Статья посвящена одной из малоизученных тем в современной отечественной научной школе роли международных молодежных зонтичных структур на примере Европейского молодежного форума как субъекта гуманитарной деятельности. Дано описание исторической практики становления международных молодежных организаций на территории Европы в рамках единой платформы. Несмотря на определённые отличия во взглядах, рассматриваемая модель взаимодействия международных молодежных акторов трактуется в качестве объединяющего пространства. Его формирование вписывается в общую логику расширения границ внешней культурной политики ЕС, открывающей новые просторы для широкого спектра идей и ценностных ориентаций в международной организованной молодежной среде. ; This article is dedicated to one of the scarcely explored items in the modern domestic science school the role of international youth umbrella structures by the example of European Youth Forum, as the subject of humanitarian action. The description of historical practice of establishing international youth organizations in Europe in the context of integrated platform is given. In spite of certain differences in views, the studied interaction model of international youth actors is considered as a unifying space. Its creation fits the overall logic of broadening the boundaries of foreign cultural policy of the EU, opening up new spaces for a wide range of ideas and values in the international organized youth environment.

Regional and global intergovernmental organizations have grown both in number and scope, yet their role and effectiveness as conflict managers is not fully understood. Previous research efforts tend to categorize organizations solely by the scope of their membership, which obscures important sources of variation in institutional design at both the regional and global levels. International organizations will be more successful conflict managers if they are highly institutionalized, if they have members with homogeneous preferences, and if they have more established democratic members. These hypotheses are evaluated with data on territorial (1816-2001), maritime (1900-2001), and river (1900-2001) claims from the Issue Correlates of War (ICOW) project in the Western Hemisphere, Europe, and the Middle East. Empirical analysis suggests that international organizations are more likely to help disputing parties reach an agreement if they have more democratic members, if they are highly institutionalized, and when they use binding management techniques.

The world-wide emphasis upon socialized ownership of the agencies of communication is continued this quarter in proceedings of the International Organization of Journalists and other international conferences.
Borders have been drawn since the beginning of time, but in recent years artificial barriers have become increasingly significant to the political conversation across the world. Donald Trump was elected President of the United States while promising to build a wall on the Mexico border, and in Europe, the international movements of migrants and refugees have sparked fierce discussion about whether and how countries should restrict access to their territory by erecting physical barriers. Virtual walls are also built and crushed at increasing speed. In the post-9/11 era there is a greater danger from so-called "transnational non-state actors", and computer hacking and cyberterrorism threaten to overwhelm our technological barriers.

Der Beitrag gibt einen kurzen Überblick über die sicherheitspolitischen Entwicklungen seit dem September 2001. Zwar gab es auch schon vor den Anschlägen auf das "World Trade Center" Bestrebungen, Sicherheitsbestimmungen zu aktualisieren und zu verschärfen, doch erst die Terroranschläge gegen New York und Washington führten zu einer Zeitenwende. Sicherheitspolitik wurde zum bedeutenden Thema in den USA, in Deutschland, der EU und den internationalen Beziehungen, das zahlreiche Bereiche des Lebens durchdringt: von der Bekämpfung des Terrorismus bis hin zu Verhaltensregeln und einem neuerlichen Besinnen auf alte Werte. Die Frage, ob Prävention besser ist als Aktion, wird gestellt, und in beide Bereiche wird investiert. So entstanden Milliarden-schwere Industriezweige um das Thema der "Sicherheit", von "Schwarzen Sheriffs" bis hin zur Entwicklung und Einrichtungtechnologischer Bekämpfungs- und Warnanlagen, wie etwaBombendetektoren oder Videokameras.Der Beitrag weist darauf hin, dass auch die EU das Thema zur Sprache bringt, "Sicherheitsforschung" wurde als Forschungsbereich etabliert. Selbstverständlich wird auch das Internet systematisch durchforstet auf der Suche nach Terrorismus-verdächtigen Webseiten. Das Thema der Inneren Sicherheit und Terrorismusbekämpfung ist so umfassend und durchdringend geworden, dass manche befürchten, die Maßnahmen der Terrorismusbekämpfung und Sicherheitspolitik könnten sich irgendwann zu einer Gefahr auswachsen - wie sie der Terrorismus heute schon darstellt. We identify trade in goods opportunities in a EU-Mercosul free trade area. Gains for Mercosul are rather concentrated, being mostly associated with a few agricultural commodities which face high protection barriers. EU gains are evenly spread, comprising a variety of market penetration possibilities. Trade deviation in the EU products is never higher than trade creation, confirming their international competitiveness and signalling that no great distortion of Mercosul's imports will take place. Balanced gains exist for both sides. For Mercosul, the agreement would act as a first serious trial for future liberalizations with other developed partners and as a warning on improvements in competitiveness. References.
