Over the next 50 years almost all countries of the OECD area will experience a dramatic ageing of their population structures. This process will affect the burden, in terms of taxes or social security contributions, placed on active members of the population. If no changes occur in the (relative) level of benefits, the age of retirement, female participation rates, the level of unemployment, or the level of immigration: then the total burden of support by the active members of the population for the inactive and dependant will rise very considerably. This paper attempts to place broad magnitudes on the amount of the potential increase. The analysis goes on to ask: What if changes should occur in the underlying parameters such as benefit rates, retirement age, female participation, unemployment rates, immigration? The answer appears to be that each of these developments would ease the burden on the active population and would also redistribute it. Some more so than others. If all these things were to happen in combination, it is even possible that the burden of support might be lower in 2040 than it is now. However this paper, which compares potential developments in France, Germany, Japan, the Netherlands, Sweden and the USA, concludes with two, fairly obvious, caveats, first: those countries which are already most generous towards their older generations are also the most vulnerable when it comes to facing the ageing problem; Second: all those developments which might offset the consequences of ageing populations would also be available to improve incomes and welfare even if the ageing problem did not exist. Somewhere along the line, and relative to what might have been, there is a cost to be absorbed.

European Union is facing the process of demographic aging - the continuing growth in the number of the older generations (those over 65 years) will change radically the age structure of the European Union. According to the recent Eurostat population projections, the proportion of the youngest (0-14) will decrease from 16,4 percent in 2004 to 13,4 percent in 2050, respectively the percentage of working age population (15-64) will change from 67,1 to 56,7 percent and the share of the oldest (65 and over) will increase from 16,5 to 29,9 percent. The accelerating aging of the Europe population has had a tremendous and ambiguous impact on policy making and poses challenges to the economic system (labour force, consumption, investments and savings), education (development of adult education system), social care (new forms and strategies, development of long-term care) and health care systems. Collaboration at the EU level on demographic aging issues has developed in the beginning of the 1990s - the policy measures targeted to overcome (or to slow/minimize) the negative consequences of this process were integrated to the key economic, employment and social (population and health policy) areas. These means are based on active aging approach and aim to raise the average quality of lives of the elderly and to increase their participation in employment and other spheres of social life. The impact of the new information and communication technologies (ICTs) has yet to be measured and accurately defined. They are undoubtedly having increasing impact in growing areas of telematic networks and an increasingly controlled social network. Between the optimism and pessimism of the discourse related to these tools, there has been scanty in-depth consideration or solid studies to enable us to understand how they emerge, are applied and, developed or the outcomes. In the context of the elderly, either by analogy with other age groups or for their potential, among other reasons, there are growing calls for more frequent use of ICTs. This work explore the relationships that exist between the elderly and ICTs based on the slogan launched in 2002 on "active ageing", a notion or expression linked in Europe and America to promises of a political, social, economic and cultural nature and therefore the promoter of improved quality of life for people who grow old in advanced and developing societies that change and transform in ways that multiply their fears, risk of exclusion and insecurities. Este trabajo tiene por meta explorar las relaciones que existen o pueden existir entre las personas mayores y las TICs a partir del lema lanzado, en 2002, sobre "envejecimiento activo": una noción o expresión vinculada en Europa y América a promesas de carácter político, social, económico y cultural y, por tanto, impulsora de la mejora de la calidad de vida de las personas que envejecen en sociedades, avanzadas y en desarrollo, cuyos cambios y transformaciones multiplican sus miedos, riesgos de exclusión e inseguridades. Nuestra exploración de corte analítico y apoyo empírico, trata de comprobar si tal promesa se cumple objetivamente o si, por el contrario, forma parte de la retórica al uso o de los discursos políticos de carácter populista y electoralista.

"The United Nations Madrid International Plan of Action on Ageing (MIPAA) offers a bold new agenda for handling the issue of ageing in the 21st-century. It focuses on three priority areas: older persons and development; advancing health and well-being into old age; and ensuring enabling and supportive environments. This book brings together global perspectives on the MIPAA and focusses on and assesses the success and failures of governments to implement its recommendations. Despite its pivotal importance in international ageing policy, the MIPAA has been relatively neglected by academics in their writings and studies. This book mitigates this analytical and empirical cavity. Each chapter focuses on one specific geographical region and addresses five key themes: National ageing situation; Twenty years of MIPAA; Ensuring ageing with dignity; Healthy and active ageing in a sustainable world; and Priorities for the future. Policy makers have introduced a number of measures to encourage older workers to stay in the labour market, with improving access to training a particular priority. Policy action appeared justified by evidence that older workers are less likely to participate in training, and more likely to have never been offered training by employers – a key finding of Taylor and Urwin's (2001) review of Labour Force Survey (LFS) data from 1997. This article models LFS data from 2007 to assess whether age remained a predictor of inequalities in training. It finds that men over 50 remained among those least likely to have been offered training by employers. There were other significant inequalities in participation, suggesting a polarization in access to jobs that offer opportunities for training and progression. The article concludes that policies promoting 'active ageing' need to challenge negative employer attitudes and acknowledge fundamental inequalities in access to skills.

The impact of an ageing workforce on the workplace is a concern internationally. Governments are increasingly encouraging the continued labour market participation of older workers, seeking to remove previous barriers to the extension of working lives and give more choice to workers. Despite these legislative drivers, research has consistently found a lack of systematic approaches by employers to prepare and benefit from these demographic and labour market changes. In this paper, qualitative research is drawn upon to examine how managers and older workers think about age and ageing in the workplace; the support put in place for older workers, as well as future priorities; and the lived experiences of the older workers. It is highlighted that employees' age and fitness for work is treated on an individual basis, rather than having formal plans to manage the workplace for older workers. This thus indicates a hands-off approach from management.
