Der Beitrag gibt einen Überblick über die Entwicklung der Indian Ocean Commission, Regionalorganisation von Anrainerstaaten des Indischen Ozeans, anlässlich des zwanzigsten Jahrestages ihrer Gründung (1984, 2004). Die Ergebnisse des Wirkens dieser Organisation werden als bescheiden und begrenzt bewertet. Eine Perspektive läge in der Erweiterung der Organisation durch Beitritt weiterer Ozean-Anrainerstaaten sowie dem Auf- und Ausbau von Kooperationsstrukturen mit anderen regionalen Wirtschaftsblöcken dieser Weltregion. The US-Adriatic Charter, an initiative in the spirit of the 1998 U.S-Baltic Charter, was proposed jointly by the Presidents of Albania, Croatia, & Macedonia to President Bush at the NATO Prague Summit in November 2002. It was signed by four ministers of foreign affairs in Tirana on 2 May 2003. The Charter as a diplomatic project had two objectives -- to secure the open door NATO policy & to provide the framework for the cooperation & mutual support of candidate countries. It was successful on both accounts. The Charter partners made strong commitments in the areas such as democratic reforms & the creation of the conditions for NATO membership. An additional effect of the Charter has been the very palpable progress in the relationships of the countries of South East Europe by improving the security conditions in the region. The US-Adriatic Charter of Partnership is a successful example of cooperation among small states with common interests. Adapted from the source document.

Because of the nature of its work, The Red Cross is often engaged in providing humanitarian aid in regions that are under the control of military officials. This fact requires the Red Cross to be able to work with military officials & multinational military missions in particular. To facilitate cooperation with military officials & pursue its own mission, the Red Cross must maintain autonomy in its independence-making procedures &, as a part of this, must not attempt to settle political or military conflicts. Red Cross officials must always act, in cooperation with military officials (as in all other circumstances), to save lives & protect human dignity. D. Knaff

This article analyses the conditions under which a race to the top or California effect is likely to take place. To that end, it examines two cases in which the EU restricted or threatened to restrict imports from the United States and Canada because of differences in regulatory standards. In one case, the European data protection directive, a California effect occurred. In the other case, the EU ban on hormone-treated beef, no California effect occurred. An analysis of these two cases leads to two additions to existing explanations of the California effect. The analysis also has a number of implications for the debate on the race to the bottom thesis.
