[The project was conducted in the universities of the major cities in Brazil of the south, southeast and southwest. I could not survey the entire country as originally planned, because of the vastness of the country and the funds available. Basically, the survey was of the schools of social work, both private, and public and their libraries. Interviews with faculty and library staff and visits to the facilities enabled me to make an objective appraisal of the curricula, book collections and status of the Social Work and Library profession. The survey will bring recognition to international social work and its inclusion in the curriculum of the schools of social work in America. It is my suggestion that the library resources be more international in native and foreign languages so as to provide exposure to the student.]

In recent times, international society has countered a myriad of 'outlaw' threats at sea, including piracy, terrorism, the proliferation of Weapons of Mass Destruction (WMD) and the threat posed by 'rogue states'. Whilst the US has promoted 'coalitions of the willing' and sought to transform international maritime law in response to these 'outlaws', Japanese governments have developed an innovative maritime security strategy centering on the Japan Coast Guard (JCG). Concerned by Japan's international image as a former imperialist power, Tokyo has relied upon the identity of the JCG as a law enforcement and rescue organization to garner support for its maritime security strategy. Japan's non-military efforts have developed the capacities of states and built institutions in the Southeast Asian region and beyond. The JCG's response to maritime 'outlaws' belies characterizations of Japan as a passive state that does not contribute to international order.

This article investigates the relationship between term limits and international conflict. Theories of political survival and diversionary war both imply term limits should play a role in international relations, whereas "permanent referendum theory," largely motivated by work in American politics, suggests otherwise. Drawing on these theories, we formulate and test competing hypotheses regarding term limits and international crises. Using dyadic militarized interstate disputes data and information on forty-eight democracies with term limits, we uncover strong evidence to support the claim that leaders reaching final terms in office are more likely to initiate conflict than those still subject to reelection. Moreover, we find that the likelihood of conflict initiation is significantly higher during times of recession, but only in the absence of binding term limits. While binding electoral terms and economic downturns are both independently associated with increased levels of conflict initiation, in concert their conditional effects actually counteract each other.

Comparing Italy and Sweden, which are countries with different cultural and accounting traditions, this article focuses on the characteristics of their standard-setting processes for the public sector in order to evaluate their prerequisites for international harmonization. The recent attempt by European bodies to stimulate an international public sector accounting harmonization process, the European Public Sector Accounting Standards programme, requires that each country involved in the process assumes its position, taking into account a number of national factors and conditions. To this end, the research identifies the potential positive factors of a national public sector accounting standard-setting context that are favourable to international harmonization. While both countries differ in some respects, the study discusses how the ideal prerequisites can constitute a positive environment in which to implement international harmonization in the European context. Points for practitioners This comparative study identifies conditions to enhance an efficient and reliable national standard-setting process, summarizing the potential positive factors investigated in both countries. It argues that institutional arrangements and specific governance factors (a flexible legal system, efficient auditing, vertical harmonization, an inclusive and participative standard-setting process, and the maturity of accrual accounting) can support key actors in the public sector to react positively to international harmonization, with some emerging scepticism regarding the European Public Sector Accounting Standards programme.

Wie geriet Deutschland in den Kosovo-Krieg? Den einmal gegenüber Milošević angedrohten Luftkrieg nicht umzusetzen, schien den Akteuren der NATO-Mitgliedstaaten 1999 undenkbar. Hans-Peter Kriemann analysiert in seinem Buch die Wechselwirkungen zwischen dem internationalen politischen Prozess zur Bewältigung des Kosovo-Konflikts, der Logik militärischen Denkens und der innenpolitischen Debatte über das Wann und Wofür der deutschen Beteiligung an internationalen Einsätzen. Am Beispiel des Kosovo-Konflikts spürt er damit der Frage nach, wie solche Dynamiken zum Ausbruch von Konflikten und Kriegen beitragen können.

This PhD thesis deals with the protection of the civilian population in occupied territories. After defining the notion of 'military occupation' in the light of recent practice of both States and international organizations, as well as analysing the relevant provisions of International Humanitarian Law (IHL), the research focuses on the extraterritorial application of International Human Rights Law (IHRL) and the interplay between IHL and IHRL in occupied territories. The aim is to ascertain how to reconcile these two legal regimes whenever a conflict of norms arises, as in the case of the tension between internment of civilians in time of occupation (Art. 78 IVGC) and the right to personal liberty enshrined in human rights treaties (Art. 9 ICCPR and Art. 5 ECHR).

Im Rahmen internationaler Erbfälle überschneiden sich die Regelungsbereiche des Erbstatuts und des Sachstatuts, was zu kollisionsrechtlichen Konflikten führt. Insbesondere stellt sich die Frage, wie fremde dingliche Rechte, die durch ein ausländisches Erbstatut angeordnet werden, im Inland behandelt werden sollen. Elena Gubenko analysiert in diesem Zusammenhang die Wirkungen eines vom Erbstatut angeordneten Vindikationslegats sowie des dinglich wirkenden Nießbrauchs in Deutschland. Ferner untersucht sie, wie diese dinglichen Rechte im Europäischen Nachlasszeugnis und im deutschen Erbschein abzubilden sind. Dabei arbeitet die Autorin heraus, dass die GBO und das IntErbRVG nach dem Urteil des EuGH in der Sache Kubicka nicht mit höherrangigem europäischen Recht vereinbar sind und macht Änderungsvorschläge.

Der Beitrag gibt einen Überblick über die außenpolitischen und außenwirtschaftlichen Aktivitäten der Interregionalen Wirtschaftsassoziationen der Russischen Föderation. Neben einer allgemeinen Darstellung der rechtlichen Basis und der Aufgabenstellung der Assoziationen werden auch Beispiele für einzelne Aktivitäten aufgeführt. (BIOst-Mrk)
