This study contributes to African state and fiscal history by presenting a detailed comparison of the evolution of fiscal capacity in four countries in francophone West Africa – Benin, Côte d'Ivoire, Niger and Senegal - over both the colonial and independent periods. While common patterns and persistence can be observed it is instead the unique fiscal pathways of the individual countries that stand out. These pathways can only be understood by analyzing how the underlying economic and political factors of each country develop over time. The importance of the colonial heritage in the development of fiscal capacity for individual countries should therefore not be overemphasized. 1 Introduction

Die afrikanische Frau übernahm in der traditionellen afrikanischen Gesellschaft zwar einen wichtigen Part z.B. im ökonomischen Sektor und in der Erziehung, war jedoch in rechtlicher Hinsicht dem Mann gegenüber in allen gesellschaftlichen Bereichen benachteiligt. Diese These wird am Beispiel der Situation der Frau in ihrer Ursprungsfamilie und während ihrer Ehe entwickelt, sodann wird gefragt, inwieweit die Verfassungen und Gesetze der unabhängigen afrikanischen Staaten eine gesellschaftliche Gleichstellung der Frau vorsehen. Anhand der Analyse von Gesetzestexten aus Mali, Togo, Senegal und Cote d'Ivoire wird eine gewisse Verbesserung der Stellung der Frau im postkolonialen Afrika konstatiert, wie etwa die Möglichkeit der Scheidung. In vielen Bereichen jedoch, z.B. im Ausbildungssektor, sind die Frauen weiterhin stark benachteiligt. (DÜI-Ekt)

This study focuses on the relationship between political symbols and the legitimation of national leadership in Ghana, Guinea, Senegal, and Sierra Leone. We are particularly interested in ways in which their leaders have used myths and symbols in an attempt to foster or enhance the legitimacy of their régimes in the face of severe economic and political crises.

The O.C.A.M. Charter was signed on 27 June 1966 in Tananarive by the Heads of State of the following 14 countries: the Federal Republic of Cameroun, the Central African Republic, the Republic of Congo–Brazzayule, the Democratic Republic of the Congo, Ivory Coast, Dahomey, Gabon, Upper Volta, Madagascar, Niger, Rwanda, Senegal, Chad, and Togo.

The "Niayes", coastal wetlands of Senegal, constitute fragile ecosystems that are rich inbiodiversity while traditionally being gardening areas in the "Sahelien" environment. The bigdrought of the 1970s that struck all the Sahel countries also affected the "Niayes" by an influxof rural populations coming from inside the country in search of livelihood. Besides theextreme drought, mass migration considerably increased the proprietary pressure and at thesame time generated an uncontrolled urbanization, especially around the big agglomerationsand agricultural development: both of them undermine the environmental value of thesecoastal ecosystems. In recent years, we have witnessed particularly rainy seasons. This returneof rainfall involved in urbanized areas causes flooding, accompanied by precarious sanitaryconditions for the most unprivileged populations. The rainfall variability, risk of naturalappearance, is added to anthropogenic risk factors such as the non-mastered regionalplanning, the failure of the regulatory framework, and the pollution from various agriculturaland industrial sources.This thesis, after having introduced the concept of wet zones and having presented the Niayesof the Great Coast in general, and of the three study areas (Pikine, outskirts of Dakar; Mboro,Thies region; and Saint-Louis) in particular, traces their environmental problems and variouspolitical differences. Der Autor, Wirtschaftsberater verschiedener senegalesischer Regierungen, entwickelt seine Vorstellungen für einen prosperierenden Senegal, der im Zeitalter der Globalisierung bestehen kann. Fokus der Überlegungen sind (marktwirtschaftliche) Wirtschaftsreformen, die die Effizienz der senegalesischen Wirtschaft erhöhen sollen. Sein Vorbild sind die südost-asiatischen Tigerstaaten, namentlich Malaysia. Deshalb verdienten die Informations- und Kommunikationstechnologien große Beachtung. Der Autor erkennt, dass es mit Wirtschaftsreformen allein nicht getan ist und verlangt eine Reform des politischen Systems.
