Flüchtlinge in Afrika werden gemeinhin als extrem hilfsbedürftig von internationaler Unterstützung angesehen. Der Artikel widerspricht dieser Sichtweise und zeigt, wie afrikanische Flüchtlinge selbst in schwierigen Lebenslagen noch versuchen, ihre Lebensplanung unabhängig von internationalen Hilfsorganisationen zu verfolgen. Diese Bemühungen sind notwendig und erfolgreich. Die angebotenen Hilfeleistungen werden dabei oftmals nur selektiv angenommen, und ihre Aneignung kann durchaus im Widerspruch zu den Prinzipien internationaler Hilfsorganisationen stehen. Konflikte zwischen afrikanischen Flüchtlingen und internationalen Hilfsorganisationen sind daher weit verbreitet und erklären zum großen Teil den Mißerfolg der internatioinalen Flüchtlingshilfe in Afrika. Quatre grands acteurs éclairent, dans cet article, les enjeux de la justice pénale internationale. Bien qu'elle apparaisse dans un certain contexte politique, la justice pénale internationale se fonde sur les garanties d'un procès équitable. Sa construction est liée aux transformations du droit international humanitaire et au développement du droit international pénal. Inscrite dans la société internationale, elle doit néanmoins faire sens dans des sociétés touchées par des exactions commises à grande échelle. La justice pénale internationale soulève plusieurs questions, notamment sur les relations entre l'international et le national, son articulation avec d'autres types de justice, la place des victimes ou encore celle des avocats.
Abstract Changing attitudes in diplomatic relations is a common feature of international politics. However, such changes may trigger risky domino-like cascades of "friend-to-enemy" transitions among other counties and yielding catastrophic damage that could reshape the global network of international relationships. While previous attention has been focused on studying single pairs of international relationships, due to the lack of a systematic framework, it remains still unknown whether, and how, a single transition of attitude between two countries could trigger a cascade of attitude transitions among other countries. Here, we develop such a framework and construct a global evolving network of relations between country pairs based on 70,756,728 international events between 1,225 country pairs from January 1995 to March 2020. Our framework can identify and quantify the cascade of transitions following a given original transition. Surprisingly, weaker transitions are found to initiate most of the largest cascades. We also find that transitions are not only related to the balance of the local environment, but also global network properties such as betweenness centrality. Our results suggest that these transitions have a substantial impact on bilateral trade volumes and scientific collaborations. Our results reveal reaction chains of international relations, which could be helpful for designing early warning signals and mitigation methods for global international conflicts.

Scholars argue that institutions in democracies constrain leaders and prevent international conflict. However, many democracies specify rules of governance in times of emergency that divert substantial power to the head of state. The manipulation of these "emergency powers" provides a rational motivation for conflict. Using a novel data set of emergency provisions within democracies, I test the relationship between emergency power strength and conflict propensity using several steps to achieve causal inference, including an instrumental variable analysis that exploits the specificity of the state's constitution as a plausibly exogenous determinant of emergency power strength. I find that emergency power strength is a strong predictor of conflict onset in democracies in each test and that states with strong emergency powers are substantially more likely to enact a state of emergency due to an international conflict. I conclude with a discussion of my findings and avenues of future research using these data.
If cultural practices shape experience and expectations, they need to be identified and made accountable based on empirical research. Drawing on international relations (IR) theory, international law and normative democratic theory this article develops a framework approach to studying the contested meaning of norms in international politics under conditions of constitutionalisation beyond the nation-state. The goal is to formulate observations and identify a design for empirical research, which is suitable to examining the "invisible constitution" of politics, that is, the individually held associative connotations which inform contested interpretation of normative meaning. To do so, the article is organised in two parts. Part I derives research assumptions and hypotheses from the literature. It turns to the distinction of types of norms and conditions of norm contestation in section 1, identifies research assumptions and hypotheses in section 2, argues to bring culture back into constitutionalism in section 3, and summarises the guiding question of convergence, divergence, or diffusion of normative meanings in section 4. Part II then focuses on research operationalisation. Section 5 elaborates on the rationale of the research framework and type of enquiry. Section 6 highlights the method of interview evaluation. Section 7 identifies the research indicators including type of social group to be interviewed, fundamental norms that are likely to be contested, domestic political arenas in which the social groups operate, and issue areas linked with core constitutional norms. Section 8 summarises the case study's design and procedure. ; Wenn es zutrifft, dass kulturelle Praxen Erfahrung und Erwartungen prägen, dann müssen sie eindeutig bestimmt und für die empirische Forschung als aussagekräftig gewertet werden. Ziel ist es, ein Forschungsdesign zur Untersuchung der unsichtbaren Konstitution von Politik, das heißt, zur Erforschung von individuell gehaltenen assoziativen Konnotationen, die zur umstrittenen Interpretation normativer Bedeutung führen, zu entwickeln. Diese Überlegungen werden in dem Papier in zwei Teilen vorgestellt. Teil I entwickelt Forschungsannahmen und Hypothesen aufgrund der relevanten Literatur im ersten Abschnitt. Er zeigt unterschiedliche Typen von Normen und Bedingungen von Normumstrittenheit auf (Abschnitt 1), definiert Forschungsannahmen und Hypothesen (Abschnitt 2), argumentiert für die Rückbesinnung auf die Dimension der Kultur im Konstitutionalismus (Abschnitt 3) und schließt mit der Leitfrage nach Konvergenz, Divergenz oder Diffusion normativer Bedeutungen (Abschnitt 4). Teil II richtet den Blick auf die Operationalisierung des Forschungsdesigns. Er stellt die Forschungslogik und Art der Untersuchung (Abschnitt 5), die Methode der Interviewauswertung (Abschnitt 6) und die Forschungsindikatoren nach sozialer Gruppe, Fundamentalnormen und politischen Arenen (Abschnitt 7) vor. Abschnitt 8 fasst das Forschungsdesign und -vorgehen zusammen.
