International human rights law offers an overarching international legal framework to help determine the legality of the use of any weapon, as well as its lawful supply. It governs acts of States and non-State actors alike. In doing so, human rights law embraces international humanitarian law regulation of the use of weapons in armed conflict and disarmament law, as well as international criminal justice standards. In situations of law enforcement (such as counterpiracy, prisons, ordinary policing, riot control, and many peace operations), human rights law is the primary legal frame of reference above domestic criminal law. This important and timely book draws on all aspects of international weapons law and proposes a new view on international law governing weapons. The establishment of ad hoc international criminal tribunals for former Yugoslavia and Rwanda, the coming into force of the permanent International Criminal Court (ICC) and recent attempts to prosecute former dictators and tyrants for gross violations of human rights, and the growing salience of international humanitarian law have led to the growth of literature on what is popularly known as international criminal justice. The book under review has resulted from an international conference on 'From a Culture of Impunity to a Culture of Accountability' organized by the United Nations University and the Netherlands Institute of Human Rights (SIM) in Utrecht in November 2001. As the book contains revised and edited papers presented at the conference, it lacks a thematic and sequential presentation of issues. Chapters appear to be disconnected and it is hard to comprehend the rationale behind categorizing chapters in separate parts of the book.

The People's Republic of China's global importance is growing; its size, population, & economical dynamic make the People's Republic a key player in international relations. Lampton's four-volume study questions the role of Chinese & American top politicians, bureaucrats, & other influential personalities in bilateral relations & closes the circle between scientific analysis & political consultation. Chen's work, on the other hand, deals with the analysis of hitherto unpublished & inaccessible materials. The book stands out through its novel interpretations of already known facts. Sheng's China's Dilemma, for which actual newspaper material is the main source, is a good introduction to the actual & critical judgments concerning the China-Taiwan problem. S. Schieszler

Mobilising International Law for 'Global Justice' provides new insights into the dynamics between politics and international law and the roles played by state and civic actors in pursuing human rights, development, security and justice through mobilising international law at local and international levels. This includes attempts to hold states, corporations or individuals accountable for violations of international law. Second, this book examines how enforcing international law creates particular challenges for intergovernmental regulators seeking to manage tensions between incompatible legal systems and bringing an end to harmful practices, such as foreign corruption and child abduction. Finally, it explores how international law has local resonance, whereby, for example, cities have taken it upon themselves to give effect to the spirit of international treaties that national governments fail to implement, or even may have refused to ratify.
