Abstract
In recent years, Singapore made significant reforms towards the establishment of a dedicated family justice system, setting up the Family Justice Courts and enacting new laws to better manage the divorce process and the protection of children. Related policy changes have also been implemented to provide and support families that were previously considered non-traditional and even deviant. Rhetorically, the state, led by the long-ruling People's Action Party, continues to champion the modern nuclear family with heterosexual marriage at its core as the normal "traditional" form of the family and the bedrock of conservative "Asian values" defining society and politics in Singapore. However, what the judiciary espouse as the new family justice paradigm and the related family justice practices, together with the shifts in social policy towards different family types, are changing the texture of the dominant conservatism rallied by "Asian values" discourse. This article locates and analyses the incipient paradigm shift in the rising pluralism of family forms and the influence of international legal developments in protecting the rights of the child and interventionist family law. By attempting to bridge the Weberian chasm of doing sociology as a vocation and doing politics as a vocation (as an opposition Member of Parliament), I show that the family justice paradigm has opened up the discursive field on the family and produce the politics of ambivalence caught between family justice and Asian family values. I argue for a relational family justice paradigm as a way to move beyond the politics of ambivalence.

Singapore is renowned as a global business and financial centre, an international hub of air and sea transport, and Asia's leading convention city. In the new millennium, the government has envisioned a new role for the city‐state as a 'Renaissance City' and 'Global City for the Arts'. This vision is premised on Singapore becoming an investment base for leading arts, cultural and entertainment enterprises in the region, the theatre hub of Southeast Asia, and an entertainment destination for tourists. This article examines the challenges and accomplishments in Singapore's quest to be a Renaissance City. Drawing on literature on 'global cities' and concepts relating to 'globalization' and 'localization', it argues that the key challenge facing Singapore is how best to 'go global' and 'stay local' at the same time. Developing a Renaissance City entails a balancing act between globalizing local sensibilities on the one hand, while localizing global best‐practices on the other. This global‐local nexus can be approached in three ways: (1) by striking a balance between the economic and humanistic objectives of the arts; (2) by importing world‐class arts talents and exporting home‐grown skills; and (3) by globalizing local peculiarities in line with best practices from around the world. The need to balance global standards with local interests is not easily achieved, however, making Singapore's 'Global City for the Arts' vision one of its most ambitious goals to date.Singapour est célèbre en tant que centre mondial de la finance et des affaires, pivot du transport aéro‐maritime international, site de premier plan pour les salons en Asie. Préalablement, Singapour doit devenir non seulement une base d'investissement pour les grands projets artistiques, culturels et de divertissement dans cette partie du monde, mais aussi le nud théâtral de l'Asie du Sud‐Est et une destination touristique de loisirs. L'article étudie les défis et réalisations qui jalonnent cette entreprise. Exploitant les documents traitant des 'villes mondiales' et des concepts liés à la 'mondialisation' et à la 'localisation', il démontre que le grand problème auquel Singapour se heurte est de concilier simultanément les deux démarches 'agir mondial' et 'rester local'. Développer une Ville de la Renaissance implique un équilibrage entre la mondialisation de sensibilités locales d'un côté, et la localisation des meilleures méthodes internationales de l'autre. On peut aborder ce lien mondial‐local de trois manières différentes: trouver un juste milieu entre les objectifs économiques et humanistes des arts; importer des talents artistiques de dimension mondiale et exporter les compétences nationales; mondialiser les particularités locales cohérentes avec les meilleures méthodes internationales existantes. Atteindre l'équilibre nécessaire entre normes mondiales et intérêts locaux est loin d'être aisé, ce qui fait de la vision de Singapour en 'Ville mondiale des Arts' l'un des buts nationaux les plus ambitieux à ce jour.

This paper attempts to provide a model for dealing with the problem of corruption in Nigeria. It uses an analytical approach to explore the Singapore model of dealing with acts of corruption to serve as a model for Nigeria. Corruption is inimical to socio-economic development of any country where it is practised on any scale. This explains why all nations make efforts to minimize or eradicate corruption in their economies. Nigeria has been ranked among the most corrupt nations of the World by many international anti-corruption agencies. If other nations take measures to eradicate corruption from their economies because of its negative consequences, Nigeria cannot be an exception. Corruption has led to gross misuse of public funds in Nigeria and has caused untold hardship to her citizens via non-payments of people's benefits and lack of provision of basic public utilities. To deal with corruption in Nigeria, various anti-corruption agencies were set up but the problem remains. This paper therefore recommends the Singapore model as a method of dealing with corruption in Nigeria. This model holds each sectional head responsible for any act of corruption in his/her unit if established. The government was strong and determined to deal with the transgressors; there was political will to tame corruption and therefore there was government support to the anti-corruption agencies. If this model is adopted and faithfully implemented, corruption could be eradicated from Nigeria. In addition, constitutional amendments that would update and clearly define acts that constitute corrupt practices as these acts manifest in various forms are necessary to facilitate interpretation and enforcement of anti-corruption laws. ; peerReviewed ; publishedVersion

This article recounts how a number of strategic infrastructure investment decisions in airport and rail development taken by the Singapore government were at variance with recommendations emerging from cost-benefit analysis, but were considered necessary to support external competitiveness. This link between infrastructure provision and economic development may require decision makers to assess the trade-off between prudent macro-economic planning and efficient micro-economic management for major projects. In the case of airport hubs, the most difficult assessment might be the game consideration of how much, and how far ahead, excess capacity is needed to ensure the dominance of the hub.

ObjectiveThis study aimed to understand useful components and mechanisms in treating adolescent gaming disorder.BackgroundAlthough video gaming has become a pervasive part of adolescents' daily life that can lead to educational, physical, psychological, and social problems, there is ongoing debate as to whether this is an addiction, and there is little evidence about treatment effectiveness.MethodThis process research used a case study design and conducted individual semistructured interviews with 10 male adolescents and 11 parents after they had completed a treatment program.ResultsFour treatment components (individual counseling, family counseling, group mentoring and social support, and alternative activities) were generally found to be useful. Counselors were able to engage the adolescents and serve as role models in gaming through creative use of technology.ConclusionPractitioners working with adolescents with gaming disorder should attend to their developmental needs pertaining to gaming, health, psychosocial, and educational aspects relevant to the Asian context.ImplicationsPractitioners should go beyond counseling rooms and adopt different strategies to reach out and work with adolescents who are struggling with excessive gaming in different therapeutic settings via engaging and working with them in individual, family, and group contexts using technology, particularly video games.

AbstractThis paper sets out to discover the salient characteristics of economic fluctuations in the small open economy of Singapore. To this end, band‐pass filters and unobserved components models are first used to extract the cyclical components in macroeconomic variables. The extent to which domestic business cycles are influenced by foreign economic cycles with regards to their persistence, comovement and volatility properties are then assessed using time‐series statistics. The paper also documents how shocks originating from abroad are propagated to the broader economy. Although it is found that idiosyncratic features are present in Singapore's macroeconomic fluctuations, there are also stylized business cycle facts to be learnt about small open economies in general.

When the SARS virus was detected in Singapore in 2002, the Singapore Tourism Board stepped forward to become a key actor in the city's response.
