Die Sorgen der Bevölkerung richten sich vor allem auf die hohe Inflation und insbesondere die Entwicklung der Energiekosten, gefolgt von dem Krieg in der Ukraine und dem Eindruck, dass die Weltlage immer unberechenbarer wird. 61 Prozent machen sich darüber hinaus Sorgen, dass die Energieversorgung nicht gesichert sein könnte. Die Befürchtungen, dass dies auch für die eigene Versorgung In diesem Winter gilt, ist in den letzten Wochen jedoch steil zurückgegangen. Die aktuellen Krisen bestimmen zwar die Sorgen der Bevölkerung, haben aber die Herausforderungen des Klimawandels wie auch das Anliegen, soziale Unterschiede zu begrenzen, nicht aus dem Bewusstsein verdrängt. Dagegen ist die Pandemie völlig in den Hintergrund getreten: Am Jahresbeginn zählte sie noch bei 60 Prozent zu den größten Sorgen, aktuell nur noch bei 24 Prozent. Auch die Entwicklung der Staatsfinanzen ist nur für eine Minderheit der Bürger und Bürgerinnen Anlass zur Sorge (33 Prozent).
Das Vertrauen, dass die Politik die aktuellen Probleme und künftigen Herausforderungen in den Griff bekommt, ist zurzeit begrenzt - angesichts der Dimension der Probleme, der Abhängigkeit von globalen Veränderungen und multiplen Krisen nicht überraschend. Dabei wird das Zutrauen in die Politik erheblich davon beeinflusst, ob von politisch induzierten Veränderungen, von Reformen persönliche Nachteile erwartet werden. Am ehesten werden der Regierung die Sicherung der Energieversorgung, die Begrenzung der Energiekosten und die Bewältigung der Pandemie zugetraut, am wenigsten die Bewältigung und Begrenzung sozialer Unterschiede, von gesellschaftlichen Spaltungstendenzen und die Bekämpfung des Klimawandels. Ein Problem der aktuellen Zusammenballung von Krisen ist, dass die Bevölkerung die Politik permanent als Krisenmanager erlebt und nicht als Gestalter mit einer längerfristigen Perspektive.
In Deutschland wird der sozialen Spreizung immer große Bedeutung beigemessen, ein Befund, den auch die aktuellen Sorgen der Bevölkerung erneut bestätigen. Entsprechend werden auch politische Maßnahmen oft besonders unter dem Aspekt ihrer Wirkungen auf die sozialen Schichten und ihrer sozialen Ausgewogenheit bewertet. Zurzeit halten nur 12 Prozent der Bevölkerung die Regierungspolitik
für sozial ausgewogen, während 75 Prozent nicht den Eindruck haben, dass Be- und Entiastungen gerecht auf die verschiedenen Schichten verteilt werden.

Africa reportedly exhibits lower overall levels of electoral integrity compared to other world regions. Remedying this situation has occasioned an explosion in the adoption of election technology. In 2023, Nigeria joined the wave of election digitalisation by holding its most technologically advanced polls since the inception of the Fourth Republic. But evidence from the elections contradicts the much-touted credibility guarantees that such technology comes with.
Previous elections in Nigeria have witnessed a consistent decline in voter participation. Turnout in the just-ended 2023 presidential elections was a paltry 29 per cent, down from 69 per cent in 2003 and 53 per cent in 2011.
Popular distrust in the electoral process generally, and in the Independent National Electoral Commission (INEC) particularly, has seen voter apathy in recent elections reach record levels.
To salvage this situation, Nigeria has adopted digital technology to, among other things, enhance transparency and integrity in the electoral process and boost popular confidence in the INEC. Digital technology is expected to guarantee a credible electoral roll and bring some robustness to voter-accreditation processes, while simultaneously enabling public access to results in real time.
However, the technology deployed in the 2023 elections proved to be insufficient in resolving these credibility deficits. Aside from the multiple technical challenges that bedevilled the technology in the course of these elections, voter turnout was the lowest in the history of the Fourth Republic and popular trust in the electoral process and the INEC does not seem salvageable in the short term.
Ensuring that digital technologies guarantee credible elections in sub-Saharan Africa requires governments, democracy promoters, civil society groups, and international organisations prioritise election cybersecurity, build up local technical capacities, and focus on Election Management Bodies becoming more transparent, especially regarding the use of such technology.

Auf die Machtübernahme der Taliban haben die zentralasiatischen Nachbarn Afgha­nistans überwiegend pragmatisch reagiert. Für die autokratisch regierten, säkularen Staaten an der Peripherie des ehemaligen sowjetischen Imperiums stehen die wirt­schaftliche Zusammenarbeit mit dem südlichen Nachbarn und eine dafür notwendige rasche Stabilisierung der humanitären und politischen Verhältnisse im Vordergrund des Interesses. Folgt man offiziellen Darstellungen, so wird Zentralasiens gefestigte Säkularität durch den Islamismus der Taliban nicht herausgefordert. In den sozialen Medien zentralasiatischer Länder dagegen erscheint das islamische Emirat der Tali­ban als politisches Gegenmodell, dessen Bewertung umso positiver ausfällt, je größer die diskursiven Freiräume in den einzelnen Staaten sind und je offener die Regierungs­politik selbst den Taliban begegnet. Dies offen­bart einen Trend hin zu islamistisch inspirierten Identitätsbildungen, den Zensur und Repression kaum aufhalten werden. (Autorenreferat)

This article explores Angela Merkel's decision to open Germany's borders to refugees in September 2015 and her support for the EU-Turkey statement in March 2016. While the first policy offered relief to refugees, the second was designed to significantly reduce the number of refugees coming to Europe. Besides the seemingly contradictory rationale behind these two foreign policy decisions, the role that domestic media played in Merkel's decision to open the borders was remarkable. The connection between media reports and public opinion has long been established, whereas the connection between foreign policy and the media is more recent. However, the link between all three and how they operate together is yet to be studied. By exploring these connections, we show how foreign policy decisions can be accepted by locals within a language context that fosters identification with outsiders. Similarly, a shift in the discourse, which contributed to the perception of a divergence of interests between the local population and the refugees, helps to understand the subsequent change in foreign policy. In short, we show how this shift provides an insight into the parallels between domestic media discourses, public opinion and foreign policy decisions. We apply deductive qualitative content analysis to demonstrate this connection.

Angesichts globaler Krisendiagnosen setzen einige Aktivist*innen nicht primär auf Reformen innerhalb der bestehenden Verhältnisse - sie träumen von einer komplett anderen Ordnung. Oftmals ziehen sie sich deswegen aus bestehenden Institutionen und dem Alltag der Mehrheitsgesellschaft zurück. Anstelle von Eskapismus kann es sich bei ihrem Rückzug aber auch um radikalen Widerstand handeln. Der Autor stellt ein Netzwerk an Aktivist*innen in den Mittelpunkt seiner empirischen Studie, die zwischen den frühen 1970er Jahren und der Jahrtausendwende in den USA in "Kommunen", "intentionale Gemeinschaften" und "Ökodörfer" zogen. Die Analyse zeichnet die historischen Veränderungen nach und beschreibt anschaulich, welche Widersprüche sich in der Praxis für die Aktivist*innen bei dem Versuch ergaben, alternative Lebensformen zu entwickeln, um so die Verhältnisse grundlegend zu transformieren.

The analysis discusses domestic sources of China's diplomatic offensive in Europe following the outbreak of Covid-19, with a focus on the central and eastern parts of the continent. By examining selected case studies of countries competing for Chinese medical supplies in the time of the global crisis, it demonstrates how the party-state leadership with "Xi Jinping at the core" has been promoting the narrative of its transparent and timely response to the outbreak of the pandemic, while at the same time nurturing its image as a (benevolent) global leader in the struggle against the coronavirus. The article argues that mask diplomacy has served two overlapping domestic and foreign policy goals: aiming to cover up China's leadership's failure to contain the pandemic in its initial stage, while also turning acts of foreign gratitude to its advantage in seeking domestic public approval and the legitimacy of the Chinese Communist Party governance. Es lässt sich ein Trend verzeichnen, nach dem gewalttätig rassistische Haltungen sowohl von extrem rechten als auch reaktionär-bürgerlichen Milieus geteilt werden und sich im öffentlichen Diskurs normalisieren. Diese Situation spiegelt wider, was die soziologische Einstellungsforschung seit Jahren attestiert: Zivilgesellschaften sind nicht unbedingt progressiv, demokratisch und gemeinwohlorientiert. Sie können reaktionär, antidemokratisch und aggressiv eigenwohlorientiert sein. Mit Blick auf diese "dunkle Seite der Zivilgesellschaft" untersucht der Band speziell für solche Problemkonstellationen konzipierte Projekte einer menschenrechtsorientierten Gemeinwesenarbeit (GWA). Dabei werden Gelingensbedingungen für sozialräumliche Veränderungsprozesse zu mehr demokratischer Alltagskultur durch GWA beleuchtet und Vorschläge für deren konzeptuelle Weiterentwicklung entwickelt.

The recent decades more than anything else have revealed the ambivalence not only of the articulated expectations about the digital public sphere but also of the "real" development itself. This thematic issue of Media and Communication highlights some of the criticalities and specificities of the evolution of the public sphere during this period where digital communication ecosystems are becoming increasingly central. The different articles offer a polyphonic perspective and thus contribute significantly to the debate on the transformations of the public sphere, which -in the time of the Covid-19 pandemic- dramatically affect the very essence of our democracy.

Despite its potential risks, nuclear power energy offers some economic benefits including cheap electricity. This benefit clarifies part of the reason why people support nuclear energy. Our research examined whether there was a difference in the acceptance of nuclear energy across 27 European countries in 2009, before the Fukushima accident. In particular, we analyzed how each factor at the individual and contextual level influences the acceptance. To answer this question, we set up the acceptance of nuclear energy as a dependent variable, and 5 perception variables at the individual level and 11 structural ones at the contextual level as independent variables. We executed multilevel modeling by using a Eurobarometer survey, which covered 27 European countries. The analysis results showed that at the individual level, the perceived benefit explained the largest variance of the acceptance, followed by perceived risk and trust. At the contextual level, the share of the energy supply by nuclear power, environmentalism and ideology influenced the acceptance of nuclear energy. This study shows that individuals' acceptance of nuclear energy is based on individual beliefs and perceptions, but it is also influenced by the institutional and socio-cultural context which each country faces.

Welche Bedeutung haben YouTube und die dort veröffentlichten Videos und Kommentarspalten für neue Formen von Protest, Kunst und Theater? Die vorliegende Studie geht dieser Frage nach und analysiert mit theaterwissenschaftlichen und empirischen kommunikationswissenschaftlichen Methoden, wie sich Inszenierungen zu intermedialen Akteursnetzwerken zwischen Gesellschaft und Technik entfalten und dabei neue Öffentlichkeiten jenseits der Grenzen von Online- und Offline-Welten entstehen. Mit YouTube als institutionellem Rahmen, der Videos nicht nur 'ausstellt', sondern aktiv an ihren Produktions- und Rezeptionsprozessen mitwirkt, werden die Grenzen von Kommunikations- und Bühnenräumen, von Theater- und Kunstöffentlichkeiten gesprengt; lokale Protestereignisse entspinnen sich zu transnationalen Netzwerken. So erreichen Protestakteure mit ihren Botschaften zwar neue Adressaten, können zugleich aber selbst zur Zielscheibe scharfer Kritik der Online-Öffentlichkeit werden.

The public libraries of Columbia need to situate themselves as places for inclusion, social cohesion, construction of citizenship, and local memory as part of the post-conflict peace process. Colombia's leaders and institutions, including libraries, have an obligation to go beyond the laws and regulations to achieve the vision of the future that has emerged from the negotiations in Havana, Cuba. There are actions that can be undertaken by libraries to promote social transformation at this historic time. Libraries are territories of peace, where librarians can undertake initiatives that build on citizens' dreams of a prosperous future.

By using the concept of public sphere this article analyzes the dynamics of publicization the French nuclear power controversy by social movement. I recount the emergence of the antinuclear phenomenon since the sixties, its deployment across multiple oppositional public spheres, and its repercussions on the dynamics of public sphere until the year 2010. I highlight the ongoing interaction, over the decades, between oppositional public spheres and the established public sphere. This interaction results in a crossed process of empowerment and institutionalization of the action of social movements.

Climate protection issues are receiving more attention in China. Responding to this survey, 133 environmental and climate protection experts indicated that the government is a key factor in raising awareness of climate protection in China. Experts participating in the survey also referred to the role of the media - in particular social media - NGOs and educational institutions in spreading climate protection awareness. Additionally, interviews were carried out with 40 of the experts, who were grouped into different categories to discover whether there were any striking differences of opinion between experts of different backgrounds. Their assessments revealed few statistically relevant differences, though some are worth noting: Chinese researchers, project managers and representatives of NGOs were more positive than international experts regarding the impact of the Rio+20 conference on climate change discourse in China. Also, the youngest experts with the least international experience evaluated the potential of green volunteer work highest. (JCCA/GIGA)

Nach meiner zurückblickenden Beobachtung folgte der Konflikt um den Grundkurs Soziale Arbeit, genauer dessen Band II, an dem wiederum das inzwischen sogenannte "Mannschatzkapitel" interessierte, von Beginn an einem Muster, das mir nur allzu gut aus der "Sympathisanten-Debatte" und dem "Deutschen Herbst" in Erinnerung geblieben ist. Skandalisiert und Ende der 1970er mindestens symbolisch ausgebürgert wurden "Sympathisanten" des linken Terrorismus. Als "Sympathisanten" wurden vornehmlich prominente und politisch eingreifende Intellektuelle ausgesucht - aber auch die Jugend- und Studentenbewegung der 1960er Jahre (heute gelegentlich als "Alt-68er" diskreditiert) konnte in das Sympathisanten-Feld gebracht werden. Den Band II des Grundkurs Soziale Arbeit hat Timm Kunstreich 1998 veröffentlicht. Vierzehn Jahre nach der Veröffentlichung und Ingebrauchnahme in der Lehre, spätestens mit dem offenen Brief des sächsischen Landesbeauftragten für die Stasi-Unterlagen an das Kuratorium und den Rektor der Evangelischen Hochschule für Soziale Arbeit und Diakonie - "Das Rauhe Haus" in Hamburg begann für mich als eine Art "Zeitzeugin" der Sympathisanten-Debatte ein Déjà-vu-Erlebnis: Ein Unternehmen der "entrüsteten Skandalisierung".
