The text is devoted to the choice of the paradigm of discussion on the right of Poland to obtain compensation from Germany in connection with the Second World War. In the opinion of the author the main failure of the hitherto discussion on the rights of Poland vis-a-vis Germany is a very infrequent reference to the rules on state responsibility. They are simple and lead to a very simple conclusion – namely the obligation of international law to pay a compensation which would wipe out all the consequences of the breach of international law. The author analyses in more detail the influence of the Potsdam Agreement and the 1953 declaration of the government of the Polish People's Republic. In his opinion the Potsdam Agreement had no adverse effect on the scope of the Polish rights. While it is impossible to deny such an influence of the 1953 declaration, the author shows that even on a very wide interpretation it cannot be seen as a definitive end of all rights of Poland. The influence of religion on politics is inherent not only to the Islamic world, however, none of political theorist should ignore the role of Islam in Muslims' public life, its impact on the policies of Muslim nations and the global geopolitical situation. Due to its historical uniqueness Modern Islam is not only a religion but also a way of life for the vast majority of Muslims and the basis of their civilizational and even national self-identification. Therefore, the role of religion in the Muslim world is different to that of countries, mostly populated by Christians, as Christianity is legally separated from the system of public administration in European countries. Islam, on the other hand, regulates not only the sociocultural sphere of society, including human relations, but also significantly affects the socio-political life of many Muslim countries, where Islamist movements have now become the major part this sphere.In Egypt, where authoritarian secular regime of Hosni Mubarak was overthrown during the revolution, Islamists took the lead in the protest movement, won the first democratic elections and used the opportunity to lead the country after nearly 60 years of underground activity. This paper examines the influence of the religious factor on the change of Egypt's political regime in 2011-2013 by conceptualizing the terms of "political Islam" and "Islamic fundamentalism." The author concludes that the Egyptian Muslim Brotherhood and its Freedom and Justice Party should not be defined as "fundamentalists" because: 1. they don't try to return to a "righteous caliphate," Sharia, and a literal perception of the sacred texts; 2. the Brothers could not be viewed as the most conservative force among Islamists, while Salafists are properly rightly considered to be; 3. the association is considered as a part of moderate Islamism, an ideology that does not mandate any the use of armed methods of struggle. At the same time, the author argues that owing to the fact that Egyptian "Muslim Brotherhood" adhered to moderate Islamism as an ideological party basis, it became a decisive reason that provided them a venue at the top tier of the government in 2011-2013. ; Влияние религии на политику – явление, которое не ограничивается только исламским миром, однако, ни один политический теоретик не может игнорировать роль ислама в общественной жизни мусульман, его влияние на политику мусульманских народов и, соответственно, на мировую геополитическую ситуацию в целом. Современный ислам, благодаря уникальности своего исторического развития, является не только религией, но также образом жизни абсолютного большинства мусульман и основой их цивилизационной и даже национальной самоидентификации. Поэтому роль религии в мусульманском мире иная, чем в тех государствах, где исповедуют христианство, которое юридически отделено от системы государственного управления стран Европы. Ислам, напротив, регулирует не только социокультурную сферу общества, включая индивидуальные человеческие взаимоотношения, но также существенно влияет на общественно-политическую жизнь, частью которой во многих мусульманских странах сейчас стали исламистские движения. В Египте, где в ходе революции был свергнут авторитарный светский режим Хосни Мубарака, исламисты взяли на себя инициативу протестного движения, победили на первых в истории демократических выборах и использовали возможность возглавить страну после почти 60 лет подпольной деятельности. В этой работе исследовано влияние религиозного фактора на изменение политического режима в Египте в период 2011-2013 гг. путем концептуализации понятий «политический ислам» и «исламский фундаментализм». Автор пришел к выводу, что египетских «Братьев-мусульман» и их Партию свободы и справедливости не следует характеризовать понятием «фундаментализм» поскольку они: во-первых, не стремятся вернуться к «праведному халифату», шариату, и буквальному восприятию религиозных текстов; во-вторых, «Братья» не являются наиболее консервативной силой среди исламистов, которой справедливо считают салафитов; в-третьих, ассоциацию принято считать частью умеренного исламизма, идеологии, которая не предусматривает применения вооруженных методов борьбы. В то же время, автор утверждает, что использование египетскими «Братьями-мусульманами» именно умеренного исламизма, как идеологической основы для своей партии стало решающим фактором, обеспечившим им властные государственные места в период 2011-2013 гг. ; Вплив релігії на політику – явище, яке не обмежується лише ісламським світом, однак, жоден політичний теоретик не може ігнорувати роль ісламу в суспільному житті мусульман, його вплив на політику мусульманських народів та, відповідно, на світову геополітичну ситуацію в цілому. Тому роль релігії в мусульманському світі інша, ніж в тих державах, де сповідують християнство, яке юридично відділене від системи державного управління країн Європи. Іслам, навпаки, значною мірою регулює не тільки соціокультурну сферу суспільства, включаючи індивідуальні людські взаємини, але також істотно впливає на суспільно-політичне життя, частиною якого у багатьох мусульманських країнах зараз стали ісламістські рухи.У Єгипті, де в ході революції був повалений авторитарний світський режим Хосні Мубарака, ісламісти взяли на себе ініціативу протестного руху, перемогли на перших в історії держави демократичних виборах та використали можливість очолити країну після майже 60-ти років підпільної діяльності. У цій роботі досліджено вплив релігійного чинника на зміну політичного режиму в Єгипті у період 2011–2013 рр. шляхом концептуалізації понять «політичний іслам» та «ісламський фундаменталізм». Автор дійшов висновку, що єгипетських «Братів-мусульман» та їхню Партію свободи і справедливості не слід характеризувати поняттям «фундаменталізм» оскільки вони: по-перше, не прагнуть повернутись до «праведного халіфату», шаріату, та буквального сприйняття релігійних текстів; по-друге, «Брати» не є найбільш консервативною силою серед ісламістів, якою справедливо вважають cалафітів; по-третє, асоціацію прийнято вважати частиною поміркованого ісламізму, ідеології, яка не передбачає застосування збройних методів боротьби. Водночас, автор стверджує, що використання єгипетськими «Братами-мусульманами» саме поміркованого ісламізму, як ідеологічної основи для своєї партії стало вирішальним фактором, який забезпечив їм владні державні місця в період 2011–2013 рр.

The purpose of the article - is to study the territorial border disputes in Spain, one of the Western European countries, to study the experience of applying the principle of territorial integrity of this country, to systematically study, analyze and draw generalized conclusions on the impact of these disputes on the other European countries based on important sources. It is used the systematic research method, various research methods of systematic research are applied on the basis of an eclectic approach. Sources and literature on the dispute were collected, systematized, commented on, analyzed, and summarized. When it comes to the scientific novelty of the article, it can be said that in Spain, which suffers the most from separatism in Europe, attempts have been made to look at territorial border issues through the prism of the modern constitutional acts and the legal problems it raises, along with their historical roots, and the existing ethnopolitical issues in Spain and the mechanisms for their solution have been studied in detail. Conclusion. Many Western European countries have territorial units seeking independence, as well as various ethnic, national, religious groups and marginal minorities. In today's world, ethnic nationalism has been considered a major factor in the emergence of internal conflicts in many nation-states. Spain is also one of those countries facing the issue of ethnic nationalism. Catalonia, the Basque Country, and other problems not only undermine Spain's territorial integrity but are also seen as a major threat to the European Union as a matter of disintegration. Although the Spanish government has stated that it will never give up the country's integrity, it does not rule out granting additional rights to the region. The article seeks to look at territorial border problems in Spain, which suffers more from separatism in Western Europe than in other countries, through their historical roots, the current constitutional acts, and the legal problems it raises. In particular, a comparative analysis has been made of the extent to which the European Union's position on this issue is compatible with common European values. ; Мета статті – дослідити територіально-прикордонні проблеми однієї із країн Західної Європи – Іспанії, вивчити прикладну практику принципу територіальної цілісності цієї держави, у системній формі на підставі значних джерел розслідувати, аналізувати вплив цих проблем на інші країни Європи та робити загальні висновки. У статті використано метод системного розслідування, різні методи системного розслідування застосовані на підставі еклектичного підходу. У зв'язку з проблемою зібрано, систематизовано, аналізовано та узагальнено джерела та література. У зв'язку з науковою новизною статті можна відмітити, що територіально-прикордонні проблеми в Іспанії, що більше всіх страждала від сепаратизму в Європі, були розглянуті з призми їх історичних коренів, Конституційних актів, які є основними в сучасному періоді, та правових проблем, етнополітичні проблеми, що існують в Іспанії, та механізми їх вирішування були докладно розслідувані. Висновок. В багатьох державах Західної Європи існують територіальні одиниці, а також різні етнічні, національні, релігійні групи та маргінальні меншини, які бажають незалежність. У сучасний період у багатьох національних державах основним фактором внутрішніх конфліктів є етнічний націоналізм. Іспанія – це одна із держав, яка зіткнулася з проблемою етнічного націоналізму. Каталонія, Баск та інші проблеми розглядаються як причина порушення територіальної цілісності Іспанії, а також як велика небезпека в Європейському Союзі у зв'язку з проблемою дезінтеграції. Хоч уряд Іспанії повідомив про те, що він ніколи не відмовиться від цілісності своєї країни, він не виключає надання додаткових великих прав регіону. Clothing, as a design artifact worn by indigenous women during the 1990s, has political inscriptions that transform the social body of these women into a political body, which denounces oppression and demands rights. In this sense, clothing is analyzed, on the one hand, as an interface that communicates the fight for the claim of ethnic rights. And, on the other hand, as a prosthesis that expands the capacities of the body to occupy public space, during the indigenous uprisings that occurred in Ecuador in the 1990s. That era was decisive regarding indigenous representation in Ecuadorian politics; a process that was similar to that occurring in other Latin American countries. The uprisings and the consolidation of the indigenous social movement record the importance of this group in the history of the construction of the Nation-State. The actions taken by this ethnic minority are based on the constitutional recognition of their rights in the 1998 Magna Carta. In this scenario, indigenous women register their presence through clothing, which they wear in both, public and private spheres. Clothing identifies the town where the women belong; it also endows these people with a collective identity that is strengthened in the daily use of the design artifact. Identity is re-signified in concomitance with clothing. The Chibuleo women's clothed body, which at first highlights their rural work in the community, is transformed into a political body, whose clothing makes women visible in the urban public space, and with this, the existence of this same people in the framework of the fight and demand for rights of indigenous peoples and nationalities in Ecuador. Clothing constitutes the design artifact with a political imprint, which represents the re-signified identity of the people in particular and of ethnic minorities in general. ; La indumentaria, como artefacto de diseño portado por las mujeres indígenas durante la década de 1990, tiene inscripciones políticas que transforman el cuerpo social de estas mujeres en un cuerpo político, que denuncia opresiones y demanda derechos. En este sentido, se analiza la vestimenta, por una parte, en tanto interfaz que comunica la lucha por la reivindicación de los derechos de la etnia. Por la otra, como prótesis que amplía las capacidades del cuerpo para ocupar el espacio público, durante los levantamientos indígenas acontecidos en Ecuador en la década de 1990. Esa época fue decisiva respecto de la representatividad indígena en la política ecuatoriana; proceso similar al que se producía en otros países de Latinoamérica. Los levantamientos y la consolidación del movimiento social indígena, registran la importancia de este grupo en la historia de la construcción del Estado-Nación. Las acciones tomadas por esta minoría étnica, decantan en el reconocimiento constitucional de sus derechos en la Carta Magna de 1998. En este escenario, las mujeres indígenas inscriben su presencia a través de la indumentaria, que portan tanto en la esfera pública como privada. La vestimenta identifica el pueblo de pertenencia de las mujeres; asimismo dota a estas personas de una identidad colectiva que se fortalece en el uso cotidiano del artefacto de diseño. La identidad se resignifica en concomitancia con la indumentaria. El cuerpo vestido de las mujeres chibuleo, que en un primer momento pone en evidencia su trabajo rural en la comunidad, se transforma en un cuerpo político, cuya vestimenta visibiliza a las mujeres en el espacio público urbano, y con ello, la existencia del pueblo mismo en el marco de la lucha y demanda de derechos de los pueblos y nacionalidades indígenas en Ecuador. La indumentaria se constituye en el artefacto de diseño con impronta política, que representa la identidad resignificada del pueblo en particular y de las minorías étnicas en general. ; A indumentária, como artefato de design usado por mulheres indígenas durante os anos 90, possui inscrições políticas que transformam o corpo social dessas mulheres em um corpo político, que denuncia opressão e exige direitos. Nesse sentido, o vestuário é analisado aqui, por um lado, como uma interface que comunica a luta pela reivindicação dos direitos do grupo étnico; por outro lado, como uma prótese que expande as capacidades do corpo para ocupar o espaço público, durante as revoltas indígenas ocorridas no Equador na década de 1990. Essa era foi decisiva em relação à representação indígena na política equatoriana, processo semelhante ao ocorrido em outros países da América Latina. As revoltas e a consolidação do movimento social indígena registram a importância desse grupo na história da construção do Estado-Nação. As ações tomadas por essa minoria étnica baseiam-se no reconhecimento constitucional de seus direitos na Carta Magna de 1998. Nesse cenário, as mulheres indígenas registram sua presença através das roupas que elas usam tanto na esfera pública quanto na privada. A roupa identifica o grupo onde as mulheres pertencem; da mesma forma, confere a elas uma identidade coletiva que é fortalecida no uso diário da indumentária A identidade é ressignificada em concomitância com as roupas. O corpo vestido das mulheres chibuleo, que inicialmente destaca seu trabalho rural na comunidade, é transformado em um corpo político, cujas roupas tornam as mulheres visíveis no espaço público urbano e, com ele, a existência do grupo étnico no âmbito da luta e da demanda pelos direitos dos povos e nacionalidades indígenas no Equador. A indumentária constitui o artefato desenhado com uma intenção política, que representa a identidade ressignificada da população em particular e das minorias étnicas em geral.

As part of research on social conflicts caused by the appropriation and use of lands and other spaces, this article addresses how the Argentine state constructed social threats between 2015 and 2019. The topics explored include who is construed as a threateningsubject, the justification for using violence against these subjects and, more specifically, the notion of citizen versus foreigner used to legitimize the violence. By creating a threat, illegality is legally produced as part of the government's concern for population security and circulation. Legislation, public debates, and national press coverage provide insight into these questions, as does the ethnographic fieldwork the authors have done with migrant organizations and rural and native communities since 1990. The state actions analysed herein should be understood as part of stricter control of migratory movements and borders in recent decades. But these global trends are linked to national and regional histories. In the policies implemented in Argentina between 2015 and 2019, two issues commonly viewed separately in the social sciences and public policies are connected:immigration/border crossing and the indigenous "problem." Thus, the global rhetoric surrounding border control and illegality in Argentina refers to both non-nationals who move to the country and native groups who precede the nation-state. Although citizenship has been increasingly seen as separate from nationality, this article shows how the state continues to connect the two vis-à-vis the concept of foreignness. Additionally, it drawsattention to how theoretical concerns about governmentality can be enriched by questions related to inequalities, disputes over goods and recognition, and, particularly, processes associated with accumulation by dispossession. ; Como parte de um projeto de conflitos sociais para apropriação e uso de terras e espaços, o artigo questiona sobre a construção de ameaças sociais realizadas pelo estado nacional argentino entre 2015 e 2019. Questionamos quem e como eles se constituemcomo sujeitos ameaçadores, como se busca a legitimidade para o exercício da violência contra eles e, mais particularmente, que noções de cidadania e imigração são mobilizadascomo parte dessa legitimação da violência. Esses números ameaçadores servem à produção legal de ilegalidade, como parte da preocupação do governo com a segurança ea circulação da população. Para responder às nossas perguntas, realizamos uma pesquisa sobre os regulamentos legais e as disputas públicas e legais às quais eles deram origem,bem como um comunicado de imprensa de circulação nacional. Por outro lado, realizamos trabalho de campo etnográfico com organizações sociais migrantes e com comunidadesrurais e nativas desde 1990. As ações estaduais analisadas são compreendidas no contexto internacional de securitização de deslocamentos e controle de fronteiras nas últimasdécadas. Agora, essa retórica global está ligada a histórias nacionais e regionais. Assim, nas medidas implementadas na Argentina entre 2015 e 2019, existe um vínculo entre questõescomumente consideradas campos distintos nas ciências sociais e nas políticas públicas: imigração / passagem de fronteira e "problema" indígena. A especificidade adquirida naArgentina pela retórica global de controle de fronteira e ilegalidade reside, portanto, no fato de envolverem estrangeiros que se mudam para o país e grupos de populações nativasque precedem o Estado-nação no mesmo movimento. O artigo mostra que, além das formas recentes de emancipação da cidadania da nacionalidade, as intervenções estataiscontinuam vinculando nacionalidade e cidadania através da atribuição de estrangeiros. Por outro lado, permite advertir que preocupações teóricas sobre governamentalidade podemser enriquecidas ao se complementarem perguntas sobre desigualdades, disputas por ativos e reconhecimento e, principalmente, processos de acumulação por meio de desapropriação. ; Como parte de un proyecto sobre conflictos sociales por la apropiación y uso de tierras y espacios, el artículo se pregunta por la construcción de amenazas sociales efectuada por el Estado nacional argentino entre 2015 y 2019. Interrogamos quiénes y cómo son constituidos como sujetos amenazantes, cómo se busca legitimidad para el ejercicio de la violencia contra ellos y, particularmente, qué nociones de ciudadanía y extranjería semovilizan como parte de esta legitimación de violencias. Estas figuras amenazantes sirven a la producción legal de la ilegalidad, como parte de la preocupación gubernamental por laseguridad y la circulación de la población. Para atender nuestras preguntas realizamos un relevamiento de normativas legales y de disputas públicas y jurídicas a que las mismas dieronlugar, así como un vaciado de prensa de tirada nacional. Por otro lado, venimos realizando trabajo de campo etnográfico con organizaciones sociales migrantes y con comunidadesrurales y originarias desde 1990. Las acciones estatales analizadas se comprenden en el contexto internacional de securitización de los desplazamientos y control de lasfronteras de las últimas décadas. Ahora bien, estas retóricas globales se anudan a historias nacionales y regionales. Así, en las medidas desplegadas en Argentina entre 2015 y 2019 se advierte un vínculo entre temas comúnmente considerados como campos separados en las ciencias sociales y las políticas públicas: inmigración/cruce fronterizo y "problema" indígena. La especificidad que adquieren en Argentina las retóricas globales del control fronterizo y la ilegalidad reside, entonces, en que involucran en el mismo movimiento a no nacionales que se trasladan al país y a grupos de población originaria que preceden al Estado nación. El artículo muestra que, más allá de formas recientes de emancipación de la ciudadanía respecto de la nacionalidad, las intervenciones estatales continúan vinculandonacionalidad y ciudadanía mediante la atribución de extranjería. Por otra parte, permite advertir que las inquietudes teóricas sobre la gubernamentalidad pueden enriquecerse al ser complementadas con preguntas por las desigualdades, las disputas en torno a bienes y reconocimiento y, particularmente, los procesos de acumulación por desposesión.

In this article the author considers Europe to be the result of the sedimentation of many united Europes, starting from the Roman and Carolingian empires, which provide a number of attempts at united Europes: the former with its centre in the south of Europe, the Middle East and North Africa, the latter with its centre in northern Europe. From these attempts at least two Europes began, ultimately producing the present European Union (EU). The first united Europe was made up of a range of European states and was set up by the knightly, noble and feudal classes with the spread of similar styles, structures, religions (Chris-tianity) and powers. This was followed by a second united Europe based on nation-states and modern empires; fruit of the Enlightenment, it was formed in each one by the intellectual classes and then by the entrepreneurial, commercial and financial classes which characterised Europe until the First World War. The third united Europe is the one which emerged from new values – peace and the individual – and is legitimised by a civil society made up of organisations working upwards from the grass roots. Emerging from the aftermath of the Second World War, this third united Europe is still developing. For how long? For as long as possible, it is to be hoped. The second part of the article takes a long look at the future of this third united Europe, analysing four scenarios projected up to 2050. Starting from the present scenario, scenarios for the future are worked out. We can define them in the following ways: 1) the pure catastrophic scenario: it sees the disappearance of the United Europe or this becomes an empty shell; 2) the realistic catastrophic scenario: it sees the United Europe to become an entity in which internal asymmetrical relations take form, completely open towards the strong-est states and close enough (for the circulation and rules) towards the internal peripheral or smaller states or more little, operating a kind of colonialism; 3) the realistic ideal scenario: it sees that the United Europe keeps the "promises" made and the "premises" from which it is born, except that its member states are still strong and their "reserve of powers". Outwards the EU always remains and keeps the features of an International Organisation; 4) finally the pure ideal scenario: it sees the transformation of the EU in a federal state, in which the sovereignty of the federate state remains more and more soft so much that it disappears, at least in the aspects of general coordination and of the management of the EU general policies. The discussion of the four scenarios verifies which of them will be carried out in the future: after 10 years, 20 years, 30 years. 40 years. It is more likely that the fifth scenario occurs, that is a scenario that collects elements from each of the scenarios considered before and it assumes a further configuration with respect to those are forecast. ; Nell'articolo l'autore interpreta l'Europa come sedimentazione di tante Euro-pe Unite a cominciare dall'Impero Romano e dall'Impero Carolingio, che riguardano alcune prove di Europe Unite: la prima con il centro nella parte sud Europa, il Medio Oriente e il nord Africa, e la seconda con il centro nel nord Europa. Da queste prove sono partite almeno due Europe, che si sono succedute fino a sfociare nell'attuale Unione Europea (UE). La "prima Europa Unita" era articolata in tanti stati Europei ed è state creata dalle classi cavalleresche, nobiliari e feudali con la disseminazione di uguali stili, , regole. strutture, fede cristiana e poteri. A questa è succeduta una "seconda Europa Unita" basata su stati nazionali e imperi moderni e creata dall'Illuminismo, e dalle relative classi intellettuali, e poi da classi imprenditoriali, commerciali, finanziarie caratterizzanti l'Europa fino alla prima guerra mondiale. Questa terza Europa Unita è sorta dopo la, e dalla, seconda guerra mondiale, ed è tuttora in sviluppo. Fino a quando? Ovviamente ci si augura per un tempo indefinito. La seconda parte dell'articolo considera ampiamente il futuro di questa terza Europa Unita, e i suoi processi vengono considerati attraverso quattro scenari proiettati al 2050. Partendo dallo scenario attuale, gli scenari per il futuro possono essere i seguenti quattro: (1) lo scenario catastrofico puro: esso prevede la scomparsa della UE o questa diventa un guscio vuoto; (2) lo scenario catastrofico realistico: l'UE diventa un'entità nella quale le relazioni interne sono asimmetriche e prendono la forma completamente aperta verso gli stati più grandi e abbastanza vicini (per la circolazione e le regole) e verso gli stati più piccoli o quelli periferici interni, venendo così a realizzarsi forme di colonialismo; (3) lo scenario ideale realistico: l'UE mantiene le "promesse" dalle quali è nata, eccetto che gli stati membri sono ancora forti e con una loro "riserva di poteri". Esternamente l'UE conserva le caratteristiche di una Organizzazione Internazionale; (4) infine lo scenario ideale puro: la trasformazione dell'UE è uno stato federale entro il quale la sovranità del singolo stato federato diventa più o meno debole a tal punto da scomparire, almeno negli aspetti del coordi-namento generale e della gestione delle politiche generali dell'UE. La discussione dei quattro scenari verifica quelli di essi che saranno realizzati nel futuro: dopo 10 anni, dopo 20 anni, dopo 30 anni, dopo 40 anni. È più probabile che si realizzi il quinto scenario, in quanto scenario che raccoglie elementi da ciascuno dei quattro scenari già considerati, riassumendo una ulteriore configurazione delle cose già previste.

Problem setting. The formation of the rule of law state and civil society in Ukraine is largely conditioned by the state of political culture, which emerges as an important component of the sociocultural image of the nation and at the same time as a structural element of the political system of the state, which determines the nature of the interaction between the state and citizens, the state and institutions of democracy.Recent research and publications analysis. The study of political culture belongs to the sphere of scientific interests of Ukrainian and foreign scientists. Problems of studying political culture were addressed by such Ukrainian scientists as V. Bebyk, M. Golovaty, L. Gorodenko, M. Dmytrenko, L. Nagorna, V Rebkalo, N. Repina, O. Rudakevich, O. Stehnii, M. Trebin, B. Tsymbalistyi and others. Important contributions to the theoretical development ofpolitical culture ideas have also been made by foreign scholars, including G. Almond, R. Jackman, L. Dittmer, R. Ellis, D. Fuchs, R. Lane, J. Lorenz, I. Lustick, S. Maerz, R. Miller, W. Mishler, M. Neumann, L. Pye, W. Rosenbaum, C. Schneider, R. Tucker, S. Verba, et al.Paper objective. The purpose of the article is to study the nature and structure of political culture, to consider the features of its typology.Paper main body. The concept of «political culture» as a subjective dimension of politics was introduced in to scientific circulation only in the XVIII century by German philosopher J. Herder and until the middle of the twentieth century it was view edrather at the level of world-view universalism ratherthaninits specific form sandmanifestations. Through the efforts of G. Almond, S. Verba, L. Pye, D. Kavanagh, and other researchers, the theoretical foundations for considering political culture were developed.In the future, three major theoretical and methodological approaches to defining the essence ofpolitical culture have emerged in political science. The first of these, including the time of its appearance, is an orientation approach that, by its very nature, reduces political culture to the sphere of political consciousness (G. Almond, S. Verba, L. Pye, J. Powell, etc.). But it should be noted that representatives of the orientation approach to the consideration ofpolitical culture leave out of its content elements ofpolitical behavior that have been the subject of special analysis in the writings of a number of scholars (R. Tucker, E. Wind, D. Paul, etc.), who believe that along with the «samples» of political consciousness, political samples must necessarily include «samples» of political behavior. The third theoretical and methodological approach to the analysis of political culture is reflected in the works of such foreign scholars as I. Shapiro, P. Sharan, and others. In these works, political culture is interpreted as a way, style of political activity, as a system of behavioral values, peculiar «spiritual codes» of the behavior of individuals in the political sphere, which testify to the degree of free assimilation of the generally accepted norms andtraditions of public life, to the combination in their daily activities of standard and creative techniques for the exercise of their rights and responsibilities.It should be noted that today the concept of political culture is increasingly enriched by the meanings derived from «culture» as a supernatural reality, which expresses the integrity of life manifestations of society. As a result, political culture acts as a political dimension of the cultural environment, as a characteristic of the consciousness and behavior of individuals and social groups, as an indicator of civilizational development. In this regard, political culture can be interpreted as part of a general culture and inheritance, including a historically formed set ofpolitical knowledge, values, behavior patterns of a social subject (individual, social group, society as a whole) and their implementation in a particular system political relations and political activity. Such an understanding of political culture allows us to distinguish it, according to N. Semke, into three main components: 1) regulatory element (political experience); 2) the value element (political consciousness); 3) behavioral element (models of political behavior).Theoretical and methodological analysis of political culture requires consideration of the typology of this phenomenon. The most popular and scientific application was the classification of political cultures, proposed by G. Almond and S. Verba. The criterion for the typology ofpolitical cultures was the level of «frequency ofdifferent types of cognitive, emotional and evaluative orientations to the political system». On this basis, pure types of political cultures were distinguished: patriarchal, subordinate and participatory.Conclusions of the research. Political culture characterizes the degree and quality of political consciousness and political participation of people in solving state and public affairs, as well as ideological worldview aspects of the spiritual life of society in a specific historical period of its development and existence. ; Статья посвящена анализу понятия «политическая культура». Рассматрива­ются теоретико-методологические подходы к определению сущности политической культуры. Дается сравнительный анализ концепций политической культуры отечественных и зарубежных ученых. Особое внимание уделяется исследованию типологии политической культуры. Автор подробно рассматривает типы полити­ческой культуры классиков политологического сообщества Г. Алмонда и С. Drawing from the examples of newly formed and former democracies, the article examines the directions which the transformation of this political concept has taken in context of the expansion of the public sphere and changes in how the democratic process is implemented. Attention is drawn to how the transition of the forefront of political life from traditional centers of its "distribution"- governments, parliaments, and municipal authorities, to the "fatherland" of the public sphere and media of varying quality has become one of the reasons for the accelerated proliferation of politics of the populist variety. The rise of media in Ukraine, where it falls under complete ownership of centers of oligarchy, provides grounds for mentioning a special type of "oligarchic democracy", which serendipitously exploits the opportunities offered by populism. At the same time, the examples of democratic crises in other nations have become widespread enough, so that they encourage casting doubt on crucial democratic processes, including elections: electoral democracy has formally taken place, although it hasn't fulfilled its essential function of including the citizenry in making key social decisions. Researchers assert that media is not the only source that breathes life into populist politics as a means to seize power. This carries the threat of destroying the very institutions through which the democratic form of government is realized. Transitional democracies are also subjected to the erosion of populism through problems with asserting the supremacy of law and difficulties with establishing liberal market economics, which should have been synchronized with their political transformation. Authors refer to the fact, that populism is a problem shared by governments with diverse histories of democratic life. Behind democracy always lurks the threat of false self-rule, which can lead to the rise of new authoritarian regimes under the guise of populist conservative declarations and national protectionism. Russia could become an example of this, after its wholly democratic process of voting on amendments to its national constitution, which is expected during 2020. Controversy in equal or greater measure has also surrounded the future of Great Britain after Brexit. ; W artykule zostały przeanalizowane kierunki przemian systemu politycznego w kontekście poszerzania sfery publicznej i zmian w stosowaniu procedur demokratycznych na przykładach nowych i tradycyjnych demokracji. Zwraca się uwagę, że przesunięcie proscenium życia politycznego ze zwykłych ośrodków jego "rozmieszczania" - rządu, parlamentu, jednostek samorządu terytorialnego - do sfery reklamy i mediów różnej wielkości stało się jedną z przyczyn przyspieszonego rozwoju polityki populistycznej. Oddziaływanie mediów na Ukrainie, gdzie są one całkowicie zdane na łaskę ośrodków oligarchicznych, pozwala mówić o ukształtowaniu się na tym etapie rozwoju społeczeństwa szczególnego typu "demokracji oligarchicznej", która z powodzeniem wykorzystuje potencjał populizmu. Jednocześnie przykłady kryzysu demokracji w innych krajach okazały się na tyle rozpowszechnione, że zakwestionowały kluczowe procedury demokratyczne, w szczególności wybory: demokracja wyborcza formalnie miała miejsce, ale nie spełnia swojego zadania polegającego na angażowaniu obywateli w proces podejmowania ważnych decyzji publicznych i w ogóle partycypacji politycznej. Badacze są przekonani, że media nie są jedynym narzędziem zapewniającym podbój i utrzymanie władzy. Populizm grozi zdyskredytowaniem tych instytucji, które w rzeczywistości urzeczywistniają demokratyczną formę rządów. Demokracje tranzytowe cierpią z powodu erozji spowodowanej nadmiarem populizmu, także w wyniku problemów z ustanowieniem państwa prawa w tych krajach i powstaniem liberalnej gospodarki rynkowej. Pozytywne zmiany w tych obszarach należy zsynchronizować z deklarowanymi przemianami ustrojowymi. Autorzy zwracają uwagę, że populizm jest częstym problemem państw o odmiennych historiach demokratycznych rządów. Za tym grozi powstanie pseudopopularnych rządów, które ostatecznie kończą się pojawieniem się nowych autorytarnych reżimów pod pozorem populistycznych, konserwatywnych idei i państwowego protekcjonizmu. Przykładem może być Rosja po całkowicie demokratycznym głosowaniu nad zmianą Konstytucji Federacji Rosyjskiej w 2020 roku. Przyszłość demokracji w Wielkiej Brytanii po Brexicie i za rządów populisty Borisa Johnsona wygląda nie mniej kontrowersyjnie pod względem stosowania demokratycznych procedur wyborczych i ich wyników. ; В статье на примерах новых и традиционных демократий рассматриваются направления трансформации этого политического режима в контексте расширения публичной сферы и изменений в использовании демократических процедур. Обращено внимание на то, что перемещение авансцены политической жизни из привычных центров ее «дислокации» – правительство, парламент, органы местного управления – в сферу публичности и медиа разного калибра стало одной из причин ускоренного развития политики популистского толка. Влияние медиа в Украине, где они тотально находятся во власти олигархических центров, дают основания говорить о формировании на этом этапе развития общества особенного типа «олигархической демократии», которая успешно эксплуатирует потенциал популизма. В то же время примеры кризиса демократии в других странах оказались настолько распространенными, что поставили под сомнение ключевые демократические процедуры, в частности выборы: электоральная демократия формально состоялась, но не выполняет своей задачи привлечения граждан к процессу принятия важных общественных решений и политического участия в целом. Исследователи убеждены, что медиа не единственный инструмент, который обеспечивает завоевание и удержание власти. Популизм несет угрозу дискредитации тех институтов, которые, собственно, и делают реальностью демократическую форму правления. Транзитные демократии страдают от эрозии, вызванной переизбытком популизма, еще и в следствие проблем с утверждением в таких странах верховенства права и становлением либеральной рыночной экономики. Позитивные изменения в этих сферах должны синхронизироваться с декларируемыми политическими трансформациями. Авторы указывают на то, что популизм является общей проблемой для государств с разной историей демократического правления. За этим просматривается угроза становления псевдонародовластия, что в конечном итоге завершается появлением новых авторитарных режимов под прикрытием популистских консервативных идей и государственного протекционизма. Примером может стать Россия после вполне демократического процесса голосования о внесении поправок в Конституцию РФ уже 2020 году. Не менее противоречиво с точки зрения использования демократических электоральных процедур и их результатов выглядит будущее демократии в Великобритании после Brexit и во время правления популиста Бориса Джонсона.

Este documento presenta una revisión de la literatura teórica sobre la economía política del presupuesto, describe el proceso presupuestal en Colombia con sus problemas y limitaciones, y explora en detalle los componentes de transferencias y de inversión del Presupuesto General de la Nación (PGN), cuya composición es más compleja de evaluar por la naturaleza y la variedad de sus partidas. Estos dos componentes representan cerca del 60% del PGN y evidencian una gran inflexibilidad del gasto público, especialmente en transferencias. La inflexibilidad tiene origen en la diversidad de apropiaciones con respaldo legal, que limitan el margen de maniobra de los gobiernos a la hora de formular el presupuesto. La inversión está integrada por una gama amplia de programas sociales y subsidios con respaldo político y por proyectos de infraestructura, que en algunos casos corresponden a compromisos adquiridos en vigencias anteriores, a través de las denominadas vigencias futuras, las cuales también inflexibilizan el PGN. La rigidez del PGN se profundiza con la aprobación frecuente de leyes que generan gasto adicional de manera transitoria o permanente. ; This paper presents a review of the theoretical literature on the political economy of the government budget, describes the budget process in Colombia with its problems and limitations, and explores in detail the transfer and investment components of the General Budget of the Nation, whose composition is more complex to evaluate due to the nature and variety of its items. These two components represent close to 60\% of the budget and show great inflexibility of public spending, especially in transfers. The inflexibility stems from the diversity of appropriations with legal backing, which limits the margin of maneuver for governments when formulating the budget. The investment is made up of a wide range of social programs and subsidies with political support and infrastructure projects, which in some cases correspond to commitments acquired in previous periods, through so-called "vigencias futuras", which also contribute to the inflexibility of the budget. The rigidity of the budget deepens with the frequent approval of laws that generate additional spending on a temporary or permanent basis. ; El Presupuesto General de la Nación: Una aproximación a las partidas de transferencias e inversión Enfoque El Presupuesto General de la Nación (PGN) es el instrumento mediante el cual el Gobierno Nacional asigna los recursos públicos con el fin de alcanzar diferentes objetivos de política fiscal, dentro de los cuales se destacan el crecimiento económico de largo plazo, la estabilización económica y la distribución del ingreso. El PGN se divide entre un componente de ingresos y otro de gastos que, por el principio de equilibrio presupuestal, establecido en el Estatuto Orgánico, debe ser del mismo valor. El componente de gastos incluye las apropiaciones para funcionamiento, inversión y servicio de la deuda. A su vez, el rubro de funcionamiento incluye las apropiaciones para cubrir el costo de la nómina, atender los gastos generales de la administración y pagar las transferencias. El documento explora en detalle las partidas que integran el presupuesto de transferencias y de inversión, cuya composición es más compleja de evaluar por la naturaleza y la variedad de las partidas que allí se clasifican, la cuales en conjunto explican cerca del 60% del PGN. Las cifras analizadas corresponden a una gama amplia de apropiaciones que reflejan la orientación de la política fiscal y evidencian una gran inflexibilidad del gasto público en estos dos componentes del PGN. Contribución El documento presenta inicialmente una revisión de la literatura sobre la economía política del presupuesto y una descripción detallada del proceso presupuestal en Colombia, haciendo énfasis en los problemas y limitaciones que enfrenta el PGN. Posteriormente, se indaga de manera minuciosa acerca de la composición de los rubros de transferencias y de inversión. Estos dos componentes evidencian una gran inflexibilidad del gasto público, que se profundiza por la aprobación de leyes que generan gasto adicional con carácter transitorio o permanente. En el periodo 2003-2019 se aprobaron 1.224 leyes, de las cuales 566 tienen impacto fiscal, con un gasto permanente de 23 billones de pesos. Resultados Las cifras analizadas en el documento revelan que el componente de transferencias del PGN es altamente inflexible, puesto que las partidas que lo integran están amparadas en la Constitución y en la Ley, lo que convierte el ejercicio de presupuestación anual en una labor mecánica e incremental. Por el lado de la inversión, existe un mayor espacio para realizar la programción de manera autónoma y para realizar ajustes en el momento en que las condiciones macroeconómicas así lo exijan. No obstante, la utilización cada vez más frecuente de las denominadas vigencias futuras y los programas sociales que se trasladan a través de los diferentes gobiernos han venido imprimiendo mayor rigidez a la inversión. Contrario a lo esperado, solo el 20% del presupuesto de inversión corresponde a proyectos de infraestructura. En términos generales, el margen de maniobra de los gobiernos para definir la distribución del PGN es cada vez más estrecho. Con la normatividad vigente, se configuran una serie de relaciones e incentivos entre el Legislativo y el Ejecutivo que favorecen la expansión del gasto y la inflexibilización del PGN. The article is devoted to the research of legal and organizational principles of ensuring information security of states in the modern conditions of development of information society. Theoretical approaches to the definition of the essence of «information security» and «national security» are analyzed and their interrelation is proved. The urgency of the chosen topic of scientific research is caused by the fact that confrontation in the information sphere becomes a fundamentally new sphere of competition between the states. The rapid pace of development of information and communication technologies, creation of a global information space has led to many cybernetic threats in important spheres of political, economic, social and cultural life of society. The paper presents the results of the analysis of information security of the state as a factor of influence on the national security of the state as a whole, and thus defines information security as an integral part of national security. Given the magnitude of the global information challenge, the inability to address these issues through the efforts of individual states, the article explores the issue of international cooperation in providing international information security within the United Nations. The contents of the basic international legal acts adopted by the UN General Assembly, which indicate the threats to the international security of the information space and the need for the states to take joint action to counter the challenges in the field. Particular attention is paid to the peculiarities of regional cooperation of states in providing information security within the European Union. It is determined that this area of EU activity is one of the priorities for today. The main EU normative acts are analyzed, which present the European approach to the problem of information security. The general characteristics of the activities of the special bodies of the EU (European Union Agency for Network and Information Security - ENISA, European Cybercrime Centre), whose activities are aimed at providing information security, are given. The article explores the issues of guaranteeing information security of Ukraine and protection of the national information space. The types of real and potential information threats to the information space of Ukraine are revealed, as well as practical recommendations are given on improving the state information policy and creating an effective system of counteracting cyberspace threats. Emphasis is placed on the fact that state information policy should reflect urgent issues that have arisen in the international information and information security sphere. Effective implementation of strategic priorities, basic principles and tasks of the state information security policy requires improvement of legal and organizational mechanisms of information security management. ; Статья посвящена исследованию правовых и организационных основ обеспечения информационной безопасности государств в современных условиях развития информационного общества. Визначається, що цей напрям діяльності ЄС є одним із пріоритетних на сьогодні. Проаналізовані основні нормативно-правові акти ЄС, у яких представлений європейський підхід до проблеми забезпечення інформаційної безпеки. Дається загальна характеристика діяльності спеціалізованих органів ЄС (Європейське агентство з питань мережевої та інформаційної безпеки – ENISA, Європейський центр боротьби з кіберзлочинністю), діяльність яких направлена на забезпечення інформаційної безпеки. У статті досліджуються питання гарантування інформаційної безпеки України та захисту національного інформаційного простору. Розкриваються види реальних і потенційних інформаційних загроз для інформаційного простору України, а також надано практичні рекомендації щодо вдосконалення державної інформаційної політики та створення ефективної системи протидії загрозам кіберпростору. Акцентується увага на тім, що державна інформаційна політика повинна відбивати нагальні питання, що склалися у міжнародній інформаційній сфері та сфері забезпечення інформаційної безпеки. Ефективна реалізація стратегічних пріоритетів, основних принципів і завдань державної політики інформаційної безпеки потребує вдосконалення правових та організаційних механізмів управління інформаційною безпекою.

Background Past research in population health trends has shown that injuries form a substantial burden of population health loss. Regular updates to injury burden assessments are critical. We report Global Burden of Disease (GBD) 2017 Study estimates on morbidity and mortality for all injuries. methods We reviewed results for injuries from the GBD 2017 study. GBD 2017 measured injury- specific mortality and years of life lost (YLLs) using the Cause of Death Ensemble model. To measure non- fatal injuries, GBD 2017 modelled injury- specific incidence and converted this to prevalence and years lived with disability (YLDs). YLLs and YLDs were summed to calculate disability- adjusted life years (DALYs). Findings In 1990, there were 4 260 493 (4 085 700 to 4 396 138) injury deaths, which increased to 4 484 722 (4 332 010 to 4 585 554) deaths in 2017, while age- standardised mortality decreased from 1079 (1073 to 1086) to 738 (730 to 745) per 100 000. In 1990, there were 354 064 302 (95% uncertainty interval: 338 174 876 to 371 610 802) new cases of injury globally, which increased to 520 710 288 (493 430 247 to 547 988 635) new cases in 2017. During this time, age- standardised incidence decreased non- significantly from 6824 (6534 to 7147) to 6763 (6412 to 7118) per 100 000. Between 1990 and 2017, age- standardised DALYs decreased from 4947 (4655 to 5233) per 100 000 to 3267 (3058 to 3505). Interpretation Injuries are an important cause of health loss globally, though mortality has declined between 1990 and 2017. Space debris have been generated in the last 60 years as the by-product of the exploration and exploitation of the circumterrestrial space. Due to the dramatic growth of the number of debris in space, the active intervention by the scientific community has become necessary. Indeed, an uncontrolled increase of debris in the circumterrestrial space can provoke both environmental damages and possible risks of collision for active missions. In 2007, the United Nations General Assembly has developed a set of guidelines to limit the amount of debris generated by space launches and to minimize the possibility of later fragmentations. In this context, the Revolutionary Design of Spacecraft through Holistic Integration of Future Technologies project (ReDSHIFT) was funded by the European Union. The main idea is to approach the debris mitigation issues from different perspectives, prone to suggest innovative solutions to this pressing problem, having always in mind, beyond the specific mission requirements, the minimization of the environmental impact of the spacecraft. The first step toward this direction is to understand if the dynamical perturbations in the circumterrestrial space can drive the spacecraft toward a natural re-entry. Indeed, perturbations acting on the spacecraft can induce periodical variations in the orbital eccentricity and inclination, which can potentially be exploited. Passive solutions of this kind would be preferred if they result to be affordable for the space operators and not risky for the space environment. In the present work, we will focus on the Low Earth Orbit (LEO) region, which constitutes the most densely populated orbital environment, and on the dynamical effects caused by three different perturbations: the high-degree zonal harmonics of the geopotential, the lunisolar gravitational attraction, and the solar radiation pressure (SRP). At specific values of inclination, these perturbations can foster the orbital decay inducing a quick increase of the eccentricity, if a well-defined resonance condition is satisfied. Following the work of Schettino et al. [2017, 2019], we make a deep analysis of the role of the resonances which act on the spacecraft dynamics in LEO. By means of a numerical computation of the Fourier transform, we characterize the evolution of the eccentricity of a dense set of orbits in terms of the main spectral components. In particular, we choose a suitable set of initial conditions for quasi-circular orbits spanning the LEO region for different values of semi-major axis a, from a=R⊕+800km up to a=R⊕+1600km, where R⊕ =6378.1363km is the radius of the Earth, and inclination i, from i = 0°up to i = 90°. Moreover, we selected two different values of the area-to-mass ratio of the object, in order to understand how natural perturbations, in particular SRP, can influence the orbit dynamics, depending on the A/m value. The aim of the spectral analysis described in this thesis is to clearly link each frequency signature found in the eccentricity spectrum to the dynamical effect which generates it, in order to build a frequency cartography of the LEO region. Indeed, the detailed analysis of the principal spectral components turns out to be a powerful tool to enable a better understanding of the relative importance of each gravitational and non-gravitational perturbation in the LEO region as a function of the initial semi-major axis, eccentricity and inclination of the object. In particular, the amplitude of the spectral signature produced by a perturbation on a given orbit gives an estimate of the corresponding eccentricity variation; this quantity can be compared with the numerical results in the time domain and the analytical expressions provided by theory, in order to give a comprehensive and more robust picture of the eccentricity evolution. Together with the dynamical maps in the time domain, performed in the framework of ReDSHIFT (see, e.g., Alessi et al. [2017, 2018]), our analysis can be exploited to identify the orbits where a significant growth of eccentricity, led by one or more perturbations, can assist the passive disposal of objects at their end-of-life or to optimize the design of low-cost manoeuvres, aimed at re-entering. Indeed, for some orbits, the frequency cartography is capable to disclose effects which do not show up as clearly in the temporal maps. This thesis is organized as follows: in Chapter 1 we briefly present the issue of space debris and the recommended mitigation strategies, focusing, in particular, on the aims of the ReDSHIFT project. In Chapter 2 we describe the dynamical model adopted for the numerical propagation in the time domain. We recall the analytical developments of the natural perturbations acting on objects in LEO, and, by means of the Lagrange planetary equations, we describe the main effects on the orbital elements due to each perturbation. Furthermore, after having defined what we mean by resonant condition, we analyse different kinds of resonances, due to one or more perturbations. In particular, we focus on their effect on the eccentricity evolution, in order to compare, later in Chapter 4, our results with the analytical findings. In Chapter 3 we extensively explain the simulation scenario and the mathematical tools exploited in our study. We describe the Fourier transform and the method we used to identify the main frequency signatures, which characterize the eccentricity evolution of the orbits. Finally, in Chapter 4, we outline the numerical results of our analysis. This will be done, in turn, by describing some exemplificative cases. We provide a full description of the frequency charts, obtained with our method, comparing the results in the frequency domain with the findings in the time domain. Finally, we draw some conclusions on possible practical applications of the frequency cartography.

This thesis aims to form the basis of research on the Icelandic street art by detailing the main events that spurred the development of this art movement and by describing the key factors that shaped the evolution of this artistic movement in Iceland and the societal reaction towards it. The presented theoretical material aims to enable discussion on street art substance in this one particular country, taking into consideration the scope of definitions applied in international street art research. While regarding already existing studies on this artistic movement in other countries, this thesis presents the local specifics in order to highlight the differences in artistic and social approach. The topic was chosen due to personal interests that grew expansively while the author was living in Iceland. The possibilities to directly observe the evolving contemporary art scene and participate in the ongoing changes served as a factual basis for further research. Author noticed the sizeable gap in the research on Icelandic art, especially available to international academic forums. Moreover, there has been no previously conducted research on Icelandic street art, and, to date, only limited study on Icelandic contemporary art is available. Another factor for the choice of theme was the particular interest in the contemporary artistic movements that raise the question of applicable art definitions and hence also the scope of research, which demands a multidisciplinary approach. Street art, as a dynamic socio – artistic movement, encompasses such an approach and challenges the researchers to apply various methods of art history, combined with sociological approach, in order to conduct research on graffiti, street art or broader urban creativity. Due to the ambivalent nature of street art as well as the possible legal consequences it carries, accessing the functional sources for academic purposes is crucial. This study involves materials obtained direct in local research, through interviews and field work but also municipal documentation and information provided in domestic press and social media. It seemed essential to present the most important occurrences in local political and social history and to summarize the factors that allowed the formation and development of Icelandic street art. Due to the pioneering element of the study, the monography of the movement seemed more appropriate than a detailed analysis of particular artworks or artists' biographies adopting methodologies designed for the history of art.:PART I Theory 1. Problem setting. The formation of the rule of law state and civil society in Ukraine is largely conditioned by the state of political culture, which emerges as an important component of the sociocultural image of the nation and at the same time as a structural element of the political system of the state, which determines the nature of the interaction between the state and citizens, the state and institutions of democracy.Recent research and publications analysis. The study of political culture belongs to the sphere of scientific interests of Ukrainian and foreign scientists. Problems of studying political culture were addressed by such Ukrainian scientists as V. Bebyk, M. Golovaty, L. Gorodenko, M. Dmytrenko, L. Nagorna, V Rebkalo, N. Repina, O. Rudakevich, O. Stehnii, M. Trebin, B. Tsymbalistyi and others. Important contributions to the theoretical development ofpolitical culture ideas have also been made by foreign scholars, including G. Almond, R. Jackman, L. Dittmer, R. Ellis, D. Fuchs, R. Lane, J. Lorenz, I. Lustick, S. Maerz, R. Miller, W. Mishler, M. Neumann, L. Pye, W. Rosenbaum, C. Schneider, R. Tucker, S. Verba, et al.Paper objective. The purpose of the article is to study the nature and structure of political culture, to consider the features of its typology.Paper main body. The concept of «political culture» as a subjective dimension of politics was introduced in to scientific circulation only in the XVIII century by German philosopher J. Herder and until the middle of the twentieth century it was view edrather at the level of world-view universalism ratherthaninits specific form sandmanifestations. Through the efforts of G. Almond, S. Verba, L. Pye, D. Kavanagh, and other researchers, the theoretical foundations for considering political culture were developed.In the future, three major theoretical and methodological approaches to defining the essence ofpolitical culture have emerged in political science. The first of these, including the time of its appearance, is an orientation approach that, by its very nature, reduces political culture to the sphere of political consciousness (G. Almond, S. Verba, L. Pye, J. Powell, etc.). But it should be noted that representatives of the orientation approach to the consideration ofpolitical culture leave out of its content elements ofpolitical behavior that have been the subject of special analysis in the writings of a number of scholars (R. Tucker, E. Wind, D. Paul, etc.), who believe that along with the «samples» of political consciousness, political samples must necessarily include «samples» of political behavior. The third theoretical and methodological approach to the analysis of political culture is reflected in the works of such foreign scholars as I. Shapiro, P. Sharan, and others. In these works, political culture is interpreted as a way, style of political activity, as a system of behavioral values, peculiar «spiritual codes» of the behavior of individuals in the political sphere, which testify to the degree of free assimilation of the generally accepted norms andtraditions of public life, to the combination in their daily activities of standard and creative techniques for the exercise of their rights and responsibilities.It should be noted that today the concept of political culture is increasingly enriched by the meanings derived from «culture» as a supernatural reality, which expresses the integrity of life manifestations of society. As a result, political culture acts as a political dimension of the cultural environment, as a characteristic of the consciousness and behavior of individuals and social groups, as an indicator of civilizational development. In this regard, political culture can be interpreted as part of a general culture and inheritance, including a historically formed set ofpolitical knowledge, values, behavior patterns of a social subject (individual, social group, society as a whole) and their implementation in a particular system political relations and political activity. Such an understanding of political culture allows us to distinguish it, according to N. Semke, into three main components: 1) regulatory element (political experience); 2) the value element (political consciousness); 3) behavioral element (models of political behavior).Theoretical and methodological analysis of political culture requires consideration of the typology of this phenomenon. The most popular and scientific application was the classification of political cultures, proposed by G. Almond and S. Verba. The criterion for the typology ofpolitical cultures was the level of «frequency ofdifferent types of cognitive, emotional and evaluative orientations to the political system». On this basis, pure types of political cultures were distinguished: patriarchal, subordinate and participatory.Conclusions of the research. Political culture characterizes the degree and quality of political consciousness and political participation of people in solving state and public affairs, as well as ideological worldview aspects of the spiritual life of society in a specific historical period of its development and existence. ; Статья посвящена анализу понятия «политическая культура». Рассматрива­ются теоретико-методологические подходы к определению сущности политической культуры. Дается сравнительный анализ концепций политической культуры отечественных и зарубежных ученых. Особое внимание уделяется исследованию типологии политической культуры. Автор подробно рассматривает типы полити­ческой культуры классиков политологического сообщества Г. Алмонда и С. Вербы, а также классификации В. Розенбаума, Е. Вятра и ряда других ученых. ; Стаття присвячена аналізу поняття «політична культура». Розглядаються теоретико-методологічні підходи до визначення сутності політичної культури. Наданий порівняльний аналіз концепцій політичної культури вітчизняних і зарубіж­них вчених. Особлива увага приділяється дослідженню типології політичної куль­тури. Автор докладно розглядає типи політичної культури класиків політологічно­го співтовариства Г. Алмонда і С. Верби, а також класифікації У. Розенбаума, Є. Вятра і деяких інших вчених.
