For a long time it has been said that 'In Latin America (LA), there is not & never has been any racial prejudice or discrimination.' It must be remembered that in most LA countries a good deal of everyday life is interracial in character; there are few studies concerned specifically with 'race relations.' The ample documentation collected & presented by the author as part of a UNESCO study, as well as the critical analysis, shows that racial prejudices & racial discrimination in the various regions of LA are not only diverse but also, & above all, inconsistent. Even in the clearest cases, it remains to determine in what % discrimination is due to the fact that the colored groups (Indians, Negro, & Mestizo) present physical diff's or to the fact that they have diff. cultures. It is concluded that: (1) The non-white people of LA, dominated by the 'whites,' were from the earliest days subjected to a certain kind of 'racial discrimination.' This gave rise to 'econ discrimination,' as a result of which the groups in question were, & still are, relegated to a peculiar level of dependence & exploitation, which is shown not only in lower salary rates than those paid to 'white' workers & absence of the soc security privileges enjoyed by the latter but also in overt resistance to the advance of the non-white groups in the soc scale. (2) This situation - obtaining in practice if not in law - explains why large sectors of the pop have not become integrated in their respective countries. (3) The problem has been specifically recognized by a number of internat'l technical bodies, not merely an econ matter but one whose solution is closely bound up with cultural characteristics & with prejudice against the physical characteristics of the non-white groups. (4) It is a matter or urgent necessity to put into effect a program suited to the special conditions & circumstances of each country for the investigation & determination of the best means of uprooting & abolishing false judgments still subsisting re `race,' `racial diff's,' etc. Modified AA.

Hunger is the price today of the race between economics & pop in Latin America. Thus, the primary problem is to achieve an adequate food supply at prices which the poor people can afford. The changes in economics & pop must be seen in the perspective of the industrial revolution (IR) & the democratic revolution. The IR has provided the means to achieve a better life, & the democratic revolution has provided the desire for & awareness of a better life. But the IR has also brought in its wake increased poverty. The IR, for example, tremendously advanced the public health services, but as the death rate declined pop increased & more mouths needed to be fed. The IR by modernizing agri'al production increased the food supply, but it also released people from the land who could earn higher wages in the cities. As the demand for & the price of food increased, less & less people could afford to buy the food. Thus, the hunger problem & the need for tremendously increased agri'al productivity arose. Cooperative efforts among many disciplines are needed to devise balanced development programs-programs that will stimulate econ growth in Latin America but will obviate increased hardships. AA.

The few published works fall into 3 categories: studies of a particular nation, texts concerned with all of the South Amer nations & Vol's contributing to an understanding of pol'al life. The majority of these works make a comparison between the principles & practices of the US & Latin America, methods which are not without danger insofar as the situations are diff. A report of an attempt to determine possible correlation between taxes on the 'external' sector & changes in pol'al behavior in Latin America (LA) is divided into 4 parts: (1) a model of pol'al change in LA; (2) a statement of assumptions & hypo's; (3) a summary of relevant data on taxation; & (4) a statement of qualifications, findings & conclusions. The study concludes that when the % of taxes derived from the'external' sector clearly falls below 30%, such taxes can serve as an index of change in pol'al behavior. It seems safe to predict that pol'al behavior in states with such tax structures will deviate considerably from the pattern of caudillismo & assume the contours of interest group politics. When the % of taxes derived from the 'external' sector exceeds 30%, this variable alone cannot be employed as an independent & exclusive index of change in LA pol'al behavior. At this level, other variables must be enlisted as clues to account for continuity or change in the pattern of politics characterized by caudillismo. AA-IPSA.

Embassy officials, and directors of the International Cooperation Administration (Point Four) program. "I encountered many encouraging signs and assurances for the strengthening of religious liberty through these conferences," he says. A new political leadership is emerging in many of the countries of South America, he reports, and these leaders are aware of the part their nations must play in world affairs. Hence, they are increasingly concerned for the rights of minority groups and they are insisting on freedom for all. "Baptists are a small minority in these countries," Mr. Hays reminds Southern Baptists, "and I think we Baptists in the United States have a hard time realizing what this means in areas that have not had a history of respect for individual rights." The day Mr. and Mrs. Hays spent in Bogota, capital of Colombia, is typical of that spent in each city on their itinerary. Arriving in the morning, they were met at the airport by an official from the U.S. Embassy, the pastor of the First Baptist Church, and Southern Baptist missionary couple. After a tour of important sections of the city, they were taken to their hotel for lunch and a short rest. Afterward, the Honorable John M. Cabot, U.S. Ambassador to Colombia, called at the hotel and conducted the party to the Embassy. While Mrs. Hays and a missionary wife met appointments elsewhere in the city, Mr. Hays spent the afternoon at the Embassy. In the evening he spoke before the combined congregations of the Baptist churches and missions in Bogotá, meeting in the auditorium of Central Baptist Church. He and his wife were presented with gifts on behalf of all Colombian Baptists. Following the service Mr. and Mrs. Hays were honored at a dinner party at the home of an Embassy official. In contemporary US institutional religion grows with a vigor equalled only in the early decades of the 19th cent. From the earliest days before independence it was realized that religious liberty was the only workable rule in a land of increasing religious diversity. Yet contemporary trends indicate that America is being steadily transformed from a predominantly Protestant into a more or less equally Protestant, Cath & Jewish country. However, in some degree tension & conflict truly mirror the US religious scene; but religious individualism has not obscured the soc vision of the many Churches. IPSA.

E. Digby Baltzell's most important thesis in his PHILADEL- PHIA GENTLEMEN is that the US is developing an Uc comparable in many ways to the aristocracies of the old world. Characterized by descent from old wealth, an Anglo-Saxon ethnic background, membership in the Episcopalian church, educ at a private boarding Sch & then at Princeton, Yale or Harvard U's, membership in the Somerset, Knickerbocker, or Philadelphia clubs-it is this class which also, in Philadelphia at least, controls the major sectors of the economy. By its combination of high SS & econ wealth it possesses tremendous community power. The creation of one Uc whose members share a common background & values also serves to create a class of power holders who can be disciplined for violation of the code by their status peers. Baltzell's one major deficiency is his failure to deal with the continued vitality of the value of egalitarianism in America & its effect on US Uc life.
