This book addresses some of the most pressing questions of our time: Is democracy threatened by globalisation? Is there a legitimacy crisis in contemporary democracies? Is the welfare state in individual countries under pressure from global trends? What are the implications of high-level migration and rising populism for democracy? Does authoritarianism pose a challenge? The volume builds on a cross-cultural study of democracy conducted by the Transformation Research Unit (TRU) at Stellenbosch University in South Africa for nearly twenty years. Three of the countries studied - South Africa, Turkey and Poland - receive individual attention as their respective democracies appear to be the most vulnerable at present. Germany, Sweden, Chile, South Korea and Taiwan are assessed in their regional contexts. Further insights are gained by examining the impact on democracy of the global screen culture of Television and the Internet, and by pointing out the lessons democracy should learn from diplomacy to fare better in the future. "Congressional primaries are increasingly being blamed for polarization and gridlock in Congress. Most American states adopted congressional primaries during the first decades of the 20th century as a means of breaking the hold of political "bosses" on the nomination of candidates. Yet now, many contend that primaries have become a means by which the most dedicated party activists choose candidates unrepresentative of the electorate, and so general election voters are forced to choose between two ideologically extreme candidates. Consequently, there have been recent instances in both parties where nominees were chosen who were clearly not preferred by party leaders, and who arguably lost elections that their parties should have won. This book is the first to focus solely upon congressional primary elections, and to do so for a student readership. Boatright organizes his text around the contention that there are important differences between types of primaries, and these differences prevent us from making blanket statements about primary competition. Amel Ahmed brings new historical evidence and a novel theoretical framework to bear on the study of democratization. Looking at the politics of electoral system choice at the time of suffrage expansion among early democratizers, she shows that the electoral systems used in advanced democracies today were initially devised as exclusionary safeguards to protect pre-democratic elites from the impact of democratization and, particularly, the existential threat posed by working-class mobilization. The ubiquitous use and enduring nature of these safeguards calls into question the familiar picture of democracy moving along a path of increasing inclusiveness. Instead, what emerges is a picture that is riddled with ambiguity, where inclusionary democratic reforms combine with exclusionary electoral safeguards to form a permanent part of the new democratic order. This book has important implications for our understanding of the dynamics of democratic development both in early democracies and in emerging democracies today.

Where politics is dominated by two large parties, as in the United States, politicians should be relatively immune to the influence of small groups. Yet narrow interest groups often win private benefits against majority preferences and at great public expense. Why?
