This study aims to determine the regulation of converting agricultural land into housing and the suitability of its implementations. This study employed a juridical empirical approach which is a research done by looking at and paying attention to applicable legal norms associated with existing facts from the problems encountered. In this case, the local government policies on converting agricultural land into housing. The findings revealed the perpetrators of the land conversion process that occur in Kuningan Regency are the landowners. Some of the causes are: social, economic, population density, and the lack of socialization of Law Number 41 of 2009. Efforts made by local government officials and related agency officials to realize sustainable food land protection are still limited to carrying out their main duties and functions. The guideline in controlling the use of space, licensing and controlling mechanisms for the implementation of development, stated in the Regional Regulation of Kuningan Regency Number 26 of 2011 on regional Spatial Planning and Regulation of the Head of the National Land Agency Number 2 of 2011 concerning guidelines for technical land considerations in controlling location permits and determining locations and permits for changes in land use. The study concluded that converting the function of agricultural land to non-agriculture in Kuningan Regency is carried out by the landowner. In addition, efforts made by local government officials and related agency officials to realize sustainable food land protection are still limited to carrying out their main duties and functions. Accordingly, it is necessary to socialize Law Number 41 of 2009 on Protection of Sustainable Food Agricultural Land and Regional Regulation of Kuningan Regency Number 26 of 2011 concerning Regional Spatial Planning continuously to the community level. Furthermore, local governments need to coordinate with the village officials to monitor the use of agricultural land and the development of housing areas. This can be done by providing socialization to village officials.

The ability of a political system to respond to the preferences of its citizens is central to democratic theory and practice; yet most empirical research on government responsiveness has concentrated on the United States. As a result, we know very little about the nature of government policy responsiveness in Europe and we have a poor understanding of the conditions that affect cross-national variations. This comparative study examines the relationship between public opinion and policy preferences in the United Kingdom and Denmark during the past three decades. We address two key questions: First, are the government's policy intentions driven by public opinion or vice versa? Second, do political institutions influence the level of government responsiveness? We suggest that public opinion tends to drive the government's policy intentions due to the threat of electoral sanction, and that this is more pronounced in proportional systems than in majoritarian democracies.

Abstract: This research turns e-government policy into practice in two ways, firstly to distil the lessons from existing evidence and experience about e-government implementation of policies and secondly by assessing the quality of the evidence, gaps in the existing research, and ways that research findings can support the implementation process in Pakistan. The main question, therefore, is how far national policy aspirations translate into actions, which are meaningful, tangible and measurable at a local level. This means the consistency of the goals at all levels remain the same i.e., macro and micro levels. This study identifies critical factors that determine the faith of policy implementation in Pakistan. The proposed model, which is based on these critical factors, is validate by analyzing different hypothesizes using empirical analysis i.e., quantitative and qualitative. This study provides a fair idea about intrinsic and extrinsic behavior of these critical success factors towards e-government policy implementation concerning Pakistan. This study also facilities successful e-government implementation in Pakistan by setting direction and guidelines for all implementation stakeholders.
AbstractGovernment policy is a step taken by the government to achieve a goal. The main objective of the policy of the Republic of Tatarstan is to provide the conditions for the full social and cultural development of the whole society, to strengthen civil society and society's morals on the basis of respect for the rights of citizens and their recognition as the highest value. This study aims to explain how government policies are related to public services and to find out how the government of the Republic of Tatarstan provides the best services for the welfare of the people. This research uses qualitative research methods with a descriptive approach. The results of this study explain that the government has taken the right policy steps in providing services to the community, namely by providing fast, responsive, optimal, fair, transparent service and utilizing technological advances for the welfare of the people in the Republic of Tatarstan.Keywords: Government Policy, Public Service, Republic of Tatarstan AbstrakKebijakan pemerintah merupakan suatu langkah yang diambil oleh pemerintah untuk tercapainya suatu tujuan. Tujuan utama dari kebijakan Republik Tatarstan adalah untuk menyediakan kondisi bagi perkembangan sosial dan budaya-budaya penuh seluruh masyarakat, untuk memperkuat masyarakat sipil dan moral masyarakat atas dasar penghormatan pada hak-hak yang di miliki warga negara serta pengakuannya sebagai nilai tertinggi. Penelitian ini bertujuan untuk menjelaskan bagaimana Kebijakan pemerintah terkait dengan pelayanan publik dan untuk mengetahui bagaimana pemerintah dalam memberikan pelayanan bagi kesejahteraan seluruh masyarakat. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Hasil penelitian ini menjelaskan bahwa pemerintah Republik Tatarstan telah mengambil langkah kebijakan yang tepat dalam pelayanan kepada masyarakat yaitu dengan pelayanan yang cepat, tanggap, optimal, adil, transparan, dan memanfaatkan kemajuan teknologi demi kesejahteraan masyarakat di Republik Tatarstan.Kata Kunci: Kebijakan Pemerintah, Pelayanan Publik, Republik Tatarstan АннотацияПравительственная политика - это шаг, сделанный правительством для достижения цели. Основная цель политики Республики Татарстан - обеспечение условий для полноценного социального и культурного развития всего общества, укрепление гражданского общества и нравственности общества на основе уважения прав граждан и признания их высшее значение. Это исследование призвано объяснить, как политика правительства связана с государственными услугами, и выяснить, как правительство Республики Татарстан предоставляет лучшие услуги для благосостояния людей. В этом исследовании используются качественные методы исследования с описательным подходом. Результаты этого исследования объясняют, что правительство предприняло правильные политические шаги по предоставлению услуг населению, а именно путем предоставления быстрых, оперативных, оптимальных, справедливых и прозрачных услуг и использования технологических достижений на благо людей в Республике Татарстан.Ключевые слова: государственная политика, государственная служба, Республика Татарстан
