 53% de los artículos constaba que la financiación procedía del gobierno de España (principalmente a través de ministerios), en el 25% de gobiernos autonómicos, en el 21% de la Unión Europea y en el 20% de las universidades. El coste medio de los APC de las publicaciones estudiadas está dentro de las cantidades habituales a nivel mundial, siendo más caros los APC en revistas con impacto más alto y en las áreas Information Science & Library Science y Sociology. Conocer los APC puede orientar las políticas y el apoyo institucional al acceso abierto y mejorar de los recursos académicos.
Nowadays the importance of involvement of citizens in decision-making processes is underlined in most recent research on effectiveness of public administration. Taking into consideration that development of science and research is fundamental for economic growth as well as sustainable development, the process of policy making in science should involve relevant stakeholders building effective relationships with key stakeholders. In case of EU, Ministries responsible for science have developed Smart Specialization Strategies for transformation of economies towards higher added value. For successful implementation of the strategies, Ministries have identified different initiatives towards involvement of key stakeholders in science policy making. In circumstances of low public and private funding to research and development in EU-13, the communication with science community has been challenging. Taking into account all mentioned before, the purpose of the study is to analyse the approaches on involvement of stakeholders in science policy making, especially in EU countries with relatively low budget for research and development. In order to achieve the purpose, the tasks are formulated as follows: 1) to review the theoretical background for involvement of stakeholders in science policy making in EU; 2) to analyse the best practice in ensuring the participation of key stakeholders in science policy making in EU, special focusing on case of Latvia; 3) to provide the recommendations for the ministries in EU responsible for science in ensuring the participation of key stakeholders in policy making. Research methods used: scientific literature studies, statistical data analysis, expert survey. The research showed that effective involvement of key stakeholders in science policy making process is topical challenge for policy makers in EU, especially in countries with low share of budget for research and development.
