Contracting in international high-speed railway (HSR) projects is a risky business. The success of these projects and the sustainable development of international contractors are inseparable from effective risk management. However, limited research has been conducted to investigate the political risk involved in international HSR projects. As HSR development is becoming a more major part of the global construction market, this paper investigates the political risk factors specific to the projects and the relationships among the factors. Through a literature review and a pilot interview conducted with five Chinese professionals, 26 political risk factors were proposed. A questionnaire was then administered to 112 experts from both academia and industry to assess the significance of the factors. By applying partial least-squares structural equation modeling (PLS-SEM) technology, the 26 factors were clustered into eight groups, and 10 significant risk paths were identified. Specifically, &ldquo ; government attitudes&rdquo ; can directly influence the &ldquo ; investment profile&rdquo ; and &ldquo ; social support&rdquo ; can directly influence &ldquo ; government attitudes,&rdquo ; while &ldquo ; government instability,&rdquo ; &ldquo ; economic climate,&rdquo ; &ldquo ; financing and costs,&rdquo ; &ldquo ; external interference,&rdquo ; and &ldquo ; contractors&rsquo ; operations&rdquo ; can indirectly influence investment profile by directly influencing &ldquo ; government attitudes&rdquo ; or &ldquo ; social support.&rdquo ; The findings of this study can assist international contractors with gaining a clear understanding of the political risk involved in international HSR projects, which will lead to more effective political risk management as well as better business decisions. Furthermore, this paper will contribute to the global body of knowledge in the area of political risk management for large-scale international projects.

In der Internationalen Jugendarbeit, einem Feld der non-formalen politischen Bildung, spielt der Umgang mit Vielfalt und Unterschieden eine zentrale Rolle. Ein diversitätsbewusster Ansatz dieser Bildungsarbeit zielt auf die Wahrnehmung einer Vielzahl von identitätsprägenden Differenzlinien zwischen den Teilnehmenden internationaler Jugendbegegnungen. Im Artikel wird skizziert, wie man sich in der Praxis vom gängigen Konzept nationaler Kulturstandards lösen und eine kritisch-emanzipatorische Betrachtung vielfältiger sozialer Ungleichheiten anregen kann (Original übernommen).

Die vorliegende Studie beleuchtet die Entwicklungszusammenarbeit der deutschen Bundesländer. Es sind oftmals die Länder, die mit ihren spezifischen Erfahrungen in der Bildung, in der Wirtschaft oder in der Zusammenarbeit mit den Nichtregierungsorganisationen Kompetenzen in die Entwicklungspolitik einbringen können, über die der Bund nicht verfügt und die aber die deutsche Entwicklungszusammenarbeit in besonderer Weise bereichern. Angesichts der neuen Rahmenbedingungen für internationale Entwicklungszusammenarbeit, die auf eine erhöhte Wirkung durch effektivere Arbeitsteilung zwischen den Gebern und Ausrichtung auf die Prioritäten der Partnerländer abzielen, bedarf es einer zeitgemäßen und aus der Rolle der Länder im föderalen Staatsaufbau abgeleiteten Begründung für eine sinnvolle Arbeitsteilung zwischen Bund und Ländern in der Entwicklungszusammenarbeit. Die vorliegende Studie untersucht die Entwicklungszusammenarbeit der Länder und gibt Anregungen, wie die Neuausrichtung der Entwicklungspolitik der Länder gestaltet werden könnte. Der Autor beleuchtet zunächst den Ist-Zustand und gibt dann Empfehlungen, wie die Neuausrichtung vor dem Hintergrund der internationalen Entwicklungspolitik aussehen könnte. (ICD2)

Nationale Steuern werden durch zunehmende grenzüberschreitende Transaktionen vor neue Herausforderungen gestellt, wovon insbesondere die internationale Unternehmensbesteuerung betroffen ist. Neue Rahmenbedingungen beeinflussen die zwischenstaatliche Allokation der Besteuerungsrechte. Die Digitalisierung und darauf beruhende Anwendungen verändern die Art der unternehmerischen Wertschöpfung und können das gegenwärtige System der internationalen Unternehmensbesteuerung vor neue Probleme stellen. Zentrale Aufgabe dieser Arbeit ist es daher, Ursachen für Besteuerungsprobleme bei der internationalen Unternehmensbesteuerung herauszuarbeiten und diese vor dem Hintergrund der Digitalisierung zu analysieren. Dabei wird festgestellt, dass die Digitalisierung unternehmerischer Wertschöpfungen die Fähigkeit der Nationalstaaten reduziert, multinationale Unternehmen einer wirksamen Besteuerung zu unterwerfen. Lösungsversuche auf Basis von Quellenland- und Sitzlandprinzip erscheinen als ungeeignet, da diese Besteuerungsprinzipien auf Konstruktionsannahmen beruhen, welche die wirtschaftlichen Rahmenbedingungen im 19. Jahrhundert widerspiegeln und demzufolge nicht mehr mit der heutigen wirtschaftlichen Realität vereinbar sind. Eine Lösung dieser Besteuerungsproblematik ergibt sich stattdessen durch eine äquivalenzorientierte internationale Unternehmensbesteuerung.
Since 2 August 1998, fighting in the Democratic Republic of Congo (DRC) has dramatically endangered the lives of millions of civilians. This armed conflict has spread swiftly - both in terms of the number of governments and armed groups involved in the fighting, and in terms of the devastating impact the conflict has had on local populations. Initially sparked by President Laurent-Desire Kabilas expulsion of Rwandese and other foreign troops, the conflict has rapidly involved other regional governments and armed opposition groups from the DRC and neighbouring countries which support either side of the main protagonists. (...) In the last three months, serious violations of human rights and international humanitarian law, including rape, as well as arbitrary arrests and detentions, have been committed by parties on both sides of the conflict. (...) Amnesty International is publishing this report to bring these violations to the attention of the international community. While the conflict has received some attention by the media and some foreign governments, very little has been said or done about its human rights dimension and the atrocities inflicted on the unarmed civilian population.
