"In this note we consider the preferences of a profit maximizing firm for international ownership in a world in which firms compete in an international Cournot oligopoly, and in which countries use strategic trade policy. This article investigates youth perceptions of China's rise in seven Asian societies. Unlike previous studies' findings that most Asians hold positive views of China's influence, this study finds that Asian youth view a rising China more coolly than does the general public. Even though they acknowledge that China's rise offers increased opportunities, Asian youth tend to strongly distrust and worry about the negative influence of China. The results show that most youth in Asian countries surveyed believe China's rise will challenge global order and that China will not maintain peaceful relations with other Asian countries. Multilevel analyses show that both microlevel personal traits and macrolevel structural factors can account for how Asian youth view China's rise. The results indicate that China has not successfully convinced young Asian citizens of its determination to rise peacefully. China's foreign policymaking should take greater consideration of Asian public opinion rather than be dominated by wishful thinking.
Im internationalen Diskurs hat in den letzten Jahrzehnten ein Wandel beim Blick auf nationale Amnestien für Völkerstraftaten und schwere Menschenrechtsverletzungen stattgefunden: Während Amnestien Mitte der 1980er Jahre als Instrumente für den Schutz der Menschenrechte galten, scheint ihr Erlass seit Ende des Kalten Krieges keine Option mehr zu sein. Eine dogmatische Untersuchung offenbart allerdings, dass sich Amnestien – mit Ausnahme bestimmter regionaler Menschenrechtsabkommen – trotzdem in vielen Bereichen der völkerrechtlichen Einhegung widersetzen. Leslie Manthey erklärt dies mithilfe eines Ansatzes, der Recht als Form der politischen Imagination versteht. Die internationale Strafjustiz mit ihrem Anspruch auf Überwindung innerstaatlicher Amnestien, präsentiert demnach eine Botschaft, die in der Behauptung des Rechts gegenüber dem Politischen besteht. Wie die Genealogie der Menschenrechte, kann dieses Unterfangen in einer dialektischen Gegenbewegung in sein Gegenteil umschlagen und selbst zur politischen Utopie werden. Climate change will have strong effects on biological diversity worldwide. Shifts in the phenological behaviour and the patterns of occurrences of many species have already been observed on all continents. Climate changeand the inducedchanges in land use will cause remarkable changes in abundance of and threats to many species including extinction or immigration of invasive species. Furthermore interspecific interactions like predation, competition, parasitism or pollination will be reshaped,intensified, diminished or dispersed. Thus, nature conservation will be confronted with new challenges.The European network of protected sites Natura 2000 is the most important instrument to maintain biological diversity within the European Union. Because of the high rate of change in climatic conditions and the predicted wide range of changes in species distribution and compositionit has to be discussed to what extent Natura 2000 might fulfil its function to maintain the biological diversity also in future and which measures should be taken to enhance the resilience of the protected areas network.This volume presents the proceedings of the international workshop "Natura 2000 and Climate Change - a hallenge", which was held in May 2010 at the International Academy forNature Conservation of the German Federal Agency for Nature Conservation. The presentations of the workshop varied from already observed and modelled potential effectsof climate change on species and habitat types to necessary measures to reduce negative influences of climate change and induced changes in landuse on the functions of the Natura 2000 network of protected sites.
This essay addresses the issue of how to transcend the long-lasting stalemate between positivism and various forms of post-positivism. The main assumption rests in the belief that one of the possible solutions to this stalemate can be offered by replacing the positivism versus postpositivism debate by a discussion between scientific realism and pragmatism. The article thus starts with a brief characterization of logical positivism, which is followed by a more thorough deliberation on the issue of pragmatism and scientific realism. The text raises questions of the mutual incompatibilities of both positions, as well as their respective influence on the discipline of International Relations. It is also argued that by adopting one or another of these philosophies of science, we can bring about specific consequences for actual research practices. Adapted from the source document.

AND, C) WHAT IS THE RELEVANCE OF SUCH A DEAL TO THE PROBLEMS AND CHALLENGES OF A RAPIDLY CHANGING AND INCREASINGLY INTERDEPENDENT WORLD? IT CONCLUDES THAT THE PROBLEM IS MORAL RATHER THAN ECONOMIC.
The nineties will be a turning point for international air transport and for space activities. Trends in civil aviation and outer space policies show the need to join forces to promote common interests, leading to the strengthening of the 'region' as a basis of co-operation. As international air transport benefits from progressive liberalization at the same time ever greater regional co-operation between governments as well as between airlines is emerging. The European Communities offer a most interesting example of both trends, provoking similar initiatives in other areas of the world, among them East Asia. With respect to commercial space activities, more especially those in the field of space transportation, a similar need for regional and even world-wide co-operation is arising. In order to contribute to the promotion of a balanced regional approach in both civil aviation and outer space activities, the Graduate Institute of European Studies at Tamkang University and the International Institute of Air and Space Law at Leiden University organized a major international conference, entitled The Highways of Air and Outer Space Over Asia , in May 1991. The present work is the result of that conference. It is a collection of articles by the most qualified academics and practitioners from Asia, North America and Europe, covering topical subjects in the field of international civil aviation and outer space activities such as regulatory reform, aviation safety and security, liability in international air transport, the future Euro-Asian aviation relationship, the commercialization of outer space and cooperation between Europe and Asia with respect to outer space activities with special emphasis on the relationships between Asia on the one hand and Europe and the United States on the other

It is clear that the world community in general, and the United States in particular, intends to move forward in the exploration of space and the commercial exploitation of lunar and other resources. It would seem equally clear that, without law in this area, no country, government, or commercial enterprise is likely to undertake the substantial risks and costs involved in such exploitation. Companies will not undertake these risks without a clear understanding of how the resulting rewards will be allocated. For the United States commercial space program to move forward, it must seek the adoption of a regime to govern such activities which will be accepted and recognized by the international community. The purpose of this Article is to provide a short description of why past efforts to adopt such an international regime have failed. The Article will contrast the currently successful efforts to adopt an international regime to regulate mineral resource activities in a similarly inhospitable environment -- Antarctica -- and to suggest terms of a regime that the international community might find acceptable.
