Ewell was one of only six lieutenant generals to serve in Lee's Army of Northern Virginia, and of those he was but one of two-the other being Stonewall Jackson, his predecessor as commander of the Second Corps-to have left behind a sizable body of correspondence. Forty-nine of Ewell's letters were published in 1939. This new volume, drawing on more recently available material and scrupulously annotated by Ewell biographer Donald Pfanz, offers a much larger collection of the general's missives: 173 personal letters, 7 official letters, 4 battle narratives, and 2 memoranda of incidents that took place during the Civil War. The book covers the full range of Ewell's career: his days at West Point, his posting on the western frontier, his role in the Mexican War, his Civil War service, and, finally, his postwar years managing farms in Tennessee and Mississippi. Some historians have judged Ewell harshly, particularly for his failure to capture Cemetery Hill on the first day at Gettysburg, but Pfanz contends that Ewell was in fact a brilliant combat general whose overall record, which included victories at the battles of Cross Keys, Second Winchester, and Fort Harrison, was one of which any commanding officer could be proud. The article focuses on understanding, through the dominant uses of three terms — "common", "community (s)", "communitarianism" — how the political issue of the community is represented in the French "Debate". It shows that the question is organised not only as an external fence between those who have participated in the community and the others, but also, with variations, around an issue of the 'internal border' organising the hierarchical order in the city. It appears that, with the emergence of the concept of "communitarianism", the democratic debate is hampered by an ethno-nationalist perspective. The author traces the development of Finland's security policy through the 1960's and the beginning of the 1970's. Finland's foreign policy activity has inreased beginning with membership in the United Nations Security Council. The preparations for the European Security Conference have given Finland the opportunity of working positively for European security. The Treaty of Friendship, Cooperation and Mutual Assistance with the Soviet Union was renewed in 1970 for a further twenty years. Trade policy has created certain problems for Finland. A free trade agreement with the EEC has been initialled but not yet signed. The Parliamentary Defence Committee presented its conclusions in 1971, and defence policy has become the subject of greater interest for all political parties.

Wright focuses on research that has influenced his thinking & work over the years. Wright describes how he first became interested in the then-new concept of intergovernmental relations when he was a graduate student at the U of Michigan in the early 1950s. He believes the public policy issue that has had the greatest impact on intergovernmental relations in recent years is the increase in national & state mandates; however, the most challenging theoretical aspect is the need to incorporate research results into the larger picture of governance. Other issues discussed include the gap in the literature on the relevance of practice & research regarding implementation; the need for a "multiple multiples" approach to research; & causes for the present disconnect between theory & practice in the area of intergovernmental relations. Wright describes his current research agenda & recommends several recent works by other authors that would be beneficial to students in the field. 4 References. J. Lindroth
