WOS:000466802100019 ; A search for a new high-mass resonance decaying to a tau lepton and a neutrino is reported. The analysis uses proton-proton collision data collected by the CMS experiment at the LHC at root s= 13 TeV, corresponding to an integrated luminosity of 35.9 fb(-1). The search utilizes hadronically decaying tau leptons. No excess in the event yield is observed at high transverse masses of the tau and missing transverse momentum. An interpretation of results within the sequential standard model excludes W' boson masses below 4.0 TeV at 95% confidence level. Existing limits are also improved on models in which the W' boson decays preferentially to fermions of the third generation. Heavy W' bosons with masses less than 1.7-3.9 TeV, depending on the coupling in the non-universal G(221) model, are excluded at 95% confidence level. WOS: 000488071200025 ; Evidence for the light-by-light scattering process, gamma gamma -> gamma gamma, in ultraperipheral PbPb collisions at a centre-of-mass energy per nucleon pair of 5.02 TeV is reported. The analysis is conducted using a data sample corresponding to an integrated luminosity of 390 mu b(-1) recorded by the CMS experiment at the LHC. Light-by-light scattering processes are selected in events with two photons exclusively produced, each with transverse energy E-T(gamma) > 2 GeV, pseudorapidity vertical bar eta(gamma)vertical bar 5 GeV, diphoton transverse momentum p(T)(gamma gamma) gamma gamma) = 120 +/- 46(stat) +/- 28(syst) +/- 12(theo) nb, is consistent with the standard model prediction. The m(gamma gamma) distribution is used to set new exclusion limits on the production of pseudoscalar axion-like particles, via the gamma gamma -> a -> gamma gamma process, in the mass range m(a) = 5-90 GeV. WOS:000489251000002 ; Measurements of the top quark polarization and top quark pair (t (t) over bar) spin correlations are presented using events containing two oppositely charged leptons (e(+)e(-), e(+/-)mu(-/+), or mu(+)mu(-)) produced in proton-proton collisions at a center-of-mass energy of 13 TeV. The data were recorded by the CMS experiment at the LHC in 2016 and correspond to an integrated luminosity of 35.9 fb(-1) . A set of parton-level normalized differential cross sections, sensitive to each of the independent coefficients of the spin-dependent parts of the t (t) over bar production density matrix, is measured for the first time at 13 TeV. The measured distributions and extracted coefficients are compared with standard model predictions from simulations at next-to-leading-order (NLO) accuracy in quantum chromodynamics (QCD), and from NLO QCD calculations including electroweak corrections. All measurements are found to be consistent with the expectations of the standard model. WOS:000468897800001 ; PubMed:31265003 ; A search for supersymmetry is presented based on events with at least one photon, jets, and large missing transverse momentum produced in proton-proton collisions at a center-of-mass energy of 13 TeV. The data correspond to an integrated luminosity of 35.9 fb -1 and were recorded at the LHC with the CMS detector in 2016. The analysis characterizes signal-like events by categorizing the data into various signal regions based on the number of jets, the number of b-tagged jets, and the missing transverse momentum. No significant excess of events is observed with respect to the expectations from standard model processes. Limits are placed on the gluino and top squark pair production cross sections using several simplified models of supersymmetric particle production with gauge-mediated supersymmetry breaking. WOS:000462733700002 ; A search for a heavy W resonance decaying to one B or T vector-like quark and a top or bottom quark, respectively, is presented. The search uses proton-proton collision data collected in 2016 with the CMS detector at the LHC, corresponding to an integrated luminosity of 35.9 fb(-1) at 13 TeV. Both decay channels result in a final state with a top quark, a Higgs boson, and a b quark, each produced with significant energy. The all-hadronic decays of both the Higgs boson and the top quark are considered. The final-state jets, some of which correspond to merged decay products of a boosted top quark and a Higgs boson, are selected using jet substructure techniques, which help to suppress standard model backgrounds. A W boson signal would appear as a narrow peak in the invariant mass distribution of these jets. No significant deviation in data with respect to the standard model background predictions is observed. Cross section upper limits on W boson production in the top quark, Higgs boson, and b quark decay mode are set as a function of the W mass, for several vector-like quark mass hypotheses. WOS:000457196200001 ; Measurements of the inclusive and differential production cross sections for the Higgs boson in the diphoton decay channel are performed using the data set of proton-proton collisions at 13 TeV collected by the CMS experiment at the LHC in 2016 and corresponding to an integrated luminosity of 35.9 fb(-1). The cross sections are measured in a fiducial phase space defined by a set of requirements on the isolation and kinematic variables of the photons. Differential cross sections are measured as functions of the kinematic properties of the diphoton system and the event. A subset of the measurements is performed in regions of the fiducial phase space, where relative contributions of specific Higgs boson production mechanisms are enhanced. The total cross section in the chosen fiducial phase space is measured to be 84 +/- 11 (stat) +/- 7 (syst) fb = 84 +/- 13 fb, to be compared with a theoretical prediction of 73 +/- 4 fb. WOS:000451008700001 ; Measurements of the differential jet cross section are presented as a function of the jet mass in dijet events, in bins of jet transverse momentum, with and without a jet grooming algorithm. The data have been recorded by the CMS Collaboration in proton-proton collisions at the LHC at a center-of-mass energy of 13 TeV and correspond to an integrated luminosity of 2.3 fb(-1). The absolute cross sections show slightly different jet transverse momentum spectra in data and Monte Carlo event generators for the settings used. Removing this transverse momentum dependence, the normalized cross section for ungroomed jets is consistent with the prediction from Monte Carlo event generators for masses below 30% of the transverse momentum. The normalized cross section for groomed jets is measured with higher precision than the ungroomed cross section. Semi-analytical calculations of the jet mass beyond leading logarithmic accuracy are compared to data, as well as predictions at leading order and next-to-leading order, which include parton showering and hadronization. This study aims to assess the performance of Pontianak Health BPJS employees by using transformational leadership style variables as independent variables and organizational culture as mediating variables. Data collection method using questionnaires which are distributed to 53 respondents, using census sampling techniques and Likert scales is used for data measurement. The Classical Assumption Test and path analysis were used to process the data using the IBM SPSS v22 application. Desde que ha sido "elegido" -(de alguna manera hay que llamar al proceso de selección que los votantes iraníes realizan después que "el dedazo" de sus autoridades religiosas les permiten elegir entre candidatos que ellas mismas pre-seleccionan)- Hassan Rouhani se ha apresurado a iniciar una fuerte campaña con la que intenta convencer a Occidente, y al mundo en general, de que Irán es un país confiable y que está dispuesto a reinsertarse en la comunidad internacional. La maniobra de Rouhani se entiende, en primer lugar, por la inimitable torpeza e incompetencia de su antecesor, Mahmud Ahmadineyad que supo transformarse en un interlocutor que casi todo el mundo diplomático intentaba evitar. En segundo lugar, hay analistas que entienden que la evidente voluntad de apertura que manifiesta el nuevo presidente es genuina y que tiene sus raíces fundamentalmente en dos problemas mayores. Por un lado, las sanciones a las que está sometida la economía iraní, aunque nunca fueron respetadas a rajatabla, comienzan a hacerse sentir a diferentes niveles. Cabe apostar que la opinión pública está sufriendo en alguna medida limitaciones de consumo que están ligadas a formas de descontento popular crecientes. Por el otro, cabe recordar que al mismo tiempo el régimen iraní ya hubo de enfrentar una serie de cuestionamientos y movilizaciones políticas '(fundamentalmente el rechazo a la elección de Ahmadineyad en el año 2009 y el auge del opositor Hussein Mussaví)- que, aunque acalladas oportunamente, no es imposible que pudiesen reeditarse y converger con el descontento popular creciente arriba mencionado. Por último cabe mencionar que, en buena medida, es posible que Rouhani esté también respondiendo a la actitud moderada que Occidente ha mantenido ante la catástrofe de Siria donde Irán se encuentra clara pero incómodamente involucrado. En otras palabras, hay una serie de razones de carácter eminentemente táctico que abogan para que el régimen iraní busque presentarse con un perfil más amable. Esto es relativamente fácil de interpretar porque se trata, en el fondo, más de una cuestión de "modales" que de cambios de fondo en la política exterior del país. En ese sentido Rouhani se ha limitado a remover los obstáculos "de estilo" que se interponían entre la República Islámica de Irán, los EE. UU. y el conjunto de la comunidad internacional. Pero aunque esto sea así, ello no debe ser tratado como un tema menor: el nuevo "tono" iraní ha sido inmediatamente registrado en la arena internacional y, como mínimo, puede decirse que hace posible imaginar -(lo que no quiere decir realizar)- que puedan ponerse en marcha distintos ámbitos de negociación hasta hoy impensables. Pero hasta la semana pasada quedaba pendiente una duda. Si bien el presidente Rouhani había pronunciado un discurso ante la Asamblea General de las NN.UU. particularmente sensato -(aunque consistente con las posiciones tradicionales de Irán)-, algo particularmente nuevo había sucedido.Rouhani y Obama habían hablado telefónicamente. Ello constituía el primer contacto directo entre un presidente iraní y un Presidente de los EE.UU. desde hacía 30 años. Este acto, efectivamente, constituía una novedad radical de parte de Irán por más que el Presidente Obama es un verdadero Presidente y el presidente Rouhani es un presidente tutelado por una suerte de "Papa-Ayatollah", autodesignado como "Autoridad Suprema". Por ello, lo más importante, era conocer cuál iba a ser la reacción del Líder Supremo, Ayatollah Alí Jamenei. ante el aperturismo amable del presidente Rouhani. En los hechos durante unos cuantos días la clase política iraní contuvo el aliento. La mayoría de los analistas estuvieron esperando saber cual había de ser la reacción de Jamenei. Sobre todo porque varios comandantes de las poderosísimas unidades de "Guardias Revolucionarios" criticaron públicamente a Rouhani por haber hablado telefónicamente con Obama. El pronunciamiento de Jamenei es un modelo de acomodaticia ambigüedad. Mientras que el sábado expresó su apoyo al tono conciliador y favorable al diálogo con Occidente de Rouhani, no dejó por ello de criticar algunas "acciones inapropiadas" realizadas por su presidente. Aunque la interpretación -(léase la exégesis)- de la palabra de tan excepcional líder, para nosotros los mortales es siempre algo dificultosa, todo parece indicar que el Ayatollah estaba queriendo significar que la llamada había sido algo prematura aunque no por ello cuestionaba el conjunto del nuevo estilo de Rouhani. En los hechos Rouhani ya había aludido indirectamente a que el Ayatollah Khamenei se había decidido por "seguir el camino del medio" entre los partidarios de la línea dura y el nuevo gobierno del presidente que entiende cada vez más necesario hacer algún compromiso para conseguir un alivio en las sanciones que están presionando al país. Por elemental que parezca la actitud política del Líder Supremo, la verdad es que el grado de sectarismo e intolerancia de amplios sectores de la sociedad iraní es tal que, en buena medida, estos están, de hecho, prácticamente fuera de control del régimen. Nótese que, cuando Rouhani retornó a Irán, su comitiva fue abiertamente agredida por integrantes de los grupos más radicales que, al día siguiente, se permitieron llamar a una conferencia de prensa para amenazar a Rouhani de represalias en caso de "cometer nuevos errores". Ante semejante radicalización, el Líder Supremo afinó el tiro y, "para acomodar el cuerpo" se dedicó a atacar a los EE.UU. cuestionando así, sólo indirectamente, a Rouhani y advirtió, en un rapto de originalidad, que la Administración Obama "no es confiable" porque se encuentra "bajo el control de una red sionista". Como advertirá el lector, las ambigüedades de las distintas autoridades iraníes señalan sobretodo que la situación interna del país está muy lejos de ser estable y que, en el pantano de una política religiosa, o de una religión politizada, es muy poco probable que Irán logre ser un interlocutor creíble para la comunidad internacional hasta que no opte de una buena vez por todas por un formato institucional razonablemente secularizado.Ello no obsta, desde luego, para que el mundo no siga intentando lograr algún tipo de "statu quo" que permita un mínimo de seguridades. Por ejemplo, donde el nuevo "estilo" y "tono" diplomático parece tener un primer impacto es en el tema de las negociaciones sobre el programa nuclear iraní. Por lo pronto están previstas discusiones entre las grandes potencias del grupo 5 (Estados Unidos, Rusia, China, Francia, Reino Unido y Alemania) e Irán previstas para el 15 de octubre en Ginebra, y ya se ha definido, a fines de septiembre, un marco general para que estas negociaciones se reanuden luego de más de 6 meses de interrupción. Irán dice ahora, en este nuevo contexto, estar dispuesto a negociar una limitación del nivel de enriquecimiento de uranio, pero no a suspender nunca completamente esta actividad. "Insistimos desde hace 10 años en que no se trata de aceptar una suspensión total del enriquecimiento de uranio", declaró el viceministro de Relaciones Exteriores iraní, Abas Araghshi. El "marco, el nivel, la forma y el lugar" del enriquecimiento pueden tratarse en las próximas negociaciones "con la condición de que no se cuestione el enriquecimiento y el derecho de Irán" a realizar esta actividad. Como se verá, aunque el fondo de la posición iraní no ha variado sustancialmente, el tono presupone que hay espacios "para negociar" lo que era radicalmente impensable bajo la égida de Ahmadineyad hasta agosto pasado. Quizás convendría cerrar esta breve aproximación a este accidentado primer capítulo de la nueva moderación iraní recordando que la obstinación de Irán por correr tras la capacidad de generar armas nucleares no tiene que ver primordialmente con Israel. Si a Irán se le ofrecen garantías de que a sus principales enemigos, que están en el campo de Islam (Pakistán, Turquía, Arabia Saudita, etc.), se les quita la posibilidad del uso, o del futuro acceso, a las armas nucleares, recién entonces será plausible encontrar en aquel país una voluntad realmente negociadora en la materia.

A su llegada a Seúl para la Cumbre del G20, el Primer Ministro británico David Cameron, se mostró indignado ante la prensa internacional, por la violencia en la cual degeneró una manifestación de estudiantes en Londres. En teoría las 50.000 personas que desfilaron por la capital inglesa, protestaban pacíficamente por el proyecto de aumento de la matrícula universitaria (actualmente techada en 3.290 libras) para poder disminuir el subsidio público a las universidades en 2.900 millones de libras, como parte de las medidas de austeridad tendentes a reducir el déficit presupuestal. Pero como suele suceder, algunos energúmenos aprovecharon la ocasión para destrozar tiendas, vidrieras y autos.Sin embargo, pese a ese lamentable episodio, la opinión pública en general acepta como un mal inevitable el plan de austeridad del Gobierno y aún los sindicatos han organizado una jornada de protesta contra las medidas, pero recién para marzo de 2011, lo cual da la pauta de un escaso entusiasmo contestatario.Esa mayoría resignada a la que más arriba he aludido, lo está –entre otros indicadores- porque la deuda neta asciende, en septiembre de 2010, al 57,2% del PIB. El objetivo del programa de austeridad de David Cameron y su Ministro de Economía George Osborne, es pasar del 11% actual de déficit al equilibrio de las cuentas en 2015. Para ello prevé ahorrar un monto de 83.000 millones de libras en los próximos 4 años e incluye la supresión de 490.000 empleos públicos, un aumento del IVA al 20%, para enero de 2011, y la rebaja de las asignaciones sociales.Con respecto a estas últimas, el Gobierno está empeñado en poner un término a la "cultura de dependencia del Estado Providencia" y se proyectan medidas drásticas como suprimir las asignaciones familiares a aquellos que tengan altos ingresos; los beneficiarios del seguro de paro deberán trabajar para el sector privado o para asociaciones sin fines de lucro durante 30 horas semanales y, además, se instala un sistema que si se le ofrece un empleo a un desocupado y no lo acepta, dejará de cobrar ese seguro de paro durante 3 meses, si rechaza dos ofertas, 6 meses y tres años, en caso que no acepte 3 ofrecimientos. Hay 2,5 millones de desocupados en Gran Bretaña, según el criterio de la OIT (de acuerdo a los sindicatos hay 5 millones, porque cuentan el subempleo), de los cuales 1,5 millón cobran seguro de paro.Las encuestas indican que la sociedad británica ha cambiado. En primer lugar, porque la mayoría de la población atribuye el estado de las finanzas públicas, a la gestión de la izquierda laborista en los 13 años que estuvo en el poder, de los cuales 12 fueron de prosperidad y no se tomaron medidas anticícilicas. En segundo término, el "New Labour" no presenta una alternativa atractiva, con sus divisiones internas y desde septiembre con un nuevo líder joven (40 años) Ed Miliband, que aún no ha podido proyectarse como una opción válida.En tercer término y como ejemplo del cambio, hasta hace 10 años la mayoría de los británicos entendía que la pobreza era consecuencia de las injusticias sociales. Las encuestas actuales demuestran que la gente antepone la "falta de voluntad" y la "pereza", a la "injusticia social". Y una investigación de la Joseph Rowntree Foundation, una ONG especializada en la búsqueda de la raíz de los problemas sociales, da a conocer un estudio por el que afirma: "El publico tiende a pensar que no hay excusa para la pobreza, que ve como el resultado de una mala opción. En consecuencia, estima que no debe ser un tema de asistencia del Estado". (AFP, 11/11/2010) En materia de relaciones internacionales, últimamente dos hechos importantes se destacan en la política de Cameron: el acuerdo militar con Francia y el viaje a China. El 2 de noviembre en Londres, el Presidente francés Nicolas Sarkozy y el Primer Ministro David Cameron firmaron un acuerdo militar que muchos observadores calificaron de "histórico". En ancas de las dificultades presupuestales de ambos países, decidieron unir esfuerzos y colaborar en el campo de las armas nucleares, con el funcionamiento de sus arsenales en un mismo laboratorio; la utilización coordinada de los portaaviones; el establecimiento de una fuerza expedicionaria común; y la cooperación industrial para las aeronaves autónomas sin piloto, de última generación. El Reino Unido y Francia representan el 45% de los gastos de defensa de los 27 miembros de la Unión Europea y alguna prensa francesa calificó –en recuerdo de la Entente Cordiale (Entendimiento cordial, alianza franco-británica de 1904)- como "Entente frugale", porque es producto de la crisis económica.En relación al viaje a China de Cameron, éste evidentemente marcó otro hito. Primero, por el éxito de los contactos comerciales que realizó, tendentes a llevar el intercambio a 100.000 millones de dólares de aquí al 2015. Fue acompañado por 4 Ministros y por una delegación de los 43 empresarios más importantes de la isla. No se filtró el monto de los contratos, solamente se supo el de la Rolls Royce, para la motorización de 16 Airbus, en 1.200 millones de dólares.Y segundo, fue el primer jefe de Gobierno occidental que llegó a China luego de la atribución del Premio Nóbel de la Paz a Liu Xiaobo, tema sensible para los chinos, si los hay. Y sin embargo, tuvo el valor de tratar el tema con el Primer Ministro chino, Wen Jiabao, aunque no trascendió el diálogo.Por otra parte, en su visita tenía puesto en el ojal una amapola de papel, el "poppy" que se acostumbra a llevar en los países del Commonwealth, desde fines de octubre hasta el 11 de noviembre (fecha del armisticio de la Primera Guerra Mundial), para conmemorar a los soldados muertos en los conflictos bélicos. Para los chinos la amapola es sinónimo de opio y les rememora las guerras perdidas en el siglo XIX por esa droga. Por consiguiente, hubo una gestión oficial para solicitarle al jefe de Gobierno británico que se la sacase. No lo hizo, dando la explicación del significado, cosa que muy pocos estadistas hubieran osado ante el peso del poderío comercial chino.Y sobre todo, tuvo la audacia de evocar, en un discurso a los estudiantes de la Universidad de Beijing, las ventajas del Estado de derecho, del multipartidismo y de la democracia tipo occidental y expresó la esperanza de que la libertad económica china conducirá a una mayor apertura política, ya que la mejor garantía de prosperidad y de estabilidad, es que el progreso económico y el progreso político marchen juntos. Así como insistió en la importancia de la libertad de prensa, pese a las críticas y a las dificultades que esa libertad le ocasione a un Gobierno.Por supuesto que la prensa laborista reprochó esa actitud de ir "a mendigar" por el aumento del comercio y al mismo tiempo criticar al régimen político chino. Personalmente estimo que David Cameron fue coherente consigo mismo: repitió lo que decía en su anterior viaje a China, en 2007, cuando era oposición; y ya van varias las oportunidades en que ha demostrado no tener pelos en la lengua, en materia de política exterior: con Israel, con Turquía y con Pakistán. Peor es ir "a mendigar" y quedarse callado en espera de la "limosna", como hacen la mayoría de sus colegas occidentales. Lo cual no significa –en absoluto- creer que la apertura política china vendrá por presión externa. Ni mucho menos. Pero hay que reconocer que David Cameron –tal lo señala el London Evening Standard (10/11/2010)- administró bien el equilibrio entre realidades económicas y derechos humanos.*Escritor, Periodista, Analista Internacional, Ex Embajador.

En noviembre del año 2001, Jim O´Neill, economista investigador jefe de Goldman Sachs, propuso la idea que cuatro grandes países, en realidad muy disímiles entre sí, constituían una suerte de "nuevo grupo" de países emergentes destinado, según él, a cumplir un papel particularmente significativo en el mundo del futuro en un artículo titulado "The World Needs Better Economic BRICs". La idea fue considerada con atención pero no tuvo una aceptación inmediata. Algunos años más tarde, en 2003, bajo la firma de Dominic Wilson y Roopa Purushothaman, y también publicado por el departamento de investigación de Goldman Sachs, apareció el trabajo: "Dreaming with BRIC´s: the path to 2050"donde la idea original de O´Neil fue profundizada y retrabajada.Aunque nunca quedaron muy claros los criterios por los cuales Brasil, Rusia, India y China eran seleccionados para integrar este "BRIC" (y no aparecían ni Pakistán, ni Indonesia, ni Turquía, ni México ni Sudáfrica, para mencionar solamente algunos posibles candidatos), la idea tuvo, ahora sí, un éxito inmediato y la opinión pública internacional adoptó la propuesta de manera entusiasta. Nada sorprendente, en realidad, si consideramos cierta proclividad de esta opinión para convivir con slogans y la habilidad de algunos autores para apropiarse de ideas ajenas y hacer dinero fácil vendiendo libros dotados de títulos tan rimbombantes como de contenidos obvios o conceptualmente poco relevantes. Las librerías del mundo se llenaron de publicaciones sobre los BRICs hasta la fecha.Pero esta alegre aceptación de la supuesta existencia de estos "BRICs", que no era, al inicio, más que otra nueva "moda editorial" para periodistas, académicos y estudiantes, se convirtió en un problema verdaderamente relevante cuando alguno de los líderes, partidos políticos, grupos económicos poderosos o, simplemente, las poblaciones de dichos países, comenzaron a convencerse que, efectivamente, ese "grupo" era efectivamente algo especial y que estaba llamado a cumplir algún destino manifiesto en el escenario internacional.El primer líder político que advirtió la importancia de darle una construcción tangible al grupo "especial" de grandes países emergentes fue, en 2009, Vladimir Putin, a la sazón Presidente de Rusia. Para dotar de contenido simbólico al imaginario grupo BRIC, Putin organizó en Ekaterimburgo una cumbre que reunió a los cuatro presidentes de los países en cuestión y cuyos resultados fueron más bien pobres (véase editorial de LETRAS INTERNACIONALES No. 64).Pero no por ello los BRICs han detenido su naciente carrera de candidatos a "global players", particularmente animados por cierto activismo y voluntad de protagonismo político de alguno de sus presidentes. Por el contrario, todo indica que hay quienes se han creído a pie juntillas que, más allá de la evidente importancia económica, comercial, demográfica y política de estos cuatro países, ellos están llamados a cumplir un papel "especial" en la gran política internacional. Una prueba tangible de ello son las decisiones cada vez menos sensatas que toma el Brasil, con su presidente, Luis Inacio "Lula" da Silva, a la cabeza.En su momento, y a propósito de la crisis de Honduras del año pasado, en esta misma publicación, habíamos manifestado que la decisión brasileña de acoger en su embajada de Tegucigalpa al destituido presidente Zelaya, independientemente de lo que se pensara del "golpe de Estado" implementado por las otras autoridades de aquel país, era una decisión que resultaba ininteligible si intentábamos leerla con los códigos tradicionales de la política exterior brasileña y en la línea de conducta de la diplomacia de Itamaraty. Similares problemas planteó la actitud de Lula en su relacionamiento con Cuba y su militante negación de las violaciones a los derechos humanos que éste régimen lleva adelante impunemente.Más significativamente aún, recordemos que a mediados del mes de mayo, Brasil impulsó una iniciativa para "mediar" en el delicado tema del programa nuclear de Irán, asociando en la iniciativa a Turquía y enfrentando a todas las grandes potencias, a las Naciones Unidas y al Consejo de Seguridad. El tema es, sin lugar a dudas, uno de los problemas diplomáticos y militares más complejos de la coyuntura política internacional actual y gran parte de los analistas internacionales no dejaron de advertir que Brasil se estaba comprando un problema al pretender mediar en un terreno que, en términos coloquiales, "le queda grande". En realidad la iniciativa de mediación, comunicada públicamente el 17 de mayo llegó a durar poco más de un mes. Ante la firme respuesta de todas las grandes potencias y del Consejo de Seguridad, con fecha 22 de junio, la prensa anunciaba "Brasil renunció a la mediación con Irán" y el canciller Amorim reconocía que "Nos quemamos los dedos haciendo cosas que todo el mundo decía que eran útiles…"Esta visión, sobre el carácter por lo menos "imprudente" de algunas iniciativas brasileñas recientes, no es, evidentemente, sólo nuestra. En una columna publicada por el diario "El País" de Madrid, con fecha 24 de mayo, el ex-canciller mexicano, Jorge Castañeda, titulaba, de manera sintomática a propósito del tema de la mediación con Irán: "Lula: jugar en primera división sin mojarse".Es más, en una entrevista más reciente publicada en el mismo periódico con fecha 12 de junio, y retomada por "The Inter-American Dialogue", el ex presidente del Brasil, Fernando Henrique Cardoso, señalaba con su habitual inteligencia que, en los últimos meses de su gestión, el presidente Lula había estado gobernando "…más con el corazón que con la cabeza". Una manera elegante de decir que, al menos en política exterior, el Brasil parece haber perdido en buena medida el rumbo. El ex-presidente advertía textualmente: "Lula debió pedir a Irán la garantía de que el desarrollo de su plan nuclear va a ser para la paz. Brasil es favorable al control por parte de los países del ciclo de producción de uranio. Yo estoy de acuerdo con eso, Brasil lo controla. Tenemos un acuerdo con Argentina de vigilancia mutua refrendado por la ONU y gracias a esto hemos desarrollado nuestra propia tecnología. Nunca nadie ha sospechado que nuestro programa atómico era para la guerra…porque nos hemos sometido a reglas. Brasil debería exigir lo mismo a Irán." En la misma entrevista, el ex-presidente Cardoso, se refiere también, entre otros tópicos problemáticos de las recientes decisiones de política internacional del Brasil, a la inadmisible permisividad de ese país para con la dictadura castrista y a la incomprensible desprolijidad de la decisión de dar asilo en la embajada brasileña al depuesto presidente ZelayaEn resumidas cuentas, todo parece indicar que no solamente el otrora presidente Putin (de quien se entiende, en parte, la postura puesto que dirigía lo que queda de la gran potencia "desafiante" de la Guerra Fría y seguía entonces al mando de una superpotencia nuclear) se ha tomado al pie de la letra la idea de que los BRICs están llamados a un protagonismo global de grandes potencias. También el presidente Lula, en el ocaso de una razonablemente buena gestión presidencial, parece estar sucumbiendo al "síndrome BRIC". Sería algo triste que la necesidad crepuscular de protagonismo de la figura presidencial hiciese olvidar al Brasil que en política, nacional o internacional, los tiempos son fundamentales. El trabajo que hubo de popularizar la sigla BRIC, más allá de algunas debilidades de fondo del planteo, tenía la prudencia de titularse "Dreaming with BRIC´s: the path to 2050". El martes 16 de junio se reunieron en la ciudad rusa de Ekaterimburgo los líderes de Brasil, Rusia, India y China. Esta "cumbre" no ha tenido hasta ahora mucha resonancia en la prensa mundial pero, no por ello, ha pasado desapercibida.Consideradas como las cuatro economías más poderosas de los países emergentes, este grupo fue bautizado como "BRIC" allá por el año 2001 por un analista financiero norteamericano con algún talento para pergeñar siglas pero, en realidad, el grupo comenzó a adquirir cierto sentido recién hacia 2004-2005.Aunque ya se han realizado varias reuniones informales entre los líderes de estos cuatro países, lo cierto es que el martes, probablemente gracias a un fuerte liderazgo del anfitrión, realizaron su "presentación oficial en sociedad".Las razones por las cuales muchos analistas consideran la concreción de este grupo de países emergentes como un hito de importancia son, por lo general, de corte meramente cuantitativo. Nos dicen que los países del BRIC constituyen, según el Banco Mundial, el 27% del PBI mundial (siendo Rusia la economía No. 11, Brasil la No 10, China la No. 5 y la India la No. 12, en el ranking del FMI), que su población supera el 40 % de la población mundial, que disponen en este momento de aproximadamente el 40% de las reservas monetaria, que ocupan el 25 % del territorio mundial, etc., etc.En suma, nadie puede negar que se trata de países que son altamente significativos en el mundo contemporáneo y que, muy probablemente, seguirán adquiriendo importancia creciente en el futuro inmediato (toda vez que varios de ellos están atravesando la crisis en bastante mejores condiciones que otras potencias) y también en el mediano plazo surgirán como referentes internacionales de peso.Resulta importante señalar que la emergencia de este grupo puede ser revelador de un fenómeno que todos percibimos con bastante claridad: la globalización, (al contrario de lo que sostienen sus eternos detractores en los países subdesarrollados) ha sido una estupenda oportunidad de crecimiento para muchos de los países emergentes. Es más: en varias oportunidades se ha considerado si países como Sudáfrica, México o Pakistán no podrían formar parte del mismo grupo. Si no ha sido así, es por razones políticas específicas que, en cada caso, se considera que los inhabilitan por el momento.En otros términos, para muchos, el BRIC aparece como un nuevo "player global" potencial y, en algún sentido eso es así si planteamos la cuestión a la inversa: el "espacio" político internacional ocupado por los EE.UU., la UE y el Japón se ha reducido, relativamente, y ello de manera independiente de esta crisis económica por la que estamos atravesando, por lo que otros países o grupos de países tienden a ocupar ese nuevo "margen" que aparece como vacante.Pero ¿es precisamente esta configuración "BRIC", de los nuevos "players globales", la fórmula mas idónea para ocupar esos nuevos espacios y desafiar a los 3 centros de poder establecidos?Cuando uno revisa la temática tratada en la reunión por Medvédev, Hu Jintao, Manmohan Singh y Lula da Silva, lo que llama la atención es que se trató, esencialmente de una plataforma reivindicatoria, si no es que de una lista de quejas. El dólar y el euro ya no serían suficientes como monedas de reserva, el peso de sus países en los organismos multilaterales no es equitativo, hay que recordar las responsabilidades de los países desarrollados en el terreno energético y en la cuestión ambiental, se requiere reformar las Naciones Unidas, etc. En otros términos: más allá de que algunas de estas cuestiones puedan resultar pertinentes, la reunión no parece haber generado una sola propuesta concreta -(si no es la de volver a reunirse en Brasil en el 2010)- y se centró en el archi-conocido "lamento" contra EE.UU. y el "establishment" internacional existente.Desde esa perspectiva, la reunión de Ekaterimburgo dejó una impresión más bien pobre. El Presidente Medvédev declaró: "Nuestra cumbre inicial ha justificado las expectativas" y, luego, que "La cumbre del BRIC debe crear condiciones para la formación más justa de un medio favorable que permita resolver tareas actuales de envergadura mundial" lo que en principio, si uno logra identificar algún sentido coherente a estas declaraciones, parece ser una declaración de satisfacción y, simultáneamente, la proclamación de la necesidad de afirmación de un principio de justicia en el ámbito de la política internacional.Nadie puede discrepar con el principio de la justicia pero, lo que primero salta a la vista es que este nuevo paladín de la justicia tiene un doble problema de credibilidad.El primer problema es que, como grupo, constituye un nucleamiento demasiado disímil -(desde lo cultural hasta lo militar)- como para liderar, o siquiera prohijar, un funcionamiento más justo del mundo internacional. Es más, con la excepción del Brasil, los otros tres actores tienen entre sí un pasado relativamente reciente de fuertes enfrentamientos, incluso militares. Sus lazos comerciales son escasos y los que se han desarrollado son más bien recientes. Desde el punto de vista cultural: ¿que tienen que ver Rusia que, desde Catalina la Grande hasta la fecha, está por decidir si es occidental o asiática, con la China, "El Imperio del Medio" del Oriente? ¿Que tienen que ver la milenaria India colonizada por Gran Bretaña y liberada por Gandhi, con el imberbe Brasil luso-afro-americano cuya historia independiente no llega a 200 años?Pero, en segundo problema de credibilidad reenvía todavía a problemas más álgidos y concretos. ¿Es la Rusia de Putin la que clama por la justicia y el multilateralismo equilibrado y ponderado? ¿Cómo ven este nuevo papel las decenas de países actualmente sometidos a la presión constante de un país compulsivamente expansionista? ¿Esa China de Hu Jintao no es la misma que sostiene el gobierno de Sudán responsable, en altísima medida, de la tragedia de Darfur? ¿Es "otra" China la que ha sometido al Tibet? ¿No es la India la potencia que mantiene subyugada a Cachemira? Y este Presidente Lula que declara, con tono "izquierdista" que "…la sociedad moderna debe revisar un sistema que…condena a millones de personas a la pobreza y a la desesperación", ¿no pertenece al país más expansionista de América del Sur que hace y deshace, dentro de Mercosur, cerrando y abriendo fronteras, sacando y poniendo aranceles a su antojo? Seguramente que ya revisó los precios que paga por la energía que le vende obligadamente el Paraguay de la represa binacional de Itaipú, como clama el Presidente Lugo. También pide Lula que los países desarrollados cubran: "…los costes de la adaptación tecnológica necesaria para que…los países en desarrollo se beneficien del progreso científico sin hacer daño al medio ambiente." ¿No es el mismo Presidente que no ha detenido el proceso de desforestación de la Amazonia? ¿O la culpa de ello es del "imperialismo" y es este último el que debe pagar la factura?Vamos, …que tampoco nos tomen por tontos!¿ China, Rusia, India y el Brasil en el papel de defensores de la justicia y de redentores del mundo internacional?Bienvenido el BRIC como un potencial actor de importancia en la escena internacional si es que, en sus políticas, se va a mostrar efectivamente más coherente y apegado a los principios de derecho que las actuales superpotencias. !Pero hay de nosotros si estos cuatro recién llegados se suman, efectivamente, a las superpotencias existentes y a sus prácticas! En la mayoría de los casos, su "record" de conducta internacional es bastante más dudoso que el de las conocidas grandes potencias actuales. Y más vale lidiar con tres potencias que, con esas mismas tres, más estas "nuevas cuatro", que, además, llegan con sus apetitos intactos.

De todas las operaciones militares internacionales en marcha en el mundo de hoy, quizás la que cuenta con total legitimidad jurídica, y la que tuvo en su momento más apoyo político en los países desarrollados, es la intervención en Afganistán. Llevada adelante por la OTAN, y con el visto bueno de las Naciones Unidas, muchas veces esta costosa guerra hubo de quedar opacada a los ojos de la opinión pública por la, mucho menos legítima, intervención norteamericana en Irak. En la ISAF, nombre oficial de la misión militar en Afganistán, participan 42 estados miembros de los Naciones Unidas, entre los que se distinguen los EE.UU. con 28.850 hombres, Gran Bretaña con 8.300, Alemania con 3.380, Canadá y Francia con, respectivamente, 2.830 y 2.780 hombres.En la segura confusión que existe en la opinión pública internacional entre estas dos intervenciones colaboró de manera sustantiva el gobierno de Bush al pretender vincular su presencia en Irak con los talibanes y con el terrorismo internacional.Durante la visita que realizó a Ghana, el presidente Obama hizo declaraciones importantes en torno a sus expectativas frente a una guerra que, desde que llevó a cabo su campaña electoral, el entonces candidato destacó como una de sus preocupaciones fundamentales en el frente internacional. Obama señaló la urgencia de cambiar la óptica política con la que había sido llevada adelante la guerra: reclamó un esfuerzo militar más intenso, abogó por una paulatina "afganización" de las unidades militares y policiales que combaten a los talibanes y llamó a poner en marcha un proceso de desarrollo económico y social en ese país.Y vaya si tuvo, y tiene, razón. La guerra en Afganistán no solamente no ha terminado sino que, en muchas aspectos, ha quedado empantanada entre tres elementos que explican bastante claramente la indefinición militar actual: la debilidad relativa del esfuerzo norteamericano que hubo de concentrar sus esfuerzos en la "aventura" irakí, las permanentes dudas de muchos países europeos que renacen regularmente cada vez que algún soldado connacional pierde la vida y la permanente capacidad de recuperación de los talibanes que, en el contexto socioeconómico sin alternativas reales en el que vive el campesinado afgano, resultan ser la única "opción" vital para miles de jóvenes muchas veces desarraigados de sus regiones natalesCon razón, entonces, el presidente Obama se inquieta. Por un lado es consciente que, ante las elecciones presidenciales y provinciales que deben llevarse a cabo el 20 de agosto próximo, es necesario fortalecer un gobierno afgano que todavía está muy lejos de poder garantizar nada parecido a una razonable gobernabilidad en el país. Es más, recordemos que hace aproximadamente un mes, las tropas del vecino Pakistán hubieron de intervenir porque los talibanes no solamente se habían adentrado en territorio pakistaní: estaban a unos 300 kilómetros de la importante ciudad de Peshawar. Es decir que, en la compleja realidad geográfica y social afgana, aunque el norte del país se encuentra medianamente controlado militarmente, la parte sur del país, o "Helmand", es un "no-man´s land" donde los grupos talibanes operan sin mayor riesgo.Conscientes de ello, y sacando conclusiones de la mencionada ofensiva llevada a cabo en territorio pakistaní por talibanes de ambas países, el nuevo mando militar de ISAF, el Gral. Stanley McChristal, acaba de poner un marcha, desde finales de junio, una fuerte ofensiva en la cual se abandona la táctica de los "raids" aéreos y los bombardeos, para reemplazarla por un despliegue territorial de la fuerza de intervención que asegure el control directo del territorio a largo plazo. Para ello puso en marcha dos operaciones, las dos orientadas directamente hacia el sur del país, en el corazón de los territorios controlados por los talibanes.La opción es entendible: los bombardeos no eran suficientemente precisos, causaban daños irreparables en la población civil y, sobre todas las cosas, no permitían el contralor del territorio durante un período duradero. En el momento en el que, tanto el Presidente Obama como todas las cancillerías europeas, adquieren consciencia que la guerra en Afganistán sólo habrá de terminarse si en este país se instala un gobierno creíble sostenido políticamente por una sociedad y una población que ya no encuentre más su "modus vivendi" en el bandolerismo, el cultivo de la amapola y el tráfico de droga, es evidente que no alcanza con "despejar" temporalmente regiones afganas de la presencia talibán. Se impone controlarlas y, sobre esa base, comenzar un verdadero trabajo de desarrollo que requiere de la participación sostenida y sistemática de la población civil, de las múltiples tribus, clanes y familias que conforman el entramado de la primitiva pero compleja sociedad civil de Afganistán.Es en este sentido que se dirigió la intervención del Presidente Obama y es también en esa dirección que el sentido común indica que debe reorientarse el esfuerzo militar en ese país. Mientras la presencia de los países occidentales solo tenga un sentido "punitivo" es muy probable que los talibanes continúen siendo invencibles. Pero si la presencia militar es acompañado de un despliegue de oportunidades de desarrollo económico y social, la ecuación es probable que cambie. Si la población afgana percibe que la presencia la ISAF no es un mero castigo ni una arbitrariedad; si percibe que está asociada a una oportunidad para reconstruir tanto el país como sus vidas, entonces quizás podremos ver un final razonable a esta sangrienta situación.El desafío para el presidente Obama y algunas cancillerías europeas radica en que este nuevo enfoque lleva implícito un compromiso militar y financiero mucho más fuerte de los países occidentales en aquel país. Aunque los Estados Unidos ya han comenzado el despliegue de 21.000 soldados más, los gobiernos europeos enfrentan dificultades políticas crecientes en sus respectivos frentes internos.Aunque el gobierno de Sarkozy se mantuvo firme ante la emoción generada en Francia por las primeras muertes significativas de soldados de esa nacionalidad hace algunos meses, la realidad política no es la misma en Gran Bretaña y, sobretodo, en Alemania. En las recientes ofensivas destinadas a controlar mejor el sur de Afganistán, las tropas británicas tuvieron quince bajas en pocos días. Ello levantó una polvareda política de importancia que, aunque no cuestionó la participación británica en el esfuerzo de guerra, si cuestionó al gobierno por las muertes sufridas por el ejército.Por su parte, el gobierno de Angela Merkel, se encuentra frente a una población cada vez más hostil a la participación de ese país en la guerra. Todavía acostumbrada a una Bundeswehr casi "desmilitarizada", la opinión pública alemana ve con muy malos ojos la participación de sus soldados en una verdadera guerra. Consciente de las dificultades crecientes de sus socios europeos, Obama no se limitó a señalar que el compromiso en Afganistán seguía en pie: señaló con crudeza que el riesgo de un ataque terrorista, cuya última raíz se encuentre en Afganistán, es más alto para Londres que para los Estados Unidos.Sean cuales fuesen los resultados de las ofensivas en marcha, e independientemente de los avatares políticos a los que se encuentran sometidos los gobiernos europeos por el desgaste político generado por la guerra, es evidente que la presencia occidental en Afganistán ha de durar todavía un largo tiempo. Por desagradable y desdichada que resulte la tarea, se trata de una realidad política que los países occidentales deben de enfrentar. Es necesario que lo hagan de manera inteligiente y en el marco del respeto a los valores que Occidente pretende representar. De no ser así, más allá de los resultados militares finales, el costo ético final de este conflicto terminará recayendo sobre las propias sociedades occidentales.

ÖZETBu doktora tezi temel olarak iki amaca sahiptir. Bunlardan ilki; eski Sovyetler Birliği'nin Güney coğrafyasında, şu anda Orta Asya Cumhuriyetleri'nin bulunduğu bölgede Türkiye'nin ekonomik, siyasal ve güvenliğe ilişkin beklentileri maksimize edebilmesi için işbirliği stratejisi modelleri geliştirmek ve ikincisi; bu işbirliği stratejisi modellerinin uygulanmasını takiben belirecek olası yeni güç dengesi kapsamında Türkiye'nin içinde bulunacağı olası durumu senaryo planlama metodunu kullanarak oluşturulacak gelecek senaryoları ile tahmin etmek ve bunu gerçekleştirerek Türk karar alıcılarını oluşacak bu olası güç dengesi sisteminden önceden bilgilendirmek.Tez üç bölümden oluşmaktadır:Bölüm I'de Orta Asya halkları ve Orta Asya bölgesine ilişkin genel bilgi sunulmaktadır. Bu bölümde temel olarak dört husus üzerinde yoğunlaşılmıştır: İlk olarak; Türk kökenli halkların tarihi, Osmanlı İmparatorluğu ve Rus hakimiyeti altındaki Türk Hanlıkları arasındaki münasebetler, Sovyetler Birliği hakimiyeti altındaki Orta Asya halkları ve Türkiye Cumhuriyeti'ndeki Türkler arasındaki münasebetler açıklanmakta, ikinci olarak; Türk karar alıcılarını Orta Asya Cumhuriyetleri'ni Türk dış politikasının ilgi alanına dahil etmeye sevkeden faktörler belirtilmekte, üçüncü olarak; Orta Asya Cumhuriyetleri'nin politik, sosyal, ekonomik yapısı, Orta Asya bölgesinin coğrafi ve ekonomik önemi ve son olarak Türkiye'nin Orta Asya bölgesindeki rolü ifade edilmektedir. Bölüm II'de dört farklı "İşbirliği Strateji Modelleri" önerilmektedir; Strateji Modeli I: Türkiye-A.B.D., Strateji Modeli II: Türkiye-A.B.D-İsrail, Strateji Modeli III: Türkiye-A.B.D.-İran ve Strateji Modeli IV: Türkiye-Orta Asya Ekonomik İşbirliği. Bu strateji modelleri gerçekleşme olasılığı en yüksek olandan gerçekleşme olasılığı en düşük olana şeklinde numaralandırılmaktadır. Diğer bir deyişle tezde işbirliği strateji modellerine dahil edilen beş devletin (A.B.D., İsrail, İran, Hindistan ve Pakistan) Türkiye'ye sunacakları politik ve ekonomik avantajların aynı düzeyde olamayacağı gerçeği göz önünde bulundurularak bu beş devlet ayrı strateji modelleri kapsamına alınmaktadır. Ayrıca, İşbirliği Strateji Modelleri iki temel kritere dayandırılarak yapılandırılmaktadır: İlk olarak; bu devletlerle işbirliği gerçekleştirmesi durumunda Türkiye'nin Orta Asya bölgesindeki politikalarını kolaylaştıracak ve maksimize edebilecek ekonomik, siyasal ve kültürel imkan ve de kabiliyetlere sahip ülkelerin İşbirliği Strateji Modelleri için seçilmesi ve ikinci olarak; uluslar arası ilişkilerde devletlerin milli menfaatleri hususunun hayati önem taşıdığı dikkate alınarak İşbirliği Strateji Modellerine dahil edilen devletlerin Orta Asya bölgesine ilişkin doğrudan ya da dolaylı ilgi ve beklentilerinin göz önünde bulundurulması. Bölüm III'te beş makro senaryo geliştirilmektedir; Gelecek Senaryosu I: Türkiye'nin Orta Doğu'ya İlişkin Olası Durumu, Gelecek Senaryosu II: Türkiye'nin A.B.D'ne İlişkin Olası Durumu, Gelecek Senaryosu III: Türkiye'nin Rusya Federasyonu'na İlişkin Olası Durumu, Gelecek Senaryosu IV: Türkiye'nin Yunanistan'a İlişkin Olası Durumu ve Gelecek Senaryosu V: Türkiyenin Avrupa Birliği'ne İlişkin Olası Durumu. Makro Senaryoların yanısıra bazı mikro senaryolar da sunulmatadır. Mikro Senaryolar gerçekleşme ihtimali en yüksek olandan en düşük olana şeklinde numaralandırılırken; gerçekleşme ihtimali en yüksek olarak kabul edilen senaryoya, uluslararası sistemde beklenmedik bir sapma olabileceği hususu gözönünde bulundurularak, maksimum realizasyon şansı tanınmaktadır. Bu bölümde işbirliği strateji modellerinin gerçekleştirilmesini takiben Türkiye'nin sadece Orta Doğu, A.B.D., Rusya Federasyonu, Yunanistan ve AB'ne ilişkin olası durumuna ait Gelecek Senaryoları geliştirilmesinin nedeni Türkiye'nin adı geçenlerden herbiri ile köklü güvenlik, ya da politik ya da ekonomik sorunlarının bulunmasıdır. Beş Makro senaryo gerçekleştirilirken "Gelecek Senaryo Planlama Metodu" kullanılmaktadır.ABSTRACTThis study has two main aims; firstly to develop cooperation strategy models in order to maximise Turkey's economic and political advantages in the former Soviet South geopolitical area and secondly to plan future scenarios through future scenario planning method to forecast the probable stand of Turkey in the probable new balance of power to be emerged as the result of the realisation of these strategy models and by doing so, to inform Turkish officials about this new balance of power before hand.The study has three chapters:In Chapter I we try to present necessary and overall information related to the Central Asian peoples and Central Asian region. We focus on four points; first of all, we explain a short history of Turkish origin peoples, give the background information about the relations between the Ottoman Empire and Central Asian Turkish Khanates under Russian dominance and between the Central Asian peoples in the Soviet Union and the Turks in Turkish Republic; secondly, we explain the factors that led Turkish decision-makers to include Central Asian states in Turkish foreign policy menu; thirdly, we present political, social and economic structure of the Central Asian states, geo and eco strategical importance of the Central Asian region, the problems that the Central Asian states face, and last we explain the role of Turkey in the Central Asian region. In Chapter II we propose four different "cooperation strategy models"; Strategy Model I: Turkey - U.S., Strategy Model II: Turkey - U.S. - Israel, Strategy Model III: Turkey - U.S. - Iran, and Strategy Model IV: Turkey - Central Asian Economic Cooperation Organization (CAECO). The strategy models are numbered from the most probable to the least probable. In other words, in the study taking the fact into consideration that cooperating with these five states will not present equal political and economic advantages for Turkey we include different states in different strategy models. In the study, Cooperation Strategy Models are based on two basic criteria: Firstly, economic or political or cultural capabilities and possibilities of the states included in the Models, which can directly facilitate and maximise Turkey's policies in the Central Asian region in case Turkey cooperates with them, and secondly, the states' direct or indirect interests and expectations in the Central Asian region since national interests of the states bear vital importance in international relations. Besides, there have been five main reasons which direct us to propose and concentrate on only "cooperation strategy model".in this study: 1. Economic incapabilities of Turkey which unables her to cover the needs of the CAR, 2. Russian Federation's firm stand towards these republics, 3. CAR's political, economic and security expectations which can not satisfied by Turkey alone, 4. Differences in culture and history between the CAR and Turkey, 5. Geographic location of Turkey which represents no contiquity with the Central Asian region.In chapter III we develop five macro future scenarios; Future Scenario I: Future Scenarios on Turkey's Position Regarding the Middle East Region, Future Scenario II: Future Scenarios on Turkey's Position Regarding the U.S., Future Scenario III: Future Scenarios on Turkey's Position Regarding the Russian Federation, Future Scenario IV: Future Scenarios on Turkey's Position Regarding Greece and Future Scenario V: Future Scenarios on Turkey's Position Regarding the EU. We also develop several micro scenarios which are interrelated with the mentioned macro scenarios. In the study we number the micro scenarios from the most plausible one to the least plausible one and give maximum 60 percent of realisation chance for the most plausible scenario taking the possibility of emergence of wild card (negative) scenarios (negative trends) into consideration. In this chapter we try to forecast Turkey's probable stand in regard to the Middle East region, U.S., Russian Federation, Greece and EU following the application of cooperation strategies and create future scenarios on them only since Turkey has had deep-rooted security, or political or economic conflicts with each one of them in history largely. In addition to these, while forecasting the future and in creating these five macro future scenarios we adopt future scenario planning method.
