Gráficos ; En el presente documento se realiza un análisis contributivo al desarrollo de la autonomía económica de las mujeres víctimas de desplazamiento forzado en los procesos de restablecimiento de Derechos causados por el conflicto armado interno en el Municipio de Girón (Santander), con el fin de examinar especialmente el rol de la mujer en el marco del conflicto del país, de acuerdo a la ley de víctimas y a las políticas públicas que "contribuyen a la efectividad y goce del derecho a la vida, la salud, la igualdad, el honor, la libertad, la participación y la paz entre otros Derechos fundamentales contemplados en la Constitución actualizada por la voluntad política y social de reconocer los daños y efectos directos del conflicto armado interno en un amplio segmento de la población". En este contexto, las fuentes del análisis son la Ley de Víctimas del Conflicto Armado Interno de 2011, los programas de implementación de políticas públicas por parte de los entes territoriales y la jurisprudencia especializada en la protección y garantías de los Derechos de las mujeres víctimas del conflicto armado en Colombia. Este trabajo sostiene que los procesos de restablecimiento de derechos causados por el conflicto armado interno en el Municipio de Girón (Santander) puede ayudar en gran medida al estudio de la violencia, a su registro e investigación, a la adecuada atención a sus víctimas, a la formulación conjunta de estrategias, políticas y programas para prevenirla o enfrentarla. Así mismo, los programas, lineamientos, planes y acciones que favorecen al empoderamiento de las mujeres víctimas podría contribuir a la eliminación de formas estructurales de discriminación y exclusión de la mujer en la sociedad colombiana, si los elementos de la justicia de género se aplica de manera coherente y sistemática y si va acompañada de medidas adicionales destinadas a reducir la desigualdad para los mujeres desplazadas en el proceso de restablecimiento de sus derechos en la sociedad colombiana. ; In this document, a contributory analysis is carried out on the development of the economic autonomy of women victims of forced displacement in the processes of reestablishment of Rights caused by the internal armed conflict in the Municipality of Girón (Santander), in order to examine especially the role of women in the context of the country's conflict, in accordance with the victims' law and public policies that "contribute to the effectiveness and enjoyment of the right to life, health, equality, honor, freedom, participation and peace among other fundamental rights contemplated in the Constitution updated by the political and social will to recognize the damages and direct effects of the internal armed conflict on a wide segment of the population ". In this context, the sources of the analysis are the Law of Victims of the Internal Armed Conflict of 2011, the programs of implementation of public policies on the part of the territorial entities and the specialized jurisprudence in the protection and guarantees of the Rights of women victims of the armed conflict in Colombia. This work argues that the processes for the restoration of rights caused by the internal armed conflict in the Municipality of Girón (Santander) can greatly help the study of violence, its registration and investigation, the adequate care of its victims, the joint formulation of strategies, policies and programs to prevent or confront it. Dear all readers, we are in the very hard time on facing the Covid-19 outbreak, however it is our duty to publish the recent volume of our journal as an effort to contribute to the critical discourse on educational technology and Curriculum Studies, so we are glad to address this volume to all of you. In this volume, we publish six articles from many authors across the countries, e.g. from Nigeria, Philippines, and of course Indonesia and one book review from our editor. First, Baluyos et al. illustrate the level of readiness for the implementation of the new curricula in Misamis University, Philippines. It found that there is a different perception toward the implementation of the new curricula between students and teachers that affect the success of its implementation. Baluyos et al. suggest several strategies to endorse the success of the implementation of the new curricula focusing on the socialization process lead by the management of the institution. Second, Budiyanto et al. describe the implementation of credit system for senior high school in one of the pilot project schools in Salatiga, Central Java, Indonesia. This policy was closely related to curriculum issues and policy on how to give student right. Despite that the policy appropriate with the government intends to improve the schools' orientation to facilitate the varieties of student needs and abilities, it also found several remaining obstacles come from the teachers and students, i.e. misunderstanding of the essence of the credit system. Third, Casinillo & Casinillo develop an econometric model on students' happiness in learning mathematic to identify its influencing factors. This article trying to cross the border of education studies by enriching it with such an econometric model. They found that household income, allowance, and mental health condition has a small influence on students' happiness in learning, conversely, students who spend most of their time in the library seem much happier than others. Fourth, Onojah et al. reveal how undergraduate students on several campuses in Nigeria use social media for learning purposes. They found that the students' level of proficiency is high and it has several degrees of possibility to enhance their academic achievement. The more proficient students' ability it means they have more opportunity to improve their academic success. Fifth, Faqiroh tries to describe the development and implementation of problem-based learning model in the Indonesian context between 2010-2019. Based on several data and information from Google search engine it concluded that problem-based is one of the famous and familiar learning models among academicians in Indonesia. She also proposes that problem-based is appropriate with the recent trend and issue in this 21st-century skills, because problem-based learning model address students' critical thinking, systematic thinking, problem-solving, and etc. Sixth, Kholis and Kustiyono focusing on the critical issue of how the student with special in special education program need to enhance their skills on the English language by using such learning video entitled "Cycling is Fun". This topic is deeply rooted in the spirit of how educational technology should improve students' learning process and outcome by using technological processes and resources. It concludes that the product could create a conducive learning atmosphere, motivate student involvement, build student discipline, and activeness. Lastly, the book review article addresses the work of Priestly and Biesta who edited a magnificent book entitled Reinventing the Curriculum: New Trends in Curriculum Policy and Practice (2013). This review tries to reveal the possibilities of such project into the development of Curriculum Studies, especially in Indonesian context. For those who concern on the recent development of curriculum policy in the international context, this review could be a good encounter to provide its context and substance. At least, thanks to all authors, editors, reviewers, and readers for your contribution to this volume and onwards. We hope more audience will contribute for the next volume. The big move to data - Changes in network technology and the transition from voice and SMS to a more data-centric business model have paved the way for OTT success, transforming the way people access resources for health, transportation, education, agriculture, government and financial services. Increasingly, mobile network operators (MNOs) are embracing data-centric business models as data drives the ongoing digital revolution in virtually every industry vertical. How are OTTs impacting MNO demand, revenue and cost? Demand: The exponential increase in data traffic and use of OTTs results both in new subscribers for broadband services and existing subscribers upgrading their subscriptions for greater speed and bandwidth. In terms of voice and SMS services, the picture is less clear with some countries in Africa showing stable use or even an increase in voice traffic. These trends reflect the reality that network traffic, and demand for legacy services, depend on a multitude of variables, not simply on the prevalence of OTTs. Revenue: Data services are increasingly important in MNO revenue streams but can business opportunity and risk mitigation boost profitability? How far do OTTs contribute to MNO revenue indirectly by boosting demand? Are changes in business model the way forward – for example OTTs and network operators co-investing? Cost: Data traffic accounts for a significant share of network costs. In Europe, for example, MNOs are expected to spend hundreds of millions of Euros per year to handle Internet traffic – in addition to incurring costs required to provide traditional services. How can OTT investment be boosted? Complementary relationships exist between OTT services and network services. Hyperscale OTT service providers are increasingly investing in infrastructure and connectivity projects to support the availability of highspeed broadband, and many collaborative initiatives exist between operators, development agencies and Internet companies aimed at coinvestment in network infrastructure. Despite these gains in connectivity, there is a continuing need for increased and improved broadband network infrastructure. How can OTT investment into extending network connectivity be boosted? The huge promise of partnership OTTs and network operators need each other to thrive in today's communications marketplace. OTTs provide the content that drives demand for telecommunication operator services. It is not a "zero-sum game" but rather a symbiotic relationship. OTT applications increase revenues for operators' core access services by driving demand for data services. So direct commercial partnerships between operators and OTTs have vast potential: research suggests such partnering could increase telco free cash-flow by a massive 50 per cent. OTT platforms: what impact? OTTs have helped usher in economic and social transformation beyond traditional communications services in the ever-growing digital economy. At the same time, this success has brought with it new challenges – such as increased competition between informal vendors on OTT and physical retailers, or the need to modernize tax codes appropriate to the new digital economy. A number of barriers to connectivity exist in some countries, such as the high cost of Internet data; introduction of additional taxes to raise revenue, including content licence fees and excise taxes; fiscal instruments in some countries, including new forms of taxation on the use of OTTs – measures which may have a detrimental impact on women and their ability to access the digital economy. Digital transformation of network communications: challenges for regulators OTTs are a vast and diverse collection of businesses. Regulators need to see the benefits that OTTs deliver while adapting regimes to address new challenges. And while OTT innovation can be rapid, regulation sometimes struggles not only to keep pace but to address large-scale OTT operations outside of the regulator's national mandate, thus a need for improved international cooperation. In addition, a one-sizefits-all approach to regulating OTTs will not work. When new service delivery models disrupt the old, regulation should be informed by evidence rather than fear of the unknown. Is light-touch, flexible regulation the answer?

Providing of medical care and replacement therapy for the addicted is the important component of the health care systems in realization of the principle of «harm reduction» from the shadow use of the forbidden substances. Recently in Ukraine, like in many other countries of the world the systemic approach to the to such groups of patients is implementing at the primary care level, and thus family doctor/general practitioner must have the needed level of knowledge, including knowledge – of legislative base, for the realization of such approach. The aim of the presented publication is an improvement of knowledge of primary care specialists in questions the medical and social help and organization of the replacement therapy to the addicted people. The article is formed as a lecture for the distance education and is continue of the previous author's publications in «Family medicine» (№ 5–6, 2019). The article gives a general information about the basic legislative acts approved in Ukraine for regulation of the order of use and providing of the opioid replacement therapy by narcology service, the framework of the government Drug Strategy and policy in 2020 (approved at Feb. 6, 2019) is described and the information about the order of providing the replacement therapy and its goals for the specialists who works out of the nacrology service is discussed. The methods and order of work for the primary care specialist in replacement therapy program is described together with the features of methadone as a replacement drug in primary care level. ; Предоставление медицинской помощи и проведение заместительной терапии для наркозависимых является важным компонентом деятельности системы здравоохранения по обеспечению реализации принципа «снижения вреда» от теневого употребление запрещенных веществ. В Украине на современном этапе, как и во многих странах мира, внедряется системный подход к таким группам пациентов на уровне первичной медицинской помощи. Итак, врач общей практики-семейный врач должен иметь соответствующую подготовку и знания, в том числе – законодательную базу для осуществления такой деятельности. Целью статьи является совершенствование знаний врача общей практики по оказанию медико-социальной помощи и организации заместительной терапии наркозависимым. Статья сформирована как лекция для дистанционного обучения и является продолжением предыдущих публикаций автора в журнале «Семейная медицина» (№ 5–6, 2019 г.). В статье приведены основные законодательные акты, которые приняты в Украине и регламентируют порядок предоставления заместительной поддерживающей терапии агонистами опиоидов наркологической службой, рассмотрены основные положения Стратегии государственной политики в отношении наркотиков на период до 2020 года, утвержденного распоряжением Кабинета Министров Украины от 6 февраля 2019 года, изложена информация о порядке предоставления заместительной поддерживающей терапии специалистами, которые не относятся к наркологической службе, но имеют право предоставлять такие услуги. Представлена методика и порядок работы врача первичной медицинской помощи в рамках программы заместительной терапии, дана краткая характеристика препарата метадон, применяемого в заместительной поддерживающей терапии на первичном уровне медицинской помощи. ; Надання медичної допомоги та проведення замісної терапії для наркозалежних осіб є важливим компонентом діяльності системи охорони здоров'я щодо забезпечення реалізації принципу «зменшення шкоди» від тіньового вживання заборонених речовин. В Україні на сучасному етапі, як і в багатьох країнах світу, впроваджується системний підхід до таких груп пацієнтів на рівні первинної медичної допомоги. Отже, лікар загальної практики-сімейний лікар повинен мати відповідну підготовку і знання, у тому числі – законодавчу базу для здійснення такої діяльності.Метою статті є удосконалення знань лікаря загальної практики з питань надання медико-соціальної допомоги та організації замісної терапії наркозалежним. Стаття сформована як лекція для дистанційного навчання і є продовженням попередніх публікацій автора в журналі «Сімейна медицина» (№ 5–6, 2019 р.). У статті наведено основні законодавчі акти, прийняті в Україні, які регламентують порядок надання замісної підтримувальної терапії агоністами опіоїдів наркологічною службою, розглянуто основні положення Стратегії державної політики щодо наркотиків на період до 2020 року, затвердженого розпорядженням Кабінету Міністрів України від 6 лютого 2019 року, викладено інформацію про порядок надання замісної підтримувальної терапії фахівцями, які не належать до наркологічної служби, але мають право надавати такі послуги. Представлено методику та порядок роботи лікаря первинної медичної допомоги в рамках програми замісної терапії, надана коротка характеристика препарату метадон, що застосовується під час замісної підтримувальної терапії на первинному рівні медичної допомоги.

Topicality. To date, according to the current legislation of Ukraine, vacations of veterinary preparations are not standardized. Antibiotics and vaccines for animals are available without a prescription. As an example of the organization of the sale of veterinary drugs was considered the work of the pharmacy "The Animal Pharmacy" in Australia.Aim. To studying the organizational principles of a veterinary pharmacy using the example of "The Animal Pharmacy".Materials and methods. In our work we used information search databases, foreign sites and scientific articles, as well as methods of analysis and generalization of information.Results and discussion. Рharmacy "The animal pharmacy" is a pharmaceutical company providing prescription and over-the-counter medicines for all types of pets, horses and livestock. Over-the-counter drugs include the following preventive agents: for dental health, against fleas and ticks, vitamins and minerals, premium pet food, and others. Prescription veterinary medicines for all animals (dogs, cats, birds, exotic animals, farm animals and horses) include drugs of certain therapeutic effect. Prescription forms are downloaded online directly to the pharmacy website.Conclusions. Organizational principles of the veterinary pharmacy have been studied using the example of The Animal pharmacy (Australia). It is shown that implementation of veterinary drugs in Australia are regulated at the legislative level, and their dispense is carried out according to the prescription and without it. The data obtained from the analysis can be used to develop procedures for regulating the circulation of veterinary drugs in Ukraine. ; На сегодняшний день в соответствии с действующим законодательством Украины отпуск ветеринарных препаратов не нормирован. Антибиотики и вакцины для животных отпускаются без рецепта. В качестве примера организации отпуска ветеринарных препаратов была рассмотрена работа аптеки «The Animal Pharmacy» в Австралии.Цель работы. Изучение организационных принципов работы ветеринарной аптеки на примере аптеки «The Animal Pharmacy».Материалы и методы. В работе использованы информационные базы поиска, зарубежные сайты и научные статьи, а также методы анализа и обобщения информации.Результаты и их обсуждение. Аптека «The Animal Pharmacy» является фармацевтическим предприятием, предоставляющим лекарства по рецепту и без рецепта для всех видов домашних животных, лошадей и домашнего скота. К препаратам, которые отпускаются без рецепта, относятся следующие профилактические средства: для здоровья зубов, против блох и клещей, витамины и минералы, корма для домашних животных премиум-класса и др. К рецептурным ветеринарным лекарствам для животных (собак, кошек, птиц, экзотических животных, сельскохозяйственных животных и лошадей) относятся препараты, которые оказывают определенный терапевтический эффект. Рецептурные бланки загружаются онлайн непосредственно на сайт аптеки.Выводы. Изучены организационные принципы работы ветеринарной аптеки на примере аптеки «The Animal Рharmacy» (Австралия). Показано, что вопросы реализации ветеринарных препаратов на территории Австралии регулируются на законодательном уровне, а их отпуск осуществляется по рецептам и без рецептов. Полученные данные проведенного анализа могут быть использованы при разработке процедуры регулирования обращения ветеринарных препаратов в Украине. ; На теперішній час згідно з чинним законодавством України відпуск ветеринарних препаратів є не нормованим. Антибіотики і вакцини для тварин відпускаються без рецепта. Як приклад організації відпуску ветеринарних препаратів було розглянуто роботу аптеки «The Animal Pharmacy» в Австралії.Мета роботи. Вивчення організаційних принципів роботи ветеринарної аптеки на прикладі аптеки «The Animal Pharmacy».Матеріали та методи. В роботі використані інформаційні бази пошуку, зарубіжні сайти і наукові статті, а також методи аналізу та узагальнення інформації.Результати та їх обговорення. Аптека «The Animal Pharmacy» є фармацевтичним підприємством, що надає ліки за рецептом і без рецепта для всіх видів домашніх тварин, коней та худоби. До препаратів, які відпускаються без рецепта, відносяться такі профілактичні засоби: для здоров'я зубів, проти бліх та кліщів, вітаміни і мінерали, корми для домашніх тварин преміум-класу тощо. До рецептурних ветеринарних ліків для тварин (собак, кішок, птахів, екзотичних тварин, сільськогосподарських тварин і коней) відносяться препарати, які виявляють певний терапевтичний ефект. Рецептурні бланки завантажуються онлайн безпосередньо на сайт аптеки.Висновки. Вивчені організаційні принципи роботи ветеринарної аптеки на прикладі аптеки «The Animal Pharmacy» (Австралія). Показано, що питання реалізації ветеринарних препаратів на території Австралії регулюються на законодавчому рівні, а їх відпуск здійснюється за рецептами та без рецептів. Отримані дані проведеного аналізу можуть бути використані при розробці процедури регулювання обігу ветеринарних препаратів в Україні.

Este artículo aborda una figura organizacional del ámbito de la Economía Social española apenas analizada hasta ahora en la literatura académica: la cooperativa de iniciativa social (CIS). A través de un análisis descriptivo, el artículo ofrece una primera aproximación para delimitar, cuantificar y caracterizar las cooperativas de iniciativa social en España. La investigación se basa fundamentalmente en los datos cedidos por los Registros autonómicos y provinciales de cooperativas. Dicha información ha permitido analizar el contexto y proceso de institucionalización en el que surgen las CIS en España, el marco normativo que las regula en cada comunidad autónoma, la cuantificación del número de CIS existentes en España y la evolución de la creación de estas entidades, su distribución geográfica, su tamaño en términos de número inicial de socios y capital social inicial, y su distribución sectorial. Además, se ha podido realizar también un análisis comparativo de las CIS con el conjunto del sector cooperativo. Los resultados permiten obtener el siguiente perfil: en 2017 existían 647 CIS activas en España, localizadas principalmente en Andalucía, Cataluña, País Vasco y Madrid. Las CIS son entidades de pequeño tamaño, que tienden a crearse con menos de 5 socios y un capital social inicial de menos de 5.000 euros. Su actividad se localiza fundamentalmente en los sectores de Educación y de Servicios sociales y sanitarios. El perfil obtenido para la CIS encaja perfectamente en la conceptualización europea de empresa social, al combinar una dimensión económica, social y de gobernanza democrática. En esta línea, contribuimos a la literatura internacional sobre empresa social, abordando los recientes llamamientos de diversos autores para comenzar a contrastar empíricamente las conceptualizaciones existentes de empresa social con la amplia variedad de modelos y experiencias que existen en el mundo. Así, el estudio se sitúa en una línea de trabajo emergente que está mapeando y analizando el surgimiento, desarrollo y características de distintas tipologías de empresa social en diferentes territorios. This article examines an organizational form in the field of the Spanish Social Economy that has been neglected in the academic literature: the social initiative cooperative. Through a descriptive analysis, the article offers a first approach to delimit, quantify and characterize social initiative cooperatives in Spain. The research is based on the data provided by the regional and provincial Cooperative Registration Offices. This information allowed us to analyze the context and process of institutionalization in which social cooperatives emerged in Spain, the regulatory framework that governs them in each autonomous community, the quantification of the number of social cooperatives in Spain and the evolution of the creation of these organizations, their geographical distribution, their size in terms of the initial number of members and initial share capital, and their sectoral distribution. In addition, it was also possible to carry out a comparative analysis between social cooperatives and the cooperative sector as a whole. The findings yield the following profile: in 2017 there were 647 active social cooperatives in Spain, located mainly in the Autonomous Communities of Andalusia, Catalonia, the Basque Country and Madrid. Spanish social cooperatives are small sized organizations, which tend to be created mainly with less than 5 members and an initial share capital of less than €5,000. Their activity is mainly located in the sectors of Education and Social and Health Services. Likewise, the profile obtained for the Spanish social cooperative fits perfectly into the European concept of social enterprise, as it combines an economic, social and democratic governance dimension. We contribute to the international literature on social enterprise, addressing recent calls to empirically contrast existing conceptualizations of social enterprise with the wide variety of models and experiences that exist in the world. Thus, the study is situated within an incipient line of work that is mapping and analyzing the emergence, development and characteristics of different typologies of social enterprise in different territories.

Nowadays, Brazil is the largest producer and exporter of coffee, also the second largest consumer of the beverage. The importance of ensuring food safety for consumers has influenced research to improve and monitor the final product quality. Coffee is a product that presents a high risk of fungal contamination, which can result in the presence of mycotoxins and poses risks to human and animal health. Therefore, this study aimed to standardize a chromatographic method to test and quantify ochratoxin A in 13 samples of green coffee beans. The green coffee beans were stored in sheds without temperature or humidity control. Samples were ground, and the analyte was extracted by a 3% methanol:sodium bicarbonate (1:2 v/v) solution. Ochratoxin A was quantified in a high performance liquid chromatograph. The method was validated by testing the selectivity, linearity, accuracy, limits of detection and quantification. The method presented robustness to the tested parameters and among the analyzed samples. Ochratoxin A was detected above the limit established by the legislation (75.19 µg kg-1) only in one sample. Overall, the storage of green coffee beans in these sheds was adequate, since 12 samples had a low content of ochratoxin A and they were within the limit established by legislation. Therefore, food safety was guaranteed without any severe mycotoxin contamination. ; Brasil actualmente es el mayor productor y exportador de café, siendo el segundo mayor consumidor. La importancia de garantizar la seguridad alimentaria al consumidor ha influenciado las investigaciones para mejorar y monitorear la calidad del producto final. El café es uno de los productos más susceptible a ser contaminado por hongos que pueden producir micotoxinas, lo cual representa un riesgo para la salud humana y animal. El objetivo de este trabajo fue estandarizar un método cromatográfico para evaluar y cuantificar ocratoxina A en 13 muestras de granos verdes de café, almacenados en bodegas. Las muestras fueron molidas y el analito fue extraído en solución de metanol:bicarbonato de sodio 3% (1:1 v/v). La cuantificación de ocratoxina A fue realizada mediante un cromatógrafo líquido de alta eficiencia. El método fue validado evaluando los parámetros de selectividad, linealidad, exactitud y límites de detección y cuantificación. El método presentó robustez en los parámetros evaluados, y solamente en una de las muestras analizadas fueron encontrados valores superiores al límite establecido por la legislación (75,19 µg.Kg-1). El almacenamiento de granos de café verde en bodegas mostró ser adecuado en el presente trabajo, pues 12 muestras tuvieron bajos contenidos de ocratoxina A y estuvieron dentro de los límites establecidos por la legislación. De esa forma, se garantiza la seguridad alimentaria sin ninguna contaminación severa por micotoxinas. ; O Brasil é atualmente o maior produtor e exportador de café, sendo o segundo maior consumidor da bebida. A importância de se garantir a segurança alimentar ao consumidor tem influenciado em pesquisas para melhorar e monitorar a qualidade do produto final. Visto que o café é um dos produtos mais contaminados por fungos que podem produzir micotoxinas, representando riscos à saúde humana e animal. O objetivo do trabalho foi padronizar um método cromatográfico para avaliar e quantificar ocratoxina A em 13 amostras de grãos de café cru armazenados em galpão. As amostras de café foram moídas e o analito foi extraído em solução de metanol:bicarbonato de sódio 3% (1:1 v/v). Foi utilizado um cromatógrafo líquido de alta eficiência para a quantificação da ocratoxina A. O método foi validado avaliando-se os parâmetros de seletividade, linearidade, exatidão e limites de detecção e quantificação. O método apresentou robustez aos parâmetros avaliados e entre amostras analisadas, foram encontrados valores superiores ao limite estabelecido pela legislação somente em uma das amostras (75,19 µg.Kg-1). O método de armazenamento de grãos de café cru em galpão se apresentou adequado no presente trabalho, pois 12 amostras apresentaram baixas concentrações de ocratoxiana A, estando dentro dos limites da legislação. Assim, é garantida a segurança alimentar sem nenhuma contaminação severa de ocratoxina A.

The purpose of the article is to generalize domestic scientific approaches to the content of the concept of "rule of law" on the basis of philosophy of law, theory of law, norms of legislation. The article identifies domestic scientific approaches to the content of the concept of "constitutional state". It is established that there is no single scientific content to fill this category, as well as the progressive modernization of this concept by domestic scientists, who comprehensively expand the essence of the constitutional state, taking into account the well-known foundations of the rule of law. The constitutional state is defined as a managerial and legal form of organization and activity of public authorities and society, the value of which is a person, his life, health, dignity, inviolability and other rights and freedoms provided through interconnected activities of all branches of government principles of the rule of law. It is emphasized that the modern meaning of the concept of "rule of law" should include not only the existing principles of functioning of government, but also progressive directions of development of social relations with a fair, legal and humane social order in the state. It was found that the construction of the modern rule of law should reflect: a) the modern concept of the rule of law can only be a system of principles (features), institutions that express the democratic idea of peoples sovereignty; b) thesovereignty of the people means that only the people - the only source of all power; only he has the inalienable right to determine and change the forms of state and legal life. It was found that Ukraine is characterized only by formal features of the principle of separation of powers, legal protection of the individual, widespread compliance with laws and regulations. Therefore, we can only talk about certain general features of the rule of law in modern Ukraine, because not always the real situation of Ukrainian citizens corresponds to what is approved by laws and regulations. It is concluded that domestic scientific approaches to the content of the concept of "rule of law" are united by the lack of a single content to fill this category, and the progressive modernization of this concept by domestic scholars who comprehensively expand the rule of law. ; Мета статті полягає в тому, щоб на основі філософії права, теорії права, норм законодавства узагальнити вітчизняні наукові підходи до змісту поняття «правова держава». У статті проаналізовано вітчизняні наукові підходи до змісту поняття «правова держава». Установлено відсутність єдиного наукового змісту щодо наповнення цієї категорії, прогресуючу модернізацію цього поняття вітчизнянимивченими, що всебічно розширюють сутність правової держави, ураховуючи загальновідомі основи правової держави. Визначено правову державу як управлінсько-правову форму організації та діяльності публічних органів влади й суспільства, цінністю якої є людина, її життя, здоров'я, честь, гідність недоторканність та інші права і свободи, що забезпечуються через взаємопов'язану діяльність усіх гілок влади на засадах верховенства права. Наголошено, що сучасний зміст поняття «правова держава» повинен включати не лише чинні засади функціонування органів влади, а й прогресивні напрями розвитку суспільних відносин зі справедливим, правовим і гуманним суспільним ладом у державі. З'ясовано, що в конструкції сучасної правової держави має бути відображено таке: а) сучасна концепція правової держави може бути лише системою принципів (ознак), інститутів, що висловлюють демократичну ідею народного суверенітету; б) суверенітет народу означає, що лише народ - єдине джерело всієї влади; лише він має невідчужуване право визначати та змінювати форми державно-правового життя. З'ясовано, що Україна лише формальними ознаками характеризується принципом поділу влади, юридичною захищеністю особи, повсюдним виконанням законів і підзаконних нормативних актів. Тому можна говорити лише про певні загальні риси правової держави в умовах сучасної України, адже не завжди реальне становище українських громадян відповідає тому, що затверджено законами та підзакон-ними актами. Зроблено висновок, що вітчизняні наукові підходи до змісту поняття «правова держава» об'єднує відсутність єдиного змісту щодо наповнення цієї категорії, прогресуюча модернізація цього поняття вітчизняними вченими, що всебічно розширюють сутність правової держави, ураховуючи загальновідомі основи правової держави.

The aging problem has brought a series of problems to each country, among which the elderly support issue is the most prominent and intractable. China and Korea have a large number of elderly people and a fast speed of aging of population. The pressure of old-age support in two countries is self-evident. Elderly support is closely related to political economic development and social cultural background. Both being in the East Asia, China and Korea have similarities and comparability in cultural aspects, rapid social economic development and the influence of political factors, etc. This paper presents a comparative study of China and Korea's elderly support by examining the characteristics and development trend of aging population, the similarities and differences of family support and society support between the two countries. In this paper, the political, economic and cultural factors on old-age support is analyzed. It is the influence of Confucianism let to their commonality in the dominance of family support, as well as the rapid social economic changes led to the same trend that the family support is weakened in the two countries. Regrading to the differences, this paper argues that the introduction of Elderly-Friendly Industry Promotion Act has played a critical part in providing legal protection and support for the development of aging industry in Korea, hence leading to the higher level of society support for the elderly in Korea than China. Introduction. Ivan Horbachevsky, native of the Ternopil region, is an outstanding figure in the Ukrainian history. Despite the fact that he had spent almost all his life in the foreign land, he was the faithful son of his Motherland. Ivan Horbachevsky was the first ethnic Ukrainian, who was appointed the health minister in the government of the Austro-Hungarian Empire. The name of Ivan Horbachevsky was being forgotten for a long time inequitably, even though his figure has high historical importance not only forGalicia, but also for wholeUkraine. It should be underlined, that his name has the same significance for Ukrainians as the famous names of Ivan Franko and Solomia Krushelnytska. Taking into account Horbachevsky's contibutions to our country, in 1992 Cabinet of Ministers of Ukraine took the decision to give the name of this great scientist to the Ternopil Medical Institute. And in this year I. HorbachevskyTernopilStateMedicalUniversity celebrates its 60th anniversary.The aim of the study – to highlight scientific achievements and outline the main milestones in the life of such outstanding person, as Ivan Horbachevsky. This will be the invaluable gift for both present and future generations.Conclusions. The life of Ivan Horbachevsky could be an example for all of us, for all contemporaries, and his scientific contributions will be alive forever and will be continued in the numerous works of his followers. Это имя долгое время оставалось несправедливо забытым, хотя его фигура по исторической значимости для Галичины в том числе и для Украины в целом не уступает знаменитым Ивану Франко и Соломии Крушельницкой. Несмотря на немалые заслуги перед Родиной, имя знаменитого ученого увековечено в названии Тернопольского медицинского института в1992 г. по решению Кабинета Министров Украины. Це ім'я тривалий час залишалося несправедливо забутим, хоча його постать за історичною значимістю для Галичини зокрема і для України загалом не поступається славетним Івану Франкові та Соломії Крушельницькій. Зважаючи на чималі заслуги перед Батьківщиною, ім'я славетного вченого увіковічено у назві Тернопільського медичного інституту в 1992 р. за рішенням Кабінету Міністрів України. А саме в цьому році Тернопільський державний медичний університет імені Івана Яковича Горбачевського відзначив своє 60-річчя. Cases of child sexual violence increased last year including recurrent sexual violence, so Indonesia Government provide chemical castration in accordance with Law Number 17 of 2016 concerning Child Protection in Article 81 paragraph (7). The Indonesian Doctors Association refuses to be the executor of the castration, because it considers it as a chemical castration not from health services and contrary to the Medical Code of Ethics. This research focus on the doctor's authorithy to executing castration. This article is normative research with statutes approach and conceptual aproach. Research result explain about chemistry catastration can not execute due to the absence of implementing regulations regarding castration execution. Execution of court decisions is the authority of the Prosecutor, but in the case of special competencies, doctors can have that authority over legal authority. It cannot replace as violation of medical code of ethics because doctor have justification reasons, otherwise castration implementation will give contribution for vulnerable children to prevent sexual violence compared to the negative effect on 1 person who disputes. Convicted (sexual violance) is person with psychological problems related to his desire to have sex with children. This needs psychological and medical intervention, so doctors intervention is not violate the medical ethics because they take appropriate precautions. Kasus kekerasan seksual anak semakin tahun semakin bertambah termasuk kekerasan seksual berulang, sehingga negara mengambil langkah hukum dengan memberikan hukuman kebiri kimia sesuai dengan Undang-Undang Nomor 17 Tahun 2016 Tentang Perlindungan Anak pada Pasal 81 ayat (7). Ikatan Dokter Indonesia menolak menjadi eksekutor atas sanksi tindakan kebiri, karena menganggap bahwa kebiri kimia bukan dari pelayanan kesehatan dan justru bertentangan dengan Kode Etik Kedokteran. Penulis berfokus pada kewenangan dokter dalam melakukan eksekusi hukuman kebiri. Penulisan ini menggunakan metode penlitian hukum normatif dengan pendekatan perundang-undangan (statute approach), pendekatan konsep (conceptual approach). Penelitian menunjukkan bahwa eksekusi belum dapat terlaksana karena belum terbentuknya peraturan pelaksanaan tentang eksekusi kebiri. Eksekusi hukuman pidana merupakan kewenangan Jaksa, namun dalam hal komptensi khusus, dokter dapat memiliki kewenangan tersebut atas adanya perintah hukum (peraturan pelaksana eksekusi kebiri kimia). Hal tersebut tidak melanggar kode etik kedokteran karena yang dilakukan dokter memiliki alasan pembenar, selain itu penerapan hukuman kebiri memiliki kemanfaatan yang lebih besar pada sejumlah anak rawan kekerasan seksual dibandingkan dengan adanya dampak negative pada 1 orang pelaku. Selain itu pelaku kejahatan seksual berulang merupakan orang dengan kondisi psikologi yang terganggu karena keinginannya berhubungan seksual dengan anak. Hal ini perlu intervensi psikologis dan medis, sehingga dokter tidak menyalahi kode etiknya karena justru melakukan tindakan penyembuhan yang tepat. ; Kasus kekerasan seksual anak semakin tahun semakin bertambah termasuk kekerasan seksual berulang, sehingga negara mengambil langkah hukum dengan memberikan hukuman kebiri kimia sesuai dengan Undang-Undang Nomor 17 Tahun 2016 Tentang Perlindungan Anak pada Pasal 81 ayat (7). The article examines persons who find themselves in difficult life circumstances in the context of their legal consolidation and research. It is emphasized that the current legislation does not define a clear and exhaustive list of persons in difficult life circumstances, which significantly complicates the work of relevant public authorities to identify them in a timely manner, and thus provide social or other assistance. The author analyzes the Law of Ukraine "On Social Services", noting that the same law provides for factors that can cause difficult life circumstances: a) old age; b) partial or complete loss of motoractivity, memory; c) incurable diseases, diseases that require long-term treatment; d) mental and behavioral disorders, including due to the use of psychoactive substances; e) disability; e) homelessness; f) unemployment, etc. The scientist considered the "Procedure for identifying families (persons) who are in difficult life circumstances, providing them with social services and providing social support to such families (persons)", which was approved by the Cabinet of Ministers of Ukraine dated November 21, 2013 № 896. and the classification of persons in difficult life circumstances, the author considers Article 3 of the Constitution of Ukraine and focuses on the fact that Ukraine is a social state. The article classifies persons who have found themselves in difficult life circumstances on various grounds, in particular: by legal relationship with the citizenship of Ukraine; by the number of persons (subjects); by subjects; according to the territorial principle in respect of which difficult life circumstances arose; by the level of income of the person; for objective reasons, which became a prerequisite for the emergence of a person or his family in a difficult life situation; for health reasons; by availability of housing, etc. Special attention is paid to the family as a separate social category. It is important, from the scientist's point of view, to study the family as a separate social category and which may include both a set of persons and a specific person who will fall into the category of persons in difficult life circumstances. ; У статті здійснено розгляд осіб, які потрапили в складні життєві обставини, у контексті їх нормативно-правового закріплення та наукового дослідження. Наголошено на тому, що чинним законодавством не визначено чіткого та вичерпного переліку осіб, які перебувають у складних життєвих обставинах, а це значно ускладнює роботу відповідних органів державної влади щодо своєчасного їх виявлення, а отже, й надання соціальної чи інших видів допомоги. Авторкою проаналізовано Закон України «Про соціальні послуги», зауважено, що цим же законом передбачені чинники, які можуть зумовити складні життєві обставини: а) похилий вік; б) часткова або повна втрата рухової активності, пам'яті; в) невиліковні хвороби, хвороби, що потребують тривалого лікування; г) психічні та поведінкові розлади, у тому числі внаслідок вживання психоактивних речовин; ґ) інвалідність; д) бездомність; е) безробіття тощо. Науковицею розглянутий «Порядок виявлення сімей (осіб), які перебувають у складних життєвих обставинах, надання їм соціальних послуг та здійснення соціального супроводу таких сімей (осіб)», який затверджений постановою Кабінету Міністрів України від 21 листопада 2013 р. № 896. Під час безпосереднього розгляду та здійснення класифікації осіб, які перебувають у складних життєвих обставинах, автором розглядається стаття 3 Конституції України та зосереджується увага на тому, що Україна є соціальною державною. У статті здійснено класифікацію осіб, які потрапили у складні життєві обставини за різноманітними підставами, зокрема: за правовим взаємозв'язком із громадянством України; за кількістю осіб (суб'єктів); за суб'єктами; за територіальним принципом; за рівнем доходу особи; за об'єктивними причинами, які стали передумовою виникнення в особи чи її сім'ї складної життєвої ситуації; за станом здоров'я; за наявністю житла тощо. Особливу увагу приділено сім'ї як окремій соціальній категорії. Важливим з погляду науковиці є дослідження сім'ї як окремої соціальної категорії, до складу якої можуть входити як сукупність осіб, так і конкретно визначена особа, яка підпадатиме під категорію осіб, які перебувають у складних життєвих обставинах.

Topicality. To date, according to the current legislation of Ukraine, vacations of veterinary preparations are not standardized. Antibiotics and vaccines for animals are available without a prescription. As an example of the organization of the sale of veterinary drugs was considered the work of the pharmacy "The Animal Pharmacy" in Australia.Aim. To studying the organizational principles of a veterinary pharmacy using the example of "The Animal Pharmacy".Materials and methods. In our work we used information search databases, foreign sites and scientific articles, as well as methods of analysis and generalization of information.Results and discussion. Рharmacy "The animal pharmacy" is a pharmaceutical company providing prescription and over-the-counter medicines for all types of pets, horses and livestock. Over-the-counter drugs include the following preventive agents: for dental health, against fleas and ticks, vitamins and minerals, premium pet food, and others. Prescription veterinary medicines for all animals (dogs, cats, birds, exotic animals, farm animals and horses) include drugs of certain therapeutic effect. Prescription forms are downloaded online directly to the pharmacy website.Conclusions. Organizational principles of the veterinary pharmacy have been studied using the example of The Animal pharmacy (Australia). It is shown that implementation of veterinary drugs in Australia are regulated at the legislative level, and their dispense is carried out according to the prescription and without it. The data obtained from the analysis can be used to develop procedures for regulating the circulation of veterinary drugs in Ukraine. ; На сегодняшний день в соответствии с действующим законодательством Украины отпуск ветеринарных препаратов не нормирован. Антибиотики и вакцины для животных отпускаются без рецепта. В качестве примера организации отпуска ветеринарных препаратов была рассмотрена работа аптеки «The Animal Pharmacy» в Австралии.Цель работы. Изучение организационных принципов работы ветеринарной аптеки на примере аптеки «The Animal Pharmacy».Материалы и методы. В работе использованы информационные базы поиска, зарубежные сайты и научные статьи, а также методы анализа и обобщения информации.Результаты и их обсуждение. Аптека «The Animal Pharmacy» является фармацевтическим предприятием, предоставляющим лекарства по рецепту и без рецепта для всех видов домашних животных, лошадей и домашнего скота. К препаратам, которые отпускаются без рецепта, относятся следующие профилактические средства: для здоровья зубов, против блох и клещей, витамины и минералы, корма для домашних животных премиум-класса и др. К рецептурным ветеринарным лекарствам для животных (собак, кошек, птиц, экзотических животных, сельскохозяйственных животных и лошадей) относятся препараты, которые оказывают определенный терапевтический эффект. Рецептурные бланки загружаются онлайн непосредственно на сайт аптеки.Выводы. Изучены организационные принципы работы ветеринарной аптеки на примере аптеки «The Animal Рharmacy» (Австралия). Показано, что вопросы реализации ветеринарных препаратов на территории Австралии регулируются на законодательном уровне, а их отпуск осуществляется по рецептам и без рецептов. Полученные данные проведенного анализа могут быть использованы при разработке процедуры регулирования обращения ветеринарных препаратов в Украине. ; На теперішній час згідно з чинним законодавством України відпуск ветеринарних препаратів є не нормованим. Антибіотики і вакцини для тварин відпускаються без рецепта. Як приклад організації відпуску ветеринарних препаратів було розглянуто роботу аптеки «The Animal Pharmacy» в Австралії.Мета роботи. Вивчення організаційних принципів роботи ветеринарної аптеки на прикладі аптеки «The Animal Pharmacy».Матеріали та методи. В роботі використані інформаційні бази пошуку, зарубіжні сайти і наукові статті, а також методи аналізу та узагальнення інформації.Результати та їх обговорення. Аптека «The Animal Pharmacy» є фармацевтичним підприємством, що надає ліки за рецептом і без рецепта для всіх видів домашніх тварин, коней та худоби. До препаратів, які відпускаються без рецепта, відносяться такі профілактичні засоби: для здоров'я зубів, проти бліх та кліщів, вітаміни і мінерали, корми для домашніх тварин преміум-класу тощо. До рецептурних ветеринарних ліків для тварин (собак, кішок, птахів, екзотичних тварин, сільськогосподарських тварин і коней) відносяться препарати, які виявляють певний терапевтичний ефект. Рецептурні бланки завантажуються онлайн безпосередньо на сайт аптеки.Висновки. Вивчені організаційні принципи роботи ветеринарної аптеки на прикладі аптеки «The Animal Pharmacy» (Австралія). Показано, що питання реалізації ветеринарних препаратів на території Австралії регулюються на законодавчому рівні, а їх відпуск здійснюється за рецептами та без рецептів. Отримані дані проведеного аналізу можуть бути використані при розробці процедури регулювання обігу ветеринарних препаратів в Україні.

Este artículo aborda una figura organizacional del ámbito de la Economía Social española apenas analizada hasta ahora en la literatura académica: la cooperativa de iniciativa social (CIS). A través de un análisis descriptivo, el artículo ofrece una primera aproximación para delimitar, cuantificar y caracterizar las cooperativas de iniciativa social en España. La investigación se basa fundamentalmente en los datos cedidos por los Registros autonómicos y provinciales de cooperativas. Dicha información ha permitido analizar el contexto y proceso de institucionalización en el que surgen las CIS en España, el marco normativo que las regula en cada comunidad autónoma, la cuantificación del número de CIS existentes en España y la evolución de la creación de estas entidades, su distribución geográfica, su tamaño en términos de número inicial de socios y capital social inicial, y su distribución sectorial. Además, se ha podido realizar también un análisis comparativo de las CIS con el conjunto del sector cooperativo. Los resultados permiten obtener el siguiente perfil: en 2017 existían 647 CIS activas en España, localizadas principalmente en Andalucía, Cataluña, País Vasco y Madrid. Las CIS son entidades de pequeño tamaño, que tienden a crearse con menos de 5 socios y un capital social inicial de menos de 5.000 euros. Su actividad se localiza fundamentalmente en los sectores de Educación y de Servicios sociales y sanitarios. El perfil obtenido para la CIS encaja perfectamente en la conceptualización europea de empresa social, al combinar una dimensión económica, social y de gobernanza democrática. En esta línea, contribuimos a la literatura internacional sobre empresa social, abordando los recientes llamamientos de diversos autores para comenzar a contrastar empíricamente las conceptualizaciones existentes de empresa social con la amplia variedad de modelos y experiencias que existen en el mundo. Así, el estudio se sitúa en una línea de trabajo emergente que está mapeando y analizando el surgimiento, desarrollo y características de distintas tipologías de empresa social en diferentes territorios. ; This article examines an organizational form in the field of the Spanish Social Economy that has been neglected in the academic literature: the social initiative cooperative. Through a descriptive analysis, the article offers a first approach to delimit, quantify and characterize social initiative cooperatives in Spain. The research is based on the data provided by the regional and provincial Cooperative Registration Offices. This information allowed us to analyze the context and process of institutionalization in which social cooperatives emerged in Spain, the regulatory framework that governs them in each autonomous community, the quantification of the number of social cooperatives in Spain and the evolution of the creation of these organizations, their geographical distribution, their size in terms of the initial number of members and initial share capital, and their sectoral distribution. In addition, it was also possible to carry out a comparative analysis between social cooperatives and the cooperative sector as a whole. The findings yield the following profile: in 2017 there were 647 active social cooperatives in Spain, located mainly in the Autonomous Communities of Andalusia, Catalonia, the Basque Country and Madrid. Spanish social cooperatives are small sized organizations, which tend to be created mainly with less than 5 members and an initial share capital of less than €5,000. Their activity is mainly located in the sectors of Education and Social and Health Services. Likewise, the profile obtained for the Spanish social cooperative fits perfectly into the European concept of social enterprise, as it combines an economic, social and democratic governance dimension. We contribute to the international literature on social enterprise, addressing recent calls to empirically contrast existing conceptualizations of social enterprise with the wide variety of models and experiences that exist in the world. Thus, the study is situated within an incipient line of work that is mapping and analyzing the emergence, development and characteristics of different typologies of social enterprise in different territories.
